STRATEGIC PARTNERSHIP WITH THE 23 BRIGADE BATTALION: STRENGTHENING OUR FRONTLINES — June 18, 2026.
I visited the 23 Brigade Battalion barracks, marking a key milestone in our commitment to securing Shagari Village Area and Adamawa State.
During the visit, I held productive discussions with the Garrison Commander Lt. Col. OE Eleje, the Ag. Commanding Officer Maj. HS Abdulkadir, and the Officer-in-Charge of the Military Police Maj. T Loho, who pledged support and expertise for the Shagari Neighborhood Watch, Operation Crackdown, and the Arbitration & Mediation Committee.
My mission as Village Head of Shagari, Senior Special Assistant to the Governor, and Grand-Commander of the SNW is to integrate grassroots efforts into the Nigerian Army's security.
Our "Political Hygiene" philosophy ensures integrity, transparency, and responsibility, with a "Paperless Trail" system to verify and manage civilian volunteers within legal boundaries.
The SNW is a structured civilian surveillance network serving as the "eyes and ears" for formal security agencies, moving beyond traditional vigilante groups. Our framework is defined by:
- Intelligence Synergy: We focus on proactive intelligence gathering to report credible threats immediately to authorities.
- Preventative Stability: Our Arbitration & Mediation Committee resolves minor civil disputes before escalation, reducing the security forces' burden.
- Proactive Deterrence: The "Bright Shagari" project is reclaiming public spaces by removing darkness that criminals exploit.
We do not operate in isolation; we operate as a strategic partner to the Nigerian Armed Forces.
Security is a shared responsibility. By organizing our community with discipline and guidance, we build a safer, resilient Shagari, setting a model of "Actionable Grassroots Responsibility" to scale across the state.
We have requested a senior representative from the 23 Brigade Command to attend our Community Security Town Hall Meeting on June 24, 2026, to formalize our community's bridge with the barracks and signal our unified resolve.
Hon. Ashraf Usman Marafa
Village Head, Shagari Village Area
Senior Special Assistant to the Governor on Community Mobilization
