MEETING OF THE HOUSE COMMITTEE ON SOCIAL AND HUMANITARIAN AFFAIRS LED BY ☑️HON SAMAI'LA HAMISU KUCHI (KEBBE CONST)

The 10th Sokoto State House of Assembly Committee on Social and Humanitarian Affairs under the Chairmanship of ☑️ Hon Samai'la Hamisu Kuchi (Kebbe Const) today Monday 22nd September 2025 hosted Special Advisor to the Governor on Internally Displaced Persons (IDP) ☑️ Hajiya Maryam DMAAS at the Hon House.

The Meeting was the maiden meeting between the Committee and the Special Advisor since her assumption of office.

Matters of vital importance to the IDP in the State were discussed as the Committee is committed to ensuring succour to the Internally Displaced Persons in the State.

HOUSE COMMITTEE ON PUBLIC ACCOUNTS AND ANTI CORRUPTION : REVIEW OF THE 2024 AUDITOR GENERAL'S REPORT.

Subject to the provision of Section 125(5) of the 1999 Constitution of the Federal Republic of Nigeria (as altered) vide: "The Auditor-General for a State shall, within ninety days of receipt of the Accountant-General’s Financial Statement, submit his Reports to the House of Assembly of the State concerned, and each House shall cause the Reports to be considered by a Committee of the House of Assembly responsible for Public Accounts." The 10th Sokoto State House of Assembly Committee on Public Accounts and Anti corruption under the Chairmanship of ☑️Hon Mustapha Abdullahi Dust (Sokoto South 1 Const) today Monday 22nd September 2025 met with the Officials of the State Ministry of Health led by the Permanent Secretary ☑️Alh Ibrahim Haliru Dingyadi mni who were at the Hon House to defend the query served to the Ministry by the Auditor General of the State as shown in the 2024 State Auditor General's Report.

MEETING OF THE HOUSE COMMITTEE ON HEALTH LED BY ☑️ HON KABIRU DAUDA (GADA EAST CONST)

In compliance with the House Resolution of 3rd September 2025 and that of 9th September 2025 mandating the House Committee on Health under the Chairmanship of ☑️ Hon Kabiru Dauda (Gada East Const) to find out the reason(s) behind the Abandonment of Completion of General Hospital Wamakko, the Committee today Thursday 18th September 2925 met with the Commissioner for Local Government and Community Development Hon Ibrahim Dadi Adare and his entourage who were at the Hon House to Deliberate on the reasons behind the Abandonment of the Completion of General Hospital Wamakko. Fruitful Deliberations were held and Documents of Vital Importance to the Projects were tendered and studied by the committee. A Resolution was reached by the Committee to visit the site of the Hospital to carryout an on the ground assessment of the project.

PRESENTATION OF REPORT AND CONSIDERATION OF RECOMMENDATIONS OF THE HOUSE COMMITTEE ON BASIC AND SECONDARY EDUCATION -☑️ HON ABUBAKAR SHEHU (YABO CONST)

MOTION ON THE NEED FOR THE RECONNECTION OF WURNO TOWN AND SOME VILLAGES WITH NATIONAL GRID- ☑️ HON SHAMSU ALIYU (WURNO CONST)

MOTION ON THE NEED FOR THE TOTAL RENOVATION AND PROVISION OF ADDITIONAL FACILITIES INCLUDING COMPUTER BASED TEST CBT CENTER IN GOVERNMENT TECHNICAL COLLEGE BINJI-☑️ HON TUKUR UMAR (BINJI CONST)

MOTION ON THE NEED FOR THE CONSTRUCTION OF A 35KM ROAD FROM GOTO TO KURDULA IN GUDU LOCAL GOVERNMENT AREA -☑️HON YAHAYA AMADU GUDU CONST

RECESS -☑️ HON MUHAMMAD BELLO IDRIS (GWADABAWA NORTH CONST)

At its Plenary Session of today Thursday 18th September 2025 presided over by the Deputy Speaker ☑️ Hon Kabiru Ibrahim (Kware Const), the 10th Sokoto State House of Assembly Received the Report of the House Committee on Religious Affairs Presented by the Committee Chairman ☑️ Hon Abubakar Shehu (Yabo Const) on the Oversight Function conducted by the Committee from 23rd October 2024 to 1st September 2025. In the report, the Chairman of the Committee ☑️ Hon Abubakar Shehu (Yabo Const) listed the places and project sites visited as well Observations made by the Committee.

