Reaching the Unreached: DSWD’s Project M.A.R.T.H.A. Brings Hope to the Remote Sitios of Aguinaldo, Ifugao

As part of its continuing commitment to ensuring that no one is left behind, the Department of Social Welfare and Development Field Office CAR (DSWD FO CAR) together with its partners conducted Project M.A.R.T.H.A. on October 17, 2025, in the isolated sitios of Halag 1 and 3, Barangay Aguinaldo, Ifugao.

A Mission of Compassion and Connection

Project M.A.R.T.H.A., which stands for “Mobilizing Advocates to Reach, to Transform, and to Help all in Need,” is a homegrown initiative of DSWD FO CAR spearheaded by Regional Director Maria A. Catbagan-Aplaten, fondly known as RD Malaya. The project draws inspiration from her late mother’s name and the biblical Martha — known for her service-oriented heart.

This outreach program is designed to support the underprivileged and to unite altruistic individuals and organizations — both within and outside the government — in creating meaningful impact in the lives of the Department’s poor clienteles.

Before even reaching the communities, the DSWD FO CAR team and partners demonstrated the true essence of M.A.R.T.H.A. by riding a boat across Magat Dam for 45 minutes, navigating calm yet vast waters to reach the sitios where the floating houses of Halag are found. The journey symbolized not just distance covered but the agency’s steadfast commitment to bridge isolation and deliver hope to even the most hard-to-reach areas.

Service Beyond Boundaries

Unlike regular DSWD field operations, Project M.A.R.T.H.A. innovatively “rides on” scheduled payouts or subsidy distributions in different LGUs. This approach allows the DSWD FO CAR to address the unmet and diverse needs of communities that existing social policies may not cover — strengthening collaboration between the public and private sectors and optimizing partnerships with Civil Society Organizations (CSOs) under the Bantay, Gabay, Tulay, and Kaagapay framework.

This activity marks the second leg of Project M.A.R.T.H.A. in Ifugao, following its successful first run in Mayoyao, Ifugao on October 5, 2025. Once again, the project was made possible through the unwavering support of the Officers’ Ladies Club (OLC) Ifugao), led by Ma’am Rose Oyawon, wife of Provincial Director PCOL Jeremias G. Oyawon of the Ifugao Provincial Police Office (IPPO). Under their inspiring leadership, OLC Ifugao and IPPO stood as the major partners of the initiative—mobilizing resources, donations, and dedicated manpower to reach and serve the remote communities of Halag 1 and 3 with compassion and commitment.

Bringing Joy to Halag 1

At Sitio Halag 1, the DSWD team, together with the Provincial Social Welfare and Development Office (PSWDO), provided fruits and snacks to 13 of the 17 Day Care pupils, while equipping the Day Care Worker with school and office supplies for classroom use and reporting. Parents joined in preparing meals under the Supplementary Feeding Program, fostering cooperation and warmth within the community.

The OLC Ifugao and PNP Ifugao also visited Halag 1 Elementary School, where four dedicated teachers nurture young learners daily. They distributed slippers, snacks, and school supplies — small yet meaningful gifts that brought smiles and motivation to every child who received them.

Extending Help to Halag 3

At Sitio Halag 3, the DSWD team validated identified families to ensure accuracy and uphold the 4Cs—correctness, consistency, completeness, and cleanliness—before the payout. A short program followed, led by Ms. Irene Pongas, Area Coordinator of DSWD KALAHI-CIDSS, while other DSWD and PSWDO staff visited the Day Care Center to interact with 17 pupils and administer the Supplementary Feeding Program Monitoring Tool.

Kagawad June Alang welcomed the guests and expressed the community’s gratitude for the government’s effort to reach their isolated area, calling the activity a “rare yet heartfelt gesture of care.”

Messages of Hope and Leadership

Ms. Jobelle Anselmo Batanes, Regional Executive Assistant, shared the story behind Project M.A.R.T.H.A. and delivered the message of RD Malaya. In her message, RD Malaya underscored the importance of bringing government services directly to Geographically Isolated and Disadvantaged Areas (GIDAs), echoing the directive of President Ferdinand R. Marcos Jr. and DSWD Secretary Rex Gatchalian.

“The Department must go beyond our offices and city centers. We must reach the last mile so that every Filipino — no matter how far — feels the care and presence of their government,” RD Malaya emphasized.

