BORNO STATE GOVERNEMENT IN COLLABORATION WITH LIVESTOCK PRODUCTIVITY AND RESILIENCE SUPPORT PROJECT (L-PRES) FLAG OFF MASS VACCINATION CAMPAIGN AGAINST LIVESTOCK DISEASES
The Borno State Government, through the Ministry of Livestock Development, in collaboration with the Livestock Productivity and Resilience Support Project, L–PRES, has flagged off a livestock vaccination exercise in the state.

The exercise, launched at the Maiduguri Cattle Market, is aimed at reducing transboundary animal diseases and safeguarding livestock health.

The Livestock Productivity and Resilience Support Project (L–PRES) is implementing the nationwide distribution of vaccines to curb the spread of transboundary animal diseases and boost livestock productivity.

Speaking at the flag-off ceremony, the State Coordinator of L–PRES, Dr. Makinta Alhaji Ali, noted that Borno’s strategic position as a gateway to three neighbouring countries makes disease control critical to preventing cross-border transmission of infections.

The Special Adviser to Governor Zulum on Livestock Development, Dr. Tijjani Goni Mohammed, and the Permanent Secretary of the ministry Dr. Shettima Ali, commended L–PRES for supporting the state’s livestock management and development efforts and urged the rearers to take advantage of the exercise by vaccinating their animals to ensure their safety and productivity.

The Director of Veterinary Medicine, Dr. Kaidal Emmanuel, highlighted the expected impact of the vaccines in preventing disease outbreaks, while the Chairman of the Cattle Rearers Association of Borno State, Yakubu Goni Umar, thanked the state government and L–PRES for the intervention and assured members’ full compliance with the vaccination programmed.

THE NATIONAL CORDINATION OFFICE AND THE BORNO STATE CORDINATION OFFICE OF THE LIVESTOCK PRODUCTIVITY AND RESILIENCE SUPPORT PROJECT (L-PRES) VISITED THE VETERINARY TEACHING HOSPITAL, UNIVERSITY OF MAIDUGURI, BORNO STATE.

The Livestock Productivity and Resilience Support Project (L-PRES) National Project coordinator, Dr. Sanusi Abubakar and the Borno state Coordinator, Dr. Makinta Alhaji Ali along with their team paid a working visit to the Veterinary Teaching Hospital, University of Maiduguri on Saturday the 7th of February, 2026.

Receiving the delegation at the Veterinary Teaching Hospital, The Executive Secretary Professor Mohammed M. Bukar welcomed the delegation where he enumerated some of the challenges facing the facility.

In his response, the National Project Coordinator, Dr. Sanusi Abubakar expressed gratitude for the warm reception he received along with his team. He also assured the management of the Veterinary Teaching Hospital that he will do all he could within his capacity to ensure that the Veterinary Teaching Hospital takes its rightful position as the Regional veterinary referral facility in the Northeastern region, he reiterated that the list of priority requirements for the facility when provided will be state of art and latest versions so that they will continue providing top notch veterinary services in the region.

The team were taken round all the facilities under the Veterinary Teaching Hospital where they expressed satisfaction with the current leadership of the Veterinary Teaching Hospital while the national coordinator assured them of their commitment to intervene in reviving the VTH.

The Dean Faculty of Veterinary Medicine, The Director VTH and the entire management of the Veterinary Teaching Hospital expressed gratitude to the L-PRES team led by the National Project Coordinator and the State Project Coordinator for finding the facility worthy of their visit, and most importantly for committing to support for better service delivery in the Northern region.

THE FEDERAL MINISTRY OF LIVESTOCK DEVELOPMENT THROUGH THE LIVESTOCK PRODUCTIVITY AND RESILIENCE SUPPORT PROJECT NCO DELIVERS VACCINES TO BORNO STATE GOVERNMENT TO STRENGTHEN ANIMAL HEALTH AND FOOD SECURITY.
The Livestock Productivity and Resilience Support Project (L-PRES) National Coordination Office has delivered livestock vaccines to the Borno State Government as part of the ongoing nationwide mass vaccination of animals against Transboundary Animal Diseases (TADS).
The vaccine support is aimed at improving animal health, enhancing livestock productivity, and strengthening food security in the state.
Borno State has been allocated 100,000 doses of Contagious Bovine Pleuropneumonia (CBPP) vaccines and 3,000 doses of Food and Mouth Disease Vaccines (FMDV) and were officially received on 07th February 2026 at the State Veterinary Clinic, Maiduguri.
The vaccines were officially received on behalf of the State Government by the Permanent Secretary Borno State Ministry of Livestock and Fisheries Development.

