NHRC Niger State office, in collaboration with other stakeholders on 25th November 2025 marked the flag-off of the 2025 16 Days of Activism with a road walk awareness in Minna, Niger State. Dignitaries, including government officials and representatives from various organizations, attended the event.

Activities for the event include: health walk, aerobic exercise, Hepatitis Test, live walk broadcast, and interviews with key stakeholders on the theme of the year for the Activism" to End Digital Violence against Women and Girls". The State Coordinator Dr. Nuhu Mohammed reaffirmed the commission's commitment to addressing human rights violations in the state

REPORT ON THREE-DAY TRAINING ON GENDER-BASED VIOLENCE (GBV) AND GRIEVANCE REDRESS MECHANISM

1 * Introduction
NHRC Niger State Office participated in a three-day intensive training on Gender-Based Violence (GBV) and the Grievance Redress Manual (GRM) organized by the Niger State Planning Commission (NSPC) under the NG-CARES Programme.
The training focused on building the capacity of state officials and implementing partners to effectively apply GBV and grievance redress protocols. It aimed to ensure that all interventions under the NG-CARES programme promote inclusiveness, transparency, and protection for vulnerable individuals—especially survivors of gender-based violence.

*2* . *Objectives*
of *the Training*

The major objectives of the training were to:

1. Strengthen the ability of participants to prevent and respond to gender-based violence.

2. Improve understanding and implementation of the grievance redress mechanism (GRM).

3. Promote transparency, accountability, and accessibility in all grievance-handling processes.

4. Deepen participants’ knowledge of the Survivor-Centered Approach, which prioritizes the rights, needs, and well-being of GBV survivors in every response.

5. Encourage coordination among stakeholders to provide comprehensive support to survivors of violence.

*3* . *Moduled Covered*

The training covered several modules, including:

Overview of Gender-Based Violence (GBV) and Gender Mainstreaming (GM).

Sexual and Gender-Based Violence (SGBV): causes, risk factors, and prevention strategies.

The Survivor-Centered Approach to GBV response.

Effective grievance management systems and documentation.

Systematic grievance resolution and communication procedures.

Implementation of the Livelihood Support Programme (LMP) and integration of GBV protection measures.

Special emphasis was placed on the Survivor-Centered Approach, which teaches that every action taken must respect the survivor’s dignity, choices, safety, and confidentiality. We learned that survivors should always be believed, supported, and empowered to make their own decisions. The approach also encourages coordination among service providers such as the police, health workers, social welfare officers, and NGOs to ensure that survivors receive timely and compassionate care.

The training brought together key representatives from different sectors and organizations, including:

Niger State Planning Commission (NSPC)

Niger State Community and Social Development Agency (NSCSDA)

Health and Social Protection Committee (HSPC)

Nigeria Police Force

Non-Governmental Organizations (NGOs)

Civil Society Organizations (CSOs)

Media organizations

Ministry of Women Affairs and Social Development

*5* . *Conclusion*

The training was highly educative and impactful. I gained a deeper understanding of gender-based violence, grievance redress mechanisms, and most importantly, the Survivor-Centered Approach.
This approach changed my perception of how survivors should be treated—with empathy, respect, confidentiality, and empowerment. I now understand that the survivor must be at the heart of every response, and their choices must always be respected.
I am committed to applying the knowledge I gained to promote gender equality, protect the rights of survivors, and support efforts aimed at reducing GBV in Niger State and beyond.

The staff of Development Initiative West Africa (DIWA) on the 16th October 2025 paid a visit to NHRC Niger State Office.
The purpose of the visit was to explore areas of collaboration and strengthen partnership between the two organizations.

During the visit, the DIWA team presented to the Commission some informative materials on key areas of mutual interest, including the rights of the girl child and women. The materials highlighted the importance of promoting and protecting the rights of the vulnerable groups.
The visit provided an excellent opportunity for both organizations to discuss potential areas of collaboration and synergy for the advancement of the rights and well-being of women, children, and marginalized communities.

The State Coordinator Dr. Nuhu Mohammed appreciated the Team for the visit and the gift of publications presentated. He assured them that the Commission will Schedule a follow-up meeting to further discuss specific areas of collaboration.

