Governor Sanwo-Olu Reaffirms Commitment to Housing Finance; Commends LBIC’s Resilience and Growth at 21st AGM

The Governor of Lagos State Mr Babajide Sanwo-Olu has reaffirmed the State Government commitment to expanding access to affordable housing finance, describing housing as a critical economic driver for the state’s growth and stability.

This was the principal message in a keynote address delivered during the 21st Annual General Meeting (AGM) of the Lagos Building Investment Company (LBIC) Plc, held on May 5, 2026, at Ikeja, in Lagos. The Governor who was represented by Hon. Moruf Akinderu-Fatai, the Lagos State Commissioner for Housing, lauded the Board, Management, and Shareholders for their stewardship and continued dedication to the Lagos Building Investment Corporation's founding purpose.

The Governor stated that “despite a challenging economic climate marked by shifting market realities, LBIC has shown resilience in its role in fostering an inclusive and irrepressible Lagos through mortgage financing. He emphasized that "Housing is not just a social need; it is an economic driver that creates jobs and supports small businesses across the value chain," the Governor's address stated.

The administration highlighted that the public sector cannot tackle the housing challenge alone, calling for continued strong partnerships with credible institutions like LBIC to deepen access to sustainable housing finance.

Looking ahead, the Lagos State Government encouraged LBIC to leverage technology and innovative product offerings to reach underserved segments of the market. This aligns with the company's 2026 priorities, which include ‘’strengthening digital capabilities and expanding retail lending’’.

The Governor expressed confidence that the resolutions from the meeting would further position LBIC for greater impact and continued success in the years ahead.

LBIC is a leading primary mortgage bank in Nigeria, originally established to provide mortgage facilities for low-cost housing schemes in Lagos State. Today, it remains a pivotal institution in the state’s housing value chain, dedicated to democratizing homeownership through innovative financial solutions.

LASG REITERATES APPROVAL REQUIREMENTS FOR SOLAR PANEL INSTALLATION, EXTERNAL ALTERATIONS IN GOVERNMENT-OWNED ESTATES

… Moves To Protect Shared Assets, Prevent Fire Incidents, Structural Damage In State’s Housing Schemes

The Lagos State Ministry of Housing has restated that all allottees of Lagos State-owned housing estates must seek and obtain approval from the Ministry before embarking on any external alterations or installation of solar panels on allocated buildings and flats.

The Permanent Secretary, Ministry of Housing, Engr. Abdulhafis Toriola, gave this clarification in response to a recent social media post by a resident who raised concerns over the Ministry’s Monitoring and Compliance Team’s demand for solar panel installation approval during a routine operation at the Lagos State Millennium Housing Estate, Ibeshe.

“An allottee must obtain approval from the Ministry for any intended alteration to the flat allocated and the building, and this includes installation of solar panels,” Engr. Toriola stated.

He explained that the requirement, which is contained in the Letter of Allocation and Allottees Guide issued to all beneficiaries at the point of purchase, is necessary to safeguard shared assets such as rooftops, walls, and water installation facilities. It also aims to prevent fire incidents linked to unprofessionally installed solar systems.

According to the Permanent Secretary, the Ministry was compelled to develop specific guidelines after solar panel installations began to create more problems than benefits for both users and non-users within government estates. “In recent times, the Ministry had to intervene in fixing leaking rooftops and incessant fire outbreaks caused by solar panel installation by some residents,” he said.

Engr. Toriola noted that government estates are social housing interventions designed with connected shared assets and facilities for residents, with blocks of flats housing between two and thirty-two families. “In order to minimise risk that will affect the entire building structure, the Ministry made regulations to stipulate guidelines for installation, the quality of materials such as cables and panel configuration, and the technical know-how of the installation personnel,” he added.

The guidelines, he said, are designed to protect other flat owners, insulate the entire building with insurance against damages, and apportion appropriate roof space to all flat owners to prevent disputes when multiple occupants in a block seek to install solar panels on the same roof.

The Ministry is open to feedback from residents always and aside from monthly massive public enlightenment in government estates, the Ministry urges all allottees to reach out to the Ministry when in doubt and comply with the established process to ensure safety, structural integrity, and harmonious coexistence in all state-owned housing estates.
