In November 2025 we welcomed two interns through the Tupu Tai Pasifika Public Sector Internship Programme. Jett Fa'amalepe and Iosefa Ulugia-Pua spent the past few months with our Māori housing policy team, contributing directly to research that will inform future mahi.

Jett and Iosefa wrapped up their internships last week, completing substantial pieces of research that deepen our understanding of Māori experiences in the housing system. Their work will help inform content for our upcoming briefing to the incoming minister (BIM) and contribute to wider policy thinking across the organisation.

Alongside the Department of Internal Affairs, we’re seeking your feedback about the proposed development levies system.

Consultation is open now and runs through to February 2026.

The Government is making changes to how we fund and finance housing and urban development across Aotearoa New Zealand.

This includes changes to the Infrastructure Financing and Funding Act 2020 which will make it easier to use, improve its viability for a range of infrastructure projects, and simplify the levy development process.

These changes are part of Pillar 2 of Going for Housing Growth.

Last week we released our housing investment plan, outlining how Budget 2025 funding will be directed to where housing is most needed.

There are nine locations for investment. The plan sets out what types of homes are needed in each location and the proposed approach to procurement, funding and delivery.

We’ve released the latest Government Policy Statement on Housing and Urban Development (GPS-HUD) today, replacing the 2021 version and setting out a 30-year vision for transforming our housing and urban system so that everyone in Aotearoa New Zealand lives in a home and within a community that meets their needs and aspirations.

The updated GPS-HUD aims to create a healthy, prosperous and well-housed country – recognising that housing and urban development are crucial for growing the economy and helping New Zealanders thrive.

We’ve published our annual report for 2024/25. It provides an overview of what we’ve been working on over the last financial year, highlights our achievements and details our performance and financial information.

Some of our highlights include supporting the Government to achieve its priorities through programmes like Going for Housing Growth, our new residential development underwrite and our continued support in delivering new social housing and role in supporting the turnaround plan for Kāinga Ora.

From 1 December 2025, it will be easier for tenants to keep pets, with the following changes taking effect.

* Landlords will be able to charge a pet bond of up to two weeks’ rent (in addition to the general bond).
* Tenants will need written consent from their landlord to keep a pet, and landlords will only be able refuse on reasonable grounds.
* If tenants already have a pet and permission, or the tenancy agreement allows pets (or is silent on pets), they won’t need new consent or a pet bond.

Disability assist dogs are always allowed and don’t require a pet bond.

These changes aim to strike a fair balance – helping more Kiwis enjoy the companionship of pets, while protecting property owners.
