May 7-8, 3026 | Empowering Local Governance through LoGFA 🫡

The Ministry of the Interior and Local Government (MILG), through the Operations Management Services (OMS) led by Director Fong Romancap-Abdula and the Local Government Supervision Division (LGSD) headed by Chief Johaina Abdullah, successfully conducted a comprehensive two-day workshop on the Updated LoGFA Guidelines and Framework held at Seda Hotel, Davao City.

The activity brought together Provincial Directors and focal persons from all MILG Provincial Field Offices to align on the latest standards of local governance.

Representing MILG Basilan, Provincial Director Ra-diyah Akmad led the team, joined by LoGFA Provincial Focal Person LGOO VI Amina O. Puyo, LGOO II Hazra Asakil, and Rukayya Sali.

During the session, the team engaged in a comprehensive review of performance indicators and participated in a hands-on walkthrough of the MILG Intranet System, the primary platform for conducting LoGFA Audits.

A highlight of the activity was the use of Amidakuji (the Japanese 'ghost ladder') to assign cross-posting validation roles. Through this randomized process, it was determined that the MILG Basilan Team will validate PLGU Lanao del Sur, while PLGU Basilan will be validated by MILG Maguindanao del Sur.

Local Governance Functionality Audit (LOGFA) is a critical diagnostic tool used by the MILG to assess how effectively Local Government Units (LGUs) are operating.

A productive two-day orientation and training on the Localizing e-Governance for Accelerated Provision of Services (LeAPS) program was successfully held on May 5–6, 2026, at Go Hotels Lanang, Davao City.

MILG-Basilan Provincial Field Office was well-represented by its dedicated focal persons: LGOO II Abdurahman Bayani (LeAPS), Gamar Kadir (SME), and Rukayya Sali (FTA). Their participation focused on mastering the new Foreign Travel Authority and Sanggunian Member Eligibility e-Services, which are designed to eliminate red tape and modernize public service.

This transition marks a significant step in the region’s commitment to modern, transparent, and tech-driven local governance. 🫡💚

The morning was dedicated to strengthening inter-agency ties with the Armed Forces of the Philippines (AFP), the PNP-Cybercrime Unit, and the Bureau of Fire Protection (BFP), focusing on shared goals for security and safety.

The discussions hit closer to home with a visit from the Punong Barangays of Tambulig-Buton and Balanting (Tabuan-Lasa), ensuring that grassroots concerns remain a top priority. With clear objectives and a unified vision, the office is set for a productive week of service. 🫡💪💚

April 28, 2026 | Strengthening Accountability for a Drug-Free Basilan.

MILG-Basilan Provincial Director Ra-diyah M. Akmad officially convened the Provincial Audit Committee (PAC) at the MILG-Basilan Provincial Field Office, Old Capitol Building, Isabela City, Basilan.

The session focused on the rigorous 2026 Anti-Drug Abuse Council (ADAC) Performance Audit, covering the 11 municipalities and 1 component city of Basilan. This audit is a critical mechanism to assess the functionality of local councils based on the indicators set by the DILG PADS-Project Management Office.

MILG Provincial Director Akmad chaired the committee alongside key partners in governance and security: PMAJ Mary Ann C Saykalabe - Representing the PNP-Basilan Provincial Office; IAI Sharon Joy A. Abian - Assistant Provincial Officer, and IO II Robert John Daquis of PDEA-Basilan; and Ms. Ma. Teresa Andrea B. Mohammad - CSO representative from the Nagdilaab Foundation Inc. (NFI).

The meticulous technical flow and administrative management of the audit were spearheaded by APD Shemar P. Maali-Tria, who concurrently serves as the ministry’s Provincial Focal Person for SPO Programs, alongside the dedicated secretariat composed of LGOO VI Amina O. Puyo and Ms. Rukayya Sali.

PD Akmad, in her message, highlighted that the audit results somehow reflect the hard work of each member of the audit team. She emphasized that they are all essential contributors to the LGUs' functionality, noting that it is their shared duty to shepherd the LGUs in their journey toward excellence and IDEAL functionality. She further noted that the audit findings will serve as a vital basis for designing future activities and targeted interventions to help LGUs address their gaps and improve their performance.

By evaluating every local ADAC, we ensure that anti-drug programs are not just compliant, but are truly making a difference in the lives of our constituents. Together, we are building a safer, more resilient BARMM!
