The Dr. Thompson led EARCOM has since embarked on voters education in the State for the scheduled February 25 and March 11 elections, asking prospective voters to come out in their numbers with their Voters Card to cast their vote on the day of the election.

EARCOM Commits to Voter Education Campaigns Ahead of General Election

The Executive Chairman of the Akwa Ibom State Ethical and Attitudinal Reorientation Commission, EARCOM, Dr. Dorothy Thompson, said the Commission is fully committed to a statewide voter education exercise ahead of Nigeria’s scheduled 25th February, Federal Elections and the subsequent March 11, State Elections.

Dr. Thompson said some citizens have expressed concern about the Independent National Electoral Commission's (INEC) commitment to organizing a credible election, and may, therefore, boycott the excercise.

She, however, advised against voter apathy, assuring citizens that their votes will count.

"We embarked on elections Sensitisation Campaign to do voter education because we think that there is apathy in the land and that there is need to recapture the faith of the people in the electoral process,” Dr Thompson said.

The EARCOM boss while thanking Governor Udom Emmanuel for supporting EARCOM to execute her mandate of public reorientation, tasked citizens to shun all forms of electoral malpractices.

She harped that anybody who breaches the (voter) regulation and commits misconduct will be appropriately penalized by law enforcement agencies.

In a chat with newsmen, Dr Thompson said those eligible to vote are registered voters who are citizens or residents in Nigeria, that are above 18 and have collected their PVCs. She listed electoral malpractices to include - thuggery, ballot box stuffing, vote buying/selling, violence, intimidation of voters, double voting, campaigning at polling units on election day, amongst others. She advised citizens to flee from the above stated vices, as those found wanting will be made to face the full wrath of the law.

EARCOM, which earlier took the election sensitisation campaign to some parts of Akwa Ibom South and Akwa Ibom Northwest Senatorial District, returned to the Akwa Ibom South in continuation of the campaign. Areas toured by EARCOM on Monday, February 6, include, Urueoffong/Oruko LGA headquarters, Urueoffong and environs, Uya -Oro junction, Secretariat junction and Oron beach in Oron LGA, Ibaka beach and environs, Enwang and environs, Okobo Ebughu junction in Mbo LGA, Udung Uko LGA, Eyoatai junction and environs and Okopedi junction, Health centre and environs in Okobo .

2023: Shun Violence, Hate Speech, Billboards vandalization, EARCOM Boss Tasks Parties, Candidates

The Executive Chairman of the Ethical and Attitudinal Reorientation Commission (EARCOM), Dr Dorothy Thompson has advised the political parties and their candidates to shun every act capable of truncating the proper and peaceful conduct of political campaigns, rallies, processions in the build up to the 2023 general elections.

Dr Thompson observed that subversive acts including vandalization of bill boards of other political parties and candidates, hate speech, abusive slogans, songs of mockery, blackmail, name calling, violence and discrimination on the basis of tribe, religion or political affiliation are electioneering vices which contravene the provisions of the Constitution, the Electoral Act 2022, the Police Act and the Public Order Act for proper and peaceful conduct of political campaigns, rallies, and processions.

The EARCOM Chairman gave the charge while interacting with newsmen in her office in Uyo on growing reports of destruction of campaign billboards, hate speeches and mudslinging through mock songs and political innuendos that is now prevalent as political parties, candidates and their supporter's engage in politicking across the state.

Dr Thompson warned that it is irresponsible and counterproductive for
the parties and their candidates to deploy slogans tainted with abusive language which are likely to injure religious, ethnic, tribal or sectional feelings.

The EARCOM boss accordingly frowned against such resort to intemperate, slanderous or base language during campaigns rather than focusing on issues and the blueprints of the candidates for a better society in political campaigns.

Dr Thompson called on stakeholders, leaders and the people to hold political parties and candidates who violate the principles of issue based campaigns accountable by shunning them and not voting for them so as to safeguard democracy even as she tasked law enforcement agencies to apprehend and punish those who breach the provisions of the electoral act.

The EARCOM boss said the Commission will continue to collaborate with the media to mobilize, sensitize and enlighten the electorate on all electoral processes by educating them on their responsibilities to perform their civic roles to vote for any candidate of their choice in all elective posts; address the issue of voter apathy and poor voter turnout in elections in Akwa Ibom State and in Nigeria.

