*PEN DOWN CEREMONY OF FORMER INTERNAL AUDITOR (MRS OLAYINKA OLOLADE)*

On the 24th of February, 2021, the former internal auditor of badagry west LCDA, Mrs Olayinka Ololade retired from active service.

After serving the government meritoriously for 35years, she was celebrated by staff and the management amidst jubilation and dancing while several gifts were presented to her by the management, staff of the audit office and other well wishers .

The cleric who spoke at the occasion admonished all to make good use of whatever offices they occupied to the benefit of humanity while the council manager Mr Ayodele Hunge implore civil servant to be of good conducts while in office noting that whatever they do while in office will speak for them thereafter.

The executive chairman, who was ably represented by the secretary to the local government, Mr Sovi Paul, commended the internal auditor for her good conducts while in office and urge her to continue in same good commendable conducts, remarking that retirement from active service should commence a new era in the life of a civil servant.

According to the citation read by her last daughter , she joined the civil service in the year 1986 and worked in local governments round the state before she rose through the ladder to the post of internal auditor in the service, a lot of prayers were offered for her by the staff while wishing her fruitful years ahead .

COVID-19 VACCINE: LAGOS TARGETS 60 PER CENT ROLLOUT, AS STATE ENGAGES PFIZER, OTHER VACCINE DEVELOPERS

•Sanwo-Olu Reveals Lagos’ Plans Towards Ending Pandemic On Live TV Interview

Lagos State Governor, Mr. Babajide Sanwo-Olu, has revealed the State Government’s plan on Coronavirus (COVID-19) vaccine rollout and the effort to bolster mass vaccination of residents in the State.

Lagos, Sanwo-Olu disclosed, is aiming to achieve 60 per cent vaccine rollout when the vaccination programme commences in the coming weeks, stressing that the figure would help check rate of transmission and build the resilience of the State against the ravaging virus.

The Governor spoke on “Sunday Politics”, a live television programme anchored by Channels TV’s Kayode Okikiolu. He also spoke on activities of his Government since inception and other germane issues around development of Lagos.

Sanwo-Olu said the State Government did not have the plan to make the COVID-19 vaccine available to all residents, as the State may not have the resources to do that; he said critical segments in the State population would be vaccinated to achieve herd immunity against the pandemic.

Aside the vaccine arrangement being made by the Federal Government for States, the Governor said Lagos, which is the epicentre of COVID-19 infection, had activated plans to augment the vaccine that would be delivered to the State.

He said: “As a sovereign, we want the Federal Government to take the lead in getting the vaccine. As a sub-national Government, we are taking our destiny into our own hand. We have started conversation with some of the vaccine manufacturers. I have made contact with Pfizer and Oxford-AstraZeneca. Developers of Moderna have written to us and we have written back to them.

“We are making our own sub-national contacts and part of the things to come out of this effort is that, once we see what the national government is doing in terms of protocols, then we can plan for our rollout. The contacts we made with vaccine developers are at the board level.

“We don’t have to vaccinate the whole of 22 million people in Lagos. The plan is around ensuring that there is herd immunity and that typically speaks to 50 to 60 percent of our population. That’s the target we need to really meet in vaccine rollout.”

On how Lagos would get resources to fund its vaccine programme, the Governor said the bulk of the finances would be realised from the private sector donations and international grants, adding that the State Government also had allocation for COVID-19 project in its 2021 budget.

Sanwo-Olu also spoke on how his administration had strengthened security and the plan to improve efficiency of security architecture in Lagos.

He said Lagos would continue to push for domestication of State Policing as a strategy to efficiently combat crime and strengthen security across the State. He stressed the need to employ technology in intelligence gathering, noting that the State Government was on the verge of rolling out 2,000 security cameras across communities through the Lagos State Security Trust Fund (LSSTF).

