𝗟𝗢𝗢𝗞: The Police Regional Office Cordillera Administrative Region (PRO CAR) welcomed USEC. JOSE A. TORRES, JR., Executive Director, Presidential Task Force on Media Security (PTFoMS), during a courtesy visit held at Camp Major Bado Dangwa, La Trinidad, Benguet, on August 28, 2026.
Upon his arrival, USEC TORRES JR. was received by PCOL ARNOLD D RAZOTE, Officer-in-Charge, Chief Regional Staff, and welcomed by members of the Regional and Special Staff of PRO CAR.
During the visit, PRO CAR’s Deputy Regional Director for Administration, PBGEN JULIO S LIZARDO, and USEC TORRES JR. engaged in a brief discussion with members of the PRO CAR Command Group.
Following the discussion, a case presentation was conducted with the participation of the PTFoMS team, personnel from the Regional Investigation and Detective Management Division (RIDMD), station commanders, chiefs of investigation units from the different Provincial and City Police Offices, and other PRO CAR officers.
During the open forum, USEC TORRES JR. lauded PRO CAR’s anti-criminality efforts and noted the low incidence of media-related crimes in the region. He also distributed pamphlets containing security guidelines to PRO CAR personnel to help ensure the safety and protection of media practitioners across the Philippines.
In response, PRO CAR’s Acting Deputy Regional Director for Operations, PCOL FROILAND B LOPEZ, reaffirmed the PRO’s commitment to intensifying its anti-criminality campaign and further strengthening public safety in the Cordillera.
The visit aimed to monitor media-related cases and ensure that they are properly investigated and addressed. The PTFoMS is an inter-agency body that works with law enforcement agencies in addressing, investigating, and responding to threats, harassment, violence, and killings directed against journalists and media practitioners.

The Police Regional Office Cordillera Administrative Region (PRO CAR) honored and expressed its heartfelt gratitude to PCOL FABIANO B SUDARIO, JR, outgoing Regional Director of the Regional Internal Affairs Service (RIAS)–CAR, during a tribute program held at the Multi-Purpose Center, Camp Major Bado Dangwa, La Trinidad, Benguet, on August 28, 2026.
The program was graced by PBGEN JIM E TOMBOC, Deputy Inspector General, PNP Internal Affairs Service, and attended by PBGEN JULIO S LIZARDO, Deputy Regional Director for Administration of PRO CAR; PCOL FROILAND B LOPEZ, Acting Deputy Regional Director for Operations; PCOL ARNOLD D RAZOTE, Officer-in-Charge, Chief Regional Staff; members of the Regional Staff; personnel from PRO CAR and RIAS-CAR; and the family and friends of PCOL SUDARIO, JR, who gathered to witness this significant milestone in his life and career.
A highlight of the ceremony was the recognition of PCOL SUDARIO’s years of dedicated and honorable service. He received tokens of appreciation from the various Provincial and City Internal Affairs Services in recognition of his invaluable contributions throughout his career. In acknowledgment of the important role of family in every police officer’s journey, his wife, Mrs. Mina Sudario, was likewise presented with a Certificate of Appreciation for her unwavering support and sacrifices throughout his years in the service.
In his message, PCOL SUDARIO, JR expressed his sincere gratitude to his family, friends, colleagues, mentors, and the men and women of RIAS and PRO CAR who became part of his journey in public service. He acknowledged their encouragement, guidance, and companionship throughout his years in the Philippine National Police PNP, which helped shape his career and made his years of service more meaningful and fulfilling.
The program concluded with a fellowship, marking not an end but the beginning of a new chapter for PCOL SUDARIO, JR. His retirement serves as a reminder that while a career in uniform may come to an end, the values, memories, and legacy built through a lifetime of dedicated service will continue to inspire those who remain in the line of duty.

