WORKERS’ DEDICATION, SAFE ENVIRONMENT - ATTRIBUTES FOR AIBOM’S GROWTH

The Akwa Ibom State’s thriving disposition as a viable destination in the comity of States in Nigeria, has been attributed to the safety ambience it offers, courtesy of the dedication, commitment and supportive roles of the State’s workforce.

This was part of the goodwill message of the State’s Governor, Pastor Umo Eno, as the Nigeria Labour Congress(NLC), and the Trade Union Congress, (TUC), and their affiliates, led workers in the State to celebrate the 2026 International Workers’ Day today,1st May, 2026, held at the Uyo Township Stadium, Uyo.

Governor Umo Eno, who spoke through his deputy, Senator Akon Eyakenyi, acknowledged the harmonious industrial relations experienced in the State, and appreciated the workers, calling on them to sustain the cooperation as his administration is working to provide welfare packages for the State workforce.

Governor Eno said, government is recruiting 4,000 personnel into the State Public Service, cutting across medical and health officers, teachers and others for the main stream Service to support the full implementation of the ARISE Agenda and the development of the State.

Governor Umo Eno used the occasion to donate a brand new car, each, to the chairperson of the Trade Union Congress (TUC), Comrade Kingsley Akpan, and that of the Joint Public Service Negotiating Council (JPSNC), Comrade Kingsley Ekong, respectively.

He noted that, the ongoing digitalization of the State Public Service is to align it with modern global standards.

Speaking, also, the Head of Civil Service, Mrs. Elsie Peters, had congratulated all the workers and their unions for their resilience, dedication and commitment in partnering with the State Government, in the delivery of the ARISE Agenda of the governor.

According to the Head of Civil Service, government’s achievements in meeting the welfare needs of workers, has been demonstrated through the prompt payment of salaries, pensions and gratuities to retirees, provision of affordable houses to public servants, trainings for workers in State, as well as the recent recruitment of 4,000 personnel into the workforce.

She charged the workers to continue to support government towards ensuring the full realization of the ARISE Agenda, especially for a reformed public service.

In their separate goodwill messages, the Speaker of the Akwa Ibom State House of Assembly, Rt. Udeme Otong, represented by the Clerk, Mrs. NsikakAbasi Orok, and the State Chief Judge, Hon. Justice Ekaette Obot, represented by Hon. Justice Effiong Effiong, had wished all Akwa Ibom workers well.

According to the Speaker, the approval and payment of peculiar allowances to Parliamentary workers in the State, has been commendable; while the State Chief Judge, described government’s effort to accomplish the needs of workers, has been a measure to attaining the fundamental rights, which she said, the State Governor, is doing.

In his speech, the State Commissioner for Labour and Manpower Planning, Elder Ikoedem Ekong, who referenced the theme of the celebration, “Insecurity, Poverty – Bane of Decent Work”, as a call for action, also said, the administration of Governor Umo Eno is taking security and safety of workers seriously and has ensured the fundamental rights of workers through fare wages, job security and safe working condition.

The State chairperson of the Nigeria Labour Congress, (NLC), Comrade Sunny James, who announced his last attendant of the workers as chairman, expressed delight to have served as the leader of Union, saying, “the government of Governor Umo Eno has done well with Nigerian workers in the State, through the payment of salaries, pensions and gratuities”, also expressed the hope that, the governor do more for a better welfare of workers.

Similarly, according to the State Chairman of the Trade Union Congress, the celebration of the International Workers’ Day, was to recognise the socially marginalized in the society, saying, this auspicious occasion was a reminder of the contributions of workers in the development of the society, and in the Akwa Ibom State, their support in the implementation of the ARISE Agenda.”

The event witnessed match past by workers across various unions, among others.

A'IBOM HoCS CELEBRATES WITH CHILDREN AT SOIC

Friday, 24th April, 2026 was not just the usual day that dawn and set. It neither followed the wavelength that gives way to the sunlight, travelling through the atmosphere and causing the usual warm weather that blows at night, ending the 24 hours circle, called a day.