He said: “One of the things we can do quickly is to improve the ratio of police to citizens number. That has not happened in a number of years. We believe that Lagos is under-policed, even as human population increases. If we address this imbalance through State Policing model, we can see a turnaround in security response. We are ready to have this conversation with the Police Force whenever they are ready.

“In our Smart City project, we are installing 2,000 high-definition security cameras to boost security architecture in Lagos. We are set and before the end of the year, a lot of cameras will be up on our streets. Technology is one of the things we can use to efficiently provide security. With the data from the cameras, we can get more deterrent from troublemakers.”

*STAKEHOLDERS FORUM FOR YEAR 2021 BUDGET PLAN*

The year 2021 budget stakeholders forum held recently at the local government secretariat of Badagry West LCDA, Kankon was done in conformity with the prevailing government policy and directives on covid-19.

At the opening of the forum, the local government chairman, Gbenu Joseph, in his speech appreciated Almighty God for his mercies in the sudden outbreak of the pandemic and the "ENDSARS" mayhem that almost ruined 2020.

However, he remarked that despite the unforseen circumstances initiated by the cruel events of last year, the the local government was able to execute the budget to a "reasonable percentage".

He therefore, urged the participants at the forum to advance brilliant ideas to further fasting up the cause of development in the local government.

The participants at the forum did not mince words as they extol and appraised the achievements of the Gbenu led government and adjudged it to be purposeful and exceedingly progressive, however, they implored him to do more as they highlight other areas they hopefully expect the government to concentrate her efforts this year.

The forum was sparsely attended because few people were invited in order to comply with the government guidelines on the assemblage of people as regards covid-19 pandemic; in attendance were the Local Government executive chairman, legislative arm, members of the executive cabinet, the management team, political leaders, representatives of various communities, trade, religious bodies etc.

LASG Affirms Schools’ Resumption Date of Monday, 18th January, 2021

The Lagos State Government has affirmed its earlier pronouncement that all public and private schools in Lagos State below tertiary level should resume on Monday, 18th January, 2021 for the second term 2020/2021 academic session.

This affirmation was made today by the Honourable Commissioner for Education, Mrs Folasade Adefisayo while noting that this is in line with the Federal Government’s resolution after reaching a consensus with relevant stakeholders.

Welcoming all to a happy and successful new academic term, Adefisayo urges students and members of staff to stay safe and adhere strictly to COVID-19 guidelines, adding that schools must provide soap, wash hand basin, alcoholic hand sanitizers, thermometers and other essential items in public and private schools across the State. She stressed that washing of hands, wearing of face masks and maintenance of social distancing must be adhered to in order to avoid further spread of the virus.

She however reiterated her earlier advice that all schools must ensure strict compliance with subsisting COVID-19 requirements for school’s resumption. She further disclosed that administrators of both public and private schools are expected to ensure full compliance with the guidelines for school’s re-opening in their respective schools as the State's Office of Education Quality Assurance Team will be on ground to monitor situations in all schools across the State.

NEW YEAR MESSAGE TO MY GOOD PEOPLE.

Firstly I welcome you to year 2021.

I want to specially appreciate God for sparing our lives and making us worthy to see the NEW YEAR despite the many challenges posed by COVID-19 in the world.

I must on this note thank my ever working management team, my vibrant legislative arm and my supportive executives arm, you all have been wonderful.

To my good people in Badagry West, I can never appreciate you enough for the great support I enjoyed from you throughout last year. I must confess that it is your cooperation that has helped us to remain focused as a government, embarking on several community based projects that will better affect the lives of our people positively.

This year 2021 promises to be more fulfilling as we intend to complete existing and ongoing projects such as Primary Health Centre, Apa & Primarily Health Centre Asheri, etc.

We also hope to embark on new projects as well as sponsor laudable programs that will improve on the performance level of our people in Badagry West, especially the staff of the council, community youths, women, men, farmers, traders etc.

As we joyfully celebrate this year, I urge us to be Covid-19 cautious and ensure we take precautions.

