BINABANTAYAN ang isa na namang Low Pressure Area (LPA) na inaasahang papasok ng Philippine Area of Responsibility ngayong gabi.

Huli itong namataan sa layong 1,385 km ng east of Central Luzon.

Ayon kay DOST-PAGASA Weather Specialist Grace Castañeda – Carpio, posibleng maging bagyo ang nasabing LPA habang binabaybay nito ang karagatang silangan ng Luzon. Gayunman, posibleng magkaroon din ng sirkulasyon sa kanluran ng Northern Luzon sa mga susunod na oras.

Sinabi ni Carpio na isa sa mga ito ang posibleng mabuo na bagyo at papangalanang Neneng. Ang isa naman ay magiging trough na lamang ng dominanteng weather system.

Sa pagtaya ng PAGASA, posibleng tumbukin ng potensiyal na bagyo ang Taiwan at maaaring direktang maapektuhan ang Batanes.

Inaasahan din na ang sirkulasyon na ito ang magpapalakas ng habagat na magdadala ng mga pag-ulan sa malaking bahagi ng bansa.

Pinapayuhan ang lahat na maging handa, alerto, at mag-antabay sa updates na ilalabas ng PAGASA.

A total of 138 barangays in the province of Apayao received financial assistance under President Ferdinand R. Marcos Jr.’s Bawat Barangay Makikinabang Program.

Apayao provincial officials led by Governor Elias Bulut Jr., Vice Gov. Kyle Mariah Chelsea Bulut-Cunan, with DILG-CAR Assistant Regional Director Ruperto Marribay Jr. and DILG Apayao Provincial Director Marleen Guerzon led the distribution of checks amounting to P200,000 pesos to each of the barangays of Apayao.

Also present were League of Municipalities of the Philippines – Apayao Chapter President and Calanasan Mayor Shamir Bulut, Flora Mayor Joefrey Blas, Santa Marcela Mayor Evelyn Martinez, Conner Vice Mayor Alex Aswigue, Liga ng mga Barangay President and Board Member Marcial Valiente, Philippine Councilors League - Apayao President and Board Member Mcleen Julian.

The BBMP assistance for the 133 regular barangays is funded through the Office of the President, while the provincial government of Apayao provided the same P200,000 allocation for the five administrative barangays.

The checks were received by the respective punong barangays and their treasurers with the other barangay officials.

The distribution was made during the ADAL Plus Program graduation and moving up ceremonies at the BGV Jr. Memorial Sports Complex in Luna, Apayao on Friday, August 7, 2026.

According to the DILG, the BBMP seeks to empower local government units (LGUs), reinforce effective barangay governance, and expand opportunities for young Filipinos to complete their education while enabling communities to respond to their immediate development priorities.

Board Member Valiente expressed gratitude to President Marcos and Gov. Bulut for the financial assistance provided to the barangays of Apayao.

He said that under the program, each barangay receives P200,000. Half of the amount, or P100,000, is allotted for scholarship grants for five college students, while the remaining P100,000 is earmarked for priority projects identified by barangay officials.

During the same activity, the provincial government of Apayao also awarded P1 million to the municipal government of Luna for the repair and maintenance of barangay patrol vehicles.

Apayao Congressional representative Eleanor Bulut-Begtang awarded cash incentives to the oldest and youngest completers or graduates of the first batch of the ADAL Plus Program in the province of Apayao.

Bulut-Begtang was among the officials who congratulated the 89 completers and graduates during the ADAL Plus Program graduation and moving up ceremonies at the BGV Jr. Memorial Sports Complex in Luna, Apayao on Friday, August 7, 2026.

She commended the completers and graduates of the first batch of ADAL Plus Program or the ADAL Plus Program or the Academic Development Through Alternative Learning Promoting Leadership, Upskilling and Sustainability for Barangay Officials Program.

The lawmaker made special mention to her fellow senior citizens who, despite their ages, chose to take part in the pilot implementation of the program, that led them to finishing their elementary and junior high school studies through the ADAL Plus Program.

