STRENGTHENING THE ARTISANAL SECTOR THROUGH THE GOLD TRACEABILITY SYSTEM
… MINISTRY OF MINES AND ENERGY CONDUCTS STAKEHOLDRS TRAINING

MONROVIA, August 16, 2026 — The Ministry of Mines and Energy, through its Office of Precious Minerals (OPM), has put into action, efforts aimed at promoting transparency, accountability, and responsible sourcing in Liberia’s gold sector by conducting a two-part training sessions intended to strengthen the capacity of licensed gold Dealers and Brokers to ensure they comply with traceability requirements.

The training, held separately at the Ministry’s central Monrovia head office on August 12, 2026, and the 14th, brought together two groups and was centered around the use of the gold traceability forms.

The initiative forms part of the Ministry’s broader efforts to formalize Liberia’s gold trade, improve documentation and record-keeping, curb illicit mineral transactions, and strengthen confidence in the country’s mineral sector.

Opening the dealers’ session, the Assistant Minister of Mines, Sumo Momolu, - underscored the Ministry's commitment to sanitizing the minerals sector and ensuring that gold traded in Liberia can be properly accounted for from the point of production to export.

Madam Rebecca Kumba Fallah, Director of the Office of Precious Minerals (OPM) – directly responsible for minerals trading/export and implementation of the Gold Traceability system - did a presentation on the importance and use of the Gold Traceability Forms. She emphasized on the importance of transparency and accountability in gold transactions and encouraged all participants to see the Gold Traceability not simply as a regulatory requirement, but an important mechanism for building a credible and internationally trusted gold industry.

At the heart of both sessions during her presentation, was the Gold Traceability Forms, which she described as a critical tool for establishing a reliable chain of custody for gold. Participants were taken through the various stages of documentation, including production records, purchase and transaction forms (vendor receipts), transportation records (DealersID Cards), export documentation, and supporting attachments.

Emphasis was placed on the documents required for lawful gold export, including a valid license, production and recovery vouchers, transaction receipts, identification where applicable, and other documents as prescribed by the Ministry (MME).

Following Director Fallah's presentation, a practical demonstration session was conducted by staff from the Office of Precious Minerals to ensure that each participant understand the features of the forms and how the forms should be completed.

The OPM staff guided participants through the process, stressing the need for clear handwriting, accurate information, complete entries, and proper verification of every transaction.

The participants were particularly reminded to carefully record the date, weight, location, mining information, and details of buyers and sellers, while ensuring that all required signatures are obtained before documents are submitted.

For Brokers, the training placed additional emphasis on their role as key actors in the gold supply chain. They were reminded to conduct transactions only with authorized/licensed miners, maintain proper records, and ensure that every movement of gold is supported by the required documentation.

The training session cautioned Dealers and Brokers against common documentation errors, including blank fields, missing signatures, inaccurate weights, inconsistent information, and late submission of forms.

Participants were further warned that dealing in minerals outside the established legal framework could result in seizure of the minerals and other legal consequences under Liberian law.

The sessions were interactive, with participants given opportunities to ask questions and seek clarification on practical challenges they encounter in their day-to-day operations. The discussions allowed the Ministry to reinforce key compliance requirements while giving Dealers and Brokers a clearer understanding of their respective responsibilities within the gold supply chain.

The two-day Stakeholders engagement comes at a time when Liberia is seeking to strengthen governance of its mineral resources and ensure that gold produced and traded in the country is properly documented and traceable.

By bringing Dealers and Brokers into the same traceability framework through targeted training, the Ministry says it is working to close documentation gaps and build a more transparent and accountable gold market—one in which every transaction can be followed, verified, and linked to its legitimate source.

The Ministry of Mines and Energy reaffirms that the training is part of an ongoing efforts to formalize the gold sector, enhance government oversight and support revenue collection, promote responsible sourcing, and position Liberia’s mineral industry to meet national and international standards for transparency and accountability.

The next group of people receive similar Gold Traceability training will be Mining Agents which will be conducted at the Ministry’s central Monrovia head office, while Miners will have theirs done at the county level.