Furthermore, he appealed to the Hon House to Consider the Recommendations Contained in the Report which include:
💠 The Ministry of Religious Affairs should ensure strict compliance by Contractors with all Observations and advice given by the committee in accordance with contract specifications.
💠 The Ministry should liase with concerned Ministry for variations where necessary.
💠 The Ministry should keep the Committee Updated on its activities in order for the Committee to carry out its Legislative Functions.
💠 The Hon House do Commend his Excellency the Executive Governor of Sokoto State for the Provision of One Thousand Saudi Riyals to each of the Three Thousand Two Hundred and Thirty Three Pilgrims from the State.

By Unanimous Consent, the Hon House Resolved to Consider the Four Recommendations Contained in the Report of the Committee.

Similarly, ☑️ Hon Abubakar Shehu (Yabo Const) Vice Chairman House Committee on Basic and Secondary Education Presented the Report of the Committee on a Private Member Bill for a Law to Make it Mandatory for all Basic and Secondary Schools in Sokoto State (Public and Private) to teach the History of the Sokoto Caliphate, its Founding Leaders and their Contributions to the Development of Humanity and the Optional teaching of Arabic and Fulfulde Languages and for Related Matters Sponsored by ☑️ Hon Bashir Ahmed Dahiru (Tambuwal West Const). The Vice Chairman of the Committee informed the Hon House about the modalities employed by the Committee which included Public Hearing and other Extensive Consultations performed by the Committee and a vital observation presented by the committee which reads: "That the State Ministry of Basic and Secondary Education being the Critical Stakeholder lacks the power to Develop Curriculum and Create a Subject as Provided under Section 3 Subsection 1(a) of the Bill, as it is under the Purview of the Nigerian Educational Research and Development Council and the National Council on Education.

In view of the Aforenarrated therefore, he solicited for the Hon House to Consider the Recommendation of the Committee which reads: "The Bill Shall be Shelved"

Resolved to Consider the lone Recommendation Contained in the Report and Shelve the Bill.

Moreso, during the same Plenary, the Hon House Received and Adopted a Motion Moved by ☑️ Hon Shamsu Aliyu (Wurno Const) and Seconded by ☑️ Hon Abdullahi Alhaji Zakari (Rabah Const) on the Need for the Reconnection of Wurno Town, Kwargaba, Chacho, Marnona, Munki and Tungar Dankemu Villages with National Grid and Replacement of other Electrical Facilities in Wurno Local Government Area of Sokoto State.

Elaborating on the Motion, the Mover ☑️ Hon Shamsu Aliyu (Wurno Const) drew the attention of the Hon House to the Critical Role played by Electricity in enhancing the socio-economic development of rural communities. He said electrical installation in the area terminates at Achida town living several neighboring Communities disconnected from the National Grid. In view of these, he appealed to the Hon House to Call on the State Government to reconnect Wurno town and the Aforementioned villages with the National Grid and Replace the Vandalized, stolen and obsolete electrical infrastructure in the affected communities as soon as possible.

contributed positively in favor of the Motion.

By Unanimous Consent, the Hon House Resolved to Call on the State Government to Reconnect Wurno town and the mentioned Villages with the National Grid and Replace the Vandalized electrical installation in the area as soon as possible.

In the same vein, the Hon House Received and Adopted a Motion Moved by ☑️ Hon Tukur Umar (Binji Const) and Seconded by ☑️ Hon Atiku Liman Gande (Silame Const) on the Need Total Renovation and Provision of Additional Facilities including Computer Based Test Center (BTC) in Government Technical College Binji in Binji Local Government Area of Sokoto State.

