MY DEAR PEOPLE OF DEKINA/BASSA FEDERAL CONSTITUENCY,
Good day to you all.
Today, I speak to you not just as a politician, but as a servant of the people with a clear vision to restore governance back to the grassroots where it truly belongs.
No society can grow when its Local Governments remain weak, controlled, and financially strangled. Development cannot reach our communities when the funds meant for the people disappear before getting to the grassroots.
That is why I proudly present to you a practical and people-oriented blueprint:
THE ENIJI MODEL
Local Government Autonomy with Accountability
This is not just another political slogan.
It is a bold and workable strategy designed to ensure that the resources meant for our communities are used for the development of our communities.

1. AUTONOMY FIRST LEGISLATION
By the grace of God and with your support, my first assignment at the National Assembly will be to sponsor a powerful bill titled:
βLocal Government Financial and Administrative Autonomy Enforcement Act.β
This bill will guarantee direct allocation to Local Governments without diversion, manipulation, or unnecessary interference.
Enough is enough. Funds meant for the people must reach the people.

2. DIRECT ALLOCATION TO LOCAL GOVERNMENTS
Under the Eniji Model, Local Government funds must go directly to Local Government accounts β not through State Government control.
This will remove the bottlenecks that have held our communities hostage for decades and allow real development to reach our villages and towns.

3. COMMUNITY BUDGET PARLIAMENT (CBP)
Transparency is key to development.
That is why we will introduce the Community Budget Parliament (CBP) where every quarter, Local Government Chairmen must come before the people to explain:
β’ What they received
β’ What they spent
β’ Projects executed
β’ What remains available
The people deserve answers. Accountability must become the new normal.

4. LG ALLOCATION TRANSPARENCY DASHBOARD
We will establish an open monitoring system known as:
βLG Allocation Monitor.β
Every month, citizens will know:
β’ How much allocation came in
β’ What it was used for
β’ Projects currently ongoing
This will reduce corruption, promote transparency, and restore public trust.

5. WARD DEVELOPMENT SCORECARD
Every ward matters. Every community deserves fairness.
Through the Ward Development Scorecard, development projects in every ward will be tracked and published, including:
β’ Water projects
β’ Rural roads
β’ Healthcare centres
β’ Schools
β’ Security support
No ward will ever be abandoned again.

6. AUTONOMY WITH RESPONSIBILITY
Autonomy must come with discipline and responsibility.
We will push for laws that ensure a reasonable percentage of Local Government funds are dedicated to:
β’ Primary healthcare
β’ Education & skills acquisition
β’ Rural infrastructure
β’ Agricultural support
β’ Community security
Because autonomy must translate into real development for the people.

7. STRICT PUNISHMENT FOR INTERFERENCE
This is very important.
Any State official who:
β’ Diverts Local Government allocation
β’ Delays LG funds
β’ Illegally dissolves elected councils
β’ Imposes caretaker committees
must face strict legal consequences, including prosecution and disqualification.
Without accountability, autonomy can never be real.
π’ MY MESSAGE TO THE PEOPLE
This movement is not just about politics.
It is about building a better future where:
β Our roads are accessible
β Our schools are functional
β Our clinics are equipped
β Our youths are empowered
β Our farmers are supported
β Our communities are secure
This is the change our people deserve.

I am not going to Abuja to warm seats.
I am going to represent Dekina/Bassa with courage, transparency, bold legislative action, and people-driven governance.
Together, we will make Local Government work again.
