TWO SUSPECTS ARRESTED IN CEBU KIDNAP-SLAY CASE

The Philippine National Police (PNP) has arrested two suspects in connection with the September 3 kidnap-slay incident in Sudlon 1, Cebu City, following focused follow-up operations that helped establish the circumstances surrounding the case.

The victim was reportedly taken from North Poblacion, Consolacion, Cebu, on September 3 and was later found dead in Sudlon 1, Cebu City. Police investigators from the Cebu City Police Office and Consolacion Municipal Police Station, with support from other investigative and intelligence units, immediately pursued leads from witnesses, CCTV footage, and vehicle information.

The investigation led authorities to trace a red vehicle allegedly linked to the incident to a rental car company. The vehicle was subsequently subjected to proper forensic examination as part of the continuing case buildup.

Two suspects were arrested separately in the early hours of September 5—one in Ermita, Cebu City, at around 3:00 a.m., and another in Cogon, Pardo, at around 5:00 a.m. The arrests were made through coordinated follow-up efforts of the operating units.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the development reflects the importance of timely investigation and close coordination in resolving serious cases.

“What matters now is that the investigation has moved forward. We have persons under custody, but the work does not end there. We will continue validating the evidence and making sure that the case is properly prepared for the next step in the justice process.” PGen Nartatez said.

FOUR R**E CASES CATCH UP WITH EASTERN VISAYAS’ NO. 1 MOST WANTED

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested Eastern Visayas’ No. 1 Most Wanted Person in a manhunt operation in Purok 7, Barangay Banahao, Lianga, Surigao del Sur, on September 3, 2026, ending his flight from the law.

Arrested was alias “Asiong,” 53, male, single, and a farmer from Albuera, Leyte. The arrest was carried out by the 1st Leyte Provincial Mobile Force Company, in coordination with the Lianga Municipal Police Station, Albuera Municipal Police Station, Regional Intelligence Unit 8-Counter Intelligence Team Ormoc, and Anti-Kidnapping Group-Visayas Field Unit Ormoc Satellite Office.

The suspect was wanted under a Warrant of Arrest issued by the Regional Trial Court, Branch 14, Baybay City, Leyte, for three counts of Qualified R**e by Sexual Assault, with recommended bail totaling ₱600,000.00, and one count of Qualified R**e, with no bail recommended.

Following his arrest, alias “Asiong” was informed of the nature and cause of his arrest and apprised of his constitutional rights in a language known and understood by him. He was subsequently brought to the Lianga Municipal Police Station, Surigao del Sur, for proper disposition.

The arrest highlights the Enhanced Managing Police Operations priority under the PNP Focused Agenda, which strengthens the PNP’s pursuit of wanted persons through focused and accountable police operations.

“Serious offenses demand serious police action. We will use every lawful means available to locate wanted persons and ensure that they face the judicial process,” PGEN Jose Melencio C. Nartatez Jr. said.

30 ROUNDS OF .45-CALIBER AMMUNITION INTERCEPTED AT TACLOBAN AIRPORT

A 59-year-old male passenger was intercepted by personnel of the PNP Aviation Security Group (AVSEGROUP) after airport security screening led to the recovery of 30 rounds of live .45-caliber ammunition and a magazine from his backpack at the Daniel Z. Romualdez Airport in Tacloban City.

The ammunition was detected through the airport’s X-ray screening system as the passenger was preparing to board a flight to Manila. A subsequent manual inspection confirmed the presence of the ammunition and magazine.

The passenger was unable to present the required documents authorizing the possession of the items and was taken into custody for possible violation of Republic Act No. 10591, or the Comprehensive Fi****ms and Ammunition Regulation Act. The recovered items were secured and turned over to the appropriate PNP unit for proper disposition and documentation.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the incident demonstrates the importance of consistent security procedures, particularly in places where large numbers of people pass through every day.

“Security starts with doing the basics correctly and doing them every time. Sa airport, every screening matters because one careful check can prevent a potential problem from reaching the aircraft,” PGen Nartatez said.

₱147.4-M SUSPECTED MA*****NA KUSH INTERCEPTED IN SUBIC SEAPORT OPERATION

Nearly 100 kilograms of suspected Ma*****na Kush worth an estimated ₱147.48 million were intercepted in a joint seaport interdiction operation in Subic, underscoring the continuing efforts of law enforcement agencies to prevent dangerous drugs from reaching communities.

The operation was conducted at about 6:05 p.m. on September 2, 2026 at the Subic Bay Yacht Club by the Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), Bureau of Customs, and other participating units.

During the inspection of a yacht, a PDEA Narcotic Detection Dog indicated the possible presence of dangerous drugs. This led authorities to an area where 89 plastic bags containing suspected Ma*****na Kush were discovered.

The seized substance had a total weight of approximately 98,322 grams and an estimated standard drug price of ₱147,483,000.00. The items are currently under the custody of the PDEA Regional Office 3 Laboratory Section for documentation, laboratory examination, and proper disposition.

Chief PNP Police General Jose Melencio C. Nartatez Jr. said the seizure highlights the value of coordinated action, particularly at ports and other entry points where illegal drugs may be transported.

“This is about staying alert and working together. Hindi natin kailangang hintayin na makarating sa mga komunidad ang illegal drugs bago kumilos. When agencies coordinate early and act within the law, we have a better chance of stopping the problem at its source,” PGen Nartatez said.

