The End of a Nightmare

Being the Text of an address presented by Governor Alex C. Otti, OFR, at the formal flag off of the reconstruction of 25-kilometre failed stretch of road along the Umuahia-Ikot Ekpene Highway on Friday, October 24, 2025 at Ahiaeke Umuahia

Protocols

1. The prosperity of any community is tied to the availability and spread of support structures to expand the combined productivity of the population. As we learnt from a careful study of the kingdoms and empires that set development standards across centuries, the first step to growth and wealth creation on a social scale is targeted investments in infrastructure. One common denominator in the rise and dominance of the Western and Eastern Roman Empires until the middle of 15th century, United States of America from the late 19th century, the emergence of modern China from the late 1970s and the economic marvel of the UAE over the last few decades is the sustained commitment to infrastructural development. From extensive road networks to seemingly interminable railway lines, deep seaports and the robust system of structures that support the take-off of large-scale production, mass movement of people and goods, substantial capital inflows and export of commodities to other parts of the world, those who ran this race before us left us a clear roadmap for progress.

2. It is my conviction that there is really no magic to development because we already have a surfeit of templates that can be adopted and fine-tuned to accommodate local peculiarities. While the empires, countries and federations with a long history of growth and prosperity vary in sizes, tenure of influence, path, and the vehicle to the top, the interesting thing is that they all had a few things in common. Firstly, the development agenda was set and adopted, a definite path to resource mobilisation was outlined and then the right investments in infrastructure were made. Over time, the people began to witness the expansion of opportunities, the fattening of their wallets and the need for bigger saving boxes. My development thesis is that you cannot go wrong by investing in standard infrastructure, especially roads in critical corridors. In the last 2 years, all that we have done is to put that theory to test. This afternoon, I am glad to announce that on the strength of unassailable evidence across communities in all parts the State, roads indeed are synonymous with prosperity and improved social experiences.

3. In the light of the above, distinguished ladies and gentlemen, we have gathered to further deepen what will become the foundation of our prosperity by flagging off the reconstruction of the Umuahia-Ikot Ekpene Road within the boundaries of our State. I am glad to join the body of stakeholders in welcoming everyone who has come to witness this important event. Thank you for the honour of your esteemed presence. We are specially thankful for the generous show of support and goodwill to the administration. May I assure you that we do not take your commitment and devotion to the New Abia project for granted and as I had said repeatedly, we shall not let you down. We are here to work for you because that is the only reason we aspired for this position — to right the wrongs of the past, restore what was lost and set Abia on the path of irreversible progress.
Over the past 29 months, we have stayed focused on the goal that inspired our aspiration for we appreciate the enormity of the work to be done and the seriousness it requires. Thank you for standing by the administration and for the remarkable patience you showed, even as you endured the daily horror of driving and commuting through this road. Today however, we have gathered to collectively declare an effective end to the nightmare. This project, it has to be noted, would not be completed in a day but from this day forward, you will begin to see clear evidence that indeed, we are faithful to our promise of restoration and ascent.

4. As you may be aware, the Umuahia-Ikot Ekpene Road is a federal highway but for us, every stretch of road used by our people is of great importance and has to be in good shape. We do not accept the doctrine of dichotomy when it comes to roads because majority of the users are our people who ply them in their daily commutes to work or to push their agro-produce to urban markets. To that extent, we have since made a resolute commitment that every road that passes through the length and breadth of Abia, whether designated as federal, state or LGA, shall be built and maintained to be supportive of our economic and social endeavours. Therefore, we shall, when required, get the necessary approvals from the federal authorities to fix them, as we have done in this case. The general objective is to accelerate the actualisation of our broad development agenda.

5. I would like to specially appreciate the President of the Federal Republic of Nigeria, Senator Bola Ahmed Tinubu, GCFR, for graciously giving us the go-ahead to initiate the reconstruction of the abandoned sections of this federal highway. We also owe a huge debt of gratitude to the Honourable Minister of Works, Senator Dave Umahi, CON, for his firm support and guidance as we worked the technical documents for the takeover of the project. We are greatly impressed with the favourable disposition of the federal government to the holistic infrastructural development of our State. We have said it in the past and it bears repeating today that differences in political affiliations need not stand in the path of the responsibilities of governance and other critical development imperatives. On this score, I would also like to express the collective gratitude of our people to Abuja for refusing to be misled by the petty designs of a few political actors from this state who attempted to scuttle this initiative just to massage their oversized ego. Like we have consistently stated, politics and political power is never an end in itself but a means to a noble end which basically is development and progress in our communities.