Sanwo-Olu Commissions Facility to Manage Severe COVID-19 Cases

Lagos State Governor, Mr Babajide Sanwo-Olu today commissioned the Permanent Sample Collection Triage and Oxygen Therapy Centre in Eti-Osa Local Government Area of the state designed to manage severe cases.

The Governor, who was represented by the Commissioner for Health, Prof Akin Abayomi, said the facility was a testament to the commitment of government to ramp up capacity to respond to the pandemic and save lives.

The facility, which is located within the premises of the Eti-Osa Maternal and Child Care Centre, is one of 10 others strategically located in 10 Local Government Areas of the State with high burden of cases.

Speaking during the official launch of the facility, Sanwo-Olu disclosed that the need to better manage severe-to-critical COVID19 cases spurred the State Government to build and deploy the oxygen therapy centres in 10 high burden Local Government Areas.

He noted that with the construction and decentralization of the Centres, citizens requiring oxygen therapy would not have to travel a distance to Mainland Infectious Disease Hospital to access care.

He said other Permanent Triage and Oxygen Therapy Centres located in Alimosho, Isolo, Surulere, Gbagada, Ifako-Ijaiye, Ibeju-Lekki, Apapa, Mushin and Amuwo-Odofin areas of the State are almost completed and would be activated in two weeks.

I am using this platform to send my sincere greetings and wishes to all the staff, political appointees and wonderful people of our great council on this auspicious season of Christmas and the forth coming year 2021.

It is a season of celebration, drinking and merry making. And also time to rejoice and felicitate with one another.

A season that brings to mind the remarkable birth of our Lord Jesus Christ, the saviour of the whole world. A season of good tidings and utmost display of love.

Though, it's a season of rejoicing and merry , however, I am imploring us to act in utter moderation and be circumspective in all activities because paradoxically it is also a season when the highest quantum of tragedy is recorded in the year due to untamed excitement.

However, as we celebrate this season, I wish us the best of Christmas and a glorious and fruitful new year in advance and I also urge us to be mindful of covid-19 rules to ensure safety.

May the Almighty God preserve us all and grant us many more years on earth.

We CAN NOT Afford to Relax The Battle Against COVID-19 - Sanwo-Olu

Dear Lagosians,

Compliments of the Season.

Regarding my health, I am glad to inform you that I am getting better by the day, and all will surely be well. I thank Lagosians for their prayers and overwhelming kind thoughts. I am, indeed, very grateful.

I have just risen from a virtual Executive Council meeting on issues around the resurgence of COVID-19 and how we should tackle this serious matter.

The Lagos State Government has sadly noticed that there is an unfortunate public perception that we have seen the end of the COVID-19 pandemic; that the worst is over. This is absolutely wrong and dangerous.

We are getting credible reports that the entertainment industry is planning large gatherings, concerts, street parties and carnivals, in the spirit of the Yuletide. Night Clubs have also re-opened in reckless disregard of the existing guidelines, and Events Centers are operating with huge gatherings without any regard for public health and safety guidelines.

This same disregard for Coronavirus guidelines is also being observed with Places of Worship across the State, in both their regular gatherings and the special gatherings organized to commemorate this Season.

Dear Lagosians, this overwhelming non-compliance with guidelines meant to keep us all safe is very disheartening, especially when we consider that the message at the heart of Christmas is one of sacrifice and sacrificial conduct; embodied by the Holy Bible in John 3:16: “For God so loved the world, that he gave his only Son, that whoever believes in him should not perish but have eternal life.”

Christmas is a commemoration of this supreme act of sacrifice by God. The least we can do in this Season is to emulate that spirit of sacrifice, by abiding with difficult but necessary protective guidelines, for the greater good of all of us. This is certainly not the time to lower our guard against the Coronavirus; it is instead time to step up our battle against this stubborn virus that has gripped the world for several months now.

A SECOND WAVE
As you are all aware, Lagos State is recording an increase in COVID-19 cases in all local governments. This is not peculiar to Lagos alone; the entire country is also seeing an uptick in the numbers of confirmed cases of the Coronavirus disease.

