RMAFC CONVENES NATIONAL STAKEHOLDERS’ DISCOURSE TO DRIVE EFFECTIVE IMPLEMENTATION OF NIGERIA TAX ACT 2025

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) has organised a 2-Day National Stakeholders’ Discourse on “Enhancing Fiscal Efficiency and Revenue Growth under the Nigeria Tax Act, 2025”, bringing together key government institutions, regulators, the private sector and development partners to strengthen collaboration and align strategies for the effective implementation of Nigeria’s new tax framework. The discourse held at the Abuja Continental Hotel is scheduled to last from Monday, 15th to Tuesday, 16th December 2025.

Declaring the occassion open, the Chairman, RMAFC, Dr. Mohammed Bello Shehu OFR described the engagement as both timely and necessary, considering the fact that the Nigeria Tax Act, 2025, will come into force on 1 January 2026.

“One critical but necessary fiscal matter that has elicited and continues to attract public discourse is the Nigeria Tax Act, 2025, which will come into effect on 1st January 2026,” the Chairman said . He explained that the Act followed extensive consultations and reforms by the Federal Government and represents a major step towards strengthening Nigeria’s fiscal architecture.

According to him, “the Nigeria Tax Act, 2025 has harmonised previously fragmented tax laws, reduced duplication and obsolete provisions, and enhanced the ease of doing business.”

He further stated that the Commission convened the Discourse in line with its constitutional mandate, stressing that “Paragraph 32(c) of Part I of the Third Schedule of the 1999 Constitution mandates the Commission to advise the Federal, State and Local Governments on fiscal efficiency and methods by which their revenue can be increased.”

Highlighting recent fiscal outcomes, the Chairman noted that, “The growth in Federation Account inflows reflects the impact of fiscal reforms, stronger audits, digital tracking and improved coordination among revenue agencies, which have expanded the revenue pool available for allocation to the three tiers of government.”

Delivering the Keynote Address, the Chairman of the Presidential Fiscal Policy and Tax Reforms Committee (PFTRC), Prof. Taiwo Oyedele described the Nigeria Tax Act, 2025 as a long-overdue but necessary reset of Nigeria’s tax system.

“This reform should have been done 20 years ago. The next best time is now.” Incremental fixing could no longer solve the problem; we needed a transformation.” He said.

Professor Oyedele explained that the reforms are designed to promote fairness, simplify compliance and support economic growth, noting that “we were taxing poverty and capital investments, and that is not the way to build a prosperous and inclusive economy.” According to him, the new tax framework is structured to protect low-income earners, support small businesses, simplify multiple tax laws, and create a more predictable environment that restores investor confidence.

He stressed that the success of the reforms must translate into tangible benefits for citizens, stating that, “When we say the economy is improving, it must mean something to households and businesses; macro gains must translate into micro outcomes.”

In his Welcome Address, the Chairman, Fiscal Efficiency and Budget Committee, RMAFC, Ambassador Desmond Akawor, described the discourse as a defining moment in Nigeria’s fiscal journey.

“The choices we make today will shape the stability, sustainability and resilience of Nigeria’s public finances for many years to come,” he said. He added that the Nigeria Tax Act, 2025 is aimed at modernising tax administration, strengthening compliance frameworks, closing revenue leakages, and expanding the revenue base across all tiers of government.

Goodwill messages at the opening ceremony reflected broad stakeholder alignment behind the reforms. The Governor of the Central Bank of Nigeria, Mr. Olayemi Cardoso, represented by the Deputy Governor, Mr. Philip Ikeazor said the reforms are designed to broaden the tax base, improve compliance and reduce dependence on oil revenues while strengthening transparency through modernised and digitalised tax administration.

The Comptroller-General of the Nigeria Customs Service, Bashir Adewale Adeniyi who was represented at the occassion noted that the reforms signal a more equitable tax environment. He said the measures are indicative of a fairer tax system where businesses can thrive while emphasizing the importance of inter-agency collaboration and technology-driven implementation.

The President of the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA), Engr. Jani Ibrahim, commended RMAFC for engaging the private sector, noting that “When tax policies are clear, predictable and business-friendly, enterprises are better positioned to invest, expand, create employment and contribute meaningfully to national revenue.”