6. You may be aware that the initial contract for the reconstruction of the whole stretch of the Umuahia-Ikot Ekpene Road was awarded about ten years ago by the Federal Government. Unfortunately, the work did not progress, even as the situation of the road deteriorated — leaving transporters and commuters with terrible experiences. Local entrepreneurs, importers, landlords, students and the general population who use this route regularly passed through tunnels of hell over the years with many losing loved ones to road traffic accidents. I am, however, glad that the Federal Government has stepped in to reset the terms of its original agreement with the contractor to complete sections of the road it earlier started while approving that we reconstruct the segments that have not been worked on which covers a distance of 25 kilometres.

7. Following the greenlight from Abuja, we contracted Geld Construction Limited, a reputable civil engineering company known for the successful ex*****on of quality projects to drive the delivery of the stretch that falls within our territory. The news we shall all go home with as we return to our various communities is that the night of anguish has now given way to the rising of a new light — joy has replaced misery and the torments of yesterday shall soon be forgotten. When this road is completed in about 18 months as the contractor had promised, we shall gather one more time to congratulate ourselves for outliving what became a telling evidence of patterned neglect. In line with the standards already established in our road project delivery architecture, solar-powered streetlights shall be installed to improve security and socioeconomic experience of residents and commuters. Our overarching goal, beyond improved travel experience for drivers and commuters, is to empower households, stimulate economic growth in communities and create an environment that support the dreams of our people.

8. We appreciate that some certain sacrifices would be required of us as parts of the heavy engineering machineries begin to roll and move. You are invited to cooperate with the safety directives from the teams and be patient with everyone. It will not be very easy for many of us as we may run into traffic gridlocks from time to time, witness intermittent road closures and environmental disturbances as we commute. My charge to you would be to take extra measures to insulate yourselves and families from the health hazards that may follow but you can rest assured that every necessary safety measure shall be put in place to mitigate the impact of the inevitable disturbances and disruptions.

9. Abia, as you can see, is rising from the ruins of yesteryears; we are all encouraged to play our parts as stakeholders in the development universe. Endeavour to pay your taxes and other fees as required by law, support the initiatives of the government to keep your communities safe and crime free, and above all, stay vigilant — resist the shenanigans of those whose singular obsession is to drag us to the better-forgotten era of structural failures and treachery. Together, we shall frustrate their designs for not to do so would be to betray the future.

SAVE THE PICTURES...In the next six months, you will witness a transformation. This is the Umuahia-Ikot Ekpene Road, scheduled for reconstruction, with Governor Alex Otti presiding over the flag-off ceremony on Friday, 24th October 2025.

The New Abia State, under Governor Alex Otti's leadership, is translating words into action, prioritizing the welfare of the people and the state's development. A Non-Partisan Group Has Advised Ben Kalu To Prioritize Peace And Stability Over Selfish Politics In The State.

The group urged the Deputy Speaker and others to avoid playing selfish politics that could undermine the friendly relationship between the executive Governor and the Mr. President.

Hon. Ubanie Daniel, speaking to journalists, characterized the Deputy Speaker's recent statement on the state's finances as false and malicious. The group condemned efforts to incite conflict between the Governor and the President, and called for political combatants to prioritize the peace and stability in the state.

Hon. Dannie Ubani commended Governor Otti's outstanding performance, emphasizing the objectivity of allegations of financial impropriety.

"We have thoroughly examined the assertion that Abia allocates an average of 38 billion naira every 28 days. Based on the statistical data provided by FAAC, the total accruals to Abia State in the last FAAC update amount to 98 billion, 120 million naira only, resulting in a monthly average of 14 billion naira, which contradicts the alleged monthly average of 38 billion naira by individuals who, given their positions, should be knowledgeable about the facts".

Considering the numerous challenges inherited by the government, including unpaid salaries, polarization of the civil service, pension arrears, infrastructural decay, obsolete medical facilities, a politicized workforce, and erosion of public confidence in governance, Hon. Ubani stressed that a Governor who has regained public confidence through socio-economic growth initiatives cannot be reasonably accused of financial malfeasance.

"Presently, Abia has achieved noticeable and undeniable progress in all aspects of public life, including a substantial reduction of the state's debt burden from 138 billion naira as of May 29, 2023, to 72 billion naira, representing a reduction of 66 billion naira".

Furthermore, the ongoing infrastructure revolution has led to the reconstruction of state and federal roads, including the historic Omenuko bridge, among others, as emphasized by Hon. Ubani.

