STATEMENT BY ABIDA SIDIK MIA, FORMER MEMBER OF PARLIAMENT & MINISTER

Dear Friends,

In recent days, cheap propaganda has been circulated in an attempt to damage my reputation, including a false allegation that I dismantled a transformer. I must be clear and state that all transformers are the property of ESCOM. No individual, myself included, has any authority to interfere with the operation of such equipment.

Chivomerezi FM, our trusted community radio in the Shire Valley, investigated this rumour in depth, conducting interviews with community members and leaders, and confirmed that the claims are indeed false. Likewise today, Islam Radio Malawi spoke directly with ESCOMโ€™s Chief Public Relations and Communications Officer, Mr. Pilirani Phiri, who clarified that a 1MVA transformer at Ngabu had developed a fault. In order to maintain electricity supply, ESCOM made a temporary operational decision to swap transformers with Mphango. This was entirely an ESCOM decision of which I had no influence whatsoever. Any claims to the contrary are tantamount to defamation.

In my role as public servant and Member of Parliament for Chikwawa Nkombedzi, we ensured the delivery of various community development projects including schools, clinics, boreholes and police units. Our achievements cannot be erased by lies or political propaganda. As responsible citizens it is incumbent upon each and everyone of us, in whatever situation, to ensure that the truth prevails.

Dear Friends,

I wish to sincerely thank the people of the Southern Region for the tremendous support shown during the Malawi Congress Partyโ€™s (MCP) Southern Region campaign launch held at Ngabu Sports Ground three days ago.

It was a privilege to host His Excellency Dr. Lazarus Chakwera, President of the Republic and our party leader, in my constituency for this important occasion. The overwhelming turnout was a clear demonstration of the regionโ€™s confidence in his leadership and the MCPโ€™s development agenda.

In my remarks, I commended President Chakwera for his steadfast leadership over the past five years, especially during times of crisis when our region was hardest hit by Cyclones Ana, Gombe, and Freddy. He stood with usโ€”providing relief, support, and hope. Under his leadership, significant progress has been made, among other things, in national infrastructure and in expanding access to safe water.

With all this in view, I am confident that Malawians will once again entrust President Chakwera with a second term.

Dear Friend,

Yesterday, I had the honour of opening the 95th African Water and Sanitation Association (AfWASA) Strategic and Technical Council Conference which was held at BICC in the capital, Lilongwe. The conference drew water, sanitation and hygiene (WASH) professionals across Africa. It was my honour, on behalf of His Excellency the President, Dr. Lazarus McCarthy Chakwera, to extend a heartfelt welcome to all international delegates to Malawi, the Warm Heart of Africa.

In my address, I told the conference that climate change affects us all, with erratic weather patterns inducing extreme floods and droughts, and as a result damaging water systems.

However, I also emphasised that this is a time for hope. We can turn these challenges into opportunities, if we protect our environment and invest wisely in our water resources.

I shared Malawiโ€™s efforts to build climate-resilient water systems, including the use of solar power, replanting trees in catchment areas, and assessing climate risk factors in all new projects. These measures are guided by our Malawi 2063 vision and the National Resilience Strategy.

I also called for us as Africans to act. We need improved financing for water and sanitation. Us as stakeholders need to find innovative ways to unlock support from climate funds and improve private sector participation. I reminded the conference that water is not just a basic right but it also holds the key to our social and economic future.

I encouraged more collaboration between stakeholders across Africa. Water knows no borders, and neither should our solutions. We must act now, for Africa and the World.

Dear Friends,

I had the honour of representing Malawi at the 3rd Pan-African Conference on Water (PANAFCON 3) held in Lusaka, Zambia from 26th to 29th May 2025. I participated in high-level sessions and bilateral meetings that directly support our national goal of ensuring clean water and decent sanitation for every Malawianโ€”echoing our commitment to Sustainable Development Goal No. 6 (SDG 6): Clean Water and Sanitation for All.

