His Excellency, Prof. Babagana Umara Zulum, mni, FNSE Approves Promotional Benefits and Leave Grants for Civil Servants
.. establishes a task force to propose a strategy for implementing the new minimum wage for Local Government sector.

The Borno State Government has approved immediate implementation of promotion salary and payment of leave grants for civil servants across the state.

This is conveyed in an executive approval granted by Gov Zulum following a close-door meeting with the leadership of the Nigerian Labour Congress (NLC), Trade Union Congress (TUC) and National Union of Local Government Employees (NULGE) held at the Government House Maiduguri on Monday 17 August 2026.

Gov Zulum issued the directive following the submission of a service proposal by the Directorate of Establishment, Office of the Head of Service, which provided critical analysis and concrete recommendations on a state-wide implementation of the national minimum wage policy across different strata of the state public service.

After an interactive discussion with the stakeholders, and to ensure efficient and sustainable implementation of the wage reform, Gov Zulum approved the following:

1. Immediate implementation of the promotional benefits for all civil servants across the state for the 2023/2024 and 2024/2025 sessions.

2. Immediate payment of leave grants for all entitled civil servants for 2025 session.

3. A further review of the salary arrears for secondary and tertiary education with a view to implementation against September 2026.

Gov Zulum further established and directed a task force headed by the Commissioner for Ministry for Local Government and Emirate Affairs, Honourable Sugun Mai Mele, to review and submit a proposal on the implementation of the new salary scale and gratuity scheme for local government staff.

Gov Zulum tasked the Task Force to consult widely with all stakeholders, review extant regulations, examine existing state-wide local government workforce, and propose viable and sustainable options for a full-scale, state-wide implementation of the enhanced salary scheme for local governments in the state. The Committee was directed to submit its report in two weeks for a speedy consideration.

The Governor also directed the Directorate of Establishment to submit a blueprint on a new employment and recruitment into the civil service on the basis of internal review of existing workforce, gap analysis and need assessment, especially of critical professions and expertise that have been depleted due to retirement and capacity flight.

Engr. Mustapha Gubio: What is the Secret?

A couple of months back, political talks about who would succeed Governor Zulum were all over the state. Amidst all the noise, almost everyone's attention was focused on people they believed had political influence, strong connections, and the right political strategies.

Aspiring politicians, politicians, and political boys have all taken sides, with almost everyone having his or her own political camp. Based on their beliefs and expectations, everyone is anticipating that the leader of their political camp will become the next governor of the state.

I can still remember that, at the time, Engr. Gubio's camp appeared to be one of the smallest in terms of the number of people. But politics has a way of surprising everyone, and the story can change at any time. Sometimes, the person nobody is talking about today can become the person everyone is talking about tomorrow.

As time goes on, politics in the state is becoming even hotter and more interesting. Different stories are coming out every single day. Some are genuine while others are fake. Despite all this, only a few people still believe in and remain in Engr. Gubio's political camp.

With just a day or two before APC begins selling its nomination and expression of interest forms, one or two people have resigned from their positions and this has caught the attention of the people across the state.

Meanwhile, the political camps are still growing, with almost everyone having his or her own preferred candidate.

Governor Zulum is someone who has the interest of the state at heart above everything else. Amidst all the talks and political activities, Zulum prepared and stood firmly behind someone he believes can develop the state and carry the people along just as he has done.

When the APC opened the sale of nomination and expression of interest forms, I believe Engr. Gubio was the first person to pick his nomination and expression of interest forms for the governorship. The story changed immediately and this shocked almost everybody.

Despite all these signs, other political camps still did not give up. They continued to hope that their political bosses would join the race by also picking their forms.

A day later, one of the strongest political camps went ahead and picked up the nomination and expression of interest forms to contest for the governorship comes 2027. This boosted the morale of other political camps as many began to strongly believe that their own political bosses would also join the race.

Days passed, but nobody else picked up a form. This eventually led to the collapse of many of the other political camps across the state. People began moving from one camp to another, with many choosing to join Engr. Gubio's camp while others still decided to join the other camp.

After a lot of contradictions and political brouhahas, Almighty Allah had already decided what would happen and Engr. Mustapha Gubio is the answer.
..What makes Gubio exceptional

Engr. Mustapha Gubio is the only candidate that nobody has anything bad to say about. You have the right to say that you will not support him politically but you cannot speak ill of him anywhere.

Engr. Gubio has received wide acceptance from the Borno Elders Forum, traditional institutions, politicians, the masses, and almost everyone, both within and outside the state.

A couple of days ago, I had the privilege of paying a congratulatory visit to Engr. Mustapha Gubio at the Government House. My friend Suleiman was the one who informed him that we were coming and he gave us a time to meet him.

People often say that Engr. Gubio is a simple and very easygoing person but I never thought he was this simple until I saw it myself.

