FG, States Deepen Health Reform with Renewed Push to Strengthen Primary Healthcare through
The Federal Government, through the Federal Ministry of Health and Social Welfare, has reaffirmed its commitment to revitalising primary healthcare across Nigeria as it convened the 11th Ministerial Oversight Committee (MOC) meeting on the Basic Health Care Provision Fund (BHCPF) in Abuja.

The meeting marks a critical step in Nigeria’s health sector reform agenda under President Bola Ahmed Tinubu’s Renewed Hope vision centering on universal access to quality, affordable healthcare at the primary level.

Speaking at the meeting, Coordinating Minister , highlighted significant milestones achieved under the BHCPF, noting that over 37 million Nigerians have accessed essential healthcare services through the fund.

“The BHCPF is delivering results because of strong collaboration across federal, state, and local governments, supported by civil society and our development partners,” said Prof. Pate “No single tier can solve Nigeria’s healthcare challenges alone — but together, we are building the foundations of lasting progress.”

Pate emphasised that the success of the BHCPF reflects Nigeria’s broader health reform, anchored in the Nigeria Health Sector Renewal Investment Initiative, which has received endorsement from all 36 state governors. He also connected recent macroeconomic reforms including the fuel subsidy removal and the new tax law — to longer-term health financing sustainability.

“These economic reforms are not abstract. They’re about expanding fiscal space to fund critical social sectors like health and education,” he added. “A functioning healthcare system requires investment, and we are intentionally laying the groundwork for that.”

On tuberculosis, he acknowledged the concerning number of patients yet to begin treatment despite testing positive. He assured stakeholders that the 2025 budget includes increased drug procurement to meet growing demand driven by expanded detection efforts.

Also speaking, , Minister of State , stressed the BHCPF’s emphasis on transparency, inclusivity, and accountability, commending the oversight process that integrates civil society, subnational governments, and development partners.
“The MOC is not just oversight in name — it is a participatory model that aligns national priorities with grassroots realities,” Dr. Salako said.

At the sub-national level, Dr. Oyebanji Filani, Chair of the Health Commissioners Forum, reported that ₦32 billion was disbursed across Q1 and Q2 of 2025 to over 8,000 PHC facilities, enabling renovations, workforce training, re-equipping of centers, and improved medicine supply.

“We’re seeing visible transformation —PHCs are being revived, communities are re-engaging, and access to care is steadily expanding,” Filani said. “But we must double down on accountability to sustain these gains.”

The MOC ended with a renewed commitment to accelerate PHC reform, scale innovative financing, and maintain political momentum to achieve 70% population coverage for essential health services.

Key Resolutions and Outcomes from the 11th MOC
1. Fund Disbursements Approved
-The MOC ratified the application of ₦32.88 billion from Q1 2025 allocations to implement BHCPF activities for Q1 and Q2 (₦16.44 billion per quarter).

-Approval was also granted for the Q3 2025 disbursement of ₦32.88 billion, to be released by August 2025, pending fund availability.

These approvals reinforce the federal government’s commitment to timely and consistent financing to drive PHC performance and accelerate progress toward Universal Health Coverage (UHC).

2. Revised BHCPF Guidelines 2.0 Approved

-The BHCPF Guidelines 2.0, provisionally endorsed at the 10th MOC, have now been officially approved.

The Coordinating Minister of Health and Social Walfare Prof Muhammad Ali Pate Commissioned Nigeria’s First large-scale rapid diagnostic test (RDT) Production facility CODIX BIO Limited in Ogun State.

A new Pharmaceutical manufacturing plant dedicated to producing diagnostic and treatment kits for diabetes, hypertension, and cardiovascular diseases.

The project has been described as the first of its kind in Nigeria and the SECOND LARGEST RDT plant in sub-Saharan Africa.

The facility, owned by Codix Bio Pharmaceutical Company, is strategically located along the Sagamu-Ijebu-Ode Expressway and marks a major milestone in Nigeria’s healthcare and manufacturing sectors.

Codix began operations in Nigeria in 2008. In 2009, they became the first company in Nigeria to establish national guidelines for diagnosing diabetes.

The new facility will manufacture Rapid Diagnostic Test (RDT) kits for diseases such as HIV and Malaria in partnership with the World Health Organization and SG Biosensor.

Within the next 18 months, the company will also build a second facility to support local production of generic medicines.

Nigeria making progress in healthcare delivery — Health Minister

7th May 2025

The Coordinating Minister of Health and Social Welfare, Prof Muhammad Pate, on Tuesday, said Nigeria is making notable progress in expanding access to quality healthcare services, particularly at the Primary Health Care level.