Rather, the day was unfolded with exhilarating moments, filled with exciting renditions and presentation of gifts, as the Head of Civil Service, Mrs. Elsie Peters, led Akwa Ibom workers to celebrate with children at the Solace Orphanage International Centre, along Calabar Itu road to mark the 62nd Birthday Anniversary of the State Governor, His Excellency, Pastor Umo Eno.

An inquisitive mind may ask, why celebrate with people whom, some may refer as “lower class”? The answer is as contained in a message released yesterday to the general public by the governor, where his Chief Press Secretary, Mr. Ekerette Udoh, is quoted thus, “the essence of our lives is to impact and touch the lives of the less -privileged and give them a reason to be hopeful. The occasion of my birthday represents one of such moments.”

While donating various gift items to the children at the Centre to mark the governor’s birthday, the Head of Civil Service, encouraged them to inspire hope, look beyond their present situation, and stay confident in a more prosperous future, with the hope that, God will bless and lift them up in life.

Mrs. Elsie Peters, who was represented at the Centre, by the Permanent Secretary in her office, Ms. Doris Ikpuho informed the management and occupants that, the visit was in the spirit of the day’s joyous mood already flying through the waves in the State, following the 62nd birthday anniversary of Governor Umo Eno.

Mrs. Peters, extended the best wishes of the governor to them, informing them of his administration’s unwavering commitment to ensure a better future that would guarantee their lot.

She advised the children to grow with humility, the fear of God, while paying attention to focus on lessons, with undivided attention to their studies.

Meanwhile, the Head of Civil Service who was accompanied by directors, staff of her office, and others serving in ancillary offices including, General Services Office (GSO), Special Services Department, als visited the Mother Charles Walker Children’s Home to mark the Governor’s 62nd birthday where they were received by the children and personnel.

Songs of welcome, Bible recitation and appreciation by the children were highlights of the event.

The Head of Civil Service however, before arriving the Centre, had wished the State Governor, His Excellency, Pastor Umo Eno, a warmth and exciting happy birthday celebration.

A’IBOM HoCS, MRS. PETERS, LAUDS GOV. ENO’S SAFETY POLICY

The Head of Civil Service of Akwa Ibom State, Mrs. Elsie Peters, has lauded the safety policy put in place by the State Governor, Pastor Umo Eno, as she acknowledged government’s reforms to ensure workplace safety in the State.

The Head of Civil Service, stated this when she hosted a delegation of safety experts, in her office, yesterday, 22nd April, led by the Senior Special Assistant to Governor Umo Eno on Health Safety and Environment, Mrs. Jayne Ufot.

Mrs. Peters who was represented by the Permanent Secretary in her office, Ms. Doris Ikpuho, noted that the administration’s commitment is reflected in the recruitment of 100 safety officers and the establishment of the Department of Occupational Safety to cater for the safety needs of workers in the State Public Service.

While welcoming the Senior Special Assistant to Governor to her office, she also appreciated the safety inspection exercise carried out by the team, noting that, the exercise has drawn attention to key occupational safety issues requiring continuous improvement.

“On behalf of the Head of Civil Service, we welcome you with the team for a comprehensive health and safety inspection exercise. We thank our dear Governor, His Excellency, Pastor Umo Eno, for his health and safety policy in the State.”

“Our governor with this policy has shown his passionate about health safety of citizens and workers, and this has manifested in the employment of 100 Safety officers and the establishment of the Department of Occupational Safety in the Civil Service,” she said.

Speaking earlier, the Senior Special Assistant to the Governor on Health, Safety and Environment, Mrs. Jayne Ufot, had said, the State Governor, Pastor Umo Eno, remains very intentional on strengthening safety standards across Public Service.

Mrs. Ufot explained that, the inspection exercise has been designed to assess workplace safety conditions, identify gaps, and strengthen compliance with established health and safety standards within government institutions.

She noted the intentional disposition of government in building a structured and professional safety architecture within the Civil Service, adding that, “safety is now being institutionalised rather than treated as an administrative afterthought.”