Meanwhile, Ms. Helaria Wacoy (MSWDO), Ms. Imelda Tuguinay (PSWDO), SWAD Ifugao staff, and Ms. Lorna Lumioan (SWAD Ifugao Team Leader) discussed the different programs and services accessible to residents, including the Sustainable Livelihood Program (SLP), encouraging the community to organize themselves for future implementation.

Delivering Assistance and Launching Project Care

After the program, 39 beneficiaries of the Social Pension for Indigent Senior Citizens (SPISC) from Sitios Halag 2 and 3 received their monthly stipends. Other validated residents were provided with ₱5,000 in financial aid, a family kit worth ₱1,167.95, and a hygiene kit worth ₱3,131.53 each. In total, 45 out of 57 identified families benefited from the day’s services.

The event also coincided with the launch of Project PANGIPAPTOK (Project Care) at Halag 3 Elementary School, spearheaded by PCOL Jeremias G. Oyawon and the Ifugao Provincial Police Office (IPPO), in partnership with OLC Ifugao, the Department of Public Works and Highways (DPWH), and JCI Baguio Sunflower. The DPWH provided financial assistance and school materials, while JCI Baguio Sunflower extended additional help by sponsoring snacks and food for participants and volunteers.

The activity featured Oplan Gupit, Oplan Kuto, and Hygiene Support — personally conducted by the police officers and the Officers’ Ladies Club (OLC) themselves. These services offered free haircuts and lice treatments for both students and adults, promoting cleanliness, dignity, and self-confidence among community members. School supplies were distributed to 48 learners guided by four teachers of Halag III Elementary School, and DPWH provided office materials to help teachers in their daily work.

Beyond Peacekeeping: A Shared Mission of Care

An Information and Education Campaign (IEC) on child and family protection was also held, demonstrating the IPPO’s commitment to community welfare beyond peacekeeping. In total, 114 schoolchildren from both Halag 1 and 3 received school supplies, while Halag 3 Elementary School received a scrabble set, chessboard, Word Factory game, and five swimming sets for its aspiring student-athletes. The IPPO further turned over slightly used items — bags, shoes, toys, and clothing — for the benefit of local families.

Moreover, the DSWD FO CAR also turned-over 2 boxes of vitamins to the Barangay Health Unit.

The Spirit of Baddang Lives On

The collaboration among DSWD FO CAR, OLC Ifugao, PNP Ifugao, DPWH, and JCI Baguio Sunflower embodied the Ifugao value of “Baddang” — the spirit of mutual aid, solidarity, and collective responsibility that uplifts communities through compassion and shared effort.

For the people of Halag, the visit was more than a program — it was a moment of connection, kindness, and hope.

“You rarely see government workers and police officers trek to our sitio, but today they came with smiles, gifts, and care. We feel remembered,” said Kag. Alnang, his voice filled with gratitude.

Through Project M.A.R.T.H.A., DSWD FO CAR and its partners continue to prove that with compassion, collaboration, and commitment — no one, no matter how far, will ever be left behind.

Project M.A.R.T.H.A. Continues to Uplift Barangay Leseb, Bauko

On September 13, 2025, Project M.A.R.T.H.A. (Mobilizing Advocates to Reach, to Transform, and to Help All in need) once again reached Barangay Leseb, Bauko, Mountain Province. This marks the third time the project has extended assistance to the community, identified by Listahanan as among those with high poverty incidence.

A key highlight of this year’s outreach was the turnover of a motorcycle under the Sustainable Livelihood Program, which will help strengthen local livelihood efforts. The Philippine Statistics Authority conducted onsite PhilSys registration, while the Municipal Agriculture Office distributed 80 bottles of organic fertilizer to farmers. The Maximo B. Dalog Sr. Foundation, Inc. shared free soap to promote hygiene, and Pink Women on Fire Corporation provided school supplies, rain gear, and sports equipment, as well as organized fun activities for children.

We express our heartfelt appreciation to Mayor Randolf Awisan for his steadfast support to the DSWD; to Barangay Captain Noel Langan and the barangay officials for their active cooperation; to MSWDO of Bauko, Marichu B. Cominga, for her continued partnership; and to Jenneferlee Navarro, Executive Director of Pink Women on Fire Corporation, together with its members for their consistent generosity. DSWD FO CAR Receives Medicine Donations from DOH-CAR for Community Outreach

The Department of Social Welfare and Development Field Office Cordillera Administrative Region (DSWD FO CAR) received a generous donation of medicines from the Department of Health – CAR (DOH-CAR) on 30 May 2025.

