Minister of Transport and Public Works, Jappie Mhango, has called on the International Civil Aviation Organization (ICAO) to support Malawi’s Civil Aviation Authority (CAA) in building technical capacity for effective operations.

Mhango made the appeal during a meeting with ICAO President, Toshiyuki Onuma, on the sidelines of the Global Implementation Support Symposium 2026 in Morocco, noting that the Authority, established in October 2023, is operating with limited staff who require specialised training.

“Malawi Government is undertaking comprehensive transport sector reforms to support economic growth and regional integration. Aviation is a strategic priority, particularly for tourism, trade and connectivity as a land-linked country,” said Mhango.

He added that the CAA was established to ensure an independent and ICAO-compliant regulator, stressing the need for advanced training in safety oversight, aviation and air navigation.

In response, Onuma pledged ICAO’s support to Malawi under the “No Country Left Behind” initiative, indicating that assistance will be channelled through its regional structures.

Meanwhile, Secretary for Transport, Bright Kumwembe, held a separate meeting with ICAO Secretary General, Juan Carlos Salazar, where he requested support for critical equipment to help the Authority meet international standards.

ICAO Eastern and Southern Africa Regional Director, Lucy Mbungua, said Malawi stands to benefit from regional collaboration.

“We have SADC Aviation Safety Organisation (SASO) and other states with capacity to support Malawi. What we are going to wait for is a formal communication from the Malawi Government so that we can properly plan,” said Mbungua.

CAA Appoints Dr. Clement Mwale as Director General

The Civil Aviation Authority (CAA) has appointed Dr. Clement Mwale as its new Director General. The appointment was announced on Friday, 10 April 2026, in Lilongwe during a board meeting chaired by Rev. Baxton Maulidi.

Welcoming the appointment, Rev. Maulidi described Dr. Mwale as a strategic and results-driven leader, expressing confidence in his ability to steer the Authority at a critical time for the aviation sector. He noted that Dr. Mwale is expected to strengthen safety and regulatory oversight while enhancing efficiency and service delivery.

Dr. Mwale brings extensive leadership and policy experience, positioning him well to guide the institution through ongoing sector reforms.

In his remarks, Dr. Mwale thanked the Board for the confidence placed in him and pledged to work collaboratively with stakeholders to advance the Authority’s mandate.

CAA Acting Director General Highlights Key Functions and Challenges of the CAA

The Acting Director General of the Malawi Civil Aviation Authority (CAA), Samuel Kalua, has highlighted the key functions of CAA and its challenges to the Parliamentary Committee on Transport during the presentation of the draft regulations that the Ministry of Transport and Public Works on recommendation from the CAA on 12 March 2026.

Kalua higlighted that the CAA is responsible for certification of airports in line with the International Civil Aviation Organisation standards , licencing of air operators among others .

However, he pointed out that the authority continues to face a number of challenges in implementing its mandate effectively. These include limited staff capacity, the need for more specialized technical personnel among others.

Despite these challenges, Kalua emphasized that the CAA is commuted to strengthening oversight and maintaining safety standards in the country’s aviation industry.

Parliamentary Committee Pledges Support for Civil Aviation Authority

The Chairperson of the Parliamentary Committee on Transport Dumisani Lindani, M.P., has assured the Civil Aviation Authority (CAA) Board and the Ministry of Transport and Public Works of Parliament’s support in strengthening the country’s aviation regulatory framework.

Speaking during the presentation of aviation regulations to the Parliamentary Committee on Transport, the Chairperson emphasized the importance of collaboration among key stakeholders in the sector. He called for strong teamwork among Parliamentary Committee, the Ministry of Transport and Public Works, and the Civil Aviation Authority to ensure effective development and implementation of aviation regulations.

The Chairperson further stressed that transparency will be essential in the process, noting that openness and accountability will help build trust and ensure that the regulatory framework benefits the aviation sector and the public at large.

He added that the committee remains committed to supporting initiatives that promote safe, efficient, and well-regulated aviation operations in the country.

CAA Presents Civil Aviation Regulations to Parliamentary Committee

The Director of Aerodromes and Air Navigation Standards Fredrick Chisepeya on behalf of the Ministry of Transport on recommendation from Civil Aviation Authority has presented some of the drafted Civil Aviation Regulations to the Parliamentary Committee on Transport, highlighting key provisions aimed at strengthening aviation safety and efficiency. The regulations that were presented were in the areas of Rules of the Air, Search and Rescue, Units of Measurement for Air and Ground Operations , Air Traffic Service and Certification of Air Navigation Services Providers

During his presentation, Chisepeya outlined important features of the regulations. Some of the notable areas included the requirements for those providing Air Navigation Services to be certified and powers that inspectors have to provide oversight to Air Navigation Service Providers.