3-YEAR MANHUNT ENDS: NATIONAL MOST WANTED PERSON IN R**E CASE WITH ₱130K REWARD ARRESTED

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a National Most Wanted Person wanted for r**e, ending nearly three years of evasion after the 23-year-old suspect was located in Porac, Pampanga on September 4, 2026.

The male suspect, a solar panel installer and resident of Barangay Palat, Porac, Pampanga, was apprehended by operatives of the National Capital Region Police Office Regional Intelligence Division (NCRPO-RID) by virtue of a Warrant of Arrest issued by the Regional Trial Court Branch 61 in Angeles City, Pampanga. He was identified as a DILG Most Wanted Person and No. 10 Provincial Level Most Wanted Person of Pampanga, with a monetary reward of ₱130,000.00.

The case stemmed from an alleged r**e committed on February 5, 2023, during a birthday gathering at the suspect’s residence in Barangay Anunas, Pampanga. The suspect and the victim, who were friends, had been drinking alcoholic beverages during the gathering when the alleged incident occurred.

The suspect was arrested the following day by personnel of Anunas Police Station but allegedly escaped from police custody in March 2023. He fled to Barangay Cupang, Antipolo City, where he stayed at his grandfather’s residence for about a week before returning to Pampanga and moving between different areas to evade authorities.

During his period of evasion, the suspect allegedly obtained construction-related work and later assisted in solar panel installation. He was also provided accommodation at a rest house in Barangay Palat, Porac, which eventually became his temporary residence.

The manhunt intensified through nearly a month of intelligence gathering, surveillance, social media exploitation, technical analysis, and validation. Operatives initially pursued information that placed the suspect at a construction site in Mabalacat, but he had already left the area. The teams then tracked leads connected to his family and checked several possible locations in Angeles City and Pampanga before finally establishing his presence in Barangay Palat.

After nearly two days of sustained surveillance and casing operations, the operating teams proceeded to the identified location and arrested the suspect by virtue of the standing warrant. The Return of the Warrant of Arrest is being prepared for submission to the issuing court for proper disposition.

“Running from the law for years does not erase accountability. We will remain relentless in locating wanted persons and bringing them before the courts to face the charges against them,” PGEN Nartatez said.

“Hindi hadlang ang tagal ng pagtatago para takasan ang batas. Darating ang panahon na haharap sa hustisya ang sinumang may pananagutan,” he added.

FRUSTRATED HOMICIDE FUGITIVE ELUDES LAW FOR 23 YEARS—ARRESTED IN ALBAY

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested a fugitive wanted for Frustrated Homicide after 23 years of evading arrest in Albay on September 4, 2026.

Alias “Cardo” was arrested by personnel of the Tabaco City Police Station in Barangay Bombon, Tabaco City, during the PRO 5 Warrant Day Operation. He was apprehended by virtue of a warrant of arrest issued by the court on March 10, 2003 for Frustrated Homicide.

After his arrest, “Cardo” was brought to the City Health Unit for medical examination before being placed under the custody of the Tabaco City Police Station for proper disposition.

“Twenty-three years of evasion did not erase the responsibility attached to this case. Our personnel will remain persistent in locating those who are wanted and bringing them before the proper authorities,” PGEN Nartatez said.

“Hindi hadlang ang mahabang panahon sa pagpapatupad ng batas. Ang bawat warrant ay dapat maisagawa at ang bawat akusado ay dapat humarap sa tamang proseso,” he added.

P21.5-M SMUGGLED CI******ES SEIZED, 7 ARRESTED IN MINDANAO OPS

The Philippine National Police (PNP) strengthened its enforcement efforts against the movement of smuggled goods after separate operations in Mindanao led to the recovery of more than P21.5 million worth of smuggled ci******es and the arrest of seven individuals from September 1 to the early hours of September 2.

In Parang, Maguindanao del Norte, police personnel intercepted a vehicle at a checkpoint at around 11:40 AM on September 1, resulting in the recovery of 250 master cases of smuggled ci******es with an estimated market value of P14 million. Two Filipino men, aged 39 and 32, were arrested in the operation.

Later that day, police in Iligan City conducted a checkpoint operation that resulted in the recovery of 2,082 reams of smuggled ci******es valued at approximately P1.67 million. Four Filipino men, aged 20 to 37, were arrested, while two vans believed to have been used to transport the shipment were secured.

In a separate operation in Opol, Misamis Oriental, at around 2:00 AM on September 2, police intercepted a 28-year-old Filipino man and recovered 117 master cases of smuggled ci******es worth approximately P5.85 million.

The seized cigarette products were turned over to the Bureau of Customs (BOC) for proper documentation, safekeeping, and disposition. The persons arrested were subjected to appropriate procedures pending the outcome of the proceedings.

PNP Chief Police General Jose Melencio C. Nartatez Jr. said the operations demonstrate the value of sustained police presence and close coordination with partner agencies in addressing the movement of illicit goods.

“Hindi lang ito tungkol sa mga nakumpiskang produkto. It is about making sure that illegal shipments do not find an easy path into our communities and markets. We will keep working with the Bureau of Customs and our other partners, act on reliable information, and make sure every operation is done properly and within the bounds of the law,” PGen Nartatez said.