From the industrial sector, the Permanent Secretary, Federal Ministry of Steel Development, Dr. Chris Osa Isokpunwu, described the Nigeria Tax Act, 2025 as a critical step towards modernising the tax system, strengthening compliance, reducing leakages, and promoting fairness and transparency. He highlighted the steel sector’s potential to expand Nigeria’s industrial tax base through value addition and increased production.

Speaking at the close of the opening ceremony, the Secretary to the Commission, Mr. Joseph Okechukwu Nwaze, emphasised the importance of sustained engagement beyond the Discourse, noting that the success of the Nigeria Tax Act, 2025 will depend on collective ownership, effective coordination and diligent implementation by all stakeholders across the three tiers of government.

COMBATING CORRUPTION IS A COLLECTIVE RESPONSIBILITY AT ALL LEVELS OF GOVERNANCE - M.B SHEHU

Chairman Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) Dr. Mohammed Bello Shehu OFR has reiterated that combating corruption is not the mandate of a single institution; rather, it is a collective responsibility requiring vigilance, integrity, and transparency at all levels of governance

Dr. Shehu made this remarks during a one day sensitisation program, organised by the Anti Corruption and Transparency Unit of the Commission in conjunction with the Independent Corrupt Practices and Other Related Offences Commission (ICPC), on Tuesday, 9th December, 2025, at the RMAFC headquarters in Abuja.

Represented at the occasion by the Secretary to the Commission Nwaze Joseph Okechukwu, the Chairman emphasised that RMAFC occupies a strategic position in Nigeria’s fiscal architecture. He also said, "As the institution constitutionally empowered to monitor accruals to and disbursement of revenue from the Federation Account, we understand the critical role of ethical conduct in safeguarding public resources."

According to him, corruption in any form undermines development, distorts fiscal planing, erodes public trust, and ultimately denies citizens the social and economic benefits that government revenues are meant to provide.

Dr. Bello who expressed delight over the convergence of key stakeholders who share a common commitment to strengthen transparency, accountability, and integrity within the national governance landscape further said, "The programme offers an opportunity to strengthen the ethical awareness, understand emerging risks, and recommit ourselves to doing what is right, just, fair and equitable at all times."

In his opening remarks, the Chairman Anti-Corruption and Transparency Unit (ACTU), Mr. Idris Musa Sariki, who welcomed all stakeholders to the programme, expressed appreciation to the Independent Corrupt Practices and Other related Offences Commission(ICPC) for their continuous guidance and collaboration with ACTU in strengthening transparency and accountability in MDA's.

He noted that the establishment of ACTU in RMAFC reflects the commitment of the Commission to uphold its core values of integrity, transparency, accountability, professionalism, and patriotism. He added that the ACTU unit of the Commission plays a vital role in promoting ethical conduct, monitoring compliance, and building a work environment where corruption has no space to thrive.

Speaking further, the ACTU Chairman explained that the success of the anti-corruption efforts depends not only on policies and systems but on the daily actions and decisions of every staff and management of the commission. "Today's programme is timely, essential and provides an opportunity for staff to better understand corruption risks, preventive strategies, and their individual responsibilities as public officers." He said.

In his contribution, the Director Servicom in the Commission, Mr. Olaye Osayemen encouraged participants to take the one day sensitisation programme seriously in ensuring adherence to the civil service financial regulations.

Highlight of the programme was the presentation of papers by ICPC officials on the "Definition of corruption" by Ozor Ijeomah and "Ethical decision making in doing government business" by Dr Anike Adesina.

RMAFC SEEKS NDIC'S SUPPORT TO IMPROVE GOVERMENT REVENUE

The Inland Revenue Monitoring Committee (IRMC) of the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) led by the Hon. Commissioner representing Oyo State Dr. Kolade Daniel Abimbola, on Wednesday 19th, November 2025, paid a working visit to the headquarters of Nigerian Deposit Insurance Corporation (NDIC).

