The Rivers State Primary Health Care Management Board (RSPHCMB) has commenced the distribution of operational vehicles to Local Government Areas, with the first brand-new pickup vehicle handed over to Degema LGA.

The Executive Secretary of the Board, Dr Chituru Adele, formally handed over the vehicle to Dr Lolia Koko, Medical Officer of Health, Degema LGA, during a brief ceremony at the Board's headquarters in Port Harcourt on August 31, 2026.

According Dr Adele, the initiative forms part of the Board's broader effort to improve facility readiness and strengthen supportive supervision by providing Medical Officers of Health and supervisory staff with better means of reaching healthcare facilities.

“Maintenance has also been incorporated into the programme, with routine servicing scheduled every 5,000 kilometres or quarterly,” he stressed.

Degema LGA's improved mobility is particularly significant because the area comprises both land and riverine communities.

In her remarks, Dr Koko said transportation challenges had previously affected movement to some facilities and communities, including instances of vehicle breakdowns while conveying health commodities and vaccines for programme activities.

She expressed confidence that the new vehicle would ease some of the LGA's land-based transportation challenges and support supervision and service-delivery activities, while noting that access to riverine communities remains a separate challenge requiring water transportation.

Dr Adele also called on Rivers residents to be patient as the Board continues its broader efforts to improve primary healthcare facilities and service delivery across the State.

RSPHCMB Strengthens Stakeholder Action on Open Defecation-Free Communities

The Rivers State Primary Health Care Management Board (RSPHCMB) has begun mobilising stakeholders across the state's 23 Local Government Areas to accelerate efforts towards achieving open defecation-free communities.

The engagement became necessary since Rivers State is yet to achieve open defecation-free communities statewide, with efforts currently at the pilot stage in Ikwerre LGA.

Through its Neglected Tropical Diseases (NTDs) Desk under the Department of Disease Control Services, RSPHCMB convened a two-day stakeholder engagement and enlightenment workshop on 11–12 August 2026 at the Board's headquarters in Portharcourt.

Discussions focused on strengthening understanding of Community-Led Total Sanitation (CLTS) and encouraging greater involvement of local government and community leadership in efforts to end open defecation.

Addressing participants, the Director, Department of Disease Control Services, RSPHCMB, Dr Daniel Okachi, said the Board, under the leadership of its Executive Secretary, Dr Chituru Adele, is prioritising local government and community leadership in driving CLTS and sanitation action.

Representatives of the 23 Local Government Areas, traditional institutions and participating partners shared perspectives on improved sanitation and community engagement. Discussions also highlighted the public-health implications of poor sanitation, including contamination of water, food and the environment and the associated risks to community health.

For mothers and newborns, the difference between having an essential commodity within reach and discovering a stock-out at the point of care can be critical.

A Quarter 2, 2026 assessment of maternal and newborn health commodities in Rivers State found gaps in commodity Management, which could lead to expiry, wastage and Stock-outs even as several other essential medicines recorded relatively high availability.

In addressing these gaps, the Rivers State Primary Health Care Management Board conducted a four-day training on Maternal and Newborn Health Commodity Logistics System and Tools, bringing together 105 health workers from 50 PHC facilities.

The focus was practical : strengthen stock management practices, improve record-keeping, align commodity consumption with service data, identify early warning signs that lead to expiry stock-outs and wastage as well as timely replenishment of stock.

For our health workers, this means moving from reactive to predictive supply Chain management

The intended result is simple for mothers and newborns : Rivers PHC facilities are better prepared to provide quality care when it is needed.

These questions were on the front burner of the Rivers State Primary Health Care Management Board's (RSPHCMB) second-quarter review meeting held on Thursday, 13 August 2026, at the Board's headquarters.

Participants reviewed Q2 activities spanning April , 2026 - June 2026 . The Board's management also examined performance and operational issues affecting primary healthcare delivery across the state.

Discussions covered primary healthcare facility monitoring, the Basic Health Care Provision Fund (BHCPF), facility maintenance and deep cleaning, laboratory services, medical equipment management, fetal Doppler ultrasound services, and the review of programme and LGA data.

The review also examined issues around supportive supervision, task sharing and mentoring of health workers, facility-level financial management and collaboration between RIVCHPP and RSPHCMB.

Highlights provided a platform for participants to identify implementation gaps, share lessons and consider measures for strengthening primary healthcare service delivery across Rivers State.

The one-day meeting convened the Executive Secretary of RSPHCMB, Dr. Chituru Adele; Directors of relevant departments; the Head of Health Services, RIVCHPP; the State Health Educator; programme managers, unit and desk officers, as well as Medical Officers of Health and Deputy Primary Health Care Coordinators from the 23 Local Government Areas.

RSPHCMB Seeks Stronger LG Partnership

The Rivers State Primary Healthcare Management Board (RSPHCMB) has called for stronger collaboration with Local Government Councils to improve primary healthcare delivery across the state.

Executive Secretary of RSPHCMB, Dr Chituru Adele, made the call during a two-day capacity-building workshop for Local Government Chairmen, organised by the Association of Local Governments of Nigeria (ALGON), Rivers State Chapter, in Port Harcourt.

