🌤️ After weeks of rain, we’re finally back where we belong.

For weeks, the Monday Flag Raising Ceremony moved indoors as Baguio’s skies kept the city wrapped in rain. ☔

But today, the sun gave us a little breathing room—and the City Hall grounds once again became the gathering place for the start of another week of public service. 🇵🇭

From sheltered halls to open skies, one thing remains unchanged: we continue to show up, stand together, and serve.

Because rain or shine, Monday is still Monday—and service never takes a day off. 💚

𝐅𝐀𝐈𝐑, 𝐁𝐔𝐓 𝐅𝐈𝐑𝐌: 𝐂𝐈𝐓𝐘 𝐀𝐃𝐌𝐈𝐍𝐈𝐒𝐓𝐑𝐀𝐓𝐎𝐑 𝐂𝐀𝐖𝐈𝐒 𝐎𝐍 𝐁𝐔𝐑𝐍𝐇𝐀𝐌 𝐋𝐀𝐊𝐄 𝐁𝐎𝐀𝐓 𝐑𝐀𝐓𝐄𝐒

City Administrator Vittorio Jerico Vj Cawis has issued a stern reminder to Burnham Park Lake boat concessionaires: the rules must be followed, and the public must be treated fairly.

Following the reported increase in boat rental fees after the reopening of Burnham Lake, the City Government immediately moved to clarify the authorized rates and ensure compliance with existing requirements.

As of September 2, 2026, the authorized rate remains ₱𝟐𝟓𝟎 𝐩𝐞𝐫 𝐛𝐨𝐚𝐭 𝐟𝐨𝐫 𝐚 𝟑𝟎 𝐦𝐢𝐧𝐮𝐭𝐞 𝐫𝐢𝐝𝐞, regardless of boat size. Any adjustment in rates still requires the approval of the City Council.

The City Administrator’s position reflects a balance between fairness and accountability. Concessionaires are given the opportunity to earn a livelihood, but this opportunity comes with the responsibility to comply with City regulations, including boat upgrading requirements and the proper issuance of official receipts.

With only two of the nine boat owners having complied with the required boat upgrading as of September 2, City Administrator Cawis warned that continued noncompliance could result in concessionaire slots being opened to other interested residents.

The rehabilitation of Burnham Lake was undertaken to improve a public space for residents and visitors while creating opportunities for livelihood. The City will continue to ensure that these opportunities are managed fairly, safely, and in accordance with the rules.

Fair to those who comply. Firm when the rules are not followed.

The City Administrator’s Office (CADMO) held an alignment meeting on September 2, 2026, at the Multipurpose Hall to discuss the implementation of 𝐌𝐞𝐦𝐨𝐫𝐚𝐧𝐝𝐮𝐦 𝐎𝐫𝐝𝐞𝐫 𝐍𝐨. 𝟏𝟒𝟐, 𝐬. 𝟐𝟎𝟐𝟔, which establishes the 𝐓𝐞𝐦𝐩𝐨𝐫𝐚𝐫𝐲 𝐖𝐚𝐬𝐭𝐞 𝐓𝐫𝐚𝐧𝐬𝐟𝐞𝐫 𝐒𝐭𝐚𝐭𝐢𝐨𝐧 and the relocation of related solid waste management facilities.

The meeting brought together representatives from various concerned city offices and members of the PSG-TWG (Project Steering Group – Technical Working Group) to discuss coordination, preparations, and implementation of the Memorandum Order in relation to the Baguio City Integrated Terminal in Dontogan.

The meeting was led by City Administrator Vittorio Jerico L. Cawis, with the participation of:

Following the courtesy meeting with City Mayor Benjamin Magalong, discussions on circular economy financing and investment opportunities in Baguio continued at the City Administrator’s Office on August 27, 2026.

City Administrator Vittorio Jerico Vj Cawis met with representatives involved in the United Nations Development Programme’s (UNDP) support for the European Union–Philippines Green Economy Partnership, to further discuss proposals, potential investment opportunities, and possible directions for scaling circular economy projects across the city.