ALEX OTTI SUPPORT GROUP (AOSG) CONVERGED IN UMUAHIA ON 4TH OCTOBER 2025.

The group (AOSG) gathered in Umuahia, the Abia state capital, on 4th of October, 2025, to discuss the strategies they had worked out to magnify their support for His Excellency, Dr. Alex Chioma Otti, the working governor of Abia state.

The chairman of the group, Dr. Kingsley Nwosu Nwaka, addressing the gathering, reminded them of the group's existence since 2014 and had consistently maintained their unalloyed support for Dr. Alex Chioma Otti in his political ambition.

The group took time to exray their journey so far with apprehension that they had progressed in their support efforts. They appreciated the numerous quality developmental projects going on across the state by His Excellency, Dr. Alex Chioma Otti.

They sited the sharp transformation of Aba from ruins to a magnificent city under Dr. Alex Chioma Otti in his two years in office as Governor of the state.

They reiterated their resolve to increase their support capacity because they knew that Dr. Alex Otti was the only man who had the capacity to deliver Abia state from the ruins of previous regime of PDP. The group said that the governor's huge projects going on and those completed, which were aimed at developing the state, were already speaking for him, and stood as a testimony to challenge any opposing elements in the state.

The group noted that the rapid development of Abia state by His Excellency made their job less strenuous in their efforts to defend the Governor in public space. They emphasised the need for them to vigorously escalate the awareness of the masses in rural communities across the state, especially in areas without media coverage, about the Governor's developmental projects going on across the state.

The group said that they were pleased with those massive projects, particularly road network going on in Aba, Umuahia, and in many other parts of Abia state. They were optimistic that Dr. Alex Chioma Otti would deliver well developed Abia at the end of his tenure in 2031.

According to them, Governor Otti had a plan to convert Abia to an investment hub to attract investors into the state. In all indications, those were the prayers of Abians, maintaining that one day the state would be "God's Own State" indeed. That day is today, with Dr. Alex Chioma Otti as the sitting Governor of Abia state.

According to the group, Dr. Alex Chioma Otti was God's sent, having heard the cry of Abians for 24 years of harsh rulership with massive looting of the state treasury till 2023, when Dr. Otti took over power from them for better Abia.

In major cities of Abia state today, particularly in Aba and Umuahia, there are nightlife activities providing places for leasure in the city. This and many more sites of attraction in other parts of Abia make the state look like a place where human beings are living.

The group, AOSG, revealed that they were planning a town hall meeting that would attract Abia stake holders and many more personalities across the country and beyond. It was going to be a time to showcase the numerous projects completed and those ongoing across the state to stakeholders, Abians, and to the society at large.

They were also planning a two million man march, which would be held before the end of this year. This formidable group said they were aligned to the focused leadership of Dr. Alex C. Otti in Abia state.

They said that they were working very hard to ensure the continuity of this administration beyond Dr. Alex Otti's eight years in office. In the eyes of the group, that was to ensure that bad leaders would not be allowed to gain power in Abia state anymore and to avoid disrupting Dr. Alex Otti's legacies in the state.

The group noted that Abia state had suffered 24 years of bad leadership. This caused the state to remain in dark and underdeveloped in those years of neglect.

According to the group, Abia state deserves leadership that would tow the path of Dr. Alex Otti after his eight-year tenure in office in 2031.

AOSG observed that some people without leadership qualities had started showing interest in Abia state government house come 2027. The group advised such people to wait until the time Christ would come so they could try their luck.

The group vowed never again shall the state go back to "Egypt." Those who looted Abia dry would no more be allowed to enter the seat of power in the state. The government of Dr. Alex Chioma Otti in Abia has shown that development is possible with good governance.

The state of the ruins of the PDP government is evident in the pictures of National High School and Umuagbai Secondary School in Aba city, which show the neglect and dilapidation of prominent government schools in Aba by the previous administration.

Education is often considered the foundation of society, but this was not the case in Abia State during the last administration, where the education sector and facilities were left in ruins, with inadequate provision of standard and quality teaching, non-payment of teachers' salaries, and other factors hindering the development of the sector.

With the current administration's vision for a New Abia State, numerous initiatives are underway to transform the education sector, including timely payment of teachers' salaries, free basic education, monthly stipends for school administrators, various teacher programs, upgraded government school standards and curriculum, and more. These measures, implemented by the Otti administration, aim to foster development and innovation in education. The administration prioritizes education, ensuring every child has access to free basic education from primary to junior secondary school.

