The Regional Development Council-Cordillera Administrative Region (RDC-CAR) welcomed Department of Public Works and Highways (DPWH) Secretary Vince Dizon during his visit to the region on August 21, 2026 in Baguio City, to assess infrastructure damage and discuss priority interventions to address the impacts of recent weather disturbances in the Cordillera.
Present during the meeting with Secretary Dizon are RDC-CAR Chairperson and Apayao Governor Elias Bulut, Jr,, RDC-CAR Co-Chairperson PSR Arnel Cabanisas, RDC-CAR Vice-Chairperson and DEPDev-CAR Regional Director Apollo Edwin S. Pagano, and RDC Infrastructure Development Committee (InfraCom) Chairperson and DPWH-CAR Regional Director Edith Babaran, along with Baguio City Mayor Benjamin Magalong and other concerned local chief executives as well as national government agencies and the media.
During the meeting, Secretary Dizon said that the CAR was the most severely affected among all regions in Luzon because of the continuous heavy rains resulting in road closures, landslides, and related geohazards. He assured regional stakeholders that the national government would extend all necessary support for the region's recovery.
Governor Bulut welcomed the Secretary's visit and emphasized the importance of prompt interventions to restore damaged infrastructure and strengthen disaster resilience across the region. He noted that maintaining road accessibility is critical to ensuring the continued delivery of public services and supporting the livelihood and mobility of affected communities.
DPWH-CAR Director Babaran, through her respective District Engineers, presented updates on critical infrastructure concerns and ongoing mitigation measures being implemented by DPWH. She underscored the need for sustained investments in slope protection, road rehabilitation, and disaster-resilient infrastructure to address recurring erosion and landslide issues in the Cordillera.
DEPDev-CAR Director Pagano reported that the RDC Secretariat had requested the provinces and the city of Baguio to submit their top five priority projects aimed at addressing damaged infrastructure facilities and other structures affected by the recent typhoons and weather disturbances, which were then consolidated and forwarded to the DPWH for appropriate action. In response, DPWH Secretary Dizon assured the RDC that the submitted projects would be reviewed and considered for funding, subject to existing policies and the availability of resources.
Following the meeting, Secretary Dizon conducted inspections of key infrastructure sites in the region. Among these was the rocknetting project along the La Trinidad-Kapangan Road in Tublay, where questions regarding the safety and integrity of the installation prompted the DPWH chief to order an investigation to determine compliance with established engineering standards and specifications.
Secretary Dizon also inspected the road cut along the Baguio-Aritao Road in Beckel, a major transportation lifeline in the region, as well as the flooded areas at the Strawberry Farm in La Trinidad. During the site visits, he discussed with local officials and key stakeholders the short- and long-term priority interventions needed to address these concerns. Proposed measures included the installation of a double grid wall along the road cut in Beckel and dredging works along the Balili River and Bolo Creek as well as the installation of pumping equipment, among other flood mitigation measures, to reduce farm flooding in La Trinidad.
The Secretary underscored the need for strong partnership among the national government, the RDC-CAR, local government units, and other development partners in accelerating recovery efforts and building resilient infrastructure that can withstand future disasters.

