Dependent legal spouses who are SSS members may now submit their death benefit claims online

Social Security System (SSS) President and CEO Michael G. Regino announced on Wednesday that dependent legal spouses who are also existing SSS members may submit their Social Security (SS) and Employees’ Compensation (EC) death benefit claims online through the My.SSS Portal.

“The inclusion of death benefit application on our list of online services is part of the digital transformation efforts of SSS to ensure that our services are readily accessible 24/7. Applicants are required to enroll their disbursement accounts in the My.SSS Portal for the cashless release of benefits to the rightful recipients,” Regino said.

Qualified dependent legal spouses of deceased SSS members are those who have not re-married, cohabited or entered in “live-in” relationships before or after the members’ death.

However, Regino further clarified that special conditions wherein claimants have dependent child/children, member's date of death does not match the contingency date of settled funeral claim, with in-process/settled death benefit claim, member's death is caused by work-related illness which requires further medical evaluation under EC death benefit program, with invalid membership coverage of the deceased member, need to file their claims over the counter.

“In consideration of the nature of how we process death benefit claims especially in establishing the rightful beneficiaries and ensuring correct payment, there are cases of claim applications that still need to be filed over the counter for thorough screening and evaluation,” Regino concluded.

SSS to launch two new programs to benefit informal economy workers and other individually-paying members

Social Security System (SSS) President and CEO Michael G. Regino announced on Monday that two new programs, the flexible payment schedule and the Contribution Subsidy Provider Program (CSPP), are set to be launched in July to help ensure the social security protection of the informal economy workers and other individually-paying members.

The planned payment schedule for the said types of workers will provide a longer payment window for them, where contributions for any of the last twelve (12) applicable months may still be paid in the current month, so they can avoid missing applicable months that may qualify them for SSS benefits and loans.

“Considering that crops and fishery products have their harvest seasons, we are looking to implement a more workable payment schedule for farmers, fishermen, and other self-employed persons in the informal economy. We recognize the unique situation of our informal economy workers and we are coming up with the appropriate payment program to make SSS more inclusive to as many fellow Filipinos.” Regino said.

“Another program is the Contribution Subsidy Provider Program (CSPP), wherein the SSS may enter into a partnership arrangement with potential contribution subsidy providers among private and government entities who will pay contributions on behalf of selected self-employed workers, land-based Overseas Filipino Workers (OFWs), and voluntary members of the SSS,” Regino said.

The minimum period of subsidy under the CSPP is six consecutive calendar applicable months.

The results of a nationwide survey commissioned by the SSS that was conducted in the second semester of 2021 showed that there is a misconception among those in the informal economy and last-mile communities that SSS membership is only for those formally employed. Also, some of the challenges for members identified in the survey are the sustainability and payment of correct contributions, which are more likely for those in the informal economy.

“Filipino workers need social security institutions such as the SSS to provide them and their families with a layer of protection against the hazards of disability, sickness, maternity, old age, death, and other contingencies resulting in loss of income. We hope that through these two programs, we may be able to extend our benefit and loan programs to those in the informal economy, gig economies, and last-mile communities,” Regino said.

Inanunsyo ni Social Security System (SSS) President CEO Michael G. Regino na simula Hulyo 1, 2022 ay sakop na ng mandatory online filing ng retirement benefit ang mga self-employed members na may edad na 60 hanggang 64 taong gulang.

Nauna nang ipinatupad noong Hulyo 2020 ang mandatory online filing ng retirement benefit ng lahat ng employed members, voluntary members, land-based Overseas Filipino Workers (OFW) members at self-employed members na may edad 65 taong gulang pataas.

“Simula pa noong 2015 ay naging available na ang ating online facility para sa mga miyembrong nasa technical retirement age na 65. Sa simula pa lang ng pandemiya, may mga enhancements na kaming ginagawa para mas simple at maginhawa ang kanilang pagpafile na hindi na nila kinakailangang pang sumadya sa mga sangay ng SSS. Ang kailangan lang nilang gawin ay i-access ang kanilang My.SSS account, i-click ang Apply for Retirement Benefit sa ilalim ng Benefits section ng E-Services tab, punan ang mga kailangang impormasyon, at isumite ang mga required supporting documents,” pahayag ni Regino.

Ang mga miyembrong may mga sumusunod na “special cases” sa benepisyo sa pagreretiro ay dapat pa ring pumunta at mag-file sa alinmang sangay ng SSS o foreign representative office:

• May natitirang balanse sa Stock Investment Loan Program (SILP)/ Privatization Loan Program/ Educational Loan/ Vocational Technology Loan;
• May anak/mga anak na nasa ilalim ng kanilang pangangalaga;
• Kung saan ang miyembro ay walang kakayahan, nasa ilalim ng pangangalaga, o nakakulong sa isang naaangkop na institusyon tulad ng penitentiary, correctional institution, o rehabilitation center;
• May aplikasyon ng Portability Law o Bilateral Social Security Agreements;
• May adjustment o may re-adjudication ng claim; at
• May hindi nakuhang benepisyo ng isang namatay na miyembro

Ang retirement benefit ay isang cash benefit na ibinibigay sa isang miyembro na hindi na makakapagtrabaho dahil sa katandaan at umabot na sa itinakdang edad ng pagreretiro. Ang kanyang benepisyo ay maaaring buwanang pensiyon para sa mga nagbayad ng hindi bababa sa 120 buwanang kontribusyon bago ang semestre ng pagreretiro o isang bigayan (lump sum) para sa mga nagbayad ng mas mababa sa 120 na kontribusyon. Maaaring ma-access ang mga kwalipikasyon para makapag-apply sa benepisyo para sa pagreretiro sa https://crms.sss.gov.ph habang ang mga alituntunin at patakaran sa online filing ng nasabing benepisyo sa pamamagitan ng My.SSS Portal ay makikita sa https://bit.ly/SSSCI2021-021.