The medicines, comprising paracetamol, amlodipine, losartan, metformin, multivitamins, salbutamol, amoxicillin, celecoxib, among others, were received by the Project M.A.R.T.H.A. (Mobilizing Advocates to Reach, Transform, and Help All in Need) secretariat and will be safely stored by the DSWD-CAR Disaster Response Management Division (DRMD). These supplies will be used for the upcoming outreach activities under DSWD FO CAR's Project M.A.R.T.H.A.

“This donation from DOH-CAR is a meaningful boost to our efforts in reaching the most vulnerable communities. Through Project M.A.R.T.H.A., we continue to strengthen our commitment to delivering not only social protection but also basic health support,” said DSWD-CAR Regional Director Maria A. Bauko, Mountain Province – The Department of Social Welfare and Development Field Office – Cordillera Administrative Region (DSWD FO CAR), led by Regional Director Maria A. Catbagan-Aplaten, conducted its flagship mobile outreach initiative, Project M.A.R.T.H.A. (Mobilizing Advocates to Reach, to Transform, and to Help All in need) on 24 May 2025 with the Pink Women on Fire at Bebe Elementary School and on 27 May 2025 at Ambacbac Elementary School, Sitio Lukib, Barangay Monamon Sur, Bauko, Mountain Province.

The outreach was held in Monamon Sur, an area identified by the National Household Targeting System for Poverty Reduction (NHTS-PR) or Listahanan as previously unserved or underserved by government services. The initiative aimed to deliver essential support and government services directly to this far-flung and underserved community.

𝗕𝗿𝗶𝗻𝗴𝗶𝗻𝗴 𝗚𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗦𝗲𝗿𝘃𝗶𝗰𝗲𝘀 𝗖𝗹𝗼𝘀𝗲𝗿 𝘁𝗼 𝘁𝗵𝗲 𝗣𝗲𝗼𝗽𝗹𝗲
Project M.A.R.T.H.A. delivered a wide array of services, including educational supplies, hygiene kits, food packs, mosquito nets, and medical consultations. The initiative also featured information and education sessions tailored for children, youth, parents, and senior citizens to raise awareness on available social programs and encourage long-term community resilience.

Simultaneous Activities included:

Topics included the Food-for-Work Program (presented by DRMD Chief Novelia Pocding), the Sustainable Livelihood Program (by SLP Regional Program Coordinator Hedeliza Fernandez), and the SHIELD initiative (explained by Project Development Officer II Kris Alya).

𝗠𝗲𝗱𝗶𝗰𝗮𝗹 𝗠𝗶𝘀𝘀𝗶𝗼𝗻 𝗮𝗻𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝘆 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗣𝗿𝗼𝗷𝗲𝗰𝘁𝘀
Rotary District 3790, the Rotaract Club of Baguio Angels, and Team Villanueva conducted a free medical mission that served almost 180 community members and shared advocacy programs such as Rock Baby Rock, Programa Laban sa LBM, Iwas Screen Time, Ako ay Babae Kit, Say Yes to Reusable, Say No to Single-use, Financial Literacy for Kids, and Proper Handwashing and Toothbrushing.

The Mountain Province Provincial Mobile Force Company offered free haircuts to over 20 male children and adults.

𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗦𝘂𝗽𝗽𝗹𝗶𝗲𝘀 𝗮𝗻𝗱 𝗦𝗽𝗼𝗿𝘁𝘀 𝗘𝗾𝘂𝗶𝗽𝗺𝗲𝗻𝘁
The Pink Women on Fire, Corp. donated 100 educational supplies for the students and 20 sports materials at Bebe Elementary School on May 24. The Baguio Benguet Community Credit Cooperative also donated 2 volleyball balls and a net and 2 basketball balls to Barangay Monamon Sur.

The STEP Learning Academy donated DepEd-accredited books to be used by Pre-school to Gradr 6 students.