BOREHOLE DRILLING COMPANIES TRAINED TO ACCESS ONLINE PERMITTING, APPLICATION PROCESS

MONROVIA – August 7, 2026: Since the Regulations Governing Groundwater Exploration and Borehole Drilling Operation went into effect in the year 2025, the Ministry has maintained sustained engagement with companies in that sector, ensuring that their operations align with the new regulatory framework.

After those collaborative periods of interactions, the Ministry of Mines and Energy on the one hand, and the Borehole companies on the other, have reached to a point where action has been activated. On Friday, August 7, 2026, the Ministry gathered several of the actors in the Borehole drilling sector to train them about the new online system of obtaining permits.

The new online application process via portal.mme.gov.lr, replaces the previously used paper-based regime which was contingent upon human interaction. The online system now eases costs and difficulties of travel from [sometimes] long distances to get to the central Monrovia head-office of the Ministry (MME).

Facilitated by Mining Cadastre Director, Cooper V. Pency, the more than 15 Borehole drilling companies received insights and information about the ‘know-how’ of using their technological gadgets to access the Mines and Energy Mineral Rights Application e-portal [portal.mme.gov.lr] to apply for their permits. The interaction was flexible and friendly, giving the companies to clear doubts and concerns about properly utilizing the new online registration/application system.

The Liberia Hydrological Services – the water quality management functionary of the Ministry of Mines and Energy, supervises Groundwater Exploration and Borehole Drilling in Liberia. It functions under the administrative and technical supervision of the Department of Mineral Exploration and Environmental Research, headed by Assistant Minister for Research, Sam Summerville. In remarks,

Assistant Minister Summerville assured the companies that Liberia is open for business in the Borehole drilling sector, and admonished them to ensure that their business activities are in conformity with provisions of governing regulations. He praised his team for organizing the training which he believes is a step in the right direction for modernizing services of the Liberia Hydrological Service (LHS) and the Ministry at large.

Madam Wynitta Gwaikolo-Mayson, Director of the Hydrological Service, Sekouba Kamara – Assistant Director – LHS, Groundwater and Borehole Drilling Supervisor, Joshua Arku, and other technicians from the Hydrological Service, participated in the day-long online registration training.

Meanwhile, the Ministry of Mines and Energy (MME), has set September 1, 2026, as date for the beginning of online registration for operating permits by Borehole drilling companies.

NEW GOLD TRADE REGULATIONS INTRODUCED

MONROVIA – August 6, 2026: In order to regulate gold trade in Liberia and ensure transparency and accountability in the Country's gold sector,. a serious measures have been introduced by the Ministry of Mines and Energy (MME) - THE GOLD TRACEABILITY SYSTEM

In separate directives issued by the Ministry's Office of Precious Minerals, licensed class C and B gold miners, gold dealers, and brokers have been instructed to comply with new system requirements, including the mandatory use of the Gold Traceability Vouchers beginning October 1, 2026, and compulsory training sessions for licensed miners, dealers and brokers, including mining agents scheduled to take place later this month.

According to a July 21 directive addressed to all Class 'B' and Class 'C' miners, dealers, and brokers, the new system is intended to improve oversight of the country's gold trade, combat illicit mineral trafficking, and align Liberia's mining sector with internationally recognized standards for responsible mineral governance.

Under the new policy, stakeholders will now be required to obtain official Gold Traceability Vouchers from the Office of Precious Minerals (OPM) before conducting any gold transactions. The vouchers must be used to accurately document every gold purchase, sale, and transfer.

The Ministry also requires Miners, Dealers, and Brokers to maintain completed vouchers as part of their official business records. Dealer license holders seeking approval to export gold must include the traceability vouchers in their export documentation, while all license holders will be expected to present the vouchers during the renewal of Class 'B:, and Class 'C', Dealer, and Broker Licenses.

The Ministry of Mines and Energy further indicates that compliance inspections will be conducted periodically by the Office of Precious Minerals and the Bureau of Mines to ensure that participants in the gold sector are adhering to the new traceability requirements.

As part of preparations for the rollout, the Ministry (MME) has scheduled mandatory training sessions for licensed gold dealers and brokers on the proper use of the Gold Traceability Forms.