Malawi proudly showcased progress in building climate-resilient water systems through the Glasgow Declaration on Fair Water Footprints and our Presidential Compact on Water and Sanitation. This Compact outlines 12 strategic priorities aligned with Malawi 2063, focusing on investment in WASH, climate-resilient infrastructure, and equitable water access.

Through bilateral engagements, we secured renewed support from the United Nations Economic Commission for Europe (UNECE) for Malawiโ€™s accession to the Water Convention by 2025. We also reaffirmed our joint commitment with Tanzania to expedite the Lower Songwe Dam project, and initiated new partnerships with Morocco in dam development, wastewater reuse, and green energy. Additionally, we reiterated our cooperation with Zambia on water and sanitation matters, particularly catchment management.

In addition, I had an opportunity of engaging with a Childrenโ€™s Investment Foundation Fund who have committed to support Malawi Government with financing for constructing sanitation facilities in schools.

I sincerely thank His Excellency President Dr. Lazarus McCarthy Chakwera for his visionary creation of the Ministry of Water and Sanitationโ€”elevating water as a national priority.

Two days ago, I toured Blantyre City with my Deputy Minister to appreciate progress under the Malawi Water and Sanitation Project-1โ€”a targeted initiative to transform the cityโ€™s water and sanitation systems, jointly funded by the World Bank and the Malawi Government.

Our tour began at Makhetha Market (manda a mbuzi), where modern public sanitation blocks are being constructed. Similar facilities are also being developed at four other markets: Limbe Flea Market, Limbe Produce Market, Bangwe Market, and Mbayani Market. Meanwhile, five health centresโ€”Limbe, Bangwe, Makhetha, Chirimba, and South Lunzuโ€”are being equipped with upgraded sanitation amenities to better serve our communities.

We also inspected rehabilitated water kiosks, such as the one at Cheyisa, now fully operational. Ongoing rehabilitations span 15 kiosks, including Mpira II, Malabada WUA, Thundu, Nkuku 10, Nkoka, Kachiwaya, Porters, St Cecilia, Limni, Kachere 10, Lukwiya, Nkungudza, Ntopwa 1, Cheyisa, and Obasanjo.

At the same time, new smart kiosks are being constructed in 15 locations across Blantyreโ€”Mwachande, Namitete, Suya, Magasa, Chinangwa, Mangisa, Nyangu, Ndirande Matope, Kaliati, Chimbewa, Michiru 79, Macheso, Chendegolo, Gaka, and Mangoโ€”with over 80% completion.

Soon, Blantyre will see the deployment of trenchers to lay water and sewer pipesโ€”marking a new phase of infrastructure enhancement. We concluded the tour by inspecting the new Mzedi access roadโ€”now pavedโ€”paving way for proper waste disposal. Suffice also to add that we are developing an engineered landfill in Chigumula to replace the old Mzedi site.

I commend His Excellency President Dr. Lazarus Chakwera for his visionary leadership in establishing a standalone Ministry of Water and Sanitation, delivering development across the countryโ€”including Blantyre, which remains firmly in his focus.

The work continues.

Today, I had the honour of meeting Ms. Anna Wellenstein, Regional Director at the World Bank, during a luncheon at Protea Ryalls Hotel in Blantyre. She is in Malawi to check progress on the Malawi Watershed Services Improvement Project (MWASIP). We had very productive discussions on how the project is helping to restore our degraded land, protect water sources, and improve the lives of people in rural areas.

I also shared with her how Malawi is making progress on key water projects such as multipurpose dams and irrigation schemes, and highlighted the Champhira and Msaka Water Supply Schemes, which were launched by His Excellency Dr. Lazarus McCarthy Chakwera, and are examples of successful World Bank support.

I explained that MWASIP is also helping Blantyre city by improving access to clean water and strengthening Blantyre Water Board. The project is supporting policy reforms too, like updating water laws and preparing plans for future WASH investments. I asked the World Bank to consider supporting the next phase of the project and to allow reallocation of resources to speed up important work. With continued support, I am confident we can do even more to bring clean water to all, especially in rural communities where most Malawians live.