Of every 100 tests that we now perform, an average of 10 turn out to be positive. This is an increase from the 5 per hundred recorded in September, but lower than our peak in August which was between 20 and 30 per hundred. This suggests the existence of active community transmission, and represents the very likely possibility of the emergence of a second wave in Lagos State.

This second wave calls for a full re-awakening of caution and precaution. The complacency that crept in over the last few months as a result of our early interventions when cases started to decline from our peak in August, must now give way to an abundance of vigilance.

TESTING AND TREATMENT
We are ramping up testing, we have now recently surpassed the 3,000 tests per day mark, and we will keep raising this number. So far, we have performed 197,000 tests in Lagos State of which 26,000 have been diagnosed positive for COVID-19. Sadly, we have lost 226 persons (May their souls rest in peace). It is important to note that Lagos already tests far more than any other State, accounting for 25 percent of the total numbers tested nationwide.

It should be reiterated that Testing in the designated public facilities remains free; the Lagos State

Government does not charge for Covid-19 Tests in its Testing Centers. The only test centers where there is a charge are the private ones, and these are for intending travelers and also those who seek to know their status for some reason or the other.

ALL persons who are showing symptoms and fit the case definition for the Coronavirus disease will continue to be tested free of charge in the government testing facilities. Collection of samples for testing remains freely available in our sample collection centers spread across all the Local Government Areas in the State.

The majority of patients are electing to isolate at home, but our public isolation centers – of which the IDH in Yaba is the flagship – continue to remain open to patients.

We are working hard to ensure that all the supplies and consumables required are constantly made available, and we encourage all persons who have tested positive and are showing symptoms to seek care in our Isolation Centers.

Do not seek treatment for the disease in private hospitals that have not been accredited for such treatment.

Let me also sound a note of warning to all private testing facilities that are complicit in the allegations of colluding with individuals to issue fake Covid-19 Test Results. We have zero tolerance for this kind of criminal conduct, and will not hesitate to prosecute anybody found culpable, in addition to shutting down the offending laboratories.

A NOTE OF CAUTION
Dear Lagosians, you will all agree with me that we cannot afford another lockdown of the economy. Amidst an economic recession we must find a way to delicately balance the imperatives of life and livelihood. With this in mind, the only solution available to us is to take responsibility for all our actions, and to understand that we must stay safe not only for ourselves but for the sake of the entire society.

The data we have – we strive to ensure that our decisions are as data-driven as possible – does not warrant the introduction of a drastic lockdown; we can achieve a lot simply by modifying our behavior in other ways: reducing the size of gatherings, complying with containment protocols, and applying common sense.

The Lagos State Government is now sounding a clear note of caution to all residents on the importance of maintaining the guidelines that we have put in place to protect us from the ravages of COVID-19. We cannot afford a reversal of the gains we have made against this pandemic.

PUBLIC HEALTH DIRECTIVES
For the avoidance of doubt, the following measures must be noted and complied with:

•All public servants from GL 14 and below, except emergency workers and first responders, are to work from home as from Monday, December 21st for the next 14 days – in the first instance.

•All schools must shut down with immediate effect, and until further notice.

•Concerts, carnivals and street parties are banned in Lagos State until further notice.

•Night Clubs have not been allowed to open yet. All Night Clubs in Lagos must immediately shut down, until further notice.

•The midnight to 4am curfew imposed by the Federal Government remains in place.

•The protocol of ‘No Mask No Entry’ must be enforced by all public places: Offices, Businesses, Markets, Shops, and so on.

•All Places of Worship (Churches, Mosques, etc.) must ensure that no gathering exceeds two hours, and also that no gathering exceeds 50% of the maximum capacity of the Venue.

•All Event Planners must obtain prior clearance from the Lagos State Safety Commission (www.lasgsafetyreg.com) for all events, and ensure that any planned gatherings do not exceed 300 people.

