5. LETTER FROM IKOT EKPENE LOCAL GOVERNMENT PROPERTY MANAGEMENT AND INVESTMENT PROMOTION AGENCY

A motion to receive the letter was raised and seconded by Hon. Idorenyin Akpan and Hon. Ofonusoro Usoro.

The council received a letter from the agency with the subject: NOTIFICATION OF ENCROACHMENT ON IKOT EKPENE COUNCIL PROPERTY BY THE CATHOLIC MISSION IN IKOT EKPENE. Part of the letter read "it should be of note that a letter instructing the trespasser to stop work on the land has fallen on deaf ears and construction work is progressing on the said land situated behind and beside the council secretariat".

While setting the pace for further deliberations, the Leader of Council, Hon. Lawrence Inyang disclosed key efforts made by the agency with regards to her mandate and highlighted areas they needed legislative support. Reactions on the subject of the letter were received from Hon. Idorenyin Akpan, Hon. Iberedem Akpan and Hon. Ofonusoro Usoro who also commended the members of the Agency for the seriousness they have exhibited so far in the discharge of their functions.

The house resolved through a motion raised by Hon. Iberedem Isonguyo and seconded by Hon. Clara Ekpo, to seek further clarifications from the Executive to aid legislative actions on the subject.

6. MATTERS OF URGENT IMPORTANCE:

a. The Need to Probe the Level of Implementation of Byelaws passed by the 7th Legislative Council. Sponsor: Hon. Abraham S. Udo (Deputy Legislative Council Leader)

A motion to receive this matter of urgent importance was raised by Hon. Ofonusoro Usoro and Hon. Clara Ekpo.
Hon. Abraham raised concerns on the level of enforcement of various Bye-laws passed by the 7th Assembly. In his presentation, He noted that some of the legislations of the Assembly were not attended to, while the parts that are implemented are done haphazardly and therefore not producing the required results with respect to duty owed to the people by government, as well as the transparency expected in the management of government affairs as provided for in the byelaws. In his prayers, he submitted that the Executive be recommunicated on these bye-laws.
Reactions to the matter were received from other members of the Council in attendance. Through an amended prayer by Hon. Idorenyin Akpan and seconded by Hon. Ofonusoro Usoro, the council resolved to probe the implementation of the byelaws passed by the Legislature, as a part of her oversight functions.

b. The unsanitary condition of the old council premises occasioned by the abandonment of unserviceable vehicles and dumping of refuse within the premises. Sponsor: Hon. Idorenyin Akpan (Chairman House Committee on Works, Transport, Environment, Town Planning and Survey).

The legislator brought the attention of the House to the dilapidating nature of the Local Government Town Hall. He highlighted that the premises is overgrown with thick bushes, failing structures, unserviceable vehicles, etc., and prayed that the Executive be empowered through a resolution to dispose of the unserviceable vehicles that have now become habitats for bees, rodents and reptiles.

After exhaustive deliberations, the Leader asked that the prayer be amended to ensure that the disposal will follow approved government guidelines for the sell of government assets. The prayer was amended and granted with instructions to the clerk to convey the Council's resolution to the Executive.

7. ORDER OF THE DAY:

a. Bills:
First Reading: A Bill for a Byelaw for the establishment of Ikot Ekpene Local Government Education Trust Fund and other matters related thereto. Sponsor: Hon. Lawrence Inyang, Councilor ward 11 and Leader of the Legislature.

A Motion to present the bill for first reading was moved and seconded by Hon. Iberedem Akpan and Hon. Ofonusoro Usoro respectively.

The clerk of the legislature presented and read the Bill for the first time.

8. ADJOURNMENT:

A motion to adjourn the sitting till Friday 24th June, 2022 was moved and seconded by Hon. Clara Ekpo and Hon. Idorenyin Akpan respectively. The sitting was adjourned at about 02:56pm.

IKOT EKPENE LEGISLATIVE COUNCIL PASSES A RESOLUTION TO COMBAT ENCROACHMENT ON GOVERNMENT PROPERTIES

The 7th Ikot Ekpene Local Government Legislative Council during her plenary on Thursday 12 May, 2022 received a matter of Urgent Public Importance sponsored by Hon. Idorenyin Udo Akpan, Councilor representing Ward 3 and Chairman House Committee on Works, Transport/Town Planning & Environment.
He briefed the Council on the latest development in the Local Government being an encroachment on Government property in the heart of the town, the former TOTAL FILLING STATION where complete and appropriate compensation had been paid to the previous owners and who had since vacated the said property.
The legislator made reference to similar incidences where individuals make use of government properties after compensations have been paid for same. In His prayers, He urged the Council to:

1. Direct the Executive to immediately engage all necessary security apparatus of government to stop the unlawful acquisition of Government land by a group or individuals and land grabbers.