“The Governor is very intentional on strengthening safety standards across MDAs. What we are doing is not just routine inspection, but a deliberate effort to ensure that every government facility meets acceptable safety benchmarks that protects workers in the course of service delivery,” Mrs. Ufot, said.

The exercise featured, an inspection exercise of various offices, interactive session and post-inspection debriefing, with observations and recommendations made for improved compliance.

25 AKWA IBOM WORKERS RECEIVE NEW HOUSES

Public Servants in Akwa Ibom State have been presented with keys to the 25 brand new 2-Bedroom Bungalows recently built for workers by the State Government, being an addition to the 150 Free 2-Bedroom Expandable Flats the Government earlier donated to junior public servants on Grade Level 01-08.

In a brief ceremony at the Conference Room of the Head of Civil Service, today, Tuesday, 21st April, 2026 to present keys to beneficiaries of the new houses on behalf of the Government, organised by the Head of Civil Service, Mrs. Elsie Peters, who is also the Chairman of the National Housing Fund (NHF) in the State, saw the allottees in moment of excitement.

Lionel Udoka, one of the beneficiaries of the houses, expressed excitement for being a partaker of one of the buildings and pledged continued dedication to deliver on duties assigned to him.

“we are very excited to receive the keys to our new houses; we thank our dear Governor, Pastor Umo Eno, Ph.d for this good gesture and we also appreciate the Head of Civil Service, Mrs. Elsie Peters for facilitating the presentation of keys all of us today”, Ukoka said.

Speaking at the event, the Head of Civil Service, Mrs. Elsie Peters had said, the allocation of the Public Servants’ Estate, located at Ikpedip in Ibiono Ibom Local Government Area, has been one of the welfare packages by the State Government aim at ameliorating the housing and accommodation need of State workers in line with the ARISE Agenda of the present Governor Umo Eno.

The Head of Civil Service, who charged recipients of the housing units to continue in appreciating the governor also advised them to make good use of the facilities, saying, as you receive the keys to your houses today, you have to reciprocate Governor Umo Eno’s compassion and generosity through your support and loyalty to his administration.

Mrs. Peters also appreciated the State Governor, saying, “this gesture shows His Excellency’s magnanimity and deep concern to ameliorate the housing and accommodation need of public servants in the State.”

Setting the tone for the ceremony, the Permanent Secretary, serving in the Office of the Head of Civil Service, Ms. Doris Ikpuho had said, the 25 units of 2-Bedroom Bungalows are situated at the Public Servants’ Estate, Ikpedip, with the developer being the Akwa Ibom Property and Investment Company (APICO).

According to her, the construction of the Estate which was handled by MacDudu Resources Limited, was achievable through the drive put in place by the State Governor, Pastor Umo Eno, expressing thanks to the Head of Civil Service for working to facilitate the actualisation of government’s good intentions to officially present keys to the beneficiaries of the houses.

WHY THE RECRUITMENT OF SAFETY OFFICERS IN CIVIL SERVICE MATTERS

From the creation of Akwa Ibom State in 1987, the Civil Service has been running with higher productivity, with few or no news of uncertainty peculiar to incidences of fire and fatalities against human and materials. In regards to this assertive position lies the question, why is the State Government establishing the Department of Occupational Safety again?

The answer is really not far fetch. The bone of contention is on the saying that, “every role is a human being and every human being, is a role”. This implies the value that government placed in workers over the tasks they offers. Prioritizing workers’ well-being and safety is borne out from the fact that, workers are the ones performing critical tasks needed for people oriented governance. Theirs holds the holistic support that undertakes the ‘overall well-being to boost productivity and job performance.

Of a truth is that, they are human beings. They have families and responsibilities and a life outside the job. So, there is need to provide a safe environment that can make people work and go home in the same health condition they left their houses, get reunited and uninjured too.