•Where the capacity of a Venue exceeds 300 and permission has been granted, the occupancy shall not be more than 50% of such a venue.

•Ample ventilation must also be maintained at all times in all Venues, and Deep cleaning of the premises must be carried out BEFORE and AFTER every event.

•A minimum of 2 meters' distance should be maintained between seated or standing guests.
•All guests and service providers at events MUST wear nose masks/coverings before entry.

•Hand sanitizers or hand washing units are to be positioned at the entry point and various spots within the hall. Provision must be made for all guests and service providers to wash their hands before entering the venue or use hand sanitizers, as well as undergo a temperature check, which is mandatory.

•Guests and service providers with high temperature (above 37.5) are to be politely turned back and referred to paramedics or the emergency response team that must be present.

•Health, Safety and Environment Officers must be present at all public gatherings (Religious or Social) and must be trained in basic first aid procedures.
•All Events’ Staff must also be educated on recognising COVID-19 symptoms.

•The Safety Commission has been directed to visit Event Centres and gauge compliance with the established guidelines, to stop the virus from spreading. If there is evidence of lack of compliance at any Event Centre, it will be shut down immediately.

•Security agents have been mandated to ensure full enforcement, without exception. No one will be deemed to be above the law.

•Any and all breaches of these regulations and public health protocols will lead to immediate closure as well as attract heavy fines, and any other sanctions and penalties deemed fit, in line with the Lagos State Infectious Diseases Control Regulation 2020.

•Event Centre Owners/Planners/Vendors will be responsible for any breach of protocols by their Staff.

We will continue to closely watch the profile of the unfolding situation, while also awaiting updates and pronouncements from the Presidential Task Force on COVID-19. We will also keep working with the Presidential Task Force to ensure that the gains of the recent past are not frittered away on the altar of festivities and sheer carelessness. The lives of ALL Lagosians, including our elders and other vulnerable citizens, matter.

May I remind you of the importance of maintaining the principles of non-pharmaceutical interventions and measures that are well documented strategies for interrupting the spread of the disease in our society. These measures are:

•Social distancing, a minimum of 2 meters apart.
•The wearing of face masks at all times in public places.
•Maintenance of personal and respiratory hygiene – regular handwashing / sanitizing, coughing or sneezing into a tissue and properly disposing.
•Presentation for testing at our numerous public and private testing facilities if you experience any of the COVID-19 symptoms.

•Isolation either at home or in any of our Treatment Centres if diagnosed positive for:
COVID-19.
These measures represent the only way to keep the curve flattened and prevent a full-blown second wave from developing in Lagos.

THE RESPONSIBILITY LIES WITH US
Fellow Lagosians, Let us take responsibility for the welfare and safety of all while we enjoy the festive season with friends and families. It is important that as a community we strictly abide by the above regulations in the context of a global pandemic, without prejudicing our efforts to keep the economy running and maintain our means of livelihood to a sufficient extent.

Let us use this festive season to spend quality time in small but controlled gatherings with family and friends in the spirit of the season.

This virus does not discriminate. We must TAKE RESPONSIBILITY, and not treat this pandemic with levity.

Let me repeat, as I close, that we will not hesitate to bring the full weight of the law to bear on any person or organization caught breaching our public health regulations and protocols with regards to the Coronavirus disease.

All tests conducted on him recently indicate no signs of adverse impact of the COVID19 infection.

We are indeed optimistic Mr. Governor will soon be free of the virus and fully back on the beat to steer the ship of our dear State.

Our thoughts, prayers and well-wishes are with our Governor at this time. We wish him full recovery soonest.

*_INTERNATIONAL DAY FOR THE RURAL WOMEN_*

On the 10th, December 2020, Badagry West LCDA celebrated this year's International Day for Rural Women. This occasion saw women from all the different wards and villages in the LCDA gathered to deliberate on how to improve the life of the average rural woman and make it remarkably better.