Speaking during the visit, Hon. Daniel Abimbola who serves as the Chairman disclosed that part of the responsibilities of the Commission is to demand and obtain from any government agency, company, or individual, information, data, documents or returns relating to the remittance of accruals or disbursement of revenue from the Federation Account, and monitor any receipt however described arising from the operation of any law" he said.

The Hon. Commissioner stated, "The visit is guided by the Commission’s mandate to ensure transparency, accountability, and optimum revenue mobilization , particularly in the aspect of Electronic Money Transfer levy for the period 2019 - 2022, and enhancing the Commission’s capacity to monitor its collections, effectively."

"We also recognise the vital role of the NDIC in Nigeria’s financial system, and we believe there is significant value in exploring areas of collaboration that will support both institutions in fulfilling their statutory responsibilities." He added.

Hon. Abimbola therefore called for the support of the management of NDIC in providing the needed technical support for the monitoring exercise through information sharing.

In his remarks, the Managing Director of the Nigeria Deposit Insurance Corporation (NDIC) Mr. Thompson Oluwadare Sunday explained that the NDIC was established in 1988 but commenced operations in 1989 essentially to provide services in four mandate areas of Deposite guarantee, Bank Liquidation, Bank Resolution and Prudential Regulation and Supervision.

The MD who expressed appreciation for the visit assured the delegation of the preparedness of his organisation to provide the necessary professional and technical support.

He reiterated that the Corporation would do everything within its power to support the Commission’s mandate. The MD added that NDIC recognizes the national importance of the ETL and is fully prepared to assist in strengthening the monitoring and compliance framework across deposit-taking institutions.

The Director Inland Revenue Department of RMAFC Dr. Udodirim Okongwu, in her address, appreciated the NDIC management for the warm reception and the assurance to lend its support to the commission’s efforts in monitoring the remittances and collection of electronic money transfer levy as a source of revenue for the three tiers of government, which she said would go a long way in helping to develop the country.

The Executive Director, Corporate Services of NDIC Mrs Emily Osuji, who aligned with the MD’s position, reaffirmed NDIC’s readiness to collaborate. She stated that the NDIC is open to data sharing and technical support to RMAFC.

The visit concluded with both organizations reaffirming their shared commitment to promote transparency, reduce revenue leakages, and support the Federal Government’s fiscal objectives through enhanced ETL monitoring.

RMAFC CHAIRMAN HOSTS KOGI STATE GOVERNOR, PLEDGES STRATEGIC SUPPORT ON 13% DERIVATION FUNDS AND RESOURCE OPTIMIZATION*

The Chairman, Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu OFR has pledged the readiness of RMAFC to ensure that Kogi State receives its due share of the 13% derivation fund as and when due.

The Chairman stated this on Tueaday 18th November 2025 when he hosted His Excellency, Alhaji Ahmed Usman Ododo, Executive Governor of Kogi State who led a high-level delegation of officials from the state to an interrractive session with the Commission at its headquarters on how best the state can start benefitting from the 13% derivation fund since it is now recognised as an oil producing state in the country.

Dr. Shehu, who emphasized the commitment of RMAFC to transparent and equitable distribution of revenues to the beneficiaries as stipulated by law, assured the Governor of RMAFC’s unwavering commitment to a fair and just fiscal federalism while pledging that the state would get whatever is due to it. He therefore assured the delegation of the full support of the Commission to the State.

He said, “Whatever issue you table before us, we will try as much as possible, within the provisions of the law to see that Kogi State gets what it deserves. Our role is to ensure that the state receives its rightful share of resources, whether from oil, gas, or solid minerals, and that every allocation is properly documented and protected."

He further said, " We will stand firmly with you to provide the data, guidance, and technical support needed to optimize these resources for the benefit of your citizens.”

The Chairman thereafter directed the constitution of a committee comprising officials from Gas Investments and Crude Oil Departments of RMAFC, NIgeria Upstream Petroleum Regulatory Commission ( NUPRC) and Kogi State government to look into the issues raised with the view to finding appropriate solutions to them.

In his speech, Governor Ododo lamented that Kogi state is not enjoying the benefits of the numerous mineral resources it is blessed with. He wondered why the state was yet to benefit from the 13% derivation fund since its recognition as an oil producing state . The governor therefore sought information on the status of oil and gas activities in the state.