To attain this demand, there must be effective Safety Management System (SMS), put in place. The State Governor, Pastor Umo Eno had during the official opening of a 4-Day Induction Training for the recently recruited 100 Occupational Safety Officers and 25 Lawyers, held between Tuesday, 7th to Friday, 10th at the Ibom-Led, Uyo, described safety as one of the critical elements of governance by his administration.

While imploring for the overall adaptation of safety by all, Governor Umo Eno says, safety should be approached by everyone. Describing himself as the No. 1 Safety Officer in the State.

That statement was not just an empty bragging. The State Government is already working to ensure proactive approach rather than reactive measures on safety. One of such approaches is that, the newly recruited safety officers are already being inducted and posted to MDAs and various project sites. It behoves to say that, as the state government work to critically advance infrastructure projects in the State, with several indigenes and residents engaged to work at various projects site, there is a dire need to recruit professional safety personnel with duty to oversee the health safety of employees both in such environments and offices.

Governor Umo Eno’s bottom line to this proactive safety approach is on the ground that, earnings by public and private sector workers must be for self improvement and not for treatment of injuries and repayments for losses incurred at their workplaces.

The ARISE Agenda of his administration is equally not blind to sanctity of a safe and healthy society, promotion of an economically viable State. It needs not reiterate the governor’s recent approval for employment of this set of workers and for the purpose. He had applauded the new workers during the induction training exercise, acknowledging the recruitment processes and procedures that brought them into the Civil Service as ‘very rigorous’.

To support Governor Eno in this regard, is the Head of Civil Service, Mrs. Elsie Peters, who at the induction training did not mince words when she said, “we have been working with professionals and experts in Health Safety and Environment in planning and implementing the training exercise”.

Stressing further, “the inductees had the opportunity of being imparted by erudite scholars and industry professionals in various areas of concern”, she added.

Skills learned by the new civil servants covers, Mastering Public Service Rules and Extant Circulars and Compliance, presented by Dr. Emmanuel Afahanam; Security Awareness in Civil Service (Physical Security, Information/Documents Security, Visitors, Control, Personal Safety and Asset Protection), by Mr. Ntuk Ekanem ; Ethical and Professional Responsibility for Law Officers and Safety Personnel in the Public Service, presented by Mfon Edemekong, Esq; Introduction of Occupational Safety, Basic Principles, Responsibilities of OS and Safety Culture which was handled by Dr. Mfon Uwah.

Others also included, Safety Inspection and Audit, by Mr. Ita Benson; Hazard and Job Safety Analysis and Risk Management, by Dr. Kufre Essien; Workplace Safety Laws and Regulatory Framework (OSHA, ILO Standards etc.), by Emmanuella Ibok; Safety Communication (Safety Signs, Signage, Signals and Symbols) PPE Types/Uses and Behaviour-Based Safety (BBS); taken by the SSA to the Governor, Mrs. Jayne Ufot, as well as Use of Safety Tools, Technology and Key Performance Indicator(KPI) and SOP, presented by Engr. Prof. Akaninyene Ekong.

Moreso, Environmental Health , Waste Management, Food Safety Awareness and Industrial Hygiene, by Prof. Comfort Etok; Construction Safety (Engineering Controls, Confined Space, Excavations, Scaffolds, Electrical Safety, Compliance Monitoring and PTW, handled by Engr. Prof. Akaninyene Ekong; Accident Investigation and Reporting with Practice Session, by Dr. Kufre Essien; while Safety Management System (SMS) and Safety Accountabilities presented by Mr. Peter Asuquo.

The training also offered the participants on Emergency Preparedness, Response and Management (Fire Safety, First Aid/CPR) Theory, by Engr. Iniobong Udofia; with Mr. Anthony Etim and Mr. Godwin Nyong handling a practical session on Fire Drill/Fire Fighting and Firemanship Practical.

Also, a practical session on application of First Aid/CPR Demonstration with Manikins was handled by the State Commandant, Nigerian Red Cross Society, Edith Inyang.

Truly, there is no denial of the saying that, “a system is only good as the people it serves.” It is therefore pertinent for people to comply with the new Akwa Ibom State that focuses not only on the provision of good governance, but one that is working to ensure the safety of lives and properties of people; a responsibility that is constitutionally provided.

