MINISTRY OF LANDS, SURVEY AND TOWN PLANNING HOLDS STAFF RETREAT FOR OPTIMAL PERFORMANCE

In its desire to reinvigorate its workforce, the Plateau State Ministry of Lands, Survey and Town Planning has organized a retreat for its staff in Kaduna State.

Declaring the retreat open, the Commissioner in charge of the Ministry, Barr. Peter Nyam G*i urged the participants who were drawn from various departments of the ministry to see it as an opportunity to learn new things from the retreat.

The retreat which held from the 2nd - 6th march, 2025 at the Top Galaxy Hotel limited Kaduna State had the theme, "New Innovation for a Sustainable Revenue Generation: A Peer Review."

The commissioner disclosed that the choice of Kaduna State for the retreat was to learn from that state's wealth of experience, saying that Kaduna State had gone far in terms of land administration and Geographic Information System (GIS).

Barr. G*i who stated that Plateau State needed to upgrade and improve on its services revealed that ministry was working in synergy with the World Bank to upgrade its GIS, adding that with the funding coming from the World Bank, the ministry would be upgraded to the extent that prospective applicants can access the portal from the comfort of their houses, upload all the relevant documents and that when it hits the data base of the ministry, their applications will be processed for the issuance of certificates.

The commissioner recalled that the Governor recently organized a retreat for State Executive Council members and top government functionaries at the Miango Rest Home in Bassa LGA with the theme, "Arise and Shine", and that the Kaduna retreat toed that line.

In order to have a first-hand knowledge of the Kaduna State Geographic Information Service (KADGIS), Barr. G*i led his team to the office of the Director-General of Kadgis, Dr. (Engr.) Bashir Garba Ibrahim.

G*i said their visit to KADGIS was to study and tap from their experience in land administration and to also have their template which would be a guide to Plateau State Ministry of Lands.

Welcoming the team from Plateau State, the KADGIS boss, Dr. (Engr.) Bashir Ibrahim said Kaduna State Government is ever ready to partner with any State and noted that Kaduna and Plateau States had come a long way in their relationship and that would be respected.

Dr. (Engr) Ibrahim later took the team from the Plateau State Ministry of Lands round the various departments and units to have a first-hand knowledge of their facilities and services.

In a closing remark, the Permanent Secretary of the Ministry, Mr. Samuel Tsoho Aliyu appreciated the Governor of Plateau State for the approval given to them to go out of the State for the retreat which he said was highly recommendable.

He also thanked the Director-General of Kaduna State Geographic Information Service (KADGIS) for a warm reception and all the participants for their patience and resilience throughout the retreat.

LANDS COMMISSIONER RECEIVES AWARD OF EXCELLENT FROM TWO ORGANIZATIONS.

Plateau State Commissioner for Lands, Survey and Town Planning, Barr. Nyam Peter G*i, has received awards of excellence from two different organizations in his office.

Executive Director, Advocacy For Peace and Values Reorientation, Abuja, Comr. Abraham Abubakar Oyibo said the organization is an initiative that promotes peace, integrity and good governance.

The organization recognizes and rewards individuals who demonstrate exemplary leadership and integrity in their service to the community.

He said the organization focuses on promoting ethical leadership and awakening the consciousness of Nigerians to importance of values and reorientation and peace advocacy.

Comr. Abraham noted that the organization presents awards to only deserving individuals, including government officials, for their contribution to peace and service to humanity.

Also in the Commissioner's office was the West African Students Union Parliament, who presented him with an award.

Responding to the award by the two organizations, the Commissioner said the ministry's achievements were the result of cooperation which he enjoyed from the management and staff of the ministry.

Barr. G*i said the current administration under the leadership of Barr. Caleb Mutfwang, the Governor of Plateau State has given ample opportunity and relative peace in the the state for every sector to thrive.

The commissioner dedicated the award to the Management and staff of the ministry.

Plateau State Commissioner for Lands, Survey and Town Planning, Barr. Nyam Peter G*i, has paid a visit to the headquarters of the NASCO Group of Companies in Jos, where he expressed appreciation to the industrial giant for being a major source of employment to the citizens of Plateau State.

Barr. G*i praised the company for its high standards, saying that despite the economic hardship, it has been able to maintain its production of goods and services and gave the assurance that government would continue to create the right atmosphere for the company to thrive.

The Commissioner mentioned some of the achievements of the ministry, such as in the area of acquiring titles, where he said the process has been made seamless unlike in the past when applicants had to wait for many years before getting their certificates.

G*i said, with the digitized signature of Governor Caleb Mutfwang, it is possible to sign many certificates in a few minutes, the result of which the ministry has been able to sign over 3,200 Certificates of Occupancy so far.

He said the ministry is working hard to ensure that applicants get their certificates within 2 months to boost the revenue base of the state, adding that it is also working to improve on its GIZ system to enable applicants upload information on the ministry's website in the comfort of their zones without necessarily coming to the ministry to do that.