According to an August 4 memorandum from the Office of Precious Minerals, licensed gold dealers are required to attend training on Wednesday, August 12, 2026, at 10:00 a.m., while licensed gold brokers will participate in a separate session on Friday, August 14, 2026, also at 10:00 a.m.

Both training sessions will be held at the Ministry of Mines and Energy on Capitol Hill in Monrovia.

The Ministry emphasizes that any excuse for one's absence from these trainings will not be accepted, noting that the trainings are intended to ensure participants understand the proper completion and use of the Gold Traceability Forms as part of the broader traceability framework.

The initiative represents a significant step toward strengthening governance in Liberia's gold industry by improving the traceability of gold from production to export, enhancing regulatory oversight, and reinforcing the country's commitment to responsible mineral development.

The Ministry has urged all licensed miners, dealers, and brokers to fully cooperate with the new measures to ensure a smooth implementation of the Gold Traceability System and continued compliance with national mining regulations.

OBITUARY UPDATE:

MONROVIA – August 6, 2026: In consultation with the family, the Ministry of Mines and Energy announces funeral rites for the Ministry’s fallen staff, Bonchie Bonah, from the Department of Energy.

On Friday, August 7, 2026, wake Keeping will take place beginning 8:00 p.m. on the BYC football stadium in PHP community, central Monrovia.

The funeral service takes place on Saturday, August 8, 2026, at the same venue (BYC Football Stadium) beginning at 9:00 a.m. Burial will take place thereafter in VOA, Brewerville.

The Administration and staff of the Ministry of Mines and Energy once again console the family of the late Bonchie Bonah during this time of bereavement and admonish them to take solace in the Lord.

May his soul rest in perfect peace and light perpetual shine on him.

UPDATE: ARREST Agenda Pillar 5 ENERGY AND ENVIRONMENT SECTOR WORKING GROUP ENGAGEMENT CONTINUES

MONROVIA – August 5, 2026: As the Finance and Development Planning Ministry (MFDP) continues the 2027 National Budget preparatory public sector stakeholders’ engagements across spending entities, that process continued at the Ministry of Mines and Energy (MME) on Wednesday, August 5, 2026.

With the Mines and Energy Ministry heading Environmental Sustainability [Pillar Five] of the ARREST Agenda for Inclusive Development (AAID), government institutions under this pillar reconvened at the Ministry (MME) to continue the 2027 Budget Sector Working Group engagement, marking Day-2 of their five days working session.

During Wednesday’s session, the environmental and energy sector institutions expounded on budget preparation process for Fiscal Year (FY) 2027, centering their technical interactions around:

• Public Sector Investment Projects (PSIP)
• Costing Template for Compensation or Government Employees’ Salaries
• Costing Template for Goods and Services, and
• Project Proposal methodologies for spending accessing project funds through the Ministry of Finance and Development Planning (MFDP)

The technical sessions will climax on Monday, August 10, 2026, after filled out Budget and Project Templates have been thoroughly reviewed and assessed on Thursday, and Friday.

ENERGY, ENVIRONMENT SECTOR WORKING GROUP CONVENES 2027 BUDGET SESSIONS TO ADVANCE CLIMATE-SMART DEVELOPMENT AGENDA

MONROVIA, LIBERIA – AUGUST 4, 2026: Public sector institutions under Pillar Five (Environmental Sustainability) of the Government of Liberia's ARREST Agenda for Inclusive Development (AAID), have officially commenced a five-day Energy and Environment Sector Working Group (SWG) session as part of the ongoing preparations for the 2027 National Budget.

The technical exercise is being facilitated by the Finance and Development Planning (MFDP), and hosted by the Ministry of Mines and Energy at its central Monrovia head-office. The Mines and Energy Ministry heads Pillar Five of the ARREST Agenda. Pillar Five of the AAID membership include:

Delivering official opening remarks on behalf of Ministry of Mines and Energy, R. Matenokay Tingban, the Deputy Minister for Administration, Eudora Blay-Pritchard, emphasized the importance of collaboration in achieving the country's environmental and energy development priorities.