BOKOD, BENGUET — Members of the Sangguniang Bayan (SB) of the Municipality of Bokod, Benguet, headed by Vice Mayor Doroteo S. Beray, hosted an Information, Education, and Communication (IEC) activity on Cordillera autonomy, gaining a deeper understanding of its historical context, the salient provisions of House Bill 6981, and sources of revenue and budgetary requirements of the proposed Cordillera Autonomous Region.
Chief Economic Development Specialist Jose H. Dado Jr. of the Department of Economy, Planning, and Development- Cordillera Administrative Region (DEPDev-CAR) opened the discussion by presenting the history and vision of Cordillera autonomy. He provided an overview of the region's decades-long pursuit of self-governance, starting with the 1986 Sipat Peace Agreement, to the various legislative initiatives, including the eight autonomy bills filed to date, and the Regional Development Council- CAR’s adoption of autonomy as a framework for inclusive regional development.
Meanwhile, Mr. Jacob Flores, Program Staff of the RDC Social Preparation of CAR into an Autonomous Region (SPCAR) program, discussed the salient provisions of House Bill No. 6981, “An Act Establishing the Cordillera Autonomous Region.” His presentation outlined the proposed structure, powers, devolved functions, and organization of the autonomous regional government, as well as the relationship of the proposed autonomous region with existing Local Government Units (LGUs) and the national government.
Ms. Nichole Justine Jacildone of SPCAR also presented the key findings of the Fiscal Viability of Establishing the Cordillera Autonomous Region study, explaining the region's fiscal capacity and the financial requirements associated with the establishment and operation of an autonomous regional government. The presentation also discussed the proposed fiscal arrangements and the study's assessment of the region's capacity to sustain the functions that may be devolved to the autonomous government.
Following the presentations, the SB members actively engaged the speakers in an open discussion. Among the key concerns raised were the structure and composition of the proposed regional government, including impact to LGUs, particularly on their powers, functions, resources, and relationship with the proposed autonomous regional government. Financial matters likewise figured prominently in the discussion, with the participants asking about the fiscal implications for LGUs. The speakers clarified that the principle of non-diminution shall apply, ensuring that LGUs will continue to receive their existing benefits and privileges, including their annual National Tax Allocation as provided by the House Bill.
The SB members further sought clarification on the timeline and process toward autonomy, including the plebiscite and the different stages that the region would have to undergo before the Cordillera could formally become an autonomous region. They emphasized the need to conduct IEC down to the barangay and community levels. The speakers explained that the CAR congressional representatives along with key RDC officials will be seeking an audience with the President and will engage Senate champions, and cabinet officials to secure broader support for the pursuit of Cordillera autonomy.
The resource speakers also paid a courtesy call on Municipal Mayor, Hon. Atty. Erik Donn Ignacio, who shared his insights and clarifications on certain provisions of the House Bill. The discussion also centered on the provisions of House Bill 3267, an earlier measure on CAR autonomy particularly on how the concerns previously raised by the LGUs were addressed and subsequently incorporated into the current autonomy measure, House Bill No. 6981.
This activity forms part of the sustained information and advocacy campaign on Cordillera autonomy, aimed at bringing relevant information closer to local government officials and communities, encouraging informed and constructive dialogue, and promoting meaningful stakeholder participation in the region’s continuing journey toward self-governance and autonomy.

𝗥𝗗𝗖-𝗖𝗔𝗥 𝗠𝗼𝘂𝗿𝗻𝘀 𝘁𝗵𝗲 𝗣𝗮𝘀𝘀𝗶𝗻𝗴 𝗼𝗳 𝗠𝗮𝘆𝗼𝗿 𝗠𝗮𝗿𝗰𝗶𝗮𝗹 𝗖. 𝗟𝗮𝘄𝗶𝗹𝗮𝗼, 𝗝𝗿.

The Regional Development Council (RDC)-Cordillera Administrative Region (CAR) expresses its deepest condolences and profound sympathy to the family, colleagues, and constituents of the late Mayor Marcial C. Lawilao, Jr., Municipal Mayor of Sabangan, Mountain Province, President of the League of Municipalities of the Philippines (LMP)-Mountain Province Chapter, and a valued member of the RDC-CAR, who peacefully passed away on 06 June 2026.

Mayor Lawilao was recognized as a dedicated public servant who consistently contributed to regional development efforts through his active participation in the RDC-CAR. His leadership and commitment to good governance greatly supported initiatives that advanced the welfare of local government units in the Cordillera region.

The RDC-CAR honors his invaluable service and meaningful contributions to public administration and regional cooperation. His passing is a great loss to the development community and to the people of Mountain Province whom he faithfully served.

In this time of grief, the RDC-CAR joins his family, friends, and colleagues in praying for eternal peace for Mayor Lawilao and strength and comfort for those he left behind.