The commissioner also stated that the Governor has approved 50 per cent rebate to enable citizens of the state register their properties, noting, however, that the discount would soon elapse.

The Executive Director NASCO Group of Companies, Mr. Idris Nasreddin thanked the team from the Ministry of Lands, Survey and Town Planning, saying the relationship NASCO has enjoyed with the current administration was remarkable.

The Executive Director affirmed that NASCO is part of Plateau State, and that it had no intention of leaving the state, recalling that even during its moments of despair, the organization remained resolute and proud of Plateau State.

NASCO Group General Manager, Administration, Alh. Shehu Nyalun expressed appreciation for the visit and commended Governor Caleb Mutfwang for appointing capable hands that are helping him in piloting the affairs of the state.

He said as a corporate organization, NASCO would continue to support activities and programs of government for the benefit of all, disclosing that in company's employment profile, about 85 percent of people employed are indigenous people of Plateau State.

COMMITTEE FOR ALTERNATIVE BURIAL GROUND BEGINS CONSULTATIONS

The committee which was set up by the Government of Plateau State to provide an alternative burial ground within the Bukuru Jos metropolis to replace the crowded government cemetery along Zaria road, Jos has begun its engagements with critical stakeholders.

The chairman of the committee who is also the Permanent Secretary, Ministry of Lands, Survey and Town Planning, Mr. Samuel Tsoho Aliyu led members of the committee to the Jos Central Mosque to have an interface with officials of 'atu Nasril Islam (JNI) to address the misrepresentation on the social media regarding the Zaria road cemetery.

Mr. Samuel Tsoho said, government set up the committee not to oppress or witch-hunt any religious group in the state but to plan ahead given that the Zaria road cemetery is almost filled up.

The chairman of Jama'atu Nasril Islam (JNI) and the Emir of Wase, HRH Dr. Muhammed Sambo Haruna thanked the Governor of Plateau State Barr. Caleb Mutfwang for constituting such committee, adding that there had been misconceptions all over the social media that government intended to take over the burial ground for a different purpose.

According to him, governments' intentions had become clearer with setting up of the committee and urged all religious bodies to co-operate with the committee.

Describing the assignment as sensitive, Dr. Haruna assured the committee of JNI's full support and promised to make inputs to ensure its success.

In addition, the committee also visited the office of the Christian Association of Nigeria (CAN), Plateau State chapter to get their inputs to enable the committee to carry out its assignment without any hitch.

CAN chairman, represented by the treasurer of the association, Rev. Dr. David Laje applauded the effort of the Plateau State Government for such development.

The CAN chairman's representative assured the committee of CAN's full support and prayers for the growth of the state.

The committee also visited the Youth Interfaith Forum (PYIF), where the co-chairman of the organization, Pharm. Markus Kanda also acknowledged the importance and sensitivity of the assignment.

He commended the Governor for the decision to plan ahead, in line with the agenda for the development of the Jos-Bukuru metropolis.

LANDS COMMISSIONER RECEIVES TASK FORCE ON RECOVERY OF GOVERNMENT PROPERTIES, COMPTROLLER OF IMMIGRATION SERVICE

Plateau State Commissioner, Ministry of Lands, Survey and Town Planning, Barr. Peter Nyam G*i, has stated that the decision of Governor Caleb Mutfwang to set up a Task Force on the Recovery of Government Properties is in the best interest of Plateau State.

The Commissioner who stated this in his office while receiving officials of the Task Force said the present administration was willing to recover all government properties taken by individuals for their personal use, describing it as unacceptable.

Barr. G*i assured the Task Force that the Ministry was ready to give relevant information to help them succeed in their assignment.

The commissioner noted that the committee members were carefully selected to carry out the assignment and urged them to do it with all sense of duty.

Barr. Peter G*i also informed the Task Force that, in the course of its work, the Ministry discovered some properties not properly allocated and that such properties were put on red alert and that Certificates of Occupancy were not given on those properties.

Consequently the commissioner pleaded with the Committee that, in course of of their assignment, if they discover government properties which have already been taken over before the conclusion of the exercise, they should inform the ministry to put those properties on red alert to avoid the issuance of Certificate of Occupancy.

He added that the Ministry would continue to collaborate and synergize with the committee in order to achieve the desired goal.

Earlier, in his opening remarks, the Chairman of the Task Force Committee on Recovery of Government Properties, Brigadier General Nansak Yakubu (rtd) said their visit was to seek areas of collaboration with ministries and agencies to enable them carry out their assignment effectively.

The chairman said they were requesting all the inventories of all ministries in respect of houses, cars and landed properties, adding that the committee would need staff from the ministry to assist it in carrying out the assignment.

Also in the Commissioner's office on a courtesy visit was the Comptroller, Nigeria Immigration Service, Plateau State Command, Linda Fom.

The commissioner who described the visit as a welcome development said it would enable them to build synergy, even as he commended the service for carrying out its mandate with professionalism.

The commissioner also commended the Governor of Plateau State for accommodating all Federal Government agencies on the Plateau as seen in his recent donation of a building to the National Disability Rights Commission to enable it host the North-central Zone headquarters of the commission.

