To: All University Officials, Teaching and Non-Teaching Personnel, and Students
1. In compliance with Memorandum Circular No. 114 issued by the Office of the President of the Philippines, directing all government agencies, including State Universities and Colleges, to adopt energy conservation measures, and anchored on CSC MC No. 6, s. 2022 and CSC MC No. 1, s. 2025, which provide the policies and guidelines on Flexible Work Arrangements in the government to mitigate power demand and address the impact of rising petroleum and energy costs, as well as directives from the Commission on Higher Education (CHED) on the conduct of Online Classes, Pampanga State University shall implement appropriate flexible work arrangements.
2. In line with the foregoing, the following schedules shall be observed:
a. Faculty members shall conduct Online Classes on May 03, 04, 05, 10, 11, 12, 17, 18 and 19,2026.
b. Work-From-Home (WFH) arrangement for non-teaching personnel shall be observed on May 05, 12, and 19, 2026 except for personnel providing essential services such as security and utility services, who shall continue to report onsite as necessary.
c. On-site classes shall be conducted on May 24-31, 2026 in preparation and for the conduct of Final Examinations.
3. Immediate supervisors shall assign specific tasks to their unit personnel for inclusion in their Accomplishment Reports, while Deans, Campus Directors and Principal shall monitor online classes to ensure continuity and quality of instruction.
4. During regular onsite classes and office operations, all officials, employees, and students are strictly enjoined to observe energy conservation measures in accordance with the provisions of the aforementioned Memorandum Circulars.
5. Further, in pursuant to CHED Memorandum no. 109 series of 2026 issued by the Office of the Chairperson, extracurricular and benchmarking activities are put on hold until further notice.
6. All issuances not consistent with this memorandum are deemed superseded.
