Independent Complaints Commission -ICC - Malawi The Independent Complaints Commission (ICC) was established under Section 128 of Malawi’s Police Act 2010 to provide civilian oversight to law enforcement.

The Independent Complaints Commission (ICC) was established under Section 128 of Malawi’s Police Act to receive and investigate public complaints against police officers or Malawi Police Service to promote professionalism in the policing functions. The Commission’s functions, as stated in Section 129 of the Act, are:
• to receive and investigate complaints by the public against police officers and

the Malawi Police Service (MPS).
• to investigate death or injury as a result of police action and
• to investigate all deaths and injuries which occur in police custody. The Commission has powers to, among others, investigate any misconduct or offense allegedly committed by a police officer, investigate any death or injury in police custody or as a result of police action and, on its initiative, investigate any complaints against a police officer or the Malawi Police Service. To conduct independent, impartial, and quality investigations into public complaints against police officers to ensure the highest standards of accountability, professionalism, and respect for the rule in the Malawi Police Service. VISION

From 23 to 27 June 2025, we conducted awareness-raising engagements with police officers in Blantyre, Mwanza, and Neno, aimed at sharing knowledge and experiences on how we can collectively promote public trust and confidence in the police service.

The feedback, questions, and contributions from the officers demonstrated the value and impact of these engagements as the Commission continues implementing its mandate of promoting rights-based policing.

The Malawi Police Act Schedule (Section 52) Code of disciplinary conduct for police officers (12) states that a police officer commits an offence against discipline who, without the knowledge and permission of the Inspector General, accepts directly or indirectly any gift, gratuity, present or reward from any member of the public in respect of anything done by him in the discharge of the duties of his office.