The host of this remarkable event , Mrs Esther Gbenu, the wife of the executive chairman of Badagry West LCDA, enjoined women at the rural areas not to limit themselves to the conventional life styles of their immediate community and environment but should take giant strides like their counterparts in a modern society

The guest speaker of the day, Mrs Modupe Peters, identified two major roles a woman is expected to play in her society. "The Traditional Roles and the Global Roles". She further elaborated on other sub roles expected of the women in a modern society which includes:
_ the role of a woman as a wife
_ role of a woman as a mother
_ role of a woman at the work place.

Part of the event that added so much color to it was the raffle draw in which atleast two of the women from the various wards went home smiling with fantastic prizes like set of cooking pots , standing fans , already filled camp gas, a table gas , a generator and many more .

The executive chairman of the LCDA who was ably represented by supervisor for Women Affairs And Poverty Alleviation( WAPA), Mrs Sesi Ogungbe Yusuf, implored the women to be active more in their roles to the society in order to nurture committed and patriotic citizens and foster a greater nation.

At the end of events , the Lagos state Fire Service that also graced the occasion gave a brief lecture to the women on how to prevent domestic fire accidents in order to curb disastrous fire outbreaks at homes.

SANWO-OLU GOES INTO SELF-ISOLATION



Lagos State Governor, Mr. Babajide Sanwo-Olu will go into self-isolation immediately, after one of his close aides tested positive for COVID-19 yesterday (10th of December).



Mr. Governor and other members of his team will be tested by the Lagos State biobank today but will remain in isolation until the results of the tests are available.



We are seeing slightly increasing number of COVID-19 positive cases in clusters in Lagos and all Lagosians should adhere to the prescribed advisories of safe distancing, good hand and respiratory hygiene and avoidance of unnecessary gatherings.



This is not the first time Mr. Governor is having the COVID-19 test. He has had at least three since May when he announced that 10 of his aides had tested positive for the virus.

LASG Moves Against One-Way Driving, Unleashes Special Taskforce
..CP Raises New Team to Checkmate Vehicles Plying BRT Lanes, Okada Operation in Restricted Areas

Motorists driving against the traffic in Lagos will now face stringent penalty, as Lagos State Government, on Monday, launched a special security team to checkmate one-way driving and other traffic offences.

The new operation, codenamed “Anti-Oneway and Other Traffic Offenders Squad”, was raised by the Commissioner of Police, Mr. Hakeem Odumosu, at the instance of Governor Babajide Sanwo-Olu, with the specific mandate to arrest and impound vehicles plying one-way, BRT lanes and also motorcyclists operating in restricted areas.

The outfit, being led by the Commander of policemen in Governor’s Monitoring Team (GMT), Shola Jejeloye, a Superintendent of Police (SP), will complement activities of the existing Lagos State Environmental Sanitation Enforcement Agency (Task Force) being led by Yinka Egbeyemi, a Chief Superintendent of Police (CSP).

In the maiden enforcement of the outfit on Monday, the GMT team combed Ikeja, Ojota and Maryland axes, arresting Okada riders who defied the State’s traffic restriction order.

The team also burst a residential area in Ikeja habouring Okada riders that are flouting the State’s Transport Sector Reform Law of 2018, retrieving various motorcycles from the building.

Some of the offenders were arrested in the enforcement for prosecution.

Jejeloye vowed that the team would not be lenient on those flouting Lagos traffic regulations, warning motorists who may have intention of driving on one-way lanes to desist from the act.

He said: “We have been mandated by the Commissioner of Police to stop acts of indiscipline by some motorists who are in the habit of flouting traffic regulations of Lagos State. We will discharge this duty without fear or favour, and our activities will be professionally exercised in line with the mandate of the team.

“I, therefore, urge motorists to obey the traffic laws and be patient when driving on the roads. We will not be lenient on motorists that are in the habit of committing traffic offences. Offenders arrested will be prosecuted and have their vehicles confiscated.”