Young Women Are Catalysts For Political Change - EARCOM Boss

Young women have been described as catalysts for political change and therefore well positioned to play critical roles in ensuring the election of credible leaders in the upcoming 2023 General elections.

This assertion was made by the Executive Chairman of the Ethical and Attitudinal Reorientation Commission, EARCOM, Dr Dorothy Thompson during the Ibeno Young Women Political Summit held at the council secretariat, Upenekang Ibeno Local Government Area.

Dr Thompson who gave the keynote address on the theme: Young Women As Catalysts For Political Change commended the organisers for initiating the summit which she observed was borne out of great desire to facilitate frank and sincere discourse among our young women and create grassroots political awareness.

The EARCOM Boss charged the young women to not only obtain the permanent voter cards but to ensure that they participate actively in the political process going forward and use their numbers to effect the necessary political change that will ensure sustainable development, peace, security and economic prosperity.

Dr Thompson used the opportunity to commend Governor Udom Emmanuel for his deliberate policy of political inclusion and giving opportunities to women to serve at various levels in his administration. She also lauded the First Lady, Dr Martha Udom Emmanuel for being a Champion for the actualization of the 35% affirmative action of the Beijing resolution on women/gender issues including care for the girl child, widows and vulnerable people in the society.

The EARCOM boss charged the young ladies to see themselves as major strikers in being territorial watchdogs, adding value to a system, interpreters of dreams, bold and courageous, selfless, high in integrity, skillful, committed and adequately educated to future-proof their relevance in economic and political climes.

She additionally charged the young women to shun social vices including prostitution, drug abuse, s*x trafficking and speak out in cases of gender based violence.

REDEFINING OUR MORAL SENSIBILITIES FOR EFFECTIVE CITIZENS ENGAGEMENT

"Adjust your attitude and change your life" Keith Harrel

Dorothy Thompson, PhD

There is no denying the fact that the duty of developing a society cannot be left in the hands of the government alone. There is a place for citizens which has been declared by the United Nations as Citizens engagement. Citizens engagement is about empowering people to take control of their own lives, to continue to find solutions to challenges around them, and to provide feedback on the quality of services received. It is about giving voice to people so that they are not left out of the development process.
For citizens engagement to be effective and impactful, the need for a redefinition of moral sensibilities cannot be over-emphasized.

Moral sensibility simply means the ability to identify existing moral problems and understand the moral consequences of the decisions we make either to act or not to act. In other words, moral sensibility involves the dynamic interaction among the entirety of things making up who we are morally be it our abilities, values, self-understandings, perceptual propensities, self-awareness, skill at embodying actions. All these help in the taking of decisions and influence our engagement as citizens in the political, social, economic, social, and other spheres of life.

In Akwa Ibom State, Ethical and Attitudinal Re-orientation Commission, EARCOM, has been on the vanguard of ensuring that citizens are sensitized on their moral obligations to society and what their roles should be in the development of the state. EARCOM has also taken it upon herself to redefine moral sensibilities of the people. The idea is to remind them of their civic duties, what they ought to be doing as against what they currently do and the attendant consequences.

The need to redirect citizens to moral sensibilities, adherence to rules and regulations and attitudinal reorientation gave birth to EARCOM with the mandate to re-create people with well-articulated and practical ethical values that sustain the socio-economic and political base of the State. The aim is to re-engineer the entire citizenry for greater responsibility and better society, restore ethical and moral sensibilities, propagate need to eschew all vices in public life including corruption, electoral and all forms of malpractices, mobilize people for positive participation in nation building, ensure and uphold leadership by example, restore and sustain discipline in public and private life as well as propagate and promote the spirit of labour, honesty and commitment.

Let me state that in the face of impossible odds, people who love society are making change to happen by their engagements within the civil space. The government works best when citizens are engaged in policy making and public service delivery.

Under my watch as Chairman, EARCOM has been at the forefront in the fight against cultism, r**e, child theft and abuse and other social vices such as lateness and absenteeism to school, prostitution, homos*xuality, exam malpractices and peer pressure amongst others. EARCOM has also been involved in reigniting the political consciousness of the people.

Today, issues of indiscriminate dumping of refuse, the begging culture, drug abuse cultism and r**e are becoming recurring decimals. Also, as we approach the elections, it has become imperative for citizens to exercise their civic responsibilities by not just registering for their PVCs but going out to vote and ensuring that their votes count. Let us look at these issues one after the other.