2. Direct the Executive to furnish the Legislature with the inventory of Government Lands and other properties to enable the House carry out its oversight functions.

3. Direct the Executive to release the necessary funds to Ikot Ekpene Property Management and Investment Promotion Agency to enable the Agency to deliver on its mandate.

Reactions from the House all in favour of the substantive motion highlighted the need to address this and other related anomalies in the local government. The House unanimously adopted the prayers presented before Her and conveyed same to the Executive through a resolution.

NEWS UPDATE: IKOT EKPENE LOCAL GOVERNMENT COUNCIL INAUGURATES A NEW AGENCY

Ikot Ekpene Local Government Council yesterday 14th April, 2022, inaugurated the Management Committee of Ikot Ekpene Local Government Property Management and Investment Promotion Agency at the Local Government Secretariat.

This development came as a result of a Bye Law for the establishment of such an agency that was recently assented to by the Executive Chairman of the Local Government. In accordance with the provisions of the Bye-law, the members of the committee were nominated by the Executive Chairman and confirmed by the Legislature, the day’s event was to officially commission the agency to commence operations.

Introducing the Agency, the Leader of the Legislative Council, Hon. Lawrence Inyang highlighted that the creation of the Agency was necessitated by the council’s efforts towards self-sufficiency. He disclosed various challenges of the council to include, dependency on statutory allocations, the poor state of some of the local government assets and the need for proper planning for the economic, social, human and cultural development of the local government.

He concluded by thanking the Executive Chairman and noted that the inauguration of the Management Committee of the Agency is a conscious step by the Executive Chairman to proffer sustainable solutions for the socio-economic issues besetting the local government.

The agency being the first of its kind in the local government is composed of a 7-man management team. Hon. Owoikana Ekanem, while presenting the various profiles of members of the Management Committee of the Agency, highlighted the level of professionalism embedded in the team. He introduced them as follows:

1. Unwana Godwin Udomah (Engr.) – Chairman
2. Barr. Mercy Umoh – Secretary/Director Legal Services
3. Evans Francis Ekainyang - Director Investment and Business Development
4. Imo-owo Ekanem - Director Economic Planning and Finance Operations
5. Manasseh Umoette - Director Property Management
6. Ekeoma Chikadibia - Director Coporate Affairs
7. Anietie Ekpenyong (PhD) - Director Special Duties

Administering the Oath of Allegiance and Oath of Office on the Committee, the Executive Chairman, Ikot Ekpene Local Government Council, who was represented by the Vice Chairman, Hon. Precious Udoh reminded the team of the provisions of the Bye-Law guiding the creation of the Agency as well as that of the Constitution of the Federal Republic of Nigeria. He admonished them to live up to their pledges and prayed for divine grace to fulfill the onerous task ahead of them.

In his acceptance speech, Engr. Udomah, the newly sworn-in and pioneer chairman of the agency, appreciated God for the great commission before his team. He appreciated the Council for finding him and other members of the Committee worthy to serve and the thorough job done in carefully selecting such a competent team for the task devoid of any form of politics and expressed their acceptance to serve the people of Ikot Ekpene Local Government Area.

He went further to highlight some of his plans for the agency to include investments in the raffia heritage, agriculture, education and technology. He mentioned few properties of the local government that needs proper attention as well as the need to request from the state government the reallocation of her unutilized properties within the local government to the Local Government Council.

Engr. Udomah, concluded his speech by soliciting for the continued support of the Local Government Council towards the fulfillment of the agency’s responsibilities.

Expressing her gratitude through a vote of thanks, the Head of Service, Dr. Eno Akpan Michael Akpa expressed her appreciation over the development in the council, and thanked the members of the Committee for accepting to bring their wealth of experience to contribute to the development of the local government. She appreciated all for turning out for the event and prayed for journey mercies back to their various destinations.

The epoch event was graced by high profiled personalities within and outside the Local Government Council. Worthy of mention include, the Deputy Leader of the 7th Ikot Ekpene Legislative Council, the House Leader of the Legislative Council and other Councilors, the Dean of Supervisors and his team of Supervisors, Director of Administration, Director of Finance, past and present clerks of the Council, staff of the Council and other distinguished guests.