Speaking at the Sector-Wide Approach State Strategic Engagement with stakeholders from the North Central and South Western states in Abuja, Prof Pate highlighted that ongoing health sector reforms have led to approximately 80 million annual visits to PHC centres nationwide.

Pate commended state-level efforts, noting that despite existing challenges, several states have made significant progress in areas like skilled birth attendance, antenatal care, and performance data reporting.

He said, “In some areas, the performance is marginal, but we’re also learning from each other. Overall, we’re seeing improvement in how states are reporting data about their performance. Just to put it in context, every quarter, about 20 million contacts are made with Nigerians through the primary health care system that has now been revamped.

“That means about 80 million contacts. It doesn’t mean 80 million people, but it means at least 80 million contacts per year, which means that the primary health care system, imperfect as it may be, is beginning to pick up because of the reforms that this government started under the leadership of the president and with the support of all the states, the local government, civil society, and development partners, as well as Nigerians, because it is all of us, including community leaders, traditional leaders, that have to demand for the care.

“This is an exercise to assess our performance by ourselves, leading up to the joint annual review that we will do later this year, and we’re very pleased with the support that we’re seeing from all the states that are actively engaged in this effort, which is part of really the transformation that we are undertaking together with everyone.”

The Minister noted that even though it would take some time to position the country’s health sector, the current administration has in the last two years, undertaken deliberate investments which was matched by many of the states.

“With the direction that we have in the Federal Government and the States keying in, we are already beginning to see early signs that things are slowly improving, but they have to be sustained and we are committed to making sure that Nigerians get the benefit of these improvements that we are making in the system,” he added.

The National Coordinator, Sector-Wide Coordination Office, Dr. Muntaqa Umar Sadiq said the performance dialogue by states was focused on examining the core sets of indicators and allowing states to reflect on their performance and identify areas of improvement and collective action

“We do this every quarter and focus on our important priorities, everything from skilled birth attendants, routine immunization, all the important interventions required to crash maternal neonatal and under five mortality.

“This gives us a basis for performance management with states so that we’re focusing on the important notes, identifying the problems, and removing those issues to achieve our collective goals,” he stated.

He mentioned that the different problems in each of the six geopolitical zones have been identified and their efforts supported to improve their ability to save the lives of women and children.

“For the first time, we’ve not only had dialogues looking at the same sets of indicators with every state, but we’ve had a joint annual review and we’re building on that to have these performance dialogues that feed into their annual operating plans so that in the sector wide, when we say one plan, one budget, one report and one conversation, it speaks to an aggregation of every single state’s plans. And that’s why we’re quite excited.

“So states have now identified their issues, the bottlenecks stopping them from moving the needle. Some of the colours of the scorecards that you see were red. So we’ve discussed why, what are the pragmatic factors that will get them from red to green, and as a ministry; we are supporting states in debottlenecking those issues and improving their performance.

“Going forward, we hope that this will translate into improvement in population health outcomes where facilities are more functional,” he highlighted.

REPORT ON PROFESSOR Muhammad Ali Pate PATE’S CONDOLENCE VISITS IN BAUCHI – APRIL 18, 2025

Today, Friday, April 18th, 2025, Professor Muhammad Ali Pate, accompanied by his entourage, undertook a series of condolence visits in Bauchi State following his arrival in the state.

Upon his arrival in Bauchi, Professor Pate was warmly received at the airport by top officials of the All Progressives Congress (APC) in the state, including party executives, political allies, and a large crowd of supporters who came out in solidarity to welcome him.

Without delay, the Minister paid condolence visit to the family of the late Alhaji Faiz Saleh, who recently passed away. Professor Pate extended heartfelt sympathies to the bereaved family, offering prayers for the repose of the deceased’s soul and comfort for the family.

The next point of call was the family house of Alkali Aminu, where the delegation condoled with the family over the demise of Hajiya Chindo Mahe. Professor Pate emphasized the importance of unity and prayer during times of loss, urging the family to find solace in faith.

Following this, the delegation visited the family of Malam Idris Abdul Aziz to express condolences on their recent bereavement. Again, Professor Pate offered words of encouragement and support, praying for strength and healing for the family.

The final stop of the day was at the residence of the Wazirin Hardawa, where condolences were offered over the death of his beloved mother. Professor Pate expressed deep sympathy, noting the revered position of mothers in society and the irreplaceable nature of such a loss.

Throughout the visits, Professor Pate reiterated the values of compassion, community, and solidarity, particularly in times of sorrow. His presence brought comfort and reassurance to the grieving families, highlighting his enduring connection with the people of Bauchi and his commitment to standing by them in all circumstances.