INDISCRIMINATE DUMPING OF REFUSE

EARCOM has noticed with great dismay the level of impunity on the part of citizens who indiscriminately dump refuse without recourse to the relevant laws guiding refuse dumps.

Recently, there has been public outcry on heaps of uncleared refuse. This has become worrisome as they may lead to the outbreak of an epidemic and pollution of the environment. A few weeks ago, I was driving along a particular street in Uyo. I saw a citizen dumping refuse inside a drainage channel. I asked my driver to stop and I queried to know why he did that. He had no reason whatsoever. I took time to educate him on the AKSEPWMA law and the implications of what he did. He was remorseful; bent down into the gutter, picked up the trash and properly disposed of it. For the benefit of those who do not know what the law says about indiscriminate dumping of refuse, I will advise that they read sections 28-38 of the AKSEPWMA Act. Specifically, section 29 of the Law reads, “No person shall discharge or cause to be discharged human wastes into any public drain, water course, gorge storm water, drainage ….” Sections 40 stipulate penalties for those who break the law. Sub section 2 states that anyone who contravenes relevant sections of the Waste Management Agency law of indiscriminate dumping of refuse is guilty and is liable for a maximum term of 5 years imprisonment. By this, citizens are urged to ensure they dispose of their wastes appropriately at the designated centres. It is also important for the Waste Management Agencies to ensure prompt evacuation of dumpsites. Akwa Ibom State has been severally adjudged the cleanest state in the country and should not be defaced by the preponderance of wastes.

BEGGING CULTURE

Another very disturbing vice that worries EARCOM is the begging cult. Before now, street beggars from neighbouring states flooded the streets of Uyo. Attempts were somehow successful in curbing the tide, but recently, there seems to be a surge and my findings show that more people are now engaged in the business. More worrisome is the fact that those who beg are able bodied and corporate citizend who ought to find something meaningful to do. There are instances where those who ought to be in the hospitals, nursing mothers with newborn babies, those with one form of disability or the other inclusive of able-bodied men are on the streets begging. The other day I stopped by Ewet Housing Estate to get some groceries; I was approached by a woman in her mid-30s with three little kids asking for alms. I was moved to pity to help but the inquisitive part of me engaged her in a discussion. At the end of our conversation, I got to know that she was very okay and that the Father of the kids is alive. I provided some funding for her with a stern warning that she should start a small business with the money I provided and quit putting the lives of the kids at risk through begging.

Factors such as poverty, disabilities, mental illness and drugs, bad state of Nigerian economy, migration, declining interest in school, gender preference, cultural and religion have been adduced as reasons for begging. It must however be noted that EARCOM has identified the consequences of the begging culture to include child labour, exploitation and trafficking, s*xual abuse, prostitution, kidnapping, crime and illegal drugs trade, accidents risks, police harassment, theft and arm robbery, and so on. It is important for policy planners and relevant agencies to adopt multi-faceted, multi-targeted, and multi-tiered approaches if they are to have any impact on the lives of beggars be it street or corporate beggars. There should be improvement in the provision of rehabilitation centers, relief materials in addition to both preventative and responsive interventions.

DRUG ABUSE, R**E AND CULTISM

These three vices have become hydra-headed and monstrous in nature. I must commend the efforts put in place by the First Lady of Akwa Ibom Ibom State Her Excellency, Dr. Martha Udom Emmanuel, to stem the negative tide of r**e and drug abuse. Through her pet project FEYREP, she has constantly provided succour to victims and has always ensured prosecution and jail terms for r**e culprits. EARCOM is doing all within its powers to sensitise the citizenry on the relevant laws against r**e and cultism and the attendant consequences. The VAPP Act, law on free and compulsory medical treatment as well as care for child victims of s*xual abuse in Akwa Ibom State and the Law to Eliminate Violence in Private and Public Life, prohibit all forms of Violence Against Persons and to Provide Maximum Protection and Effective Remedies for Victims and Punishment of Offenders and for Related Matters are legal measures already put in place to reduce the incidences of r**e, drug abuse and cultism. More effort needs to be done especially in the area of sensitization of the rural dwellers against the consequences of these vices, punishment for offenders and the need to strengthen implementation of the relevant laws. To support what FEYREP is doing, EARCOM is planning massive ensitization drive across the state both in rural and urban communities concerning these vices and their consequences. EARCOM frowns at r**e, cultism in schools, drug abuse, domestic violence of any kind and will do all within the law to ensure these vices are reduced to the barest minimum.