He expressed confidence that the Commission would appropriately handle their requests. He said “I thank you most sincerely for this warm reception and for your vision. We look forward to continued engagement with the Commission to ensure that the resources of Kogi State are fully optimized and benefit our people.”

In her contribution, Barr. Rakiya Tanko Ayuba-Haruna, Federal Commissioner, Kebbi State, remarked that the 13% derivation under public funds in the 1999 Constitution is something the Commission takes very seriously adding that proper data is essential to ensure that states receive what is rightfully theirs while Hon. (Amb.) Desmond Akawor, Federal Commissioner, Rivers State, advised the state goverment to study the post-PIA frameworks so as to be guided in any contractual obligation to know what belongs to the state and avoid challenges in the future

On the management of solid minerals, Dr. Udodirim Okongwu Director, Inland Revenue Department, who represented the Secretary to the Commisdion, assured the Governor that the Commission is empowered to get every data that is required.

She advised the governor to establish buying centers in the state so as to get attribution for every solid mineral transaction in the state.

Hon. Ashiru Asiwaju, Commissioner for Finance, Budget and Economic Planning, Kogi State emphasized the commitment of the state government to attract additional players in the oil and gas sector by deliberately making available the information that will compel investments to happen.

Mrs. Ekekhide Jennifer, Assistant Director and Head of NUPRC delegation, revealed the ongoing production from OPL 915 (now OML 155) while emphasizing the importance of security and infrastructure development to provide a suitable atmosphere for investors in the sector.

The meeting underscored the shared commitment of RMAFC and Kogi State to strengthen fiscal governance, promote transparency in the management of derivation funds, and ensure that Nigeria’s oil, gas, and solid mineral resources contribute fully to the development of the state and welfare of its citizens.

NIOB INDUCTS HON.BIMBO KOLADE AS ITS 23RD PRESIDENT

The Nigerian Institute of Building (NIOB) on Tuesday 11th November 2025 in Abuja, inducted BIdr. Bimbo Daniel Kolade, FNIOB, as its 23rd President

The former Secretary to the Government of the Federation, Mr. Boss Mustapha CFR, who chaired the occasion noted that the investiture marked a significant moment in the life of the great institute. He said, "This is a moment that signifies renewal of leadership, reaffirmation of purpose, and reawakening of professional ideals."

He further said, "The Nigerian Institute of Building (NIOB) has for decades stood as a pillar of professionalism, technical competence, and ethical responsibility in the Nigerian construction industry. The institute promotes leadership in structured training, professional certification, and regulatory collaboration, especially with the Council of Registered Builder's of Nigeria (COBON) which plays a central role in shaping a resilient and credible construction sector."

Mr. Mustapha commended the council and the fellows who contribute daily to strengthening the institutes legacy.

Speaking during the ceremony, the 3rd Vice President of the institute, Dr. Adesina Aladeloba, who was also the Chairman local Organizing Committee, observed that the investiture marked a significant milestone in the journey of the institute while. Mr Aladeloba who expressed confidence in the ability of the new president and his team to move the institude to greater heights said, " As we gather to witness the investiture and indeed the induction of our new leaders and fellows, we celebrate the spirit of service, dedication, and leadership that they embodied."

"The leaders we invest today will be the touchbearers of our Institute's future; to envision positive change leveraging on the adaptive technology enveloping the world of professional practice and we have every confidence that they will lead with integrity, wisdom and vision", he added.

Bldr. Adesina Aladeloba who expressed his heartfelt gratitude to the outgoing leaders for their tireless efforts and contributions to the institute noted that their legacy would not be forgotten as members look forward to the continued growth and progress of the organisation.

He reminded the new officials to uphold the virtue of service delivery, humility, and the ability to inspire others. "As you take on your new roles, remember that you are not just leaders but mentors, role models, and catalist for positive change. " He stated.

In his valedictory speech, the immediate past president of the Institute, Bldr. Alderton Ewa Ewa expressed gratitude to God for the honour of serving as the 22nd president. He recalled that, he took the oath of office two years ago with an unwavering conviction that the institute could be repositioned, reenergized and reimagined to better reflect the dignity and potential of the building profession in Nigeria.