GOV. ENO URGES NEW OFFICERS TO EMBODY PASSION, RESILIENCE, AND COMMITMENT

Safety officers and lawyers recently recruited into the Akwa Ibom State Civil Service, have been charged to work with passion, resilience and commitment in line with the State Government’s critical concern to ensure safety of citizens and residents.

This was part of the closing remarks made by the State Governor, Pastor Umo Eno, yesterday, Friday, 10th April, 2026, at the end of a 4-Day Induction Training exercise for the officers, organised by the Office of the Head of Civil Service and coordinated by the newly created Department of Occupational Safety in the State Civil Service.

The governor, who was represented by the State Head of Civil Service, Mrs. Elsie Peters, reiterated safety as a critical element of his governance focus, also charged the officers to create awareness on the need for people to imbibe safety consciousness in every sector of the State, including workplaces, projects sites and homes without compromising professionalism and their service career.

“in your line of duty, always remember that, you are the first set of occupational safety officers in the State Civil Service and you have the responsibility to bring to bare passion, resilient and commitment”, the governor advised.

“...to achieve this responsibility, your positive attitude to work and character in service delivery, are what would lead to higher productivity”, he added.

The training offered the inductees the opportunity to learn various safety concepts and skills, ranging from Mastering Public Service Rules and Extant Circulars and Compliance, presented by Dr. Emmanuel Afahanam; Security Awareness in Civil Service (Physical Security, Information/Documents Security, Visitors, Control, Personal Safety and Asset Protection), by Mr. Ntuk Ekanem ; Ethical and Professional Responsibility for Law Officers and Safety Personnel in the Public Service, presented by Mfon Edemekong, Esq; Introduction of Occupational Safety, Basic Principles, Responsibilities of OS and Safety Culture which was handled by Dr. Mfon Uwah.

It will be recalled that, the State Commandant of the Nigeria Red Cross Society, Edith Inyang took the inductees on First Aid/CPR Demonstration with Manikins, as they had the opportunity to experience fire fighting, and other safety skills.

A participant at the training exercise, Mr. Ukpong Etimbuk, who appreciated Governor Umo Eno for giving them the opportunity to be coached, also pledged to put in their best professional skills in their bid to discharge duties assigned to them.

He said the training exercise had refreshed and sharpened their skills in various concepts of health safety and environment.

LET’S BE SAFETY CONSCIOUS, SAYS A’IBOM HoCS, MRS. PETERS

The Head of Civil Service, Akwa Ibom State, Mrs. Elsie Peters, has charged safety engineers to develop strategies that would address societal safety needs and improve protection for citizens in the State.

The Head of Civil Service stated this today, Friday, 23rd January, 2026, while receiving in courtesy, the State Chapter of the Nigerian Institution of Safety Engineers, led by the chapter Chairman, Engr. Mary Umoh in her office.

The Civil Service Boss, who recognized the importance of safety in every human activity, also stressed the need for awareness creation, saying, “it is time for us to be safety conscious”.

According to Mrs. Peters, in order to drive a safe society, the Akwa Ibom State Government has already recruited not less than 100 safety workers, who are ready to be pooled to implement the Governor Umo Eno’s safety compliance policy in various MDAs and project sites, a measure Mrs. Peters said, would ensure that people in the State get safe.

Mrs. Peters who congratulated the new Chairman and Exco of the Institution on their elections, also promised them a mutually beneficial partnership in line with the ARISE Agenda of Governor Umo Eno.

Speaking earlier, the State Chairman of the Institution, Engr. Mary Umoh, had sought for the support and partnership of the Office of the Head Head of Civil Service, especially on alignment with professional safety protocols, and adherence.

Engr. Umoh while extending invitations to the Head of Civil Service to their investiture billed for 28th of February, also noted the roles of the Institution as partners in the promotion of safety, building capacity of engineers ,and fostering a culture of innovation as well as ensuring a sustainably secure environment for future generations.