PROJECT MARTHA Gears Up for Community Outreach in Lukib, Monamon Sur, Bauko

DSWD FO CAR, Baguio City - Preparations are in full swing for PROJECT MARTHA’s upcoming outreach on May 27, 2025, in Lukib, Monamon Sur. On May 16, the Technical Working Group (TWG) held its second planning session at the Regional Operation Center (ROC), focusing on final logistics, program flow, and the kind of support to be delivered to the community.

Chaired by Regional Director Maria A. Catbagan-Aplaten (RD Malaya), the meeting brought together key staff including REA Jobelle Anselmo Batanes and Community and Beneficiaries Targeting focal Climson Balangue, along with Heads and representatives. Their shared goal: to ensure that the outreach is well-organized, inclusive, and responsive to local needs.

Project MARTHA (Mobilizing Advocates to Reach, to Transform, and to Help All in need) is DSWD FO CAR’s flagship mobile outreach program that brings government services closer to far-flung and underserved communities. The initiative focuses on delivering aid such as books and educational supplies, food packs, hygiene kits and medical services, IECs for the children, youth, parents and the elderly, while also promoting awareness of available social programs and building long-term resilience.

During the meeting, the team tackled the logistical challenges of reaching the GIDA areas, mapped out the sequence of on-site activities, and identified ways to ensure equitable access to services. Input from the Needs Assessment Committee helped tailor the planned interventions based on the most urgent concerns of residents in Lukib.

With preparations now in their final stages, the TWG is ready to roll out the next wave of Project MARTHA — bringing not just relief, but a message of care and solidarity to the people of Monamon Sur.

PROJECT MARTHA REACHES OUT TO BALBALAN, KALINGA

On February 28, 2025, the Department of Social Welfare and Development - Field Office Cordillera Administrative Region (DSWD FO CAR), led by Regional Director Dr. Maria A. Catbagan-Aplaten, fondly known as RD Malaya, implemented Project M.A.R.T.H.A. (Mobilizing Advocates to Reach, Transform, and Help All in Need) in Sitio Bolo, Balantog, Balbalan, Kalinga.
Project M.A.R.T.H.A. is a convergence outreach program, which is a brainchild of RD Malaya for DSWD FO CAR, designed to serve underprivileged communities by providing essential services that address urgent needs often unmet by conventional social welfare programs.
This initiative, conducted alongside scheduled payouts and subsidy distribution activities across local government units (LGUs), aims to bridge service gaps by fostering collaboration and extending support to poor, vulnerable, and disadvantaged sectors.
The outreach event was a partnership between DSWD and several key organizations, including the Police Regional Office - Cordillera Administrative Region (PRO CAR) through their Panag-aywan Iti Kailyan program, Hapiyoh Mi, the Rotary Club of Baguio Summer Capital, Rotaract Club of Baguio SLU School of Medicine, Rotaract Club of Baguio Angels, Rotary District 3790 Cluster 1-C, the Philippine National Police Officers’ Ladies Club Foundation Inc. (PNP OLC), the Kalinga Provincial Social Welfare and Development Office, and the Municipal Social Welfare and Development Office.
The service caravan provided a range of essential services to the community.

🩺The Rotary Club of Baguio Summer Capital conducted free medical check-ups and consultations, distributed medicines, and led an educational campaign on oral hygiene and handwashing for children, benefiting a total of 114 residents.

📚To support students, Hapiyoh Mi and Marie Claire Cayong donated educational supplies and kits to 29 school children.

🩴The PNP OLC distributed free slippers to children and sleeping kits to senior citizens

💇‍♂️PRO CAR officers provided free haircuts to 41 male residents, including children and senior citizens.

🤝🏼Financial assistance was also extended to those in need. Under the Assistance to Individuals in Crisis Situation (AICS) program, 50 residents received aid, while 77 senior citizens benefited from the Social Pension for Indigent Senior Citizens program.

📖In addition, 68 senior high school students participated in a Youth Development Session designed to promote awareness and personal growth.

RD Malaya expressed her heartfelt gratitude to all partners and volunteers who contributed to the success of Project M.A.R.T.H.A., ensuring that the most vulnerable sectors of Balbalan, Kalinga, received much-needed assistance. She also thanked her Regional Executive Assistant, Jobelle A. Batanes and PDO IV Climson Balangue for taking charge on the planning and coordinating of the said Project.

She highlighted the collective effort and dedication of everyone involved in ensuring the smooth ex*****on of the event.