Reflecting on his administration, Bldr. Ewa explained that the story of his tenure could be described as that of a collective effort, teamwork, faith, and steadfast commitment to the ideals of professionalism, excellence, and service.

He disclosed that under his leadership, the institute consolidated its mission of advancing professionalism in building practice through education, regulation, advocacy, and capacity building.

In his speech, the 23rd President of the Nigerian Institute of Building Hon. Daniel Abimbola Kolade, FNIOB, expressed his heartfelt appreciation to God, the council, and the entire membership of the institute for the confidence reposed in him.

He pledged to be guided by a singular conviction that the future of the profession depends on how well his leadership innovate, empowers, and upholds the standards that define members as builders. He further said, "Today's investiture is not only a ceremony of office - it is a solemn affairmation of our shared commitment to the growth, relevance, and integrity of the building profession."

Speaking further, he said his administration's policy direction would focus on five interelated pillars; designed to reposition the institute for greater impact in the 21st century construction ecosystem

According to him, these pillars are innovation and research; entrepreneurial development; professional regulation and ethics; advocacy and policy influence; capacity building, and youth empowerment.

Bldr. Daniel Abimbola was elected as the 23rd President of the Nigerian Institute of Building at the institute's 55th Annual General Meeting held in Abakaliki, Ebonyi state. He has previously served as first Vice President (2023 - 2025), second Vice President (2021- 2023), and third Vice President (2019 - 2021) of the institute.

He currently serves as the Federal Commissioner representing Oyo State in the Revenue Mobilisation Allocation and Fiscal Commission RMAFC.

Highlight of the event was the investiture and induction of new members into the prestigious fellowship grade of the institute.

The occasion was attended by the Chairman of the Revenue Mobilisation Allocation and Fiscal Commission, Dr. Mohammed Bello Shehu OFR, who led a high- powered delegation of Federal Commissioners from the Commission to the occasion.

Other dignitaries at the investiture ceremony included the Governor of Ebonyi state, Francis Ogbonna Nwifuru, Minister of Housing Arc. Ahmed Musa Dangiwa and FIRS Chairman Zacch Adedeji .

RMAFC CHAIRMAN PLEDGES CONTINUED SUPPORT FOR OIL AND GAS HOST COMMUNITIES

The Chairman of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Dr. Mohammed Bello Shehu, OFR, has reaffirmed the Commission’s commitment to ensuring that host communities in Nigeria’s oil and gas-producing areas receive fair and transparent benefits in line with constitutional provisions.

Dr. Shehu stated this when he received a delegation from the Host Communities of Nigeria Producing Oil and Gas (HOSCON), led by its Chairman, Prince Michael Emuh, at the Commission’s headquarters in Abuja on Tuesday 11th November 2025.

Welcoming the delegation, Dr. Shehu commended HOSCON for its peaceful and consultative approach toward addressing issues of resource allocation and environmental justice in oil-producing areas. He emphasized that, “Without the peace and cooperation of the host communities, the exploration and production of oil and gas in Nigeria would not be possible.”

The Chairman assured the delegation that the Commission would study their detailed position paper and engage other relevant stakeholders to develop sustainable frameworks that guarantee transparency and fairness in the disbursement and utilization of the 13% derivation fund. “The issue involves a delicate balance between constitutional provisions, judicial interpretations, and state-level management,” he added.

In his remarks, Prince Michael Emuh, National Chairman of HOSCON, expressed appreciation to the Commission for the warm reception, describing the engagement as, “A new dawn for the long-neglected communities that lay the golden egg.” He lamented that despite the fact that their communities provide the bulk of the resources in the country, they are often marginalized.

During the interactive session, Hon. (Amb.) Desmond Akawor, Federal Commissioner representing Rivers State, commended HOSCON’s presentation, describing it as timely and insightful. He called for closer collaboration between host communities and key institutions to develop practical monitoring mechanisms for the 13% derivation fund.
Also speaking, Hon. Nkechi Otti, Federal Commissioner representing Abia State, charged the host communities to protect the projects executed by the state government from the fund so as to safeguard them from vandalisation.

