MONROVIA, LIBERIA – In a significant move to overhaul the nation’s infrastructure, the Government of Liberia, through the Ministry of Public Works, officially signed a landmark contractual agreement today with China Railway Seventh Group (CRSG).

The Agreement activates Phase III of the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP), focusing on the paving of a critical 61.5km corridor stretching from Kelipo to Putuken and John Davis Town.

During the Signing Ceremony, Public Works Minister Roland Layfette Giddings lauded the African Development Bank for its enduring partnership.

Minister Giddings emphasized that the project is a cornerstone of the government’s strategy to unlock the economic potential of Southeastern Liberia.

‘The implementation of the Putuken to John Davis Town road marks a significant boost for connectivity. This cooperation between development partners and the government is essential for accelerating the pace of construction nationwide,’ Minister Giddings remarked.

Rees Mwasambili, the African Development Bank (AfDB) Country Director, reaffirmed the Bank’s commitment to Liberia’s major transit routes, urging an accelerated work schedule to ensure the project meets its 2029 deadline.

The Project Implementation Unit Coordinator, Mr. Rawling Kesselly, highlighted the practical benefits for local citizens, noting that the paved corridor will drastically reduce travel times and improve vital access to farm-to-market roads.

He noted that the Mano River Union Road Programme, amongst many things, aims to
facilitate trade, bridge the infrastructure gap, reduce costs, lower vehicle operating expenses and transport prices for essential goods.

Representing the Contractor, China Railway Seventh Group (CRSG), Mr. Liu pledged the company’s commitment to timely and high-quality ex*****on.

He also called for a collaborative spirit between the government and local communities to ensure smooth operations throughout the construction phase.

Once completed, this 61.5km segment will serve as a modern lifeline for the Southeast, transforming a historically underserved region into a key hub for national and regional trade.

Beyond local improvements, Phase III is a vital link in a broader regional initiative.

World Bank Executive Director Visits Liberia, Advances Talks on Legacy Corridor Financing

The Government of Liberia has welcomed Zarau Wendeline Kibwe, Executive Director of the World Bank Africa Group, who is currently in the country as part of his oversight of 22 African nations. His visit follows key engagements at the recently concluded World Bank Spring Meetings in Washington, D.C., where discussions progressed on financing Liberia’s ambitious Legacy Corridor project.

The Legacy Corridor, a transformative infrastructure initiative, will traverse three key counties: Grand Bassa County, B**g County, and Nimba County; and is expected to significantly boost economic activity, regional connectivity, and job creation. Dr. Kibwe’s visit is focused on finalizing financing terms, evaluating the project’s economic viability, and ensuring alignment with the Bank’s policy objectives on poverty reduction and inclusive development.

As part of his engagements, Dr. Kibwe joined a high-level government delegation led by Roland Layfette Giddings, alongside Deputy Minister of Finance and Development Planning Depu Zuo and Deputy Minister of Education Nyekeh Y. Forkpa, on an inspection tour of ongoing and completed World Bank-supported projects. The delegation visited newly constructed model schools in B**g and Nimba Counties, where Dr. Kibwe expressed satisfaction with the Government’s effective utilization of resources.

The team also inspected the SECRAMP road project, specifically Lots 1 and 2 (Ganta–Saclepea and Saclepea–Tapita corridors). Head of the Infrastructure Implementation Unit at the Ministry of Public Works, Emmanuel Baker, reported that the project has reached 94 percent completion. He noted that while pavement works are largely complete, the ongoing bridge construction in Saclepea remains critical and is expected to be finalized by September 2026. The overall project completion date is set for March 2027, followed by a 12-month defect liability period.

In his remarks, Minister Giddings highlighted the project’s tangible impact, revealing that more than 80 new construction developments have emerged along the corridor since the project began. He reaffirmed the Government’s commitment to transparency and accountability in managing World Bank resources.

"What we are witnessing in Liberia is a clear demonstration of how strategic infrastructure investments can transform lives. The Legacy Corridor is not just a road project, it is a pathway to economic empowerment, regional integration, and dignity for thousands of Liberians. As long as the Government remains committed to transparency and results, the World Bank will continue to stand as a reliable partner in Liberia’s development journey,” Dr. Kibwe remarked.

Concluding the tour, Dr. Kibwe commended the Government of Liberia for its development strides, noting that the projects align closely with the World Bank’s broader vision for sustainable growth across Africa. He assured officials that due diligence will be applied at every stage of the Legacy Corridor initiative to ensure its successful implementation.

“Temporary Closure of the Cestos River Bridge in Rivercess County for Rehabilitation Works”

The Ministry of Public Works informs the general public, motorists, and all road users that the Cestos River Bridge in Rivercess County will be temporarily closed to traffic as an enabler for critical rehabilitation works. This exercise involves the delaunching of the existing bridge, which currently has a weight limit of 25 tons, and the installation of a new, modern bridge with an increased load capacity of up to 80 tons.

The rehabilitation process is expected to last for a period of three (3) months beginning May 8th through August 8, 2026, after which the newly constructed bridge will be reopened for public use. This upgrade is part of the Government’s ongoing efforts to improve road infrastructure, enhance safety, and facilitate smoother transportation across the region.

The Ministry is undertaking this important exercise in close collaboration with the Liberia National Police, which will be deployed to manage traffic and ensure public safety throughout the duration of the project.

Toward this end, the public is strongly urged to remain compliant with all traffic directives, cooperate with authorities on the ground, and exercise patience as this vital infrastructure improvement is carried out.

The Ministry, however, regrets any inconvenience this may cause and appreciates the understanding and cooperation of all citizens.