VOTER EDUCATION

One of the very basic civic responsibilities of citizens is to get involved in the political process of electing leaders and holding them accountable. By this, citizens are supposed to "have the choice to speak their voice"This means that they must register to obtain their Permanent Voter Card and vote for candidates of their choice during the elections. For months now, the Independent National Electoral Commission of Nigeria, INEC, has been encouraging citizens to register and get their PVCs. EARCOM encourages Akwa Ibom people who are 18 years and above, yet to get their PVCs to take advantage of the period and do so. Through EARCOM, the message of PVCs is taken to churches, schools, markets and other public spaces. For more information about registration and collection of PVCs transfer of Polling Units, Akwa Ibom people should visit https://cvr.inecnigeria.org or go to a nearby INEC office within their location. Citizens have up to July 31, 2022 to do so or will have to wait until after the 2023 general elections.

As Nigerians await the commencement of campaigns, EARCOM stresses the need for peaceful and level playing ground for all political parties and actors. There is need for everyone to play the game according to rules and regulations Also, INEC should ensure that the provisions of the Electoral Act Amendment are adhered to strictly. Political actors and stakeholders should shun tendencies capable of derailing the nation’s democratic process. Vices such as thuggery, violence, ballot box snatching, stuffing, vote buying and other forms of electoral malpractices are done away with while culprits should be made to face the full weight of the law. As an Orientation Agency, we have carried out advocacy drives and sensitization for citizens and we have translated some of our messages in vernacular for ease of comprehension. We hope that the 2023 election will not only be free and fair, but will also be peaceful and credible leading to the election of acceptable leaders.

On the whole, EARCOM is exploring best practices to enhancing citizen moral sensibilities for a robust engagement and the role they can play in actively shaping public policy, getting involved in the political process of choosing leaders and service delivery. In an increasingly global space , citizens engagement is critical in improving development outcomes. Simply put, to tackle many of the social, economic and environmental challenges faced around the globe, the need to take into account the knowledge, experiences, views and values of the people most directly facing these challenges, must be ensured and future-prooven.

EARCOM boss lauds AKC-PRAN'S reports of changed lives

•Promises to involve more Schools

The Akwa Ibom State Children Prayer Network, AKC-PRAN, an initiative of the Ethical and Attitudinal Reorientation Commission, EARCOM, will be sustained against given reports of changed lives, Dr Dorothy Thompson has stated.

She vowed that the Commission under her watch will continue to campaign for moral rectitude, attitudinal change and socially responsible citizens from the grassroots and all strata of the society including the children.

Dr Thompson who is the Executive Chairman of EARCOM was apparently reacting to reports that the inclusion of Akwa Ibom Children to intercede and pray for their State and country has yielded positive impacts in the lives of the children.

The EARCOM boss spoke while responding to field coordinators of AKC-PRAN who gave reports about their work and experiences while organising the programme with the children in selected schools across the 31 Local Government Areas of the State.

Those who spoke included two representatives each from the three Senatorial Districts of the State.

Nkoyo Etara of Government Primary School, Okobo, in Okobo LGA submitted that AKC-PRAN should be sustained and reinforced given the incalculable spiritual benefits that accrue not only to the children and their schools but to the society at large.

Another teacher, Mrs Ekaette Kqufre of Qua Iboe Church Primary School, Okoroutip, in Ibeno LGA described AKC-PRAN as having afforded them a platform to raise our children in a godly way with great improvements in their lives at the place of prayer, reading scriptures, leading devotions and the passion to know the Lord at early stage.

On his part, Pastor Gody Okon Mkpa said the AKC-PRAN initiative has become a wonderful ministry for the children University of Uyo Staff School, Uyo. He thanked Governor Udom Emmanuel for approving the programme maintaining that it is a timely and welcomed development.

Comrade Uyoatta Ntong of Lutheran School Nsit Ibom, Mr Uwem Okon Nelson who represented Government School Achan, Ika Local Government Area and

Mrs Oloni Ebong Udoma of Government School Etim Uruk Ishiet, Etim Ekpo all stated that EARCOM is doing a great job and sued that AKC-PRAN should not be terminated with the life of the current administration.