Commending the Nigeria Immigration Service for choosing Plateau State as venue for their last National Conference, the Commissioner said the state was proud to identify with its activities, and cited the efficiency with which international passport is now processed in the state.

The Comptroller, earlier in her speech said her visit was aimed at creating awareness about some of the services they offer, explaining that often times people think Immigration Service is all about international passport but noted that there were other services it offers.

PLATEAU STATE GOVERNMENT SETS UP COMMITTEE FOR ALTERNATIVE BURIAL GROUND

The Government of Plateau State under the leadership of Governor Caleb Mutfwang has set up a committee to provide an alternative burial ground within the Bukuru Jos metropolis to replace the crowded Government cemetery along Zaria road, Jos.

Inaugurating the committee at the Plateau State Ministry of Lands, Survey and Town Planning, the Commissioner, Barr. Nyam Peter G*i said by this decision, government was merely being sensitive and responsive to a crucial need in line with its people-centered agenda.

The Commissioner stressed the importance of the committee and implored its members to carry out the assignment with a high sense of duty.

The Commissioner who commended the Governor for his passion and commitment to the development of the state urged the 14-member committee to see the task as an opportunity to contribute to the development of the state.

Barr. G*i said who harped on the imperative for a new cemetery within the metropolis said the committee's responsibility was not only to look for and provide an alternative but to also study and be guided by the extant laws governing the closure of burial grounds.

G*i also employed the committee to take into cognisance the cultural sensitivity of the people, stating that some families that had buried their deceased members there may eventually want to evacuate them, hence the committee should look into possibilities such as that.

The commissioner revealed that recently, the Governor set up a committee for the re-designing of the stadium along Zaria, adding that the task of both committees were similar because the burial ground is almost opposite with the stadium and that that axis needed to be free of its bustling traffic.

In his acceptance speech, the chairman of the committee, Mr. Samuel Tsoho Aliyu who is also the Permanent Secretary of the Ministry of Lands, Survey and Town Planning promised that the committee would work within the time-frame of 3 months given to it.

He thanked the Commissioner for finding the the committee members worthy to serve in that capacity.

MINISTRY OF LANDS SEEKS PARTNERSHIP WITH LAND OFFICERS OF THE 17 LGAs

Plateau State Commissioner of Lands, Survey and Town Planning, Barr. Nyam Peter G*i, has stated that land officers of the 17 Local Government Areas are critical in the development of the state, noting especially those local governments within the Greater Jos Master Plan.

The commissioner stated this during an engagement meeting with the land officers of the local governments of the state at the ministry's conference hall in Jos.

He said the essence of the meeting was to find areas of collaboration on how to invest in land in order to build up a resource based for the local governments.

Barr. G*i added that the ministry is doing everything possible to improve land administration in terms of service delivery to boost the revenue base of the state.

The commissioner lamented that a lot of people had taken over the job of local government land officers, explaining that, "for someone to obtain R of O, there must be a change of ownership from the local government which is the work of land officers to issue that but, regrettably, majority of the Change of Ownership document are fake because some people just forge the signatures of the paramount rulers and district heads".

He advised the land officers to recommend and come out with a unified and a well-structured Change of Ownership document with a logo that will be the same in all the local government areas.

In the same vein, the commissioner enjoined them to streamline the signatures of the service chief to control malpractice in the system of land business.

G*i informed the land officers that very soon, investors would come into Plateau State with projects, and all would centre on land, hence the need to join hands with the land officers, adding that the ministry would call on land officers of the affected local governments to be part of the process once it starts.

The commissioner who decried the emergence of land committees in local governments and communities urged the land officers to up their game so that these land committees would not take away their jobs.

He revealed that the Federal Ministry of Housing had put forward a proposal to construct 200 houses in each local government, assuring that the ministry was ready to partner with any local government in terms of development of layouts.

According to the Commissioner, there is a project called systematic land title registration which the ministry would carry out soon, saying all the local governments would be captured under the project and that land officers would be fully involved in the exercise.

Responding on behalf of his colleagues, the chairman of the forum of Town Planners (TPL), Eric Pam who is also the land officer of Jos South LGA appreciated the commissioner for organizing the meeting, which he said was the first of its kind, and described it as apt and timely.

He called on the commissioner to use his office to facilitate the creation of a lands department out of the works department in each of the local government areas.

Pam said like the revenue department in the local government, it was the Board of Internal Revenue Service that stood for the creation of a revenue department in each of the local governments.

He also pleaded with the commissioner to mandate local government chairmen to prioritize government layouts in the localities to improve the revenue base of the local government.

Contributing, the land officer of Mangu LGA, Mrs. Theresah Chuhwak pleaded with the commissioner to hold meetings with the paramount rulers and district heads, noting that some of them charge 10 per cent for Change of Ownership, adding that it affects land business transaction and discourages people from having their land titles.

The meeting later went into technical sessions with some of the directors of the ministry.