My friend called and told me, "We are going to see Engr. Gubio tomorrow," and I simply said "Okay" because I never thought it would actually be possible.

The next day, we arrived at the main roundabout of the Maiduguri Government House about an hour before the time he gave us. I even arrived late because honestly I still did not believe it would be possible.

Immediately after I arrived, I told the other guys "I don't think it is going to be possible. How can someone like Engr. Gubio pick our call at such a time and agree to meet us?" But Suleiman said, "He will Insha Allah."

When the time arrived, Suleiman called him and he immediately picked up.

"Isuwaa?" Meaning, "Did you people arrive?"

Suleiman said, "Yes Daddy."

He then said, "Dano kam zuke is3 nayya gojin," meaning, "I will send someone to come and pick you up."

In less than five minutes, a car arrived and took all of us directly to his residence at the Government House.

While we were waiting, two groups of people with more than 10 cars each, arrived. I believe one of the groups was made up of NGO representatives and they also had an appointment with him.

To my surprise, despite the fact that we were just a small group and nobody, Engr. Gubio said he would see us first before attending to anyone else.

By Allah, this was something I never expected.

Immediately after we entered his parlour, wallahi Engr. Gubio called me directly by my name: "Ai Yurai." I never thought he even knew me personally but he did. I was shocked.

We had a very fruitful discussion like a father and his children and he assured us of his administration's readiness to support the youth Insha Allah.

He said, "I am not even desperate for this seat but Allah has destined it for me. If elected into power, I will Insha Allah do more than what my boss has done for the state."

He also added, "It is often said that youths are the leaders of tomorrow but when will this tomorrow come? If we do not support you, who will? Insha Allah I will do everything possible to support young people like you."

Gubio also said, "If you have anything, please don't hesitate to reach out to me. Even before I get into power (God willing) I can still support you."

Within less than 20 minutes with him, his phone rang I believe more than 40 times and he picked almost 30 of the calls. He said, "We said we are doing people's work, so there is no way I can run away from the people."

Tell me, why would Allah not elevate someone like him? He treats everyone equally, including those who did not support him.

Indeed, Borno is lucky to have Engr. Mustapha Gubio as its governor come 2027, Insha Allah.

TEAM AMG AKIDA HOLDS FIRST EXECUTIVE MEETING

Team AMG AKIDA has successfully held its First Executive Meeting, bringing together members of the executive team for a constructive session focused on organisational coordination, responsibility, media visibility, programme development, and the effective implementation of the Team’s objectives.

The meeting commenced with an opening prayer, followed by the welcome address delivered by the Chairman, Engr. Lawan Muhammad Bello, MIAENG. In his remarks, the Chairman emphasised the importance of unity, discipline, commitment, responsibility, and active participation among executive members in building a strong and effective team. These priorities were consistent with the objectives outlined in the meeting programme.

The meeting agenda was subsequently introduced, setting the stage for discussions on the Team’s ongoing programmes and future activities.

A major highlight of the meeting was the discussion on the Book Distribution Programme, including its objectives, target beneficiaries, distribution strategy, and media and publicity arrangements. The executive members acknowledged and expressed appreciation to the Team’s Grand Patron, Arc. Dr. Sa'id Alkali Kori, FNIA, PhD, for his sponsorship and support towards the book distribution initiative.

The Team also recognised the Grand Patron’s support for the recently conducted PVC Registration Exercise organised under Team AMG Akida, describing the gesture as a valuable contribution towards encouraging civic participation and strengthening the Team’s community-oriented initiatives.

Another important segment of the meeting was the review of the online performance and media engagement of executive members. Discussions covered individual online visibility, participation in official Team communications, promotion of Team programmes, content sharing, audience engagement, and professional conduct across digital platforms. The review was approached as an opportunity for constructive improvement, responsibility, and stronger coordination rather than personal criticism.

Members were also given the opportunity to present comments, suggestions, and new ideas, particularly around new programmes, digital communication strategies, fundraising and support mechanisms, and other initiatives capable of strengthening the Team’s activities.

The executive members further discussed several areas of future engagement and agreed on the need to expand the Team’s programmes and community activities. These initiatives are expected to be pursued with the continued support and guidance of the Grand Patron and other stakeholders.

The meeting also placed emphasis on translating discussions into measurable action. For agreed activities, the Team resolved to identify what is to be done, the responsible persons, implementation timelines, required resources, and expected outcomes.

The executive meeting concluded with a review of major resolutions, responsibilities and expected follow-up actions, alongside appreciation to all members for their participation and commitment.

As Team AMG Akida moves forward, the executive leadership reaffirmed its commitment to strengthening internal coordination, expanding grassroots engagement, improving digital communication, supporting youth participation, and implementing meaningful programmes that reflect the Team’s objectives.

