BENIN CITY - A public hearing to deliberate on the desirability or otherwise of routing of Ying Zhi Energy Gas Pipeline through Orior Community in Uhunmwode local Government Area of Edo State has received the full backing and endorsement of the Odionwere and members of the Orior Community .

The public hearing organised by Edo State Geographic Information Service (EDOGIS ) on Friday, May 29,2026 to clear issues of compensation and Corporate Social Responsibility, brought together all relevant Stakeholders and was presided over by the EDOGIS Managing Director, Dr. Innocent Bello.

The event had in attendance, representatives from the Nigerian Mainstream and Downstream Petroleum Limited, officials of Ying Zhi Energy Limited, and Community leaders from Orior, including some traditional chiefs, who converged to ensure full compliance with the enabling regulations , in the spirit of transparency and inclusiveness regarding the Chinese Company's pipeline project.

The gas pipeline stretches approximately 2.85 kilometers, running from the Orio 7 unit through the Orior community along the Lagos - Benin Expressway, terminating at the Yinghua Energy Park in Benin City, Edo State.

In his remarks, Dr. Bello described the project as "a sustainable development initiative designed to boost domestic gas utilization and establish an industrial corridor powered by gas energy."

He said : "This project will be of great economic benefit to Edo State and indeed to Nigeria at large, as the pipeline aligns with the Federal government's Nigerian Domestic Gas Utilisation Plan and Decade of Gas initiative."

He emphasized the interest of Governor Monday Okpebholo in people-driven development initiatives and his push for the ease of doing business in Edo State.

On their part, representatives of the proposed gas company at the hearing , disclosed that extensive community engagement had been conducted prior to the public hearing, adding that farmers and landowners along the pipeline's right-of-way had been compensated, while community members have been engaged in non-technical roles, including infrastructure, security management.

"Plans for skills training and local employment in technical roles are also underway," the representatives said.

The public hearing was convened specifically to provide a veritable platform for all stakeholders to ventilate and offer their varying perspectives , endorsements, or objections, if any, regarding the pipeline routing process.

Earlier, desk officer for the public hearing and staff of the Lands Department of EDOGIS, who coordinated the proceedings, emphasized that the gathering was aimed at ensuring "full inclusiveness and transparency" in the project's ex*****on process, saying "we will not be part of any process if there are issues envisaged to come up from it. That is the essence of calling for this public hearing."

The hearing witnessed presentations from the company and community representatives, including chiefs who commended Governor Monday Okpebholo for ensuring that due diligence is done to benefit both the people and the investors.

They particularly praised EDOGIS, ably led by Dr. Innocent Bello, for their professionalism since the inception of the project to date and promised to support the government in future initiatives because of the manner in which the project was handled.

Therafter, they unanimously affirmed their support for the proposed pipeline routing, assuring that the Company had done the needful not to warrant their objection.

*KARU, NASARAWA* - As part of his familiarisation tour to understudy and get acquainted with technical and professional land governance systems in other existing State GIS outfits in Nigeria, the Managing Director, Edo State Geographic Information Service (EDOGIS), Dr. Innocent Ehi Bello has interfaced with his Nasarawa counterpart, Dr. Sonny Agasi, Director-General, Nasarawa State Geographic Information Service (NAGIS) at his office in Karu, Nasarawa State.

Welcoming Dr. Bello, Hon. Agasi recounted his earlier meeting with Dr. Bello (as former National Secretary of the Nigerian Cartographic Association -NCA), when he paid him a similar courtesy visit in 2023 as part of preparations to host the 2023 International Conference of the Nigerian Cartographic Association at FuLafia, Lafia, Nasarawa State.

Hon. Agasi thanked Dr. Bello immensely for his humility to conduct a firsthand assessment of the facilities, software, and working ethics in NAGIS and harped on the benefits of effective networking and collaboration of State GIS outfits across the country.

He emphasised the need to rally round one another as State GIS managers with a view to tackling land disputes, insecurity and ethnic violence arising from land racketeering and trespasses.

The DG, NAGIS informed Dr. Bello that his success was made possible because the Executive Governor, Engr. A.A. Sule, gave him all the support to continue to preside over land matters since he assumed duty over 7 years ago.

He noted that he currently reports directly to the Governor on matters of land administration in the State, and this helps the Governor to be properly briefed with firsthand information.

He said that since NAGIS doesn't report to any Ministry, the job has become more professional to discharge without bureaucratic rigidities.

He advocated for more State GIS outfits so as to easily track landed properties, their locations, uses, and the resources therein and emphasized the need to rally round one another as state GIS managers with a view to tackling land disputes, insecurity, and ethnic violence arising from land racketeering and trespasses .

This, he said, will help to achieve reliable and effective land Titling system, easy and transparent processing and issuance of C-of-O as well as helping the government to tackle land grabbers, process and pay compensation when the need arises.

He said that such networking will further help to increase and enhance the internally generated revenue of the States through various land services, including ground rent calculation, valuation, and collections of other necessary fees for the government using reliable land databases.

Earlier, Dr. Bello informed Hon. Agasi that the purpose of his visit was to share in his experience as DG of NAGIS for several years.

He equally thanked Hon. Agasi, staff and management of the State Land Agency for the high level of professionalism in handling land matters, noting that the existing good governance in the state is truly a reflection of available land information and other geospatial datasets produced by NAGIS, which enables the Executive Governor, H.E. Engr. A. A. Sule, to make informed decisions.

Dr. Bello stated that his relationship with different state GIS outfits dates back to 2006, beginning with the Abuja Geographic Information System (AGIS), Abuja.