It is with deep humility and heartfelt gratitude that I thank delegates and members of the Malawi Congress Party in Chikwawa Nkombedzi Constituency for placing their confidence in me once again. They have endorsed me as the Partyโ€™s Parliamentary candidate for the upcoming Tripartite Elections on the 16th of September 2025.

Yesterday at Saopa Ground in Traditional Authority Ngabu, the party held its primary elections for our constituency, where I was selected unopposed. This is a further reflection of the trust that the people of Chikwawa Nkombedzi had first placed in me nearly six years ago, in 2019, when I was elected to serve as their Member of Parliament.

Since then, we have worked together, achieving significant progress, constructing modern health clinics, under five clinics, school blocks, police units, bridges, drilling boreholes and maintaining critical infrastructure.

But our work isnโ€™t finished. With Godโ€™s grace and your continued support, I remain committed to delivering even moreโ€”thanks to the visionary leadership of President Dr. Lazarus Chakwera, whose bold decision to raise the Constituency Development Fund to MK200 million annually is enabling us to drive real and meaningful development across the nation.

Yesterday, I had the honour of meeting a delegation from the OPEC Fund, who were accompanied by the CEO of the Northern Region Water Board. Their visit is part of an important appraisal mission for the Jenda Water Supply and Sanitation Project, an ambitious US$31.55 million investment funded by the OPEC Fund. The goal is simple yet powerful: to bring safe and clean water to over 41,000 people. This project is a firm step forward in fulfilling His Excellency President Dr. Lazarus McCarthy Chakweraโ€™s vision of ensuring that every Malawian has access to potable water, which is in alignment with Sustainable Development Goal 6.

What makes this project special is not only the water infrastructure, similar to the new intake dam on Katete River, the treatment plant, reservoirs, and over 100km of water pipelines, but also its wide environmental and social impact. It includes climate-smart land management, new school toilets and landfills, livelihood support for local families, as well as a local PVC pipe factory. This will entail cleaner water, healthier school environments, more jobs, stronger communities and a brighter economic future for the North. I extended our sincere thanks to Mr. Bah Aly Bah, Ms. Ines Fejzic, and Mr. Juan Felipe Murcia from the OPEC Fund for their decade-long partnership, which has already brought water solutions to Mzimba, Nkhata Bay, and Karonga. As a government, we remain fully committed to transparency, sustainability, and community ownership throughout this vital project.

This morning, I had the honour of opening the 2025 National Water Conference at Golden Peacock Hotel in Blantyre, held under the theme: โ€œFostering Water Development amidst Emerging Climatic Conditions.โ€

In my remarks, I highlighted the critical role water plays in achieving the Sustainable Development Goals (SDGs) and Malawiโ€™s 2063 Development Agenda. Water is central to our socio-economic progress.

Recognizing this importance, His Excellency Dr. Lazarus Chakwera established a dedicated Ministry for Water and Sanitation, enabling us to concentrate our efforts in making significant strides in developing, managing and delivering water resources to the people of Malawi.

This conference aims to produce practical solutions for the water, sanitation, and hygiene (WASH) sector to address climate-related challenges. On Saturday, we will celebrate World Water Day, a global event initiated at the 1992 Earth Summit to promote awareness about water conservation.

In closing, I extended my heartfelt thanks to all WASH sector partners for their relentless efforts in supporting our Governmentโ€™s goal of achieving universal access to water by 2030.

Dear Friends,

Four days ago, I had the rare privilege of meeting King Charles III at a reception held at Buckingham Palace in London, United Kingdom. The invitation to Buckingham Palace came in recognition of Malawi's progress in improving access to water and sanitation. This has been enabled by the unwavering commitment and visionary leadership of His Excellency Dr Lazarus McCarthy Chakwera, President of the Republic of Malawi. At the Palace, we discussed strategies to ensure future water security amidst the threats of climate change.

Prior to meeting the King, I participated in a Ministerial Roundtable discussion on tackling water security across the development nexus (encompassing environmental, social, economic and governance aspects).