The Team remains focused on continuously mobilising support around the vision and mission of His Excellency-in-waiting, Engr. Alhaji Mustapha Gubio, FNSE, FNIMechE, ahead of the 2027 gubernatorial election, while promoting unity, responsible engagement, discipline, and constructive participation.

The First Executive Meeting therefore marks an important step in strengthening the organisational foundation of Team AMG Akida and preparing the Team for more coordinated programmes and activities in the months ahead.

Stop The Campaign of Columy Against Zulum: Viral Maiduguri Videos and the Need for Context, Facts and Responsible Commentary

There is a growing need for the public to properly understand the context behind some videos circulating on social media - Tick Tok, Facebook and others, particularly those showing the Post Office area of Maiduguri and portraying the city as deserted.

One such video currently being circulated was recorded around the Post Office flyover bridge construction site, where portions of the road have been temporarily restricted to commuters and motorists to allow construction work to proceed safely and efficiently.

The restricted section is a construction zone, not an abandoned part of Maiduguri.

For safety reasons, commuters and vehicles have been prevented from accessing portions of the site while workers complete the remaining works. Presenting an empty construction area without this context can therefore create an entirely different impression from the reality on the ground.

The Post Office flyover is one of the major infrastructure projects being delivered under the administration of Professor Babagana Umara Zulum, Governor of Borno State. The project is substantially completed, with finishing works ongoing ahead of its commissioning.

For many residents, the project represents an important addition to Maiduguri's infrastructure and a response to the city's growing transportation and development needs.

Youth Migration and the Search for Opportunities

The movement of young Nigerians across borders in search of employment and better economic opportunities is not peculiar to Borno State.

Across Nigeria, young people continue to travel to different parts of the country and abroad in search of jobs and improved livelihoods. The popular expression "Japa" has even become part of Nigeria's contemporary vocabulary. Borno is not isolated from this national trend.

However, it is important to consider the circumstances of a state that has spent more than a decade dealing with the devastating consequences of insurgency, displacement, poverty, disrupted education and other social challenges.

Since assuming office, Governor Zulum has consistently prioritised security, education, skills development, employment and economic empowerment as part of the state's recovery efforts.

One area that deserves greater attention is vocational and technical training.

The administration has established and upgraded several technical and vocational training centres across the state, equipping young people with practical skills while providing starter packs and other forms of support to enable beneficiaries to establish their own businesses.

These interventions are particularly significant in a state where rebuilding livelihoods remains an essential part of the recovery process.

Transportation Support

There have also been interventions in the transportation sector aimed at reducing the burden of movement on residents.

The procurement and deployment of tricycles and buses under various government-supported transportation initiatives have created opportunities for operators while providing affordable transportation for residents.

The government-supported buses – Yazingile, including subsidised fares on selected routes – have also helped reduce transportation costs for ordinary citizens.

These interventions may not solve every economic challenge facing the state, but they demonstrate an administration attempting to address problems across several sectors simultaneously.

The Scrap Metal Ban and Public Safety

The decision to restrict scrap-metal activities, popularly known as Ajakuta, has generated concerns among some young people whose livelihoods were connected to the business.

Those concerns deserve to be acknowledged. At the same time, the policy should be viewed against the security and safety challenges associated with scavenging, particularly the risk of encountering unexploded ordnance and other remnants of conflict.

Borno has experienced years of armed conflict, leaving behind dangerous remnants of war in some locations. Protecting lives must therefore remain a primary consideration.

Importantly, the administration has also provided financial support and alternative livelihood assistance to affected persons to enable them to transition into other economic activities.

Social Media and the Responsibility to Verify

The most concerning aspect of the current debate is the tendency to take isolated videos, remove their context and use them to make sweeping conclusions about the condition of Maiduguri or the performance of the state government.

Social media has become a powerful platform for public accountability, and citizens have every right to question government policies and demand better performance.

However, criticism is most useful when it is based on facts. A short video showing an empty construction site cannot, by itself, establish that Maiduguri has been deserted. Neither should a single incident be used to define the entire experience of millions of residents.

This is particularly important for commentators outside Borno who may not have set foot in the city or didn't visit Maiduguri in recent days or independently verified the circumstances surrounding the images they circulate.

Borno has gone through an exceptionally difficult period. The state deserves honest criticism where necessary, but it equally deserves recognition for the progress made in rebuilding communities, infrastructure and livelihoods.

Governor Zulum's administration should therefore be judged by the totality of its policies, projects and measurable outcomes—not by isolated social media videos stripped of context.

If you can’t believe that Borno has transformed, pack your bags and come to Maiduguri, travel through the state and see the ongoing projects and interventions for themselves.

Public debate is healthy. But facts, context and responsible citizenship should remain at the centre of that debate.