IMF Mission Engages Public Works on Financial Systems and Accountability

An International Monetary Fund (IMF) Mission to Liberia has held a high-level engagement with the Ministry of Public Works as part of ongoing efforts to assess the efficiency and reliability of Liberia’s financial management systems. The visit focused on gathering critical data and insights into the Ministry’s financial governance, including the status of its 2025 annual financial statements, sources of financial data, and the systems used for reporting, particularly IFMIS and non-IFMIS platforms.

During the meeting, discussions also covered key operational challenges affecting financial reporting, including issues related to revenue tracking, donor-funded (DP) projects, reconciliation processes, and the management of outstanding or “hanging” transactions.

The IMF team further explored the extent of in-year budget adjustments, such as supplementary appropriations, reallocations, and contingency spending, as well as the Ministry’s ability to analyze variations between approved budgets and actual expenditures. Concerns regarding the reliability and timeliness of funding releases were also raised, alongside broader questions about public financial governance.

Responding on behalf of the Ministry, Acting Minister and Deputy Minister for Administration, A. Samuka Dunnoh, provided a comprehensive overview of the Ministry’s financial management practices. He emphasized that the Ministry remains fully compliant with national financial regulations and continues to utilize systems established with support from international partners, including the IMF and World Bank. Mr. Dunnoh acknowledged existing challenges, particularly in the full digitization of operations such as human resource management, but assured the IMF delegation that steady progress is being made.

“Although these issues are not yet fully settled, significant progress has been made in procurement activities as all interactions are mostly digitized,” he noted.

The engagement underscores the government’s commitment to transparency, accountability, and continuous improvement in public financial management as Liberia works to strengthen institutional efficiency and build confidence among international partners.

On Saturday, 18th April 2026 at a frontier and western town in Liberia named Bo Waterside, cross-sections of Mano River Union (MRU) citizens from Liberia 🇱🇷, Sierra Leone 🇸🇱 and Guinea 🇬🇳 converged at a colorful ceremony marking the Groundbreaking for the Upgrading and Construction of 255 kilometers of Primary Roads under the Design, Build, Operate and Transfer (DBOT) Concession with Pavi Forte Liberia, a project that represents a monumental milestone in Liberia’s Road Construction Portfolio.

President Joseph Nyuma Boakai was earlier praised by his Counterpart, President Julius Maada Bio of Sierra Leone for embarking on a landmark Public-Private Partnership (PPP) Road Concession which will witness the construction of major corridors in western Liberia, as well as Montserrado and Lofa Counties.

The Sierra Leonean Leader Julius Maada Bio also expressed satisfaction over the selection of Pavi Forte, noting that the Company has over the years demonstrated competence and trustworthiness in the construction of major roads within the Mano River Union Basin and in other parts of West Africa.

In a rather brief Keynote Address, President Joseph Nyuma Boakai reaffirmed his Government’s commitment to road construction.

According to the Liberian Leader, achieving a little over ten percent (10%) of a total road network of approximately 14000km for a country nearing two hundred years of existence is intolerable.

The Liberian Chief Executive asserted that the construction of roads brings about the improvement of lives, as well as the upgrading of the country’s infrastructures.

For his part, Deputy Public Works Minister for Technical Services and Acting Minister Prince Tambah said the project will redefine connectivity, strengthen regional integration, and lay the foundation for sustained economic growth.

He furthered: “From an engineering standpoint, the project comprises a mix of four-lane dual carriageways and two-lane single carriageways, carefully designed to international standards and adapted to Liberia’s terrain, traffic demand, and environmental conditions. A key segment from St. Paul’s Bridge to Bo Waterside will be developed to expressway standards, serving as a critical trade and transport link to Sierra Leone.”

“The project includes the development of the St. Paul’s Bridge to Klay–Bo Waterside corridor, spanning 117 kilometers; the Klay to Tubmanburg road, covering 22 kilometers; the Madina Junction to Robertsport road, extending 30 kilometers; and the northern corridor from Voinjama to Mendikorma, spanning 86 kilometers. Together, these corridors form a strategic national network that will drive economic growth, enhance regional trade, and strengthen national integration”, Deputy Minister Tambah added.

It can be recalled that on December 4, 2025 the Liberian Government ratified a 25-year, US$363.9 million road concession agreement with PAVIFORT AL ASSOCIATES, INC. to construct and maintain 255km of key roads in the Western and Northern regions. Operating under a Design, Build, Operate, and Transfer (DBOT) model, this public-private partnership aims to upgrade critical corridors by 2030.

The joint inspection team comprising Engineers from MPW's Division of Rural Development and Ministry of Agriculture, has arrived in B**g County to continue ongoing assessment of key farm-to-market road projects.

Strategic corridors include:

*Naama Town–Farvey Town (9.16 km)
*Farvey Town–Touquay Town (3.30 km)
*Paye Town Junction–Jarkai (9.3 km)
*Naama Town–Cow Farm (9.7 km)
*Cow Farm–Gbarnga Siaquelleh (9.0 km).

These roads are critical to improving access and enhancing the movement of agricultural goods to markets across the county.

The B**g County inspection forms part of a broader exercise expected to cover a total of 59.23 kilometers of farm-to-market roads under the IFAD-supported initiative.

In addition, Director Blamoh and his team are scheduled to inspect the Phebe Junction–Gbonta Town corridor, a 32.0-kilometer stretch fully funded by the Government of Liberia through the National Road Fund.

The ongoing inspections underscore a significant leap towards strengthening rural infrastructure and boosting agricultural productivity in leeward counties.