Leaving no stone unturned, the New Abia has also embarked on a project to rebuild and refurbish school facilities to standard, including all abandoned and dilapidated schools across the state.

The present administration is definitely on a positive trajectory, and we are proud of the Alex Otti administration.

YOU ARE A PERFORMER, OBASANJO TELLS OTTI AS HE COMMISSIONS UMUAHIA–UZUAKOLI–AKARA–ALAYI–ABIRIBA HIGHWAY.

Former President Olusegun Obasanjo, GCFR, has described Governor Alex Otti as a performer and an exemplary leader who has impacted the lives of his people positively.

Chief Obasanjo stated this on Friday, 11th April, at the Unity Church Uzuakoli, Bende LGA, venue for the commissioning of the 46.36km Umuahia – Uzuakoli – Akara – Alayi – Abiriba Highway, reconstructed by Governor Alex Otti led Government.

Chief Obasanjo recalled how terrible the road has been, especially the last time he visited Abiriba and described Governor Otti as a miracle worker.

"You (Gov. Otti) are a man of your word, a goal getter, a performer. You are a man who says no to what is bad and yes to what is good. You are an example of a leader.

You (Abia people) said you have had leaders before, but one thing you must know is that good leaders don't flock and when you get a good leader, like you have got in Dr Alex Otti, you must maximise good use of him.

"This road you are all talking about, I traveled on it to Abiriba. It was hellish, and when I was told that the road you have done will get me from Umuahia to Abiriba in 35 minutes, I said this man called Alex Otti is a miracle worker.

While commending Governor Otti's efforts in giving Abia a face lift, Chief Obasanjo said that what Gov. Otti is doing in Abia now is a proof that whatever bad situation being witnessed in the country today can become good tomorrow.

"I am a witness to what you are doing and urge you to keep doing what you are doing. If you look hard and wide, you will see that this governor does not lack a good team.

"Of course, this is a proof that whatever bad situation we are seeing today, can be made good tomorrow.

"All we need to do is to make sure that at every level, we must have the right leaders with the right team to work with.

"For me, a political party is just a platform. What matters is the quality of the man and the quality of Alex Otti is a good quality.

"Well, when the time comes for elections, my advice to the people of Abia State is, don't change a winning horse," Chief Obasanjo stated.

Speaking, the Abia State Governor, Dr. Alex Otti said that the commissioning ceremony is an eloquent testimony of his resolve to be doing things differently and noted that the completion of the road project would among other things shorten travel time to motorists.

"Today's commissioning ceremony is an eloquent testimony to our resolve to doing things differently as a government. This administration has zero tolerance for shoddy jobs or the kick back culture that enables them.

"By completing this project, we have not just shortened travel time for drivers and commuters coming into Umuahia to communities within Ohafia, Bende, isuikwuato and Umuahia North.

"We have also cut down the risks of accidents, security threats and transport cost for scores of thousands of individuals and families.

"Anyone living and doing business along this axis can now travel safely from Umuahia and other urban centres within and outside the State at anytime of the day or night unafraid of harassment by criminal elements who took advantage of the bad state of the road in the past to wreck havoc on innocent travellers.

Governor Otti further said that the completion of the road guarantees speedy and safe transportation of agro produce from various communities to the urban centres and cut cost of food items while empowering farmers economically.

He added that, the road would unleash the wholesale economic potential of the area by making farming attractive to a new generation of young people, support job creation and give a big blow to the menace of poverty in many communities.

He emphasized that, "By rebuilding strategic public infrastructure such as this, we are actively eliminating the barriers that stunted the productivity of our people for decades. Never again will farmers suffer unavoidable loses."

The Governor announced the renaming of the road to "Joe Irukwu Way" in honour of former President of Ohanaeze Ndigbo, late Professor Joe Irukwu, who is from that axis.

Also speaking, the Senator representing Abia South, Senator Enyinnaya Abaribe, member representing Ikwuano/Umuahia Federal Constituency, Hon. Obi Aguocha and Senator Chris Adighije affirmed that the road has remained a nightmare for the people before the intervention of Governor Alex Otti. They commended the Governor for fixing the road, saying that he has done what the people expect of him.

The member representing Bende South State Constituency, Hon. Emmanuel Ndubuisi, Mayor of Isuikwuato, Mr. Chinedu Ekeke, Chief David Ogba Onuoha and Dr. Johnson Chukwu thanked Governor Otti for the quality of the road he built for the people and described it as a signature project.

They said that the Governor has transformed the State and made the people pride, adding that the road would impact greatly on the economic lives of the people.