The International Federation of women Lawyers: FIDA Nigeria Niger State Branch in Collaboration with NHRC Niger State Office and other relevant Stakeholders Organized a Mentorship Empowerment program to Mark the 2025 International Women's Day (IWD) 8th March 2025 with the theme; Action the need to collective efforts to advance gender equality and women's empowerment. Some of the Stakeholders present at the event are the representative of CJ Niger State Hon. Justice Maimuna Abubakar , AG Niger State Ministry of Justice, CP Nigeria Police Force Ministry of Women Affairs, Nigeria Correctional Service, PWAN,Child Rights Agency etc

The training covered the following key areas:
- Understanding Gender Based Violence
- National and State Legislation that protect women and Children
- Multi-Sectoral Prevention and Response to GBV; Principles and Strategies
- The relationship between Power, Force and Concept in the perpetuation of GBV

- Overview of National Gender Based Violence Situation Room Dashboard in Nigeria

At the end of the training participants were empowered and equipped with deep understanding on how to tackle the menace of GBV ravaging our society through multi - sectoral prompt response and prevention mechanism.

Niger State Government through the the state ministry of Women Affairs and Social Development organised a two day capacity building workshop for members of Niger State GBV Management Committee on Tuesday 3rd to Wednesday 4th June 2025 held at Women multipurpose Centre Minna, Niger State.

The workshop was organized to equip committee members with the knowledge and skills needed to combat GBV in the State.
GBV management committee was created for effective collaboration among stakeholder for tacking GBV in Niger state.
The committee has in composition: the First Lady of the state the wife of the Niger State Farmer Governor HE. Fatima Mohammed Bago, as the Chairperson heading the committee, Hon. Commissioner of women affairs as the Vice and the permanent secretary women affairs as the secretary, other members are all the heads of government and NGOs GBV stakeholders in the State.
The training was declared opened by the First lady
Hajiya Fatima Bago she declared the workshop opened and emphasized on the importance of collaboration among stakeholders in addressing GBV issues and further called for more partnership with NGOs with common interest in order to bring lasting solution to the menace.

On May 2, 2025, the National Human Rights Commission Niger State Office, led by State Coordinator Dr. Nuhu Mohammed, visited the Nigeria Correctional Service (NCS) Niger State Command. The visit was part of the ongoing advocacy and engagement exercise with law enforcement agencies, focusing on community police structures and legal frameworks related to human rights, HIV, tuberculosis, and gender.

*NHRC Niger State Office Attends Workshop on Alternative Care for Children*

NHRC, Niger State Office on May 13, 2025 attended a one - day workshop organised by the Child Protection Network Nigeria (CPN) in collaboration with the Federal/State Ministry of Women Affairs. The workshop was held at the State Ministry of Women Affairs. The training was Organized for inauguration and training of Technical Working Groups (TWGs) from the selected organizations on Alternative Care for the Children in Niger State.
The commission representative Maiyaki Hassana (PIO) among other Stakeholders delivered the commission's goodwill message she emphasized on the Commission's commitment to protecting and enforcing the rights of every Nigeria child.

Opening remarks was delivered by CPN National Monitor Mrs Anthonia Oshiniwe. E Daniel in her keynote address, she called for effective collaboration among stakeholders to protect child rights as guaranteed by the Child Rights Acts/Laws in Nigeria.
The training aimed at strengthening partnership and enhancing the protection of child rights in Niger state.

The training included: Inauguration of the technical working group by the Permanent Secretary State Ministry of Woman Affairs.
- Paper presentations and discussions on alternative care options for children in Niger state.
- Group work and presentation.
- Group presentation on different sessions of the National Guidelines for adaptation.
- Development of Technical Working Group 3- months action plan in line with the activities listed by the National.
- Mapping of 15 Stakeholders for Advocacy on state Guidelines.
- Identification/Selection of LGA for pilot phase training
- presentation of Action Plan by TWG and
- presentation of the communiqué.
At of the workshop, participants were given materials/documents on National Guidelines for the Alternative Care of Children in Nigeria.