Mrs Udoma particularly narrated a heartwarming story of the case of a small boy who was so touched during the prayers that he confessed that himself and 5 other boys (ages 7 to 10) have been smoking both cigarette and Indian h**p. All of them repented and have been living transformed lives since then.

Responding, Dr Dorothy Thompson commended the coordinators of AKC-PRAN from the selected schools across the State who have helped orgnise the Children’s prayer in their various fields adding that EARCOM has succeeded with the initiative.

“We are succeeding with the AKC-PRAN initiative and the number of testimonies we are getting from field reports and feedback indicates that the programme is making impact amongst our children as more are clamouring to join", Dr Thompson said.

Dr Thompson who justified the children prayer network said rather than have the children involved in truancy cultism, smoking or other anti social behaviour they should be brought up in the way of the Lord. She further stated that, the prayer of the children is very potent given their purity and the fact that as scriptures say, out of the mouth of infants, God ordained strength.

The EARCOM boss thanked Governor Emmanuel for his unqualified support for the commission and also commended the First Lady, Dr Martha Udom for championing the advocacy against gender based violence, r**e, cultism and other social vices which she stressed EARCOM is committed to crusading for.

She pledged that EARCOM will continue to audit the processes of AKC-PRAN to ensure that no loses or lapses are recorded in its ex*****on so as to maximise the benefits and objectives of the project. Dr Thompson hinted that on the heels of this June 2022 edition the programme is set to be launched in another batch of schools across the 31 local Government Areas.

Aftermath of Pastor Umo Eno's Endorsement: EARCOM Charges Citizens to Sustain the Peace

Ethical and Attitudinal Reorientation Commission, EARCOM, Akwa Ibom State, has advised citizens to sustain the peace in the wake of Governor Udom Emmanuel’s endorsement of Pastor Umo Eno as his preferred successor.

The Executive Chairman of EARCOM, Dr Dorothy Thompson who gave the advice in Uyo in a chat with newsmen also advised aspirants for various political offices in the upcoming 2023 General elections and their supporters to shun resort to blackmail and hate speech as a strategy, but rather become change agents in the country’s electoral process by adhering to democratic tenets and electoral guidelines.

Dr Thompson argued that while it is within the rights of the Governor to support any aspirant of his choice, that should not become an excuse to cause trouble in the State by those who do not agree with his choice.

She charged all those interested in the 2023 General Elections to go about it with decorum, stressing that they should avoid anything that can overheat the polity and lead to crisis. She further advised political actors against any form of violence that could hinder growth, adding that the only way youths and citizens could progress was to continue to maintain the peace.

Dr Thompson expressed displeasure at the sudden spike in blackmail and hate speech freely used by supporters of aspirants, the various political parties or groups against opponents against leaders and the Governor of the State on account of political differences, observing that, such a trait is strange and inimical to our socio-cultural values as a people.

The EARCOM Chairman particularly advised the youths to key into the Dakkada creed and engage in productive ventures to earn a living, thereby becoming self-reliant.

While urging citizens not to indulge in acts that could jeopardise their future she also advised the youths not to allow themselves to be used by desperate politicians as political thugs throughout the processes leading to the 2023 elections.

The EARCOM boss appealed to political leaders and their supporters to be committed to ensuring credible elections and stressed the importance of aspirants actively engaging the people to sell their vision and manifestos for the State so as to inform voters to make credible choices that can deliver good governance.

She commended Governor Udom Emmanuel for what she described as his sterling performance in office, unfettered support for EARCOM, being a committed advocate of peace and sued for support for the Completion Agenda.

While acknowledging the role of the First Lady Dr Martha Udom Emmanuel in fostering peace and in campaigns for attitudinal change, she said EARCOM will not relent in pursuing the objective of moral rectitude and developing socially responsilbe citizens.

Dr Thompson however charged the citizens to pray for a peaceful transition and conduct of the elections in 2023 disclosing that Children under the initiative of Akwa Ibom Children Prayer Network, AKC-PRAN put together by EARCOM have been praying fervently for God's intervention in the State and nation for peace, development and prosperity, which she argued is an intercession that has availed much.

She emphasized that citizens should pray for God's supernatural peace to engulf the State and for frayed nerves to be calm since the Governor as leader of the State has spoken. She also prayed that God makes his word pe*****te hearts and bestow the spirit of acceptability to engulf the populace and engender support for the Completion Agenda.
