Lagos State Government reintroduces Amnesty on Planning Permit for existing buildings without approval.

- Within the Amnesty period of 61days, starting from 1st November- 31st December, 2025, owners of such buildings will be able to obtain Planning Permit without paying the stipulated penalty

*LASG OPENS DOORS FOR COLLABORATION WITH BIPORAL ON FUNCTIONALITY OF BANANA ISLAND*

The Lagos State Government has expressed its willingness to collaborate with the Banana Island Property Owners & Residents Association (BIPORAL) to enhance the functionality of the esteemed island.

This was made known by the Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide during a courtesy visit by the Association to the Ministry on Friday.

Olumide emphasised the need for a comprehensive review of the island's layout to ensure its optimal functionality as an estate.

While commending the association for deeming it fit to approach the ministry for the sustainable development of the estate, the Commissioner highlighted key areas of focus, including infrastructure, improvement of accessibility, approval order, and control of illegal extensions, among others.

" As regards the issue of accessibility,for example, a critical challenge that must be solved is the fact that there is only one access leading in and out of the estate. So, urgent collaborative effort is required to address the problem and improve the overall efficiency and security of the island, " he said.

The Permanent Secretary, Office of Physical Planning, Engr. Oluwole Sotire described the move as a positive development for the Lagos State Government and BIPORAL to collaborate to reclaim the vision of the highbrow estate.

According to him, the outcome of the collaboration would serve as a model for other estates in the state.

Earlier, the Chairman of BIPORAL, Ambassador Abidemi Sonoiki, sought the understanding and support of the Lagos State Government to sanitise the estate and enhance its functionality, whilst pledging the commitment of its members.

*LASG SAYS ENFORCEMENT OF PHYSICAL PLANNING LAWS IN TRADE FAIR COMPLEX WITHIN HER JURISDICTION*

The Lagos State Government has reaffirmed its mandate to enforce physical planning laws within its jurisdiction, including the Tradefair Complex in Ojo.

The Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, said that the Lagos State's position was backed by the Supreme Court judgment of 2003 and the Lagos State Urban and Regional Planning and Development Law 2019 as ammended, which empower the State to regulate and enforce Physical Planning Laws.

The Commissioner stated that the location of the Trade Fair Complex on Federal Government land did not exempt developers from obtaining necessary planning permits from the Lagos State Government or adhering to the State physical planning laws.

" We have acted decisively to halt further development of unapproved and unsafe buildings in the Complex as a livable, organised, orderly and sustainable built environment is crucial to achieving our T.H.E.M.E.S+ Agenda ", he said.

He reiterated that the Trade Fair Complex had a history of non-compliance with building regulations and had refused to cooperate with the efforts to bring it into voluntary compliance despite several warnings, including the request in November 2023 for building constructions within the area to be regularised with the Lagos State Ministry of Physical Planning and Urban Development.

This enforcement exercise is part of the State Government's regular efforts to promote safety, livability, and well-being across the State, and not just within the Trafe Fair Complex.

*PHYSICAL PLANNING COMMISSIONER HIGHLIGHTS IMPORTANCE OF LAYOUT PLANS FOR ESTATE DEVELOPMENTS**

The Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide has emphasised the significance of layout plans for estate developments in Lagos State.

Speaking during a live chat on Radio Lagos 107.5 FM's Yoruba programme, Ojutaiye on Wednesday, Dr. Olumide explained that a layout plan was a crucial requirement for all land developments spanning 10,000 square metres or more.

He said that a layout plan served several purposes, including designating different land uses and allocating them to suitable areas, planning utility needs, such as power, water, and waste disposal as well as designing drainage networks to prevent flooding and creating road networks to ensure effective connectivity within the estate.

Dr. Olumide said that some developers exploit the housing shortage by flouting regulations, comprising communities' well-being and the State's vision of a livable, organised, and sustainable physical environment.

He commended developers who have responded to the ministry's call to regularise their status, particularly those listed among the 176 estates without layout approvals.

On the amnesty programme for existing buildings without planning permits, Dr. Olumide offered hope to Lagosians, stating that the programme might be reintroduced soon. "Due to the success of the Amnesty Programme introduced last year with the gracious approval of Governor Babajide Sanwo-Olu, we are strongly considering reintroducing the Programme for another three months", he said.

The Commissioner emphasised the importance of adhering to planning regulations to ensure sustainable and well-planned developments in Lagos State, highlighting the government's role in the built sector.

PLANNING PERMIT: LASG DEMANDS MANDATORY CCTV CAMERA IN BUILDINGS OF SIX - FLOORS AND ABOVE

The Lagos State Government has said that it would henceforth demand the mandatory provision of CCTV cameras in buildings of six floors and above as a prerequisite for the issuance of Planning Permits.

This was made known in Alausa on Tuesday by the Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide.

According to the Commissioner, " property owners will, as a requirement for Planning Permit, now be mandated to install CCTV cameras in all existing buildings of six floors and above along major roads in the state as well as in all proposed or under construction buildings of six floors and above anywhere in the state".

He stated further that the initiative would also cover all commercial buildings in Lagos State, which would equally be mandated to provide CCTV cameras as a requirement for their approvals.

Olumide said that the Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu approved the initiative to bring about enhanced security and balance public safety with physical planning considerations within the state.

He disclosed that to ensure consistency and interoperability, the Lagos State Physical Planning Permit Authority, LASPPPA, would establish standardised specifications for CCTV camera systems and direct regular maintenance and inspection schedules to ensure camera functionality.

The agency will also mandate property owners to always make the footage available to the state security agents on request.

He enjoined all stakeholders to support the initiative, which is tandem with the smart city ideals and the T.H.E.M.E.S+ Agenda of the Lagos State Government as it is geared towards achieving a livable, organised and sustainable Lagos.

COMMISSIONER CHARGES NEWLY RECRUITED TOWN PLANNERS ON DEDICATION, UPRIGHTNESS

The Commissiner for Physical Planning and Urban Development, Dr. Oluyinka Olumide has charged newly recruited Town Planners in Lagos State Public Service to be dedicated and upright in discharging their duties to the state.

The Commissioner made this call on Monday during the induction ceremony of the newly recruited officers at the Lagos State Physical Planning Permit Authority(LASPPPA) Headquarters, First Secretariat, Ikeja.

He enjoined the officers to get acquainted with the focus of the State Government and the mandate of the Ministry and apply themselves to the service of the state while ensuring diligent and lawful conduct at all times.

" You should make the Lagos State Government that has given you this rare opportunity to serve proud by being good ambassadors and representing her well before the people whom you are to serve. You should take your time to learn, understand, and apply the rules and regulations as well as the noble culture of the Lagos State Public Service, " he said.

Counselling further, the Commissioner urged the new officers to be resilient, punctual, time conscious, and respectful as these are qualities of highflyers in the system.

The Permanent Secretary, Office of Physical Planning, Engr Olumide Sotire, urged the new officers to be prepared for the familiarisation tour of the ministry’s departments and agencies to familiarise themselves with the workings of the ministry and be in good stead to give their best to the Lagos State Service.

He advised them to be calm and attentive and be ready to deliver at any given time while the General Manager, Lagos State Planning and Environmental Monitoring Authority, Tpl. Daisi Oso spoke on the need to dress and comport themselves well as representatives of the State Government.

The General Manager, Lagos State Physical Planning Permit Authority, LASPPPA, Tpl. Kehinde Osinaike called for a prompt and accurate report of observations on the field as he urged the new officers to embrace technology and shun all forms of compromise in the discharge of their responsibilities.

Also, at the event were directors in the Ministry and its Agencies.