In his Elaboration on the Motion, the Mover ☑️ Hon Tukur Umar (Binji Const) drew the attention of the Hon House to the importance of education in the development of any society. He said the School established five decades ago has never had any Significant Renovation and is currently in a state of dilapidation. He said the forth coming transition of WAEC to Computer Based Testing (CBT) necessitate the need for the Establishment of (CBT) Center in the School as well as wall fencing and Prayer Mosque for students for security of the school.

He in view of that call on the Hon Members to support the Motion.

☑️Hon Bashar Isah Jabo (Tambuwal East Const)
contributed Positively in favor of the Motion.

By Unanimous Consent, the Hon House Resolved to Call on the State Government to Renovate totally Government Technical College Binji and provide additional facilities in the School as soon as possible.

Furthermore, the Hon House Received and Adopted a Motion Moved by ☑️ Hon Yahaya Amadu (Gudu Const) and Seconded by ☑️ Hon Aliyu Lumo Usman (Tangaza Const) on the Need to Construct a 35km Road that starts from Boto to Kurdula in Gudu Local Government Area of Sokoto State.

Elaborating on the Motion, the Mover ☑️ Hon Yahaya Amadu (Gudu Const) said the importance of Good Access rtoad in any society can not be overemphasized. He said the Inhabitants of the area are predominantly farmers and constructing the road will ease movement of agricultural produce to the market.

He in view of the foregoing therefore appealed to the Hon House to Call on the State Government to Construct the road as soon as possible.

☑️Hon Awaisu M Aliyu (Gada West Const)
contributed positively in favor of the Motion.

By Unanimous Consent, the Hon Resolved to Call on the State Government to Construct the road as soon as possible.

To crown it up all, the Majority Leader of the House ☑️ Hon Muhammad Bello Idris (Gwadabawa North Const) craved the indulgence of the Members of the Hon House to allow the House to Close for Recess from Friday 19th September 2025 to Monday 13th October 2025 to mark the end of First Quarter Third Session and to also enable the Hon Members to visit their various constituencies.

MATTER OF URGENT PUBLIC IMPORTANCE ON FLOODING IN ✳️GADA ✳️DANGE SHUNI AND ✳️KEBBE LOCAL GOVERNMENT AREAS OF SOKOTO STATE JOINTLY MOVED BY

MOTION FOR THE CONSTRUCTION OF A 38KM ROAD FROM GADA TO ILLELA LOCAL GOVERNMENT -☑️HON AWAISU M ALIYU (GADA WEST CONST)

At its Plenary Session of today Wednesday 17th September 2025 presided over by the Speaker ☑️ Rt Hon Tukur Bala Bodinga, the 10th Sokoto State House of Assembly Received and Adopted a Matter of Urgent Public Importance Co-Moved by ☑️ Hon Kabiru Dauda (Gada East Const) and Seconded by ☑️ Hon Bashar Isah Jabo (Tambuwal East Const) on the Flooding that occurs in Gada, Dange Shuni and Kebbe Local Government Areas of the State.

Elaborating on the Matter the Co-Mover, ☑️Hon Kabiru Dauda (Gada East Const) informed the Hon House that as a result of torrential downpour that occurred in Gada in recent days, particularly in Gada East Const in villages that include Gada Town, Tungar Sami, Lungusu, Dutsi Gidan Isiyaka, Bigal,Dan Tudu, Dukamaje among others, were seriously affected by flood. He said the flooding has further aggravated gully erosion thereby inflicting unprecedented hardship to the people living in the area. The flood he narrated washed away farmlands and other means of livelihood. He in view of these therefore appealed to the Hon House to Call on the State Government to:
1) Conduct rapid assessment in order to determine the extent of damage done with a view to render all necessary assistance of food, shelter, drugs and clothing for the victims.
2) Call on the State Emergency Relief Management Agency (SEMA) and National Emergency Relief Management Agency (NEMA) to come to the aid of the Affected Victims.
3) Take necessary measures to avert future occurrence of the disaster by controlling the erosion as well as conduct public awareness to the residents for their own safety.