UNIFIED 911 ALERT PUTS PNP ON TRACK TO TWO 81MM MORTARS IN CAGAYAN DE ORO
The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., underscored the value of the Unified 911 system in addressing public safety concerns after an emergency call led police to a potential explosive hazard in Cagayan de Oro City on August 24, 2026.
The alert came from a concerned citizen who sought police assistance after an alleged mortar round was discovered in a residential area in Dama de Noche, Adela, Barangay Camaman-an. Responding police personnel proceeded to the location to verify the information and secure the area.
Initial inquiry established that alias “Aries” entered the residence of his neighbor, alias “Rick,” and noticed an 81mm mortar round among a stockpile of garbage. Police personnel immediately sought the assistance of the PNP Explosive Ordnance Disposal (EOD) Unit 10 to safely handle and retrieve the suspected explosive ordnance.
EOD personnel identified the items as two 81mm Mortar, HE (High Explosive) rounds and carried out the appropriate recovery procedures. The recovered ordnance was subsequently placed under EOD custody for safekeeping and proper disposition.
Further investigation indicated that alias “Rick,” a 55- to 60-year-old resident of the area, allegedly found the explosive ordnance while scavenging through garbage in various parts of Cagayan de Oro City and later brought the items to his residence.
“Public safety depends on vigilance not only from our police officers but also from the communities we serve. We will remain ready to respond to every call that may help prevent harm and protect lives,” PGEN Nartatez said.

PNP ARRESTS 3 HVIs, RECOVERS SUSPECTED DRUGS WITH OVER ₱11.6-M SDP IN LATEST OPS
The Philippine National Police (PNP) recovered suspected illegal drugs with a combined Standard Drug Price (SDP) of more than ₱11.6 million and arrested three high-value individuals in separate operations in Camarines Sur, Capiz, and Davao Oriental from August 27 to early hours of August 28, 2026.
In Naga City, Camarines Sur, police and Philippine Drug Enforcement Agency personnel arrested a high-value individual during a buy-bust operation in Barangay Bagumbayan Sur on August 27. The operation resulted in the recovery of approximately 364.3 grams of suspected shabu with an SDP of ₱2.47 million.
Another buy-bust operation in Roxas City, Capiz, shortly after midnight on August 28 led to the arrest of a high-value individual and the recovery of approximately 185 grams of suspected shabu with an SDP of ₱1.26 million.
In Lupon, Davao Oriental, police arrested another high-value individual during a separate operation at around 4:50 a.m. on August 28. Authorities recovered approximately 152 grams of suspected shabu with an SDP of ₱1.03 million.
Meanwhile, a separate ma*****na eradication operation in Barangay Ngibat, Tinglayan, Kalinga, resulted in the discovery, uprooting, and on-site destruction of approximately 34,500 pieces of fully grown ma*****na plants with an SDP of ₱6.9 million. No cultivator was arrested during the operation.
Chief PNP Police General Jose Melencio C. Nartatez Jr. said the latest operations show the PNP's continuing effort to address illegal drugs through coordinated and lawful police work.

TWO REBELS SURRENDER IN LEYTE, EASTERN SAMAR; .38 REVOLVER TURNED OVER
The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., strengthened its internal security efforts as two members of the Communist Terrorist Group (CTG) voluntarily surrendered in separate areas of Eastern Visayas on August 26, 2026.
In Leyte, personnel of the 1st Leyte Provincial Mobile Force Company (1st LPMFC), in coordination with the Baybay City Police Station (CPS) and Provincial Intelligence Unit 8–Leyte Police Provincial Office (PIU8-LPPO), facilitated the surrender of alias “Nilo,” a 57-year-old Filipino male farmer and resident of Mahaplag, Leyte. He was a former member of IC-LEVOX of the Eastern Visayas Regional Party Committee (EVRPC).
In Eastern Samar, elements of the 1st Eastern Samar Provincial Mobile Force Company (1st ESPMC), together with the Provincial Intelligence Unit of the Eastern Samar Police Provincial Office (PIU-ESPPO), assisted the surrender of alias “Jenna,” a 29-year-old Filipino female and resident of Oras, Eastern Samar. She was a former Yunit Militia member of FC-15, Sub-Regional Committee (SRC), ARCTIC, EVRPC, under the leadership of alias “Ka-Wayon.”
During her surrender, alias “Jenna” turned over one caliber .38 revolver with no markings, a defaced serial number, and no am******on. The fi***rm was secured by the police for proper documentation and disposition.
Both surrenderers are under the custody of their respective police units for documentation, proper disposition, and possible enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), which provides assistance to former rebels who choose to return to the fold of the law.
“These voluntary surrenders show that our efforts to address armed threats must be matched by opportunities for individuals to leave the conflict behind. We will remain firm in protecting communities while supporting those who genuinely choose to return to peaceful and lawful lives,” PGEN Nartatez said.