Hon. Mohammed Kabeer Usman, Federal Commissioner representing Gombe State, encouraged HOSCON to pursue its advocacy through dialogue and legal instruments, stating that “Achieving results requires engaging the National Assembly, the Judiciary, and State Governments, not confrontation.”

Also speaking, Hon. Ibrahim Sa’ad Bello, Federal Commissioner representing Plateau State, underscored the need for a defined constitutional framework to ensure that funds meant for host communities reach the grassroots.

In his contribution, Hon. Imoh Akpan Effiong, Federal Commissioner representing Akwa Ibom State, appreciated the HOSCON delegation for their visit and constructive engagement. He assured that the Commission would carefully review their submissions and take every necessary step to ensure a lasting framework for host community inclusion.

The Secretary to the Commission, Engr. Joseph Okechukwu Nwaeze reaffirmed RMAFC’s commitment to fairness and transparency while giving the assurance that the advocacy efforts of the host communities will not be in vain.

The Technical Assistant to the Chairman, Prof. Aliyu Idris commended HOSCON for engaging with RMAFC through the right institutional channel. He advised the group to submit a memorandum to the National Assembly proposing a constitutional management framework for the 13% derivation, noting that once such a framework is embedded in the Constitution, it becomes mandatory for all state governments to comply.

*RMAFC CHAIRMAN IN PARTNERSHIP WITH FIRS FLAGS OFF REVENUE RECOVERY EXERCISE TO BOOST FEDERATION ACCOUNT*

The Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) Chairman, Dr. Mohammed Bello Shehu, OFR, on Monday, 20th October, 2025, hosted the Special Adviser to the President on Revenue Matters and Chairman, Federal Inland Revenue Service (FIRS), Dr. Zacch Adedeji at the Commission’s Headquarters in Abuja for the formal inauguration of the Engaged Consultants for the Revenue Recovery Exercise.

In his remarks, Dr. Shehu reaffirmed the Commission’s determination to strengthen Nigeria’s fiscal governance and ensure that all revenues due to the Federation are fully accounted for and remitted into the Federation Account According to him, “This exercise is not a routine administrative action but a deliberate, result-oriented innovation designed to strengthen fiscal governance and ensure every recoverable naira due to the Federation is transparently remitted.”

He explained that the engagement of consultants was a strategic initiative aimed at plugging revenue leakages, enhancing transparency, and boosting the fiscal capacity of the three tiers of government, in alignment with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.

Dr. Shehu said, "In line with the constitutional responsibility of the Commission, and with the full support of Mr. President and the Special Advisor to the President on Revenue, as well as the Executive Chairman of the FIRS, this initiative for spatial recovery projects to identify and recover unremitted revenues across sectors of the economy was brought into light.”

The FIRS Chairman, represented by the Coordinating Director of FIRS, Mr. Shettima Tamadi, who inaugurated the consultants, commended the RMAFC Chairman for his proactive leadership and reaffirmed the FIRS’s commitment to effective collaboration with the Commission in realizing the objectives of the recovery programme. He said, “Nigeria has a huge revenue gap, but with stronger collaboration between agencies and partners, we can bridge that gap and achieve sustainable fiscal growth.”

In his speech, Mr. Joseph Nwaeze Okechukwu, Secretary to the Commission, appreciated all stakeholders for their support and urged the consultants to work diligently to complete the assignment within the stipulated six-month timeframe. He emphasized that the consultants must ensure that all identified recoverable revenues are promptly returned to the Federation Account to support national development priorities.

Delivering his acceptance speech on behalf of the consultants, the lead consultant, Mr. Temitayo Ojeleke described the engagement as a national call to duty and assured the Commission and FIRS of their commitment to professionalism, transparency, and measurable results. He said, “We accept this assignment as partners in Nigeria’s economic renewal, ready to deliver results that will strengthen the nation’s revenue base.”

The inauguration marks a significant milestone in RMAFC’s ongoing efforts to enhance inter-agency collaboration, improve accountability, and maximize revenue generation for the collective benefit of the Federation.
