NIGERIA CUSTOMS SERVICE UPDATE MEMBERS OF THE PUBLIC ON ITS ONGOING RECRUITMENT EXERCISE

1. The Nigeria Customs Service (NCS) is pleased to inform the general public on the progress of its ongoing recruitment exercise, which commenced with an official advertisement published in national newspapers on Friday, 27th December 2024. In line with its statutory mandate to strengthen manpower capacity and enhance service delivery, a total of 3,927 vacancies were declared across the Superintendent, Inspectorate, and Customs Assistant cadres.

2. The Service received a total of 573,523 applications during the first phase of the exercise. After a rigorous documentary scrutiny, 286,697 candidates were invited to proceed to the next phase. The second stage of the exercise, scheduled to take place from September 14th to 21st, 2025, will be conducted through an online Computer-Based Test (CBT), reflecting the Service’s commitment to transparency, accessibility, and fairness in the selection process.

3. Candidates shortlisted for the CBT are required to undertake the test at any location of their choice, provided there is reliable internet access. The exercise must, however, be conducted using a laptop or desktop computer equipped with a we**am and a full-screen display, as the application is not mobile phone-enabled. A facial verification process will be carried out during login; therefore, candidates are advised to maintain a neat appearance to avoid difficulties with recognition.

4. The CBT application is sensitive to noise and body movement. Accordingly, candidates must remain fully focused throughout the test's duration, as excessive movement, whispering, or background distractions may result in automatic logout by the system.
In the same vein, candidates are advised to avoid switching between windows during the test, as such actions will be flagged as malpractice and may lead to disqualification.

NIGERIA CUSTOMS SERVICE BOARD APPROVES APPOINTMENT OF 4 DCGs, 12 ACGs, PROMOTES 3,312 SENIOR OFFICERS, REVIEWS KEY OPERATIONAL UPDATES

1. The Nigeria Customs Service Board (NCSB), at its 63rd regular meeting held on Tuesday, 2nd September 2025, chaired by the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr. Wale Edun, approved the appointment of four (4) Deputy Comptroller-Generals (DCGs) and twelve (12) Assistant Comptroller-Generals (ACGs). These appointments were made to fill vacancies created by the recent retirement of some management members, while also strengthening equitable representation within the Service’s leadership structure. The appointments were also in line with the availability of positions across the six geopolitical zones and in strict compliance with the Federal Character Policy of the Government, as provided in Section 14(4) of the Nigeria Customs Service Act, 2023.

2. The newly appointed DCGs are: AB Mohammed (North-West), GO Omale (North-Central), OC Orbih (South-South), D Nnadi (South-East). While the new ACGs include: MP Binga (North-East), CA Awo (South-East), AB Shuaibu (North-Central), AT Abe (North-West), K Mohammed (North-West), B Mohammed (North-West), TM Daniyan (North-Central), B Oramalugo (South-East), OP Olaniyan (South-West), B Olomu (South-West), IK Oladeji (South-West), and CC Dim (South-East).

3. In the same vein, the Board approved the promotion of 3,312 senior officers across various ranks from Comptroller of Customs (CC) to Assistant Superintendent of Customs II (ASC 11).
Additionally, the NCS Management during its 6th Management Meeting held on Friday, 29 August 2025, approved the promotion of 202 junior officers from Assistant Inspector (AIC) to Customs Assistant I (CA1). These promotions underscore the Service’s commitment to merit-based career progression and recognition of outstanding performance.

NIGERIA CUSTOMS SERVICE COMMENCES THE AUTOMATION OF EXCISE REGISTER SYSTEM

1. As part of an extensive modernisation agenda and with a strong commitment to efficient excise administration, the Nigeria Customs Service (NCS) has successfully concluded the pilot phase of its Automated Excise Register System (ERS). The formal activation of the ERS follows a series of extensive field activities undertaken by the Service, which included rigorous User Acceptance Testing (UAT), system validation processes, and comprehensive hands-on training engagements with both Customs officers and excise factory personnel.

2. Building on this progress, the Excise Register System (ERS) has officially gone live at three key excise facilities across the country: British American To***co Nigeria (BATN) PLC in Oyo State, International To***co Company (ITC) Limited in Kwara State, and Leaf To***co & Commodities Nigeria Ltd in Kaduna State. These factories were deliberately chosen as pilot sites in recognition of their strategic importance to Nigeria’s excise sector and their capacity to provide a strong foundation for the nationwide rollout.

3. The pilot phase, which was conducted between July and August 2025, served as a proving ground for the new digital platform. Notable achievements from the pilot phase included the attainment of a 75% efficiency score during UAT at BATN, the successful integration of production and reporting systems across the factories, and strengthened collaboration between NCS and factory management teams.

4. With the commencement of live operations, all excise-related transactions at the three factories will now be managed exclusively through the ERS. This includes recording production figures, computing excise duties, and generating statutory reports. The adoption of the platform is expected to drastically reduce reliance on manual documentation, eliminate inconsistencies in data reporting, and enhance transparency across the excise value chain.

Customs Upgrades Free Trade Zone Procedures, Sensitizes Investors, Stakeholders In Lagos

A sensitization program has been organized by the Nigeria Customs Service centred on harmonization of the Customs processes and procedures in the Free Trade Zone.

Addressing stakeholders at the conference room in Apapa Command, Lagos, Deputy Comptroller General of Customs in charge of Excise, Free Trade Zone and Industrial Incentives Kathleen Ekekezie said, the mandate to harmonise the collection of Customs duty on goods processed, manufactured and remodelled in the free trade zones which are destined for Customs territory is a promise kept by the Comptroller General of Customs, Col. Hameed Ali (rtd).

"The CGC has pledged to automate all Customs procedures in the ongoing modernization project. We started this journey in 1998 and have gone far, what we are doing for the excise and free trade zone department now is part of it."

"The norm has been, operators in the Free Trade Zones, pay Customs duty on all the raw materials imported, a flat rate of duty is being paid, we said, no it is wrong, because eventually when the goods are produced, from the raw materials, not all the goods are destined for Customs territory, some will be exported out of Nigeria and like you know, all these are free according to Government rules, that was why we initiated this move to harmonize the collection of Customs duty"

According to DCG Ekekezie, one of the incentives given to investors in the FTZ is that Customs duty will not be paid on the finished goods but on the raw materials imported into the FTZ.

Shedding more light on the review process, the DCG noted that, every process must undergo review, "My thought and yours are not the same, so we will bring our thought to the table and we will harmonize it and review. Through the feedback we are receiving, we will come to a near perfect process, there is nothing that is perfect".