Contributing, the Commissioner for Transport, Dr. Chimezie Ukaegbu and the President, Cooperatives Union Abia State, Chief Chukwuma Azodo commended the efforts of the Governor in fixing the road and said that it would enhance driving experience and reduce regular visit to mechanics by transporters and other motorists. They equally highlighted the economic importance of the road.

Earlier, the Commissioner for Works, Engr. Otumchere Oti said that the 46.36 kilometres being commissioned was divided into sections 1 and 2 in order to ensure quick delivery.

He said that the reconstruction of the road is one of Governor Otti's unwavering commitment to providing access road to rural areas and connecting them to urban communities and advised the benefiting communities to own and protect the road.

The occasion was witnessed by so many elected officials at the Federal and State level, stakeholders from the benefitting 4 local government, Mayors of the benefitting 4 LGAs, traditional rulers from the benefitting 4 local government, the clergy and senior Government appointees.

ABIA STATE GOVERNMENT TO LAUNCH FORMAL SECTOR HEALTH INSURANCE, OLUSEGUN OBASANJO FOUNDATION FREE HEARING AID PROGRAM, AND FREE MEDICAL OUTREACH

The Government of Abia State, in collaboration with strategic health partners and the Olusegun Obasanjo Foundation, is pleased to announce the official launch of three major health initiatives aimed at improving the wellbeing of Abians.

1. Formal Sector Health Insurance Scheme – to ensure accessible, affordable healthcare for workers in both public and private sectors.

2. Free Hearing Aid Distribution – a project of the Olusegun Obasanjo Foundation, targeting residents with hearing impairment.

3. Free Medical Outreach – to be flagged -off in Umuahia and fully executed in Aba, offering consultations, treatments, and minor surgeries at no cost to beneficiaries.

Abia State Governor, Dr. Alex Otti says he is making serious efforts to restore the dignity of the people through quality education and health care delivery in the State.

Governor Otti who stated this Sunday, while playing host to a delegation of the World Bank led by the Lead Governance Specialist, Ms. Deborah Isser.

He commended the team for coming to see what Abia State is doing in the areas of health and education and informed them that the State is doing its best in those areas.

"So, it is my pleasure to have you (World Bank delegation). I think you came not just to learn from us but to see what we are doing and afford us the opportunity to learn from you as experts.

"We are just doing our modest efforts to change our story and ensure that we restore the dignity of our people.

"And, how do you do that? Except through Education, most importantly and of course Health. If they are not healthy, there is nothing like dignity. If they are healthy and not well educated, they can't even communicate.

"So, when you talk about HOPE Governance , HOPE Health and HOPE Education, all those are just about the same thing that we are doing here, trying to give good governance to the people," Gov. Otti stated.

Governor Otti recalled that on assumption of office in 2023, he met the Healthcare and Education sector in shambles.

"When we came in 2023, we realised that the state of the healthcare delivery system and the educational system were quite in shambles," Gov. Otti noted.

He stated that his administration has made huge success in the health and education sectors which have seen to the retrofitting of a good number of health and academic institutions across the State.

The Governor, who expressed concern over the level of brain drain in the health sector, announced that his government would commence the procurement of equipment for the newly retrofitted primary healthcare centres with capacity building for existing healthcare givers to commence soon.

The State Chief Executive who blamed the collapse in the standard of education on dilapidated nature of infrastructure said that he was embarrassed over the level of infrastructural decay in Abia State University, Uturu during his unscheduled visit to the school after the Sunday Church service.

He said that details of the progresses made in the areas of basic education and health as well as other related areas would be revealed to the team as it tours the MDAs relevant to its study.

Earlier, the World Bank Lead Governance Specialist, Ms. Deborah Isser said that the delegation came to Abia State for a study tour as part of the World Bank’s Human Capital Opportunities for Prosperity and Equity (HOPE) programme series.

Ms. Isser, who informed their host that they are focusing on two areas of HOPE Education and HOPE Health, said that the visit marked the commencement of a study on human resource management of teachers and healthcare workers in selected States, with Abia chosen as the first State due to its notable performance in this area and the State's strong commitment to the implementation of the Primary Health Care Under One Roof (PHCUOR) policy.

She commended Governor Otti for his administration’s commitment to strengthening human capital system and expressed readiness for continued collaboration to support Sub-National reforms under the HOPE program.

The Commissioner for Basic and Secondary Education, Elder Goodluck Ubochi, his Health counterpart, Prof. Enoch Ogbonnaya Uche made inputs while other Commissioners and senior
government officials were present at the meeting.