The discussion forms part of the continuing evaluation of proposed projects and explores how potential financing and partnerships may support sustainable and practical solutions for Baguio.

Despite the rain experienced across the city this morning, the Regular Monday Flag Raising Ceremony at the Multipurpose Hall pushed through, marking the start of another week of public service at Baguio City Hall.

The ceremony also became an occasion to recognize and honor the various groups and personnel who extended their assistance during the search and rescue and clearing operations following the landslide in Guisad Surong. Their dedication, courage, and cooperation reflect the spirit of "bayanihan" and the importance of working together in times of emergency.

Rain or shine, the Monday ceremony remains a moment for city hall officials, employees, and personnel to come together, begin the week in unity, and renew their commitment to serving the people of Baguio.

A meaningful start to another week of service and solidarity. 🇵🇭

Baguio City Administrator Vj Cawis presented the Project BIAG Power program, building on the City’s experience with emergency charging during previous blackouts and proposing a more decentralized, barangay-level approach.

Through proposed Barangay Emergency Power Points, the program aims to extend access to temporary emergency power and charging during prolonged, disaster-related power outages.

City administrator Vittorio Jerico Cawis presented a program paper on Project BIAG (Baguio Integrated Access to Generator) Power at the regular management committee, Aug. 11, at City Hall, presided over by Mayor Benjamin Magalong.

Cawis said the project institutionalizes a simple act of public service first demonstrated during the 2025 blackout by providing residents a safe place to charge essential devices.

The next step is to decentralize that service through Barangay Emergency Power Points using available city- and barangay-owned generators and portable power systems, he added.

“When a major blackout happens, government should not ask residents to travel farther for basic power access but it should bring emergency power closer to the communities that need it,” he stressed, “BIAG means ‘life’. In a prolonged blackout, electricity can sustain communication, caregiving, learning, livelihood and emergency reporting.”

In November 2025, amid a widespread power outage brought by severe weather, the City Government opened City Hall and the Baguio Convention and Cultural Center (BCCC) as free public charging stations. Residents came with mobile phones, laptops, power banks and other electronic devices that had suddenly become difficult to keep operational.

Starting August 10, 2026, due to the ongoing monsoon rains causing intermittent blackouts, temporary charging stations are currently set up at the lobbies of City Hall and BCCC for residents and visitors who are advised to bring their devices and charging cables.

Cawis, who initiated the program last year, proposed that the City take the next logical step by transforming a centralized emergency charging response into a distributed barangay-level continuity service.

He said Project BIAG Power is deliberately designed as an additional layer of service and does not replace electric-utility restoration, existing City charging centers, barangay initiatives, evacuation-center power, private charging facilities or the City’s broader emergency-response mechanisms. Those services continue to perform their respective roles.

“BIAG fills a specific gap: the period between the loss of household electricity and full power restoration, particularly when residents cannot safely or conveniently travel to a central charging location,” Cawis explained.

City Hall and the BCCC may still be open when necessary; barangay power points simply extend the same spirit of assistance closer to neighborhoods, he added.-Gaby B. Keith

Today, August 18, 2026, the City Administrator’s Office held a discussion at the CADMO Conference Room with representatives from the five pilot barangays for the implementation of 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 𝐁𝐈𝐀𝐆 𝐏𝐨𝐰𝐞𝐫 (𝐁𝐚𝐠𝐮𝐢𝐨 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐞𝐝 𝐀𝐜𝐜𝐞𝐬𝐬 𝐭𝐨 𝐆𝐞𝐧𝐞𝐫𝐚𝐭𝐨𝐫 𝐏𝐨𝐰𝐞𝐫).

Led by Baguio City Administrator Vj Cawis, the meeting focused on coordinating with the participating barangays as the City moves toward piloting the proposed emergency power continuity program.

The five pilot barangays are:

• Asin Road
• Irisan
• Fairview
• West Quirino Hill
• San Luis

The discussion marks another step toward developing a coordinated and responsive emergency power system that can serve communities when they need it most.