Dr Adele said the engagement provided an opportunity to update Local Government authorities on the Board’s interventions, including the renovation and readiness of primary healthcare facilities, recruitment and supervision of health workers, and digitalisation efforts to improve data collection and patient care.

He stressed that stronger collaboration and support from Local Government Councils would help sustain these interventions and ensure that healthcare services respond effectively to the needs of communities.

Also speaking, Mohamed Mohamed, who represented the Executive Director , National Primary Health Care Development Agency (NPHCDA), emphasized stronger partnership and collaboration between the State and Local Government authorities were essential to effective primary healthcare delivery.

A presentation was done to address Leadership Challenge at the LGA level urging the LGA chairmen to continue investing in Human resource for Health, mobilise resources for PHC activities, promote accountability and strengthen gender specific health programs.

The Chairman of ALGON, Rivers State Chapter, and Mayor of Port Harcourt City Local Government, Hon. Allwell Ihunda, also urged Local Government Chairmen to take greater interest in healthcare delivery within their communities.

Building a Cleaner, Safer and Healthier Primary Healthcare System in Rivers State

The Rivers State Primary Health Care Management Board (RSPHCMB) has successfully concluded the second batch of a one-day, bi-annual capacity-building training on 3rd August 2026 on healthcare facility waste management for Primary Health Care (PHC) workers across the state.

The training, supported through the UNICEF/Nigeria Governors' Forum (NGF) Leadership Challenge Grant, was designed to strengthen the knowledge and skills of frontline healthcare workers in the safe segregation, handling, storage, transportation, treatment, and disposal of healthcare waste in line with national and global best practices.

Participants were drawn from primary healthcare facilities across the 23 Local Government Areas of Rivers State and included, Environmental Health personnel, and other key frontline health workers responsible for maintaining safe and hygienic healthcare environments.

Speaking during the training, the Executive Secretary RSPHCMB Dr. Chituru Adele commended the team led by Dr. Temple Akagbue, Director Environmental Health and reaffirmed the Boards commitment to improving the quality of primary healthcare services by ensuring that health facilities maintain high standards of environmental sanitation and infection prevention and control.

The training featured interactive sessions on healthcare waste classification, colour-coded waste segregation, proper use of personal protective equipment, waste minimization strategies, environmental protection, and compliance with healthcare waste management guidelines.

The Rivers State Primary Health Care Management Board remains committed to sustaining interventions that improve service delivery, enhance patient safety, and create cleaner, safer, and more environmentally friendly primary healthcare facilities across the state.

The Rivers State Community-Based Health Workers (CBHW) Programme Strategy Development Workshop commenced on 3rd August 2026 in Rivers State. The three-day workshop brought together participants from relevant ministries, departments and agencies (MDAs), development partners, and other key stakeholders to develop a comprehensive strategy document and a costed implementation plan for the programme.

The workshop is aimed at establishing a coordinated framework for the effective implementation of the Community-Based Health Workers Programme across the State. It is expected to strengthen the linkage between health interventions at the community level and the people who need them most by leveraging the availability of trained community-based health workers. Through this strategy, Rivers State seeks to improve access to essential primary health care services, enhance community participation, and contribute to better health outcomes for all residents.

In his opening remarks, the Permanent Secretary, Rivers State Ministry of Health, Dr. Vincent Nwachukwu, who was represented by the Director of Medical Services, Rivers State Ministry of Health, emphasized the need for effective monitoring and supervision of service delivery as the strategy is implemented. He described the initiative as timely and innovative, noting that it would significantly help address the human resource gaps currently experienced at the primary health care level.

In his welcome address, the Executive Secretary of the Rivers State Primary Health Care Management Board, Dr. Chituru Adele, expressed his enthusiasm for the development of the strategy. He stressed the importance of maintaining clean, functional, and welcoming health facilities to adequately support the increased demand for services that the CBHW Programme is expected to generate. He further described the programme as a practical approach to bridging the human resource gap within the State's primary health care system.

Delivering a goodwill message, the ALGON Chairman and Mayor of Port Harcourt City Local Government Area, Hon. Allwell Ihunda, pledged the commitment of the Local Government Areas to supporting the programme. He assured participants that the LGAs would provide a safe and enabling working environment for Community-Based Health Workers and explore appropriate incentives to motivate and retain them within their respective communities.

Also speaking, the Permanent Secretary, Rivers State Ministry of Budget and Economic Planning, Mrs. Uzoma Ibiyemibari, assured participants of the Ministry's continued commitment to supporting well-developed and budgeted health initiatives. She reaffirmed that all budgeted plans for the programme would receive due consideration in line with the State's development priorities.

The workshop is expected to produce a robust strategy document and a costed implementation plan that will guide the rollout of the Community-Based Health Workers Programme across Rivers State. The successful implementation of the strategy is anticipated to strengthen community-based service delivery, improve access to quality primary health care, and accelerate progress towards achieving universal health coverage and better health outcomes for the people of Rivers State.
