Key functions of the PLEB under RA 8551:

1. Receive complaints: The PLEB is the primary entity for receiving complaints from citizens against any uniformed member of the PNP.

2. Hears and decides cases: It has the power to formally hear and decide these complaint against PNP members.

3. Summary proceedings: Unlike regular courts, the PLEB decides cases through summary proceedings.

4. Community-based: The PLEB is composed of a member from the Sangguniang Panlungsod/bayan, a Barangay captain chosen by the association of Barangay captains, and three (3) other respected community members.

Purpose: A check and balance mechanism in the Philippines established by RA 8551 to receive and decide formal complaints against uniformed members of the Philippine National Police (PNP).

Function: Allows citizens to formally file complaints or provide rewards for exceptional performance by police officers.

Role: The PLEB has the power to hear and decide cases and is a way for the community to participate in ensuring discipline among law enforcers.
