𝗗𝗜𝗗 𝗬𝗢𝗨 𝗞𝗡𝗢𝗪? In 2022, at the height of the COVID-19 pandemic, the Sangguniang Panlungsod ng Baguio amended its Internal Rules of Procedure (IRP) to allow the conduct of regular and special sessions through online platforms such as Zoom. This was in light of the state of emergency declared at the time which made it impossible for some members of the Sanggunian to physically attend sessions.

The amendment to the IRP also allowed any member who was on official travel during a regular or special session to participate remotely through Zoom.

A member participating remotely was considered present and counted toward the quorum of the Sanggunian.

However, in 2025, the IRP for the 2025–2028 term was formalized, and the amendment allowing online participation was removed. This effectively required all members to physically attend sessions and revoked the privilege of attending remotely. Currently, only resource persons residing or holding offices outside of Baguio City may be allowed to attend a forum online.

The IRP also allows Sanggunian members present during a session to take measures to compel the attendance of any member absent without justifiable cause. This includes designating one or more members of the Sanggunian, with assistance from the Baguio City Police Office, to bring the absent member to the session. If there is still no quorum, the Presiding Officer may, motu proprio or upon a proper motion duly approved by the majority of the members present, declare the session adjourned. -J.G.H.

Congratulations to the City Government of Baguio, Philippines, a 2026 Awardee in the Western Pacific Region.

Baguio City is recognized for sustained leadership in strengthening smoke-free environments and advancing to***co control at the local level.

Through consistent enforcement, public education and partnerships with civil society and academic institutions, Baguio has reinforced smoke-free norms and increased awareness of the harms of to***co and emerging ni****ne products.

Leading the way in to***co control, with some of the Philippines’ toughest policies, Baguio City continues to demonstrate how strong local leadership, evidence-based policies, and community action can create healthier environments for all.

During the visit of WHO Western Pacific Regional Director Dr Saia Ma’u Piukala and WHO Philippines Representative Dr Eunyoung Ko, local initiatives highlighted Baguio’s commitment to protecting communities from the harms of to***co and va**ng.

From smoke-free public spaces and enforcement efforts to smoking cessation services and youth engagement, the city is showing how local action can drive measurable public health impact.

Baguio has also strengthened its efforts through regular to***co use surveys among youth and adults, helping guide targeted interventions to support evidence-based decision-making.

As progress continues, the opportunity now is to go even further toward a ni****ne-free generation where young people never even start using to***co or va**ng products.

AKF extends our gratitude to the City Government of Baguio and Mayor Benjamin Magalong for strongly condemning the cruel and illegal dog meat trade and for supporting efforts to protect animals through compassion, education, and law enforcement.

This united stand sends a powerful message: cruelty has no place in our communities. Together, we continue the fight for justice, stronger animal welfare protection, and a future where every animal is treated with kindness and respect. ❤️

The City Government of Baguio strongly condemns the continued dog meat trade and all forms of cruelty inflicted upon animals, practices which have no place in a humane and law-abiding society. The consumption, transport, slaughter, and trade of dogs for meat are clear violations of Republic Act No. 8485, otherwise known as the Animal Welfare Act of 1998, as amended, and undermine the values of compassion, respect, and responsible stewardship that we must uphold as a community.

The local government reaffirms its firm commitment to the strict implementation and enforcement of RA 8485 within the city. We recognize that protecting animal welfare is not merely a legal obligation, but also a reflection of the kind of society we aspire to build-one that values life and promotes kindness toward all living beings.

The City Government of Baguio stands in solidarity with the Animal Kingdom Foundation and supports its continuing efforts to eliminate the dog meat trade in the country, advance animal welfare protection, and promote humane and compassionate values among communities. We acknowledge the organization's invaluable work in advocating for stronger awareness, rescue initiatives, and legal action against offenders.

In line with this, we call for strengthened compliance with the Animal Welfare Act at all levels, as well as closer collaboration among law enforcement agencies, barangays, animal welfare groups, and the public to eliminate incidents of cruelty on the ground. Through sustained education, vigilant enforcement, and collective action, we can help create safer communities not only for people, but also for animals entrusted to our care.