“This program is a testament to what we can achieve when we come together with one goal: to uplift and serve our communities. I am deeply thankful to all our partners and contributors for making this outreach a reality for the people of Balbalan,” RD Malaya said.
She also extended special appreciation to key individuals who played instrumental roles in the success of the event, including PSWDO Head Rose Maritez Oyawon, RMFB15 Force Commander PCol Charles Domallig, Dra. Brenda Villanueva and the Rotary team, PNP OLC officers, SWAD Kalinga Team Leader Rushel Ronda, OIC MSWDO Carolyn Sagasag, Barangay Captain Miguel Tangkib, and all those who worked tirelessly to ensure the program’s smooth ex*****on.

Catbagan-Aplaten, fondly known as RD Malaya, implemented Project M.A.R.T.H.A. (Mobilizing Advocates to Reach, Transform, and Help All in Need) in Sitio Bolo, Balantog, Balbalan, Kalinga.

Project M.A.R.T.H.A. is a convergence outreach program, which is a brainchild of RD Malaya for DSWD FO CAR, designed to serve underprivileged communities by providing essential services that address urgent needs often unmet by conventional social welfare programs.

This initiative, conducted alongside scheduled payouts and subsidy distribution activities across local government units (LGUs), aims to bridge service gaps by fostering collaboration and extending support to poor, vulnerable, and disadvantaged sectors.

The outreach event was a partnership between DSWD and several key organizations, including the Police Regional Office - Cordillera Administrative Region (PRO CAR) through their Panag-aywan Iti Kailyan program, Hapiyoh Mi, the Rotary Club of Baguio Summer Capital, Rotaract Club of Baguio SLU School of Medicine, Rotaract Club of Baguio Angels, Rotary District 3790 Cluster 1-C, the Philippine National Police Officers’ Ladies Club Foundation Inc. (PNP OLC), the Kalinga Provincial Social Welfare and Development Office, and the Municipal Social Welfare and Development Office.

The service caravan provided a range of essential services to the community.

🩺The Rotary Club of Baguio Summer Capital conducted free medical check-ups and consultations, distributed medicines, and led an educational campaign on oral hygiene and handwashing for children, benefiting a total of 114 residents.

📚To support students, Hapiyoh Mi and Marie Claire Cayong donated educational supplies and kits to 29 school children.

🩴The PNP OLC distributed free slippers to children and sleeping kits to senior citizens

💇‍♂️PRO CAR officers provided free haircuts to 41 male residents, including children and senior citizens.

🤝🏼Financial assistance was also extended to those in need. Under the Assistance to Individuals in Crisis Situation (AICS) program, 50 residents received aid, while 77 senior citizens benefited from the Social Pension for Indigent Senior Citizens program.

📖In addition, 68 senior high school students participated in a Youth Development Session designed to promote awareness and personal growth.

RD Malaya expressed her heartfelt gratitude to all partners and volunteers who contributed to the success of Project M.A.R.T.H.A., ensuring that the most vulnerable sectors of Balbalan, Kalinga, received much-needed assistance. She also thanked her Regional Executive Assistant, Jobelle A. Batanes and PDO IV Climson Balangue for taking charge on the planning and coordinating of the said Project.

She highlighted the collective effort and dedication of everyone involved in ensuring the smooth ex*****on of the event.

“This program is a testament to what we can achieve when we come together with one goal: to uplift and serve our communities. I am deeply thankful to all our partners and contributors for making this outreach a reality for the people of Balbalan,” RD Malaya said.

She also extended special appreciation to key individuals who played instrumental roles in the success of the event, including PSWDO Head Rose Maritez Oyawon, RMFB15 Force Commander PCol Charles Domallig, Dra. Brenda Villanueva and the Rotary team, PNP OLC officers, SWAD Kalinga Team Leader Rushel Ronda, OIC MSWDO Carolyn Sagasag, Barangay Captain Miguel Tangkib, and all those who worked tirelessly to ensure the program’s smooth ex*****on.

The beneficiaries expressed their gratitude to all the service providers for bringing much-needed assistance to their community.

Many shared how the support they received, especially in health, education, and financial aid, would have a lasting impact on their lives.

This initiative underscores DSWD’s commitment to expanding its reach and strengthening its efforts to serve marginalized communities throughout the region.