He stressed the need for all state GIS outfits to collaborate, network and share ideas on effective and efficient land management in Nigeria.

He also promised to continue to consult and share ideas on land governance that could be of help to other states, pointing out that the Government of Edo State, ably led by His Excellency, Sen. Monday Okpebholo, is adopting policies and measures aimed at enhancing ease of doing business in Edo State.

He asserted that EDOGIS currently provides reliable land information for good governance in Edo and thanked the Executive Governor of Nasarawa State, H.E. Engr. Abdullahi A. Sule, for ensuring that there is stability in the leadership of NAGIS by retaining and supporting Hon. Agasi in the discharge of his duties as the defacto boss since his assumption of office.

Dr. Bello promised to domesticate in Edo, his experiences, very cordial relationship and warm reception accorded him during his four-day tour of the facilities in Karu and Lafia as well as the various meetings held with stakeholders on land governance in Nasarawa State.

EdoGIS MD Charges Surveyors on Professionalism, Urges Inclusion of More Women in Exco

BENIN CITY – The Managing Director of the Edo State Geographic Information Service (EdoGIS), Dr. Innocent Bello, has called on the Nigeria Institution of Surveyors (NIS) to uphold the highest standards of professionalism and ethics in their practice, just as he enjoined the Institution to include more women in their executive committee.

Dr. Bello gave the charge during a courtesy visit by the Edo State Branch of the NIS to the Agency’s headquarters on Tuesday.

During the meeting, he emphasized that the integrity of geospatial data is foundational to the State's development.

The Managing Director expressed concern over the activities of unregistered practitioners, noting that "quackery" undermines the profession.

He urged licensed Surveyors to be bold in diversifying their expertise beyond traditional land surveys, noting that they should not be afraid to broaden their knowledge.

"Do not just stick to land surveys; explore critical fields like hydrographic and marine surveying, as well as geodetic surveying.", he stressed.

In a move to modernize the institution’s leadership structure to meet global standard, Dr. Bello encouraged the NIS to bridge the gender gap within its ranks.

He specifically advised the body to elect more women to its Executive Committee (EXCO), asserting that increased female participation is vital for the growth of the profession.

Dr Bello also committed to periodic meetings to improve operational efficiency and the idea to have local content in most Survey jobs undertaken by government in order to foster policies that will benefit both the State Government and the people of Edo state.

Earlier, the Chairman of the NIS Edo State Chapter, Surveyor Odaro Bruno, congratulated Dr. Bello on his recent appointment as Managing Director, EDOGIS and assured the Agency of the Institution's unwavering technical cooperation.

The Chairman used the occasion to press some demands, noting that the NIS remains committed to supporting the Agency’s mandate of transforming land administration in Edo State through robust technical partnership.

BENIN CITY – The new Managing Director of Edo State Geographic Information Service (EdoGIS), Dr. Innocent Ehiaguina Bello, on Monday had his inaugural meeting with All staff of the Agency where he unveiled his vision for EDOGIS, assuring that signing and issuance of CofO would commence soonest.

According to Dr. Bello, his primary objective would be to promote the welfare of all staff under him, and tackle the menace of land racketeering , uphold a firm and deliberate shift towards Professionalism, regular training and retraining of members of staff, transparency, discipline, and enhanced service delivery in land administration in the State.

While declaring that Governor Okpebholo's administration has "zero-tolerance" for illicit land activities, the Managing Director reaffirmed Edo State Government’s strong commitment towards signing and issuance of CofO, eradicating land - grabbing, overlapping claims, and systemic racketeering that have historically hindered the land administration sector.

He noted that restoring "sanity and excellence" in land administration would certainly be the game changer for the present administration, adding that the Agency must evolve to meet the high expectations of the public and the state government.

He appreciated his predecessor in office and the immediate past Ag. Managing Director of the Agency, Dr. Tunde Eigbiremolen and the Management team for ensuring smooth transition to power.

While he issued a stern warning against any form of professional misconduct, negligence to duty and tardiness on the one hand, in a deft move to boost staff morale on the other hand, the Managing Director announced that there will be incentives for Staff dedication, punctuality and commitment to duty as well as award for Best behaved and well Dressed Staff.

He commended Unit heads for showing prospects of a good working relationship so far, and sued for sustenance, assuring that improved welfare packages and necessary work tools for efficiency would be delivered shortly.

He pledged to maintain an "open-door policy," while encouraging internal feedback mechanism and collaboration to foster a more inclusive work environment towards achieving good governance.

EdoGIS Ag. MD Reaffirms Commitment to Staff Welfare, prompt Service Delivery

BENIN - CITY — The Edo State Government has reaffirmed its commitment to Staff welfare, efficient Service delivery and prompt issuance of Certificates of Occupancy (C of O) across the state.

During his maiden meeting with the Agency’s personnel, the Acting Managing Director of Edo State Geographic Information Service (EdoGIS), Dr. Tunde Eigbiremolen, urged staff to maintain the highest level of professionalism.

He emphasized the importance of diligence to duty and punctuality, noting that the management will henceforth maintain a zero-tolerance for loitering or habitual lateness.

Addressing welfare concerns, Dr. Eigbiremolen assured employees that the state government remains dedicated to their well-being. He pledged that all due allowances and incentives would be paid promptly and urged them to reciprocate government's good gesture with the desired loyalty and commitment to duty.

He further encouraged Staff to learn to be good ambassadors of the Agency at all times, noting that it was a collective responsibility for them to project the Agency in positive light .

The session ended with an interactive session where Dr. Eigbiremolen promised an "open-door policy" built on transparency and confidentiality.