*THE 7TH LEGISLATIVE COUNCIL SCREENS NOMINEES FOR IKOT EKPENE LOCAL GOVERNMENT PROPERTY MANAGEMENT AND INVESTMENT PROMOTION AGENCY.*

Ikot Ekpene Local Government Legislative Council today Tuesday, April 12, 2022 during plenary held at the Legislative Chambers, screened nominees from the Executive Chairman for the Management Committee of Ikot Ekpene Local Government Property Management and Investment Promotion Agency.

Recall that the Legislative Council during Her plenary of 23rd February, 2022, had passed a Bill for the Establishment of Ikot Ekpene Local Government Property Management and Investment Promotion Agency; a body saddled with the responsibility of promoting and coordinating investments in the Local Government, which was duly assented to a Bye-Law by the Executive Chairman.

Through a letter from the Executive Chairman in accordance with the provisions of the Bye-Law, the Legislative Council called for and received the resumes of the following persons nominated to manage the agency:

1. Uwana Godwin Udomah (Engr.) – Chairman
2. Barr. Mercy Patrick Umoh – Secretary
3. Mr. Evans Francis Ekainyang – Member
4. Mrs. Ekeoma Chikadibia – Member
5. Mr. Imo-owo Ekanem – Member
6. Mr. Manasseh Umoette – Member

The nominees through an invitation from the Legislative Council appeared during plenary for the screening exercise. During the session, the legislators scrutinized the resumes of the nominees and offered the Chairman designate the opportunity to defend his suitability and to give an overview of his plans for the Agency. The legislators threw vital questions to the nominees who responded appropriately.

The nominees were subsequently confirmed through a motion moved and seconded by Hon. Owoikana Ekanem and Hon. Ofonusoro Usoro respectively.

The decisions of the Legislature will be duly transmitted to the Executive for further necessary actions.

i. Highlighted the excellent leadership strides of His Excellency, the Executive Governor of Akwa Ibom State and the current peace and security enjoyed throughout the state.

ii. Noted the recent developments in the political climate of the state with regards to the pronouncement of Pastor Umo Eno as a preferred successor by His Excellency, the Executive Governor of the State.

iii. He emphasised the need for the council to align with the State Executive’s leadership direction.

iv. He urged the council to adopt the candidacy of Pastor Eno as the next Governorship candidate as announced by the Governor.

8. ORDER OF THE DAY:

a. Substantive Motion:

A motion to receive a substantive motion was moved and seconded by Hon. Ofonusoro Usoro and Hon. Ubong Inyang respectively.

Sponsor – Hon Idorenyin Udo Akpan – Councillor Ward 3 & Chairman, House committee on Works, Transport/Town Planning, Surveys & Environment.

Subject – A motion to streamline activities in Otor Market

Key Observations Noted include:

i. Allocation of adjouring Abiakpo, Ikot Akpan Omon, Ebiyem, Mongo Park, Atan, Sanni Ogun and Market Roads to traders for hundreds of thousands of naira annually by the Market Committee in clique with some other unscrupulous and unashamed, persons, with no evidence of such revenue to the Local Government treasury.

ii. The above-mentioned adjourning roads meant for free flow of both human and vehicular traffic are presently barricaded with hinders access through the roads twenty-four hours of the day.

iii. Complete abandonment of the shades and stores in the main Otor market by traders for concentration on the roads mentioned herein.

iv. Blockage of channels meant to drain water out of the market and environs thus exposing the entire market to stagnation of water, mud and favourable habitation by destructive rodents and dangerous reptiles.

v. Distasteful handling and display of food items in the market inconsistent to public health.

The Legislator highlighted efforts made by the local Government Council in addressing the excesses from the market, such as the installation of Barbed wires to restrain traders from selling on the road, monthly waste disposal management, etc.

Prayers:

He prayed the council to -

i. Impore provisions of Section 25 (2) of the 2017 Local Government Administration Law by inviting the Executive Chairman, through an appropriate Supervisor or the Market Committee Chairman to the Council for explanation on the observed abnormal in the market.

ii. Put in place an ad hoc investigating committee of this Council be constituted with a view to unmasking why Atan, Sanni Ogun, Abiakpo, Ikot Akpan Omon, Ikot Obio Eyem and Mongo Park roads are annually allotted to traders for fees not traceable to Council treasury, thereby blocking the roads for free vehicular and human traffic.

iii. Give accelerated consideration to the bye law to regulate markets and activities of traders therein Ikot Ekpene.