Borno State’s Livestock Productivity and Resilience Support Project (L-PRES) has taken a major step toward modernizing livestock management with the successful training of 50 livestock extension agents in digital field data collection. The intensive capacity-building session, held in Maiduguri, focused on the use of the KoboToolbox platform—an increasingly essential tool for real-time, data-driven monitoring in agricultural development. The initiative underscores L-PRES’ commitment to strengthening planning, reporting, and evaluation processes through technology-driven solutions. By integrating digital tools into routine field operations, the project aims to enhance accuracy, improve response time, and ensure that interventions across the livestock value chain are informed by reliable data. With their newly acquired skills, the extension agents are now better equipped to support efficient field operations and contribute meaningfully to decision-making that can boost livestock productivity statewide. The training reflects its broader vision of transforming Borno’s livestock sector and empowering frontline workers with the modern resources they need to deliver impact.

Borno State L-PRESS 2nd Stakeholders Engagement Meeting
Date: 15th October 2025
The Borno State Livestock Productivity and Resilience Support Project (L-PRESS) convened a one-day stakeholders’ engagement meeting aimed at strengthening collaboration, enhancing productivity, and improving resilience across key livestock value chains in the state. The event brought together representatives from the Borno State Government, development partners, NIRSAL PLC, academia, producer associations, and private sector actors.
In his opening remarks, Dr. Makinta Alhaji Ali, the State Project Coordinator, highlighted L-PRESS’s seven-year journey as a World Bank-supported initiative designed to enhance livestock productivity, commercialization, and climate resilience. He emphasized the importance of stakeholder collaboration and genetic improvement in achieving sustainable livestock development. The representative of the Honourable Commissioner for Livestock and Fisheries Development, Dr. Emmanuel Kaidal, reaffirmed government commitment to revitalizing the livestock sector through modern infrastructure, grazing reserves, veterinary clinics, and milk collection centers.
Presentations by Mr. Abdullahi Bukar (L-PRESS M&E Officer) and Prof. Asheikh L.G. showcased the project’s significant progress and transformative vision. Key achievements include profiling over 19,000 farmers, establishing Farmer Field Schools, supporting disease surveillance training, and expanding livestock infrastructure. The project prioritizes gender inclusion, with women constituting 30% of direct beneficiaries, and aims to reach 1.43 million individuals across Borno State.
Stakeholder discussions centered on the four priority value chains beef, dairy, poultry, and hides & skins focusing on improving feed efficiency, disease control, marketing, and access to finance. NIRSAL PLC, represented by Mr. Mohammed Baba Malam, highlighted the institution’s role in facilitating agricultural credit and de-risking livestock investments through cooperative financing and non-interest loan schemes.
Group brainstorming sessions yielded practical resilience strategies. The poultry group highlighted feed cost reduction, disease control, and market access challenges; the hide and skin group emphasized value addition, equipment modernization, and vendor financing; while the butchery and cattle fattening group proposed rehabilitation of veterinary substations, establishment of cold chains, and provision of solar-powered abattoirs and feed mills.
In conclusion, participants commended L-PRESS Borno State for fostering inclusivity and multi-stakeholder dialogue. The meeting produced actionable insights to strengthen livestock value chains, promote gender empowerment, and enhance economic resilience. The outcomes are expected to accelerate sustainable livestock transformation, contributing to Borno State’s economic recovery and Nigeria’s agricultural diversification agenda

The Borno State Coordination Office of the Livestock Productivity and Resilience Support (L-PRES) Project has organized a two-day training workshop on pasture development and improved feed formulation for small scale livestock farmers in the state.

The workshop, held in Maiduguri, focused on modern systems of pasture production and feed formulation which is in line with the objectives of L-PRES.

The aim was to equip farmers with the required skills to effectively develop and manage pasture for their livestock using modern practices.