LA TRINIDAD, BENGUET — The Cordillera Regional Project Monitoring Committee (RPMC-CAR), through the Department of Economy, Planning, and Development-Cordillera Administrative Region (DEPDev-CAR), conducted the 2026 Monitoring and Evaluation (M&E) Forum on May 21-22, 2026 at the Agricultural Training Institute, BSU Compound, La Trinidad, Benguet.

The two-day forum gathered project monitoring officers of the different implementing agencies, local government units, state universities and colleges, and oversight agencies to strengthen the implementation of the Regional Project Monitoring and Evaluation System (RPMES) in the Cordillera. RPMES is a government system used to monitor the progress of programs and projects, identify issues early, and help ensure that public funds are properly used for the benefit of communities.

The activity aimed to improve the capacity of project implementers and monitoring officers in checking project performance, understanding implementation requirements, and addressing common concerns encountered in government projects. It also served as a venue for agencies and local government units to share experiences and recommend ways to improve project monitoring and reporting.

Director Apollo Edwin S. Pagano, Chairperson of RPMC-CAR and Regional Director of the Department of Economy, Planning, and Development–CAR (DEPDev-CAR) opened the forum stating that project monitoring goes beyond compliance and report preparation. He underscored that monitoring plays a vital role in ensuring that public resources are used properly, projects are implemented as intended, and issues are identified early while corrective actions are still practical. He also highlighted the importance of the RPMES in strengthening project monitoring in the region, promoting accountability, and improving project implementation. Director Pagano encouraged the participants to actively engage in the discussions, share their field experiences, and use the forum as a venue for learning and collaboration toward more transparent, accountable, and results-oriented project implementation in the Cordillera. An overview of the activity was presented by Mr. Gerald D. Segundo of DEPDev-CAR, while Mr. Victor Eugene S. Caccam discussed the priority programs, projects, and activities for monitoring under the RPMES.

To strengthen accountability in project implementation, Ms. Nikki D. Awilan, State Auditor IV of the Commission on Audit-CAR, emphasized the importance of project monitoring in preventing irregularities and ensuring that projects are implemented in accordance with laws, approved contracts, and plans, while observing economy, efficiency, and effectiveness.

Infrastructure quality monitoring was highlighted during the forum. Engr. Roly A. Delos Reyes and Engr. Christopher Jay E. Tugas of the Department of Public Works and Highways-CAR (DPWH-CAR) discussed key inspection considerations for project monitors, stressing that quality assessment should be based not only on visible accomplishments but also on plans, specifications, measurements, test results, and proper documentation.
For the legal aspect of infrastructure implementation, Atty. Gunther U. Tomas of DPWH-CAR presented the Accelerated and Reformed Right-of-Way (ARROW) Act under Republic Act No. 12289, which seeks to make right-of-way acquisition faster, fairer, and more transparent while ensuring just compensation for affected property owners.

On the second day, Ms. Joan Marcos-Segundo of the Department of Environment and Natural Resources-CAR discussed social and environmental safeguards in project implementation. The session highlighted the importance of protecting ecosystems, respecting human rights, consulting affected communities, and managing environmental and social risks in project implementation.

The forum also included a presentation by Mr. Bob Lyndon B. Daroya of DEPDev-CAR on the eRPMES User Experience Sharing and Identification of Areas for System Improvement, where participants shared their experiences and suggestions to improve the electronic reporting system.
Further, Mr. Gerald D. Segundo presented the guidelines for the Search for Outstanding Project Monitor. The search aims to recognize agencies and local government units that actively support RPMES through timely submission of reports, complete forms, accurate data, and verifiable information backed by documents and evidence.

The forum concluded with a closing message delivered by Assistant Regional Director Noemi P. Humilde of DBM-CAR on behalf of Director Marie Christine D. Andaya, Co-Chairperson of RPMC-CAR and Regional Director of DBM-CAR. Through the forum, RPMC-CAR emphasized that monitoring is more than the submission of reports or the conduct of site visits. It is a practical tool to help ensure that projects are implemented properly; concerns are acted expeditiously, and subsequently, communities receiving the project intended benefits on time.

