Tamsall Project Towards A new Multilevel Shared Approach
to Libya Local governance - TAMSALL. An EU co-funded project

TAMSALL is a project aimed at reinforcing Libyan administrative decentralization process through supporting local authorities’ capacity building and international relations. The project intends to share with 20 Libyan municipalities tools to improve the offer of public services. TAMSALL will propose the multilevel governance (MLG) approach as a methodology for planning and managing local services,

accompanying target municipalities in testing participated, multi-stakeholder and multilevel dynamics for planning and implementing services at local level in four sectors: environmental services, services for young people, services for an improved communication between the municipalities and its citizens, as well as social and health services.

كان هذا الحدث بمثابة الحدث الختامي لمشروع الاتحاد الأوروبي الرائد. في الواقع، كان من الملهم رؤية أصحاب المصلحة والخبراء يجتمعون معًا لمناقشة ممارسات الحوكمة متعددة المستويات للتنمية الإقليمية. هذا مثال رائع على قيادة التغيير الإيجابي في مجتمعاتنا معاً!

💡 Today at the final event of the project, global collaboration in service delivery was an important topic. The importance of citizen involvement as stakeholders, not just as beneficiaries was stressed, underscoring the project's community-driven approach to territorial development.

💬 The TAMSALL Final Event took place today at the Committee of the Regions, in Brussels!
This event marked the successful conclusion of a transformative project in advancing multi-level governance practices for territorial development. Esteemed stakeholders and experts from Libya, TAMSALL initiative, and the EU will convene for insightful discussions on MLG practices. From panel discussions to detailed presentations, we have explored the interplay between local, regional, and national administrations and delve into key areas like data management, training, and emergency management!

The lab is an unprecedented alliance between scholars and practitioners of cities’ international action, thus making their activities of potential interest for TAMSALL stakeholders. It has a dual capacity of UNECE Center of Excellence and special project of Columbia Global Centers | Paris.

Outputs of the Lab include:
