PUBLIC FRUSTRATION AND THEORISATION

The state secretariat, television station and educational institutions have been without light as a result of power cuts necessitated by the failure of the state to settle its bills or show reasonable commitment to that effect. People are being robbed in broad daylight by filling stations through arbitrary pricing. The hues and cries of sanitation doesn't seem to make significant difference in the city with dirt and filth even around the premises of the Government House. These coupled with the glaring submission of the Chief Executive to godfatherism make many frustrated and begin to wonder whether there will be any change around here.
People are not dumb as the ruling class seem to assume. In the face of frustration, the public create folk data which they analyse, interpret and attempt folk theorisations. From the eavesdrops around the city this week, perrenial absence of His Excellency seems to be recognised as the principal cause of the decadence being witnesed and has become a subject of public scrutiny.
People think that His Excellency has not yet prepared to stay in the state since his only wife is still in Abuja -majority don't accept the rationalisation of her health condition as an excuse. The public count of H.E's trips to Abuja as at the previous day was 64 since swearing in some 22 weeks ago. If this is anything to go by, it translates to about 3 rounds of trips every week. They also argued that H.E decided to move around without sirens so the public remains in darkness about his irrational exists and corresponding entries in the state particularly from the FCT. In fact, even his decision to stay in the Government House was not given the expected progressive interpretation; it was seen as yet another decoy to distort recognition of absence or presence.
Beyond now, others begin to hypothesise that, if this trend continues, another 'Simba' who will have to contend with one tenure is here.

WAMAKKO ON SU***DE MISSION TO CODE OF CONDUCTS (CORRUPTION) TRIBUNAL:

■You Wamakko is the major problem of APC in the Senate.

■You Wamakko created our problem in ANPP as Deputy Governor under Bafarawa Administration at Sokoto in 2006, which brings about total colapsed of both our party ANPP and the government.

■You Wamakko created another problem for ANPP after taking its Gubernatorial ticket in 2007 election, days after the expiration of substitution of candidates, you abounded the party ticket without notice and pick PDP ticket under a very controversial circumstances which equally touches the integrity of the Judiciary resulting into crisis between Appeal Court, Supreme Court and Judicial Service Commission with active involvement of Chief Justice of the Federation Justice Katsina-Alu, President Court of Appeal Justice Abdulsalam and Chairman Senate Committee on Judiciary Senator Umar Dahiru Tambuwal, which also draw NBA President and many SANs.

■You Wamakko betrayed PDP and mobilised a number of governors and party stelwards and created nPDP upon which you functionalised the party and finally defected to APC and uses your usual machivelle theory of power to uproots it's legacy members, as at today only one CPC member is holding a position of APC party secretary in Gwadabawa local govt. all other are religated to the background unrecognised.

■You Wamakko deceived Kwankwaso, Atiku and Buhari before primaries by hijacking the party machinaries at North West Zone to create an enclave for yourself which gives you a safe landing after Presidential primary election and you successfully lunched your self back to Buhari camp using your boy the zonal vice Chairman of APC who was your former commissioner.

■You Wamakko again is creating another division in the National Assembly by regrouping PDP camp within APC in colaboration with PDP senators against APC leadership.

■You Wamakko successfully achieved that by using two strategies; You separate national assembly into two, Senates and house of Representatives, while you handle the Senate as a senator using the PDP sentiments by mobilising the former govs and their Senators and join forces with over 40 Senators of PDP at the same time deceiving your party leadership that you are only a spy. On the other part at house of Representatives you effectively used Former Speaker Rt Hon Aminu Waziri Tambuwal being your successor to do your bidding in the House of Representatives against the wishes of the Party leadership and his south west political alliances. This was confirmed by Aminu Waziri Tambuwal that he actual supported Dogara Speakership against his friend from the South west.

■You Wamakko mobilised 50 Senators to excort President of the Senate to Code of Conduct Tribunal in solidarity against anti-corruption crusade of President Buhari government. You seated shoulder to shoulder with Saraki as demostration of your commitment and a moral buster to other unwilling Senators.

YOUR CASUALTIES;
In the cause of your political machinations the following have a lots of stories to tell;

●Professor of Politics Bafarawa who brought you when you are looking so haggard with your weared and teared clothes and made you his deputy governor is there regretting and lamenting the costly mistake, that explain why he makes the desparate effort to push Abdallah Wali for Governor under PDP in 2015, the person he rejects as his running mate in 1999 and nominated you.

● For 7 years you subjected Bafarawa to court prosecution on corruption charges after landing him in Sokoto prison for days in a case that you are an active accomplice.

●Senator Umar Dahiru Tambuwal has his own bitter story upon all what he has done to you using his influence during your election cases with DPP, in which I was a key witness as DPP Chief Returning Officer of that rigged election that in position you on the good people of Sokoto State. You deceived him into believing that you are going to handover to him as compensation for the scrifices he did for you. Instead Bar Umar Tambuwal is there at Appeal Court seeking redress for what he consider fraudulent primary election under your watch as seating Governor.

●President Jonathan your personal friend since your days as Deputy Governors in 1999 who contributed immensely in making you a governor has his own story to tell. Because of you he costly relieved his most committed and ardent supporter and National Chairman of PDP Baba Bamanga Tukur of his post after all your insults and abuses, yet you succeeded in deceiving him to the last minute and finally ditched him.

●Vice President Atiku Abubakar tied his nots with you during his bids for 2015 presidential primary. Infact he went to Sokoto for meeting with you more than any other state in the federation at the end you know what he got from you.

●The way you treated Sen. Kwakwaso in his presidential bids is another good example of your slippery behaviour that was why he refused to join forces with you in your efforts to frustrate PMB fights against corruption.

●Now APC and PMB are coming to terms with the blood in you, that is your Sullubawalism and wamakkoholism.

THE IMPLICATIONS OF YOUR ACTIONS;

▪You are working against the Party as endorsed publically by party leader.

▪You are working against PMB anti-corruption drive as endorse by the general public.

▪You are encouraging other Senators to revolt against both party and anti corruption drive.

▪You are repeating the same scenario as you did under GEJ. by undermining the government interest.

▪You are grandstanding against common values by identifying with elements of political thuggery against constituted authority and anti corruption elements.

■You also have the following questions to answer:

1. What was your asset declaration in 1999 before you became deputy governor and what was your asset before you became governor and what is your asset before you became senator as in all the period of 16 years you are public servant.
- I know you are suspended, redundant and miserable before Bafarawa came to your rescue and make you his deputy.

2. Your political appointees and party stewards have acquired and displaced an unprecedented numbers of assets all over Sokoto within the period of your stewardship as Governor which generated many petitions to the EFCC .

3. Your refusal to go to Sokoto High court to clear your name in the EFCC case you initiated against Bafarawa Administration which your served as Deputy Governor between 1999 to 2006 is an admission of guilt hence the case involves your stewardship as supervising Commissioner for Local Government for four years.

4. Under Your stewardship as Governor of Sokoto State for 8 years the following projects are questionable:

* 30,000 motor cycles purchase outside budget at the inception of your maladministration.

* The disposal of UBA shares Bafarawa handed over to you which form part of the Billions he claimed to handover to you and even petitioned EFCC.

*The tons of Iron rodes Bafarawa imported to subsidies the cost of civil works contract and ensure quality control as it was observed that contractors usually compromised the used of iron rodes in the civil works particularly primary schools in the rural areas. Several tons uncleared at Lagos port and at various warehouses in Sokoto were not accounted or stolen under your custody.

*Two billion naira loan to your cronies since 2008 through a bank were still not paid.

* Controversial Independent Power Project (IPP) awarded since 2008 with completion period of 3 years and at the initial cost of but reawarded and severally reevaluated.

* Unreconcilable Renovation of Giginya and Shukura Hotels at an exhaubitant figure of $12m and management service given Coral Company for over six years. And the cost incurred by state officials under your administration in the hotel as compared to those under Bafarawa ( Isah Sadiq Achida & Mainagani Majidadin Bafarawa) you put under police custody at the early days of your administration can be used as barometer.

* Over #40 billion spend on state University as compare to Northwest University build by Gov. Rabi'u Musa Kwankwaso in kano.

*The number of official Vehicles purchased under your administration and how many are handed over to the present government of Gov. Aminu Waziri Tambuwal in consideration to what you did to your predecessor Bafarawa. His wife Jamila Bafarawa was stop on the street and her car was snatched forcefully all in your quest to retrieved government vehicles, unfortunately for you the car snatched from her was personal belonging to her father Inspector General of Police Rtd Mamma Nasarawa. My own official car that I used for four years and auctioned to me at #350,000 in 2007 was collected and my money was not refunded to me till today. Ironically none of your political appointees have returned their more expensive official vehicle after leaving office.

* The number of government lands and properties you acquired and allocates to your boys ie over 20 plazas belongs to your cronies including government officials.

* Five kilometres local govt township road is another blatant display of abuse of rules and procedures guiding award of contract.

CRIMINAL ACTIVITIES.
● Throwing public funds on the street while in convoy which leads to destruction of people's property and businesses.

● Thuggery, Assassination and kidnapping became so rampant during your stewardship as Governor where several prominent figures were killed which includes Mal Danmaishiya, Alh Danda Mana, Hon Attahiru Wauro, Mal Siddi Attahiru Yabo and my younger brother Bilyanu who was murder by area boys at your gidan dawaki house attached to your personal residence and opposite your brothers house Bello Coach.

● Destruction of our traditional institutions and value systems. Several traditional chief are humiliated including senior members of the Sultanate Council such as Magaji Gari and Sarkin kebbin Yabo. Other are Sarkin gobir of Sabon Birni, Sarkin Yamman Badau, Sarkin Gabas Dadin Mahe and Dikkon Gande. Baraden Wamakko who was 40 years on the throne was the first casualty and after being deposed and sent on exile Gov. Wamakko puts his junior brother to replaced him.
He also made him a member of Sultan council in order to spy on the Sultanate for him.

● Cases of homosexuality, drugs abuse and area boyism increased significantly during his tenure while pupils and students performance in school have dropped to an alarming proportion.

●The poverty level of the state is below UN standard level according to recent data released by a statistcs study on poverty figure of the federation.

● The state is among the indepted state with a foriegn external loan amounting to $43.8m according to debt management office publication.

All these are the legacies left behind after eight years of maladministration of Sokoto State and still you have courage to lead a protest against code of conduct tribunal.

RECOMMENDATIONS.
As a matter of urgency the following recommendations are necessary:

i) Code of Conduct should released assets declarations of public officers for public screening particularly Wamakko.

ii) EFCC should investigates the Bafarawa petitions against Wamakko including the charges of the State Assembly in 2006, when they wanted to impeached him as Deputy Governor on the ground of grosss misconduct and abuse of office for which he hurriedly resigned. I personally begged Bafarawa not to accept Wamakko resignation letter but he refused to accept my advice because persons he regarded as gods directed him to accept, I am sure he is still regretting the stupidity.

iii) EFCC should have the courage to invite him to answer question raised by Bafarawa on his activities as Commissioner for Local Government at the ongoing EFCC case at Federal high court Sokoto since 2008.

iv) EFCC should consider concluding their investigation on IPP Vulcan company petition against Wamakko since 2011 and charge him to court.

v) The EFCC, ICPC or Code of Conduct should investigates and charge the culprits on the case raised by Gov. Aminu Waziri Tambuwal on short payments of local government staffs as unscheduled workers running into billions.

vi) The Anti-graft agencies should also find out how much money are released to the Sultanate Council as compare to what was reflected on financial book inorder to established who is corruptly inriching himself with the difference and take further necessary action.

Who say Wamakko is not above the law?