The conduct of the 2026 M&E Forum forms part of RPMC-CAR and DEPDev-CAR’s continuing efforts to strengthen coordination among monitoring partners, improve the quality of project implementation, promote accountability, and support evidence-based decision-making in the Cordillera.

BAGUIO CITY — Regional agencies united to voice their support for the Cordillera’s continuing pursuit of regional autonomy, along with autonomy advocates, Baguio City Congressman Mauricio G. Domogan, and legal staff of CAR Congressional Representatives, during the Forum on House Bill 6981, “An Act Establishing the Cordillera Autonomous Region”.

The forum gathered heads and representatives of agencies, most of which are among the offices identified to be devolved under the proposed autonomous regional government. The dialogue focused on the provisions of House Bill 6981, the fiscal viability of establishing an autonomous region, and the strategic roadmap toward achieving the Cordillera Autonomous Region by 2027.

In his welcome remarks, DEPDev-CAR Regional Director and RDC-CAR Vice Chairperson Apollo Edwin S. Pagano framed the forum as part of the region’s ongoing efforts to promote informed dialogue and participatory governance to advance the Cordillera autonomy agenda. He encouraged participants to go beyond their role as passive attendees and become advocates and multipliers of accurate information on autonomy within their respective agencies, sectors, local communities, organizations, and client groups.

Congressman Domogan discussed the salient provisions of House Bill 6981 and provided updates on the ongoing legislative efforts and acknowledged the comments and recommendations submitted by agencies and advocates. “We appreciate your comments on the House Bill, and we assure you that proposals that are feasible and doable may be considered for incorporation.” Congressman Domogan said. He encouraged stakeholders to continue submitting recommendations to further refine the bill as it moves through the legislative process.

A highlight of the forum was the presentation by Ms. Merialda F. Nadunop, consultant for the Fiscal Viability Study. Ms. Nadunop presented updated data on the proposed regional government’s projected revenues, expenditures, organizational structure, and sustainability. Participating agencies also raised questions and clarifications regarding fiscal assumptions, personnel transition, and budgetary requirements.

Mr. Jose H. Dado Jr., Chief Economic Development Specialist of DEPDev-CAR, presented a brief history of the Cordillera autonomy movement, from the Sipat peace agreements, and previous autonomy bills filed in Congress, to the more recent initiatives supporting autonomy, including its integration in the Cordillera Regional Development Plan (RDP). He also discussed the roadmap toward autonomy, highlighting completed activities, ongoing initiatives, and planned efforts to strengthen legislative support from the Senate and the Office of the President while sustaining grassroots and multi-sectoral advocacy through Information, Education, and Communication (IEC) campaigns.

In a stirring conclusion, former NCIP Chairperson Zenaida Brigida Hamada-Pawid reminded the body that autonomy is not a mere administrative shift, but a struggle rooted in land, identity, and peace. “I urge you to bring the discussions beyond formal and hotel-based settings and return to the communities,” Ms. Hamada-Pawid challenged, emphasizing that the heart of the movement lies in communities, not just in the halls of government.

Atty. Noel Malimban, Vice President of Cordillera Association of Regional Executives (CARE) and Regional Director of the Bangko Sentral ng Pilipinas - North Luzon Regional Office, also expressed CARE’s full support for the region’s IEC campaign, signaling stronger institutional backing from Cordillera RLAs.

As the forum concluded, the participating agencies committed to embedding autonomy advocacy within their regular operations, ensuring that the dream of an autonomous Cordillera is built on a foundation of administrative readiness, responsive governance, and social cohesion for inclusive development.

SNAPSHOTS | 4TH QUARTER RDC MEETING

The Regional Development Council–CAR convened today, December 2, at the Venus Parkview Hotel in Baguio City for its 4th Quarter Meeting. Representatives from regional agencies, LGUs, and partner institutions attended to review year-end updates and discuss development matters affecting the Cordillera.

During the meeting, RDC-CAR Chairperson and Apayao Governor Elias C. Bulut Jr. shared locally made products from Apayao with the members of RDC-CAR. The gesture served as a simple expression of gratitude for the Council’s support throughout the year and as part of the Christmas season’s opening.