THREE WANTED PERSONS ARRESTED FOR R**E, ROBBERY WITH HOMICIDE
The Philippine National Police (PNP) arrested three most wanted persons in separate operations in Metro Manila and Zamboanga Sibugay, including individuals ranked among the most wanted in the National Capital Region and at the national level.
In Antipolo City, personnel of the NCRPO Regional Mobile Force Battalion and Muntinlupa City Police Station arrested a No. 5 Most Wanted Person in the NCR, a legal-age Filipino male facing a r**e case. He was apprehended through the implementation of a warrant of arrest and is now under police custody.
In Pasig City, NCRPO personnel also arrested a No. 3 Most Wanted Person in the NCR, a legal-age Filipino male facing three counts of statutory r**e and a case for acts of lasciviousness. He was likewise placed under police custody following the implementation of a warrant.
Meanwhile, in Alicia, Zamboanga Sibugay, police arrested a National-Level Most Wanted Person, a legal-age Filipino male facing a robbery with homicide case. The arrest was carried out by personnel of the Alicia Municipal Police Station, Police Intelligence Unit, and 1st Provincial Mobile Force Company pursuant to a warrant of arrest.

DIGITAL TRAIL EXPOSES ONLINE SEXUAL EXPLOITATION, LEADS TO TEEN’S ARREST
The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested an 18-year-old Filipino man, alias “Robert,” in San Jose de Buenavista, Antique, following an entrapment operation involving the alleged sexual exploitation and harassment of his 17-year-old girlfriend on August 23, 2026.
Operatives of the Antique Provincial Cyber Response Team (PCRT) of the PNP Anti-Cybercrime Group (ACG) conducted the operation after the minor victim, accompanied by her guardian, sought police assistance over threats involving her intimate images and videos.
Investigation showed that alias “Robert” allegedly groomed and manipulated the victim into a romantic relationship. During their relationship, he asked permission to record an intimate encounter using the victim’s mobile phone, which she allowed under the belief that the recording would remain private.

Alias “Robert” is facing charges for violation of Article 286 (Grave Coercion) of the Revised Penal Code and Section 4 of Republic Act No. 11930, or the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act of 2022, both in relation to Section 6 of Republic Act No. 10175, or the Cybercrime Prevention Act of 2012.
PNP Chief PGEN Jose Melencio C. Nartatez Jr. also urged victims and families to immediately seek police assistance when faced with online threats or exploitation.
“Hindi dapat maging kasangkapan ang teknolohiya sa pananakot at pagsasamantala sa mga menor de edad. Pananagutin natin ang sinumang gagamit nito upang takutin o kontrolin ang isang bata,” he added.
The arrest highlights the PNP’s firm resolve to protect children from technology-enabled sexual exploitation and ensure that perpetrators face the consequences of their actions.

DIGITAL TRAIL EXPOSES ONLINE SEXUAL EXPLOITATION, LEADS TO TEEN’S ARREST

The Philippine National Police, under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., arrested an 18-year-old Filipino man, alias “Robert,” in San Jose de Buenavista, Antique, following an entrapment operation involving the alleged sexual exploitation and harassment of his 17-year-old girlfriend on August 23, 2026.

Operatives of the Antique Provincial Cyber Response Team (PCRT) of the PNP Anti-Cybercrime Group (ACG) conducted the operation after the minor victim, accompanied by her guardian, sought police assistance over threats involving her intimate images and videos.

Investigation showed that alias “Robert” allegedly groomed and manipulated the victim into a romantic relationship. During their relationship, he asked permission to record an intimate encounter using the victim’s mobile phone, which she allowed under the belief that the recording would remain private.