The discussion was chaired by the UKโ€™s Minister of State for International Development, the Right Honourable Baroness Chapman. Participants included relevant authorities from Senegal (the 2026 United Nations Water Conference Host and incoming Chair of the African Ministers' Council on Water), the United Arab Emirates, Nepal, Nigeria, Morocco, Bangladesh, representatives from the UN, UNICEF, the Word Bank, the European Commission and WaterAid.

We unanimously agreed at the meeting that water security is the fundamental component that will enable the delivery of all the other Sustainable Development Goals. As such, we agreed to work collectively in developing and driving scalable solutions to water crises facing the globe.

Special gratitude must be extended to His Majesty's Government for the invitation to participate in this conference, which builds on the strong relationship between our two countries. I am also grateful to WaterAid UK for the support granted throughout our participation.

LAUNCH OF MK145 MILLION NJIZA BRIDGE CONSTRUCTION IN CHIKWAWA NKOMBEDZI CONSTITUENCY

Dear Friends,

Yesterday, I had the privilege of laying the foundation stone for the new Njiza Bridge, marking the commencement of its construction in the area of Group Village Headman Fodya in my Constituency. This bridge replaces the previous one that was destroyed by floods, disrupting vital activities like trade, access to schools, and healthcare services for our community.

As the Member of Parliament for this constituency, it was my duty to address this challenge, and I am grateful that work has now commenced. The project, with a budget of MK145 million kwacha, is funded by the World Bank through the Governance to Enable Service Delivery (GESD) initiative. This is made possible by the strong leadership of His Excellency the President, Dr. Lazarus Chakwera, whose vision has fostered international confidence in supporting Malawiโ€™s development.

Joining me at the launch were Chikwawa District Commissioner Nardin Kamba, Council Chair Martin Goche, Mikalango Ward Councilor Aubrey Masanza, and Traditional Authority Ngabu. I reaffirmed my commitment to delivering on the promises I made when I was elected Member of Parliament in 2019, and I will continue to champion progress for the people of Chikwawa Nkombedzi.

Dear Friends,

Two days ago, I had the honor of opening a landmark two-day international leadership forum, co-hosted by the Ministry of Water and Sanitation alongside the UK Governmentโ€™s Just Transitions for Water Security partners at BICC in Lilongwe. The forum brought together leaders from business, finance, and civil society to drive progress on water stewardship (Fair Water Footprints), innovative financing (Resilient Water Accelerator), and integrating water resilience into economic planning (Water Resilience Tracker).

This forum offered an exciting opportunity to highlight that Malawi is at the forefront of global efforts for a just transition to water security. We are advancing key initiatives, including Vision 2063, the Presidential WASH Compact, and the Fair Water Footprints Declaration. As an active member of the African Ministers' Council on Water, we are demonstrating strong leadership in this vital sector.

In my remarks, I emphasized the urgent need for action. I told the gathering that time for rhetoric is over stating that millions of Malawians are counting on us to deliver clean and safe water, and with less than five years remaining to achieve our targets, I urged all stakeholders to triple their efforts to meet Sustainable Development Goal (SDG) 6: access to water and sanitation for all.

In a wonderful turn of events, Water Witness International CEO Nick Hepworth, in his speech, shared the incredible news that His Majesty King Charles III of the United Kingdom has invited Malawi to Buckingham Palace to share our success stories in the water sector with other stakeholders. This recognition from King Charles III is a significant honor for Malawi and reflects the global impact of our efforts.

In response, I attributed this recognition to the visionary leadership of His Excellency Dr. Lazarus Chakwera, President of the Republic of Malawi. His bold decision to establish a standalone Ministry of Water and Sanitation has been transformative, allowing us to focus intently on achieving SDG 6 and providing clean water and sanitation for all.

Rest assured, we at the Ministry will continue to work with unwavering dedication to fulfil our mandate, ensuring that every Malawian has access to clean, safe water. Together, under the leadership of President Chakwera, we are making history, and the world is taking notice.