Declaring the event open, the State L-PRES Coordinator, Dr Makinta Ali, highlighted the importance of pasture production in livestock, especially in ruminant production.

Participants were trained on key areas such as:
- methodology of pasture production
- climate resilient systems of pasture production
- Practical sessions on on feed formulation

Participants commended the training as timely and impactful, noting that the skills acquired will enhance the productivity of livestock in the the state.
Certificates were issued at the end of the workshop.

BORNO L-PRES Builds Capacity of Livestock Farmers on Record Keeping and Poultry Management

The Borno State Livestock Productivity and Resilience Support Project (BORNO L-PRES) has organized a training for livestock farmers on record keeping and poultry management under the Farmers Field School (FFS) approach in RUGA, Mafa Local Government Area, and Maiduguri Metropolitan Council (MMC).

The training was designed to enhance the knowledge and skills of farmers in maintaining accurate farm records and adopting improved poultry management practices aimed at increasing productivity and profitability. Participants were trained on key aspects such as feed management, vaccination schedules, biosecurity, and documentation of farm activities including income and expenditure tracking.

Through practical demonstrations and interactive sessions, the farmers were able to share experiences, learn new techniques, and strengthen collaboration within their FFS groups.

The initiative reflects BORNO L-PRES’s continued commitment to empowering livestock farmers with innovative skills, promoting efficient farm management, and contributing to sustainable livestock development across Borno State.

BORNO STATE LIVESTOCK PRODUCTIVITY AND RESILIENCE SUPPORT PROJECT (L-PRES) TRAINED 100 BUTCHERS, MEAT SELLERS, MEAT/HIDE AND SKIN PROCESSORS ON GOOD HYGIENE PRACTICES IN MEAT HANDLING AND PROCESSING TO ACHIEVE FOOD SAFETY HELD AT FFS MAIDUGURI, 24th To 25th SEPTEMBER 2025.

The training which commenced as scheduled at 9:35am was for various participants from the 19 beneficiary Local Governments was graced by some special guest like:
The General Manger BOSEPA, Abba Kura.
Director Public Health, Dr. Goni Imam from the Ministry of Health
Representative of the Ministry of Environment, Director Environment, Hivirdam Yawal.
NVMA Chairperson, Professor Halima I. Gambo.
National Environmental Standard and Regulation Enforcement Agency (NESREA).
Special Advisers to His Excellency on Livestock, Alhaji Bishara B. Musa Lawan.
On the opening ceremony the State Project Coordinator Dr. Makinta Alhaji Ali welcomed the entire guest and participants alike and delivered his welcome address. He briefed all, on the activity of the project that touches different profession associated with livestock production.
The workshop, which is aimed at providing training to 100 meat processors, butchers and meat vendors on meat hygiene, meat safety practices, improving waste management and discouraging the use of Carcinogenic substances like tyres to de-fur slaughtered animals. It will focus on equipping the participants in the fields to improve their knowledge, skills and practices, handling, processing, waste management and marketing meat and meat products to ensure consumer safety and prevent the spread of diseases of economic and public health importance especially, zoonosis, occupation hazards and other diseases associated with their profession.
The training has the following objectives:
- Registered butchers, meat processors, meat vendors, and meat sellers.
- Hide and skin dealers/aggregators in private establishments and government workers attached to the abattoir, slaughterhouse, slaughter slabs, turnery.
- Health workers (vet) in the slaughter area (abattoir) slaughterhouse and slaughter slabs.
About four resource person undertook the training for the two consecutive days. The first day lectures, comprehensive training curriculum on meat and meat product hygiene, safety practices including modules on.
- Meat handling, processing and preservation
- Meat safety and meat quality control personnel, hygiene and sanitation
- Waste management
- Meat cutting and trimming
The methodology used were
- Interactive lectures, discussion deliberation and demonstration by experts
- On the second day, participants were taken to Maiduguri main abattoir where demonstration, inspection, etc. were done and participants visited the Maiduguri Neital shoe factory where workers were seen handling different types of schedules. From the Neital shoe factory visitation was made to the local ternary at Lawan Bukar where local processing of hide and skin was observed.
Finally, certificates were presented to participants, and the training was closed after the extension officer delivered the vote of thanks.