Deputy Minister Blay-Pritchard commended the sector members for putting forward some of the brightest staff to team up with colleagues to achieve the purpose of the 2027 National Budget Sector Working Group. She called for collaboration, openness in knowledge sharing and dedication amongst them if their results must be tangible in the interest of national development.

The five-day technical working session is focused on developing a climate-smart investment project that will drive sustainable growth across Liberia's energy and environmental sectors.

The engagement is expected to strengthen inter-agency cooperation in designing a resilient and inclusive development project that promotes clean and renewable energy, enhances climate adaptation and mitigation efforts, improve environmental stewardship, and contributes to broad-based socio-economic development.

Participants will engage in a series of technical sessions, reviewing and understanding budgeting templates aimed at identifying sector priorities, reviewing policy and institutional frameworks, assessing financing opportunities, and developing practical implementation strategies. The discussions are also expected to ensure that proposed interventions align with the ARREST Agenda for Inclusive Development (AAID), Liberia's national climate commitments, and broader environmental sustainability objectives.

At the conclusion of the five-day session, the Sector Working Group is expected to produce a coordinated roadmap for priority investments, strengthened institutional collaboration among participating agencies, and generate recommendations that will inform the formulation of the 2027 National Budget and future climate-resilient development initiatives.

The Ministry says the exercise represents a critical step toward building a more sustainable, climate-resilient, and energy-secured Liberia through coordinated planning, sound environmental governance, and strategic public investment.

REPOST: Liberia Recognized as DG Rising Star..At Sustainable Energy Africa Workshop in Cape Town, South Africa

Liberia has been recognized with the prestigious Distributed Generation (DG) Rising Star Award at the Sustainable Energy Africa (SEA) Distributed Generation Support Programme Workshop held in South Africa last month.

The award, presented by Sustainable Energy Africa, recognizes countries demonstrating strong leadership, commitment, and momentum in advancing distributed generation policies, regulations, and implementation frameworks. Liberia was selected for policy development and its significant progress in creating an enabling environment for distributed renewable energy development.

Madam Joebarline S.B Gbozee, represented the Ministry of Mines and Energy (MME) at the workshop. She is the Director for Energy Planning, Research and Policy at the Mines and Energy Ministry. Director Gbozee participated alongside delegates from LERC and LEC from Liberia and also from several African countries engaged in the DG Support Programme.

The recognition reflects the collective efforts of key energy sector institutions in Liberia, particularly the Ministry of Mines and Energy, the Liberia Electricity Regulatory Commission (LERC), and the Liberia Electricity Corporation (LEC). Over the past year, Liberia has made remarkable strides in strengthening its distributed generation framework through the development of the National Net Metering Policy, led by the Ministry of Mines and Energy, as well as the validation of Distributed Generation Regulations by LERC.

These initiatives are expected to facilitate greater private sector participation in renewable energy generation, encourage customer-owned solar photovoltaic systems, and support the integration of distributed energy resources into Liberia’s electricity network.

The Liberia Electricity Corporation has also played a vital role in supporting these reforms by providing technical input and contributing to discussions on the practical implementation of distributed generation and net metering within the national grid.

Speaking on the achievement, Director Gbozee noted that the award demonstrates Liberia’s growing commitment to energy sector transformation and the expansion of clean, reliable, and affordable electricity access.

“This recognition is a testament to the strong collaboration among Liberia’s energy sector institutions and partners. The development of the National Net Metering Policy and the advancement of Distributed Generation Regulations are important milestones that will help unlock investment in renewable energy and empower consumers to become active participants in the energy transition.” Director Gbozee noted.

The workshop brought together representatives from participating African countries to share experiences, review progress, and exchange lessons learned on implementing distributed generation policies and programmes. The event also marked the official launch of a new cohort of countries joining the programme.

The DG Rising Star Award positions Liberia among the leading emerging countries on the continent advancing distributed generation and reinforces the country’s commitment to achieving sustainable energy development, increasing renewable energy deployment, and supporting national energy access goals.

The Ministry of Mines and Energy extends appreciation to Sustainable Energy Africa, the DG Support Programme partners, LERC, LEC, development partners, and all stakeholders whose contributions have helped advance Liberia’s distributed generation agenda.