Elaborating further on the Matter, ☑️ Hon Samai'la Hamisu Kuchi (Kebbe Const) said the flooding in Kebbe Local Government resulted in the collapse of houses, destruction of means of livelihood as well as infrastructure. The affected communities he said include Bashi, Bakin Dutsi, Fakku, Girkau, Margai, Kebbe, Umbutu , Ngushi, Kawara, Karma and Kuchi among others. He in view of this appealed to the Hon House to Call on the State Government to as a matter of urgency provide necessary means of livelihood to the affected victims.

☑️Hon Sirajo Muhammad (Dange Shuni Const) who is one of the Co-Movers of the Matter said his Constituency is one of the badly hit areas especially Dambuwa and Shuni Town with many families lost their homes and resources. He therefore appealed to the Hon House to include them in the prayer so that urgent relief and long term solutions will also be extended to them.

☑️Hon Mustapha Abdullahi Dust (Sokoto South 1 Const) contributed positively in favor of the Matter.
By Unanimous Consent, the Hon House Resolved to Call on the State Government and the authorities concerned to conduct assessment of the affected communities in Gada, Kebbe and Dange Shuni Local Governments to ascertain the extent of damage with a view to render assistance to the victims with foodstuff, medicine and shelter and also for the State Emergency Relief Management Agency (SEMA) and National Emergency Relief Management Agency (NEMA) to provide relief materials to the affected communities.

Similarly, the Hon House today Received a Motion Moved by ☑️ Hon Awaisu M Aliyu (Gada West Const) and Seconded by ☑️ Hon Tukur Umar (Binji Const) calling on the State Government to Construct a 38km road from Gada to Illela Local Government.

Elaborating on the Motion, the Mover stressed the importance of constructing the road as most of Inhabitants of the area are farmers. He said the road links the Inhabitants with medical and educational services. The mover said the road is virtually unmotorable during rainy season.
He in view of that called on the State Government to Construct the road as soon as possible.
☑️Hon Faruku Sidi (Gwadabawa South Const) contributed positively in favor of the Motion.

☑️Hon Kabiru Dauda Gada East Const drew the attention of the Hon House that when the Executive Governor of Sokoto State ☑️Ahmed Aliyu Sokoto PhD FCNA visited Gada before the Local Government elections he awarded the project and funds were disbursed for the Construction of the road from Gada to Illela. He said he talked to the contractor handling the project last week and the contractor informed him that he was called and directed to start the work immediately.

Following this remark,☑️ Hon Atiku Liman Gande (Silame Const) observed that since the need in the Motion is already taken care of as narrated by the previous speaker who is also from Gada Local Government, there is need for the Hon House to withdraw the Motion to avoid contradiction.

☑️Hon Bashar Isah Jabo (Tambuwal East Const) said going by the submission of the two previous speakers, he urged the Hon House to Call on the Contractor handling the project to immediately begin the work.

By Unanimous Consent the Hon House Resolved to Call on the Contractor handling the project and the Client Ministry to appear before the Hon House to explain further to the House about the project.

Having exhausted all the items on the Order Paper, the House Adjourned its Sitting until tomorrow Thursday 18th September 2025 by 10am.

In compliance with the House Resolution of 3rd September 2025 and that of 9th September 2025 mandating the House Committee on Health under the Chairmanship of ☑️ Hon Kabiru Dauda (Gada East Const) to invite the Client Ministry for the Construction of General Hospitals Wamakko and Dange Shuni Local Governments, as well as the Contractors handling the projects to find out the reasons behind the Abandonment of the projects, the Committee today Tuesday 16th September 2025 summoned and met with the duo. Fruitful Deliberations were held and Documents of Vital Importance to the Projects were tendered and studied by the committee. A Resolution was reached by the Committee to visit the site of General Hospital Dange to carryout an on the ground assessment of the project while Discussions were slated to Continue about the Completion of General Hospital Wamakko.

The Meeting was conducted with the Representatives of the State Auditor General in attendance who were present at the behest of the Committee.