He also emphasized the need for reliable aviation infrastructure and well-defined operational procedures to support safe and efficient air navigation .

According to Chisepeya, the regulations will bring several benefits to the aviation sector, including improved aviation safety, enhanced operational efficiency, and strengthened international confidence in the country’s aviation system.

In his conclusion, he stressed that a well-regulated air navigation system is essential for maintaining safe skies and promoting sustainable growth in the aviation industry.

Shaping the Future of Aviation: New CAA Board of Directors Sworn In

A new chapter has begun at the Civil Aviation Authority (CAA) following the official swearing-in of its newly appointed Board of Directors. Immediately after taking the Oath of Office, the Board commenced a high-level induction session focused on Board Business Conduct, reinforcing its commitment to transparency, accountability and sound corporate governance.

The induction emphasized statutory compliance and strategic oversight to ensure that policy decisions are anchored in legal integrity and best governance practices. Discussions centred on aligning the Authority’s mandate with corporate excellence and effective regulatory supervision.

To complement the strategic engagements, the Board concluded the day with a comprehensive tour of Kamuzu International Airport (KIA), inspecting critical infrastructure and safety installations. The Civil Aviation Authority (CAA) is taking concrete steps to certify Malawi's international airports, with new regulations already at the Ministry of Justice for drafting.

Speaking during a Board orientation, Acting Director General for CAA, Samuel Kalua, disclosed that the Authority is developing guidance material for airport certification while proactively training inspectors to build internal capacity.

"We are also engaging with other member states to seek technical assistance where we face shortages of qualified inspectors," he said adding that plans are underway to recruit additional inspectors, while new regulations will address regulatory gaps to strengthen oversight.

Board Chairperson, Rev. Buxton Maulidi, said the orientation exposed critical gaps in aviation security and certification requiring immediate attention. He stressed the need to strengthen regulatory oversight and address security weaknesses to maintain compliance with International Civil Aviation Organization (ICAO) standards.

"The board will prioritize airport certification, align reforms with Agenda 2063, and adopt innovative approaches to overcome financial constraints while enhancing Malawi's aviation standing," Rev. Maulidi said.

New Civil Aviation Authority (CAA) Board Undergoes Technical Orientation, Sets Reform Agenda- 18th to 20th February, 2026.

The newly constituted Board of the Civil Aviation Authority (CAA) has concluded a comprehensive three-day technical orientation workshop aimed at reinforcing aviation oversight and regulatory effectiveness in Malawi. The workshop, held from 18th to 20th February 2026, focused on equipping Board members with a deeper understanding of the Authority’s legal mandate and operational responsibilities.

Central to the discussions was Malawi’s compliance with standards set by the International Civil Aviation Organization (ICAO). Board members emphasized that aviation is a highly technical and safety-sensitive sector that demands strict adherence to international regulations. They noted that any weaknesses in certification, licensing, or regulatory oversight could compromise safety and adversely affect Malawi’s international reputation and standing within the global aviation community.

Certification of Malawi’s airports that handle scheduled international flights was one of the key issues that was discussed. To ensure a clear understanding of the process, CAA Management presented the internationally recognized five-phase airport certification framework, outlining the technical, safety, and compliance requirements that must be met. The Board underscored the importance of ensuring that all eligible airports meet these standards as part of Malawi’s broader commitment to aviation safety and regulatory excellence.

In anticipation of growth within the aviation sector, including fleet expansion by Malawian Airlines, the Board proposed structured engagement meetings with industry stakeholders. Members stressed that expansion in airline operations must be matched by strengthened regulatory capacity to maintain effective safety oversight.
The workshop also highlighted the need to enhance public awareness of the Authority’s regulatory role. The Board recommended the development of a structured Public Awareness Strategy and the strengthening of the CAA’s communication function to promote transparency, build public trust, and improve stakeholder understanding of the Authority’s mandate.

The orientation workshop marks a significant step in positioning the CAA to uphold international standards, strengthen institutional capacity, and ensure safe and sustainable growth of Malawi’s aviation sector.