The program aims to benefit barangay officials and workers from all the barangays across Apayao, particularly those who were unable to complete elementary or secondary education, as part of the province’s efforts to strengthen and professionalize barangay leadership.

Apayao barangay workers complete elementary and high school

A total of 89 barangay workers graduated and completed their basic education in the province of Apayao under the ADAL Plus Program.

Apayao provincial officials led by Cong. Eleanor Bulut-Begtang, Gov. Elias Bulut Jr., Vice Gov. Kyle Mariah Chelsea Bulut-Cunan, with DILG-CAR Assistant Regional Director Ruperto Marribay Jr., DILG Apayao Provincial Director Marleen Guerzon and DepEd Apayao Schools Division Superintendent Benedicta Gamatero led the distribution of certificates during the ADAL Plus Program graduation and moving up ceremonies at the BGV Jr. Memorial Sports Complex in Luna, Apayao on Friday, August 7, 2026.

The ADAL Plus Program or the Academic Development Through Alternative Learning Promoting Leadership, Upskilling and Sustainability for Barangay Officials Program was a vision of Gov. Bulut which aims to provide barangay officials, particularly those who were unable to complete their formal education, with an opportunity to pursue academic advancement while continuing to discharge their duties and responsibilities.

Recognizing that the continued progress of the province of Apayao is anchored on capable, competent, and empowered local leaders, Gov. Bulut envisioned an initiative that would invest not only in the institutional development of local governments but also in the personal and educational growth of the barangay officials who serve as frontliners of governance and public service.

For the pilot implementation of the program, 89 barangay workers were recognized with six graduating from elementary level and 83 completing their junior high school through the program eight months after it started back in December 2025.

Also present during the historic occasion were League of Municipalities of the Philippines – Apayao Chapter President and Calanasan Mayor Shamir Bulut, Flora Mayor Joefrey Blas, Santa Marcela Mayor Evelyn Martinez, Conner Vice Mayor Alex Aswigue, Liga ng mga Barangay President and Board Member Marcial Valiente, Philippine Councilors League - Apayao President and Board Member Mcleen Julian, punong barangays, kagawads and other barangay workers from the different towns of Apayao and other guests and visitors.

Water level status: The whole stretch of the Apayao River, including its tributaries, remains below the alert status. However, an upward trend in water levels is highly likely due to the continuous rainfall.

Average Basin Rainfall Forecast (24 hours ending at 4PM, August 6, 2026): Moderate to heavy rains

Watercourses likely to be affected:
Apayao River and its tributaries particularly Upper Abulug, and Upper Pamplona (allid river basin)

People living near the river, mountain slopes and in the low lying areas within the Apayao River Basin and the local disaster risk reduction and management councils concerned are STRONGLY ADVISED TO TAKE APPROPRIATE ACTIONS.

Local flooding is likewise possible in some areas due to impounding of water and poor/clogged drainage systems.

Light to moderate rains are expected over Benguet (Atok, Baguio City, Bokod, Itogon, Kabayan, Kapangan, La Trinidad, Sablan, Tuba, Tublay, Kibungan), Apayao (Calanasan, Flora, Kabugao, Luna, Pudtol, Santa Marcela), within the next 2 to 3 hours.

The public and the Disaster Risk Reduction and Management Offices concerned are advised to MONITOR the weather condition and watch for the next warning to be issued at 08:00 AM Today.

All are advised to take precautionary measures against the impacts associated with these hazards. Residents along mountain slope are advised for possible landslides, mudslides, rockslides and flash flood.

Today, August 04, 2026, ALL FACE-TO-FACE CLASSES for ALL LEVELS (Kinder Garten to Senior High School including ALS) in ALL EDUCATIONAL INSTITUTIONS in the Municipality of Kabugao, Apayao are suspended due to the present weather forecast and considering the public safety.

All schools are encouraged to implement Alternative Delivery Modes of Learning (ADMs), whenever feasible, to help ensure the continuity of students' education.

Learners, parents, and school officials are also advised to continue monitoring official advisories from DOST-PAGASA and DepEd.