Tambuwal’s 100 days of pronouncements

The first 100 days in office of Governor Aminu Waziri Tambuwal of Sokoto State were characterised by pronouncements of policy direction, frequent trips outside the state, speaking on environmental issues and the need to attract investors to the state.
However, though not restricted to Sokoto State alone, one thing that remains contentious is the non-composition of the state’s executive council, the highest decision making body in the state.
Political pundits believe that Tambuwal’s resolve to run the state for this long without commissioners to oversee ministries and the parastatals is hampering governance.
They argue that even though the governor has made several policy statements which ought to have been implemented by now, the fact that most of them require approval of the state executive council made their implementation untenable.
Many boards and committees have been dissolved and the governor has yet to constitute new ones, a development which further affects implementation of pronouncements.
However, two committees, Zakkat and Endowment and Free Ramadan Feeding, have continued with their operations.
Government sources said the operations of the two committees have impact on social life of the society because they assist the underprivileged.
Findings by our correspondent reveal that the operations of the two committees did not suffer any setback within the last 100 days.
However, the recent appointment of Secretary to the State Government (SSG) has ignited a glimmer of hope that the state executive council will soon come on board to get the state moving.
On the governor’s frequent trips outside the state, some residents who spoke to Daily Trust say such “adventures” do not allow Tambuwal time to appreciate happenings in the state.
In a recent interview, the opposition Peoples Democratic Party (PDP) chided the governor over his frequent trips outside the state, saying that was distancing him from the needs of his people.
Alhaji Kabiru Aliyu, the state secretary of the party, said: “People are suffering, poverty is everywhere and some areas like Unguwan Rogo, Gagi and Mabera have no portable water for three months now.
“He needs to settle down to understand all these problems and their impact and come up with concrete solutions.”
However, there are insinuations that Tambuwal’s frequent trips were not unconnected with lack of resources in the state.
According to some observers, the governor stays away, more often than not, in order to avoid the wrath of his people in the midst of empty treasury.
It was speculated that he inherited an empty treasury from his predecessor, Aliyu Magatakarda Wamakko, and he has to devise ways of meeting the expectations of his people.
It would be recalled that during the handover ceremony, Wamakko was silent on the issue of finances of the state.
But there is a recent move by the state’s House of Assembly to establish the facts about the last minute spending of the former governor and what he has left in the treasury for the new government.
The Assembly equally said it would look at how much has accrued to the new government.
A close confidant of the governor told Daily Trust that Tambuwal’s frequent trips are meant to bring good things to the state and not for personal interest.
According to him, the governor uses his personal money to cover his trips, assuring that the people of the state would soon start reaping benefits from the trips.
On the delay in constituting the state’s executive council, the source said that Tambuwal is taking his time to select the best hands to add value to his government.
Observers believe that so far Tambuwal has checkmated the activities of hooligans, who were cheaply used by politicians before the last gubernatorial election in the state to cause chaos.
Known as area boys, the hooligans took brigandage as a trade and wreaked havoc on perceived enemies of their masters.
However, with no election in sight, many of these youths are now productively engaged in the clearing of gutters in the state capital.
On the surface, it appears that the relationship between Tambuwal and Wamakko has remained cordial, just the way it was when the governor was the speaker of the House of Representatives.
Yet, pundits adopt the wait-and-see approach to see whether Wamakko would have profound influence on the policies of the Tambuwal-led administration, considering his role in governor’s election victory.

The Department of State Services (DSS) yesterday raised the alarm over the increasing rate of kidnapping in Sokoto, just as it advised parents to be more security conscious and monitor their wards to avoid falling victim.

Speaking while parading one Idris Umar, arrested over the kidnap of an eight-year-old boy, Abdul’azeez Abubakar, alongside Mu’azu Hassan who is still at large, the DSS assured of adequate security measures to safeguard lives and properties of Nigerians.

The state director of security service, Tijanni Kaffa, represented by the assistant director, Francis Okpo, told newsmen that Abdul’azeez Abubakar was kidnapped by Idris Umar and Mu’azu Hassan on the 14th of August, 2015 and taken to Minanata area of Sokoto South local government where he was held hostage.

Minanata area is within the state metropolis and known to many as one of the dark spots in the state where all manner of illicit drugs are being sold.

Okpo said, “The victim was however, released on the 15th August, 2015 by his captors after the payment of N300, 000.00 ransom by the father, Alhaji Abubakar.

“Subsequently, the case was reported to the Command, and prompt investigation was initiated with a view to arresting the suspects. Consequently, Idris Umar (kingpin) was arrested on 11th September, 2015, while adequate security measures have been emplaced to arrest the remaining accomplices”.

While insisting that the DSS will not hesitate to deal with identified criminal minded persons within the ambit of the law, Okpo said they will continue to collaborate with sister security agencies to guarantee adequate security.

Tackle street begging, Sultan tells Tambuwal

Sultan Muhammad Sa’ad Abubakar III has urged Sokoto government to take measures to tackle street begging in the state, just as Governor Aminu Tambuwal appealed to Islamic Scholars to publicly to preach it.
Speaking at the inauguration of the distribution of assorted foodstuffs and items worth over N157.8 million as zakkat and endowment to the needy in the state, the Sultan and the governor said the call was necessitated by the happenings in the state.
Tambuwal said it was necessary for the Islamic scholars to speak against it as street begging portrays Islam in bad light.
The governor also added that street begging serves as license for some people to engage in other social vices.
He called on parents to provide good moral upbringing and education for their children and assured of his administration’s continued support to the zakkat and Endowment committee to discharge its assignment diligently.
The governor stressed the need for wealthy Muslims to give out zakkat and endowment as enjoined by Islam, as this will enhance peace and stability in the society.
Sultan Abubakar III on his part, urged people to assist the less privileged particularly orphans, widows and charged the Northern Governors Forum to assist Internally Displaced Persons in the North-east.
Among items distributed were 100 bags of rice, 100 sewing machines, 50 mattresses, 100 grinding machines, 3,000 cartons of tomato paste, 20 deep freezers as well as cash.
