PHASE TWO AWARENESS CAMPAIGN TEAMS CONCLUDE ACTIVITIES IN GRAND BASSA AND RIVER GEE COUNTIES

Barclay Training Center, Monrovia, Liberia (August 13, 2026): The Ministry of National Defense (MoD), in collaboration with the Armed Forces of Liberia (AFL), has concluded Phase Two activities of its nationwide awareness campaign in Buchanan, Grand Bassa County, and Fish Town, River Gee County.

The ongoing campaign seeks to increase women’s participation in the Armed Forces of Liberia and promote greater awareness of opportunities for women to serve in the AFL and participate in international peacekeeping missions.

Speaking following the conclusion of activities in Buchanan, Zolina S. Teewleh, Head of the Central Region Team and Senior Analyst for Research, Monitoring and Evaluation in the Gender Department of the Ministry of National Defense, expressed gratitude for the strong turnout, particularly among young women.
She commended participants for their expressed interest in joining the Armed Forces of Liberia and encouraged them to take advantage of the opportunities available to serve their country.

Ms. Teewleh also expressed appreciation to the Grand Bassa County authorities, particularly the Superintendent and other local officials, for the warm welcome and support extended to the team during its two-day stay in Buchanan.

Having concluded activities in Grand Bassa County, the Central Region Team is currently in Kakata, Margibi County, where it will continue the awareness campaign at Kakata City Hall on Friday and Saturday before proceeding to Montserrado County, where the team is expected to conclude its Phase Two activities.

Meanwhile, the South Eastern Region Team, headed by Mr. Junior Morris, Senior Policy Analyst to the Minister of National Defense, has also concluded its awareness campaign activities in Fish Town, River Gee County.

During the two-day engagement, the team encouraged young people, particularly women, to take advantage of career opportunities within the Armed Forces of Liberia, as well as opportunities to serve Liberia through international peacekeeping operations.

The South Eastern Region Team has now proceeded to Harper, Maryland County, where it is expected to conduct a two-day awareness campaign as part of the ongoing Phase Two activities.

The nationwide awareness campaign is being implemented by the Ministry of National Defense and the Armed Forces of Liberia, with support from UN Women through the Elsie Initiative Fund.

The Ministry of National Defense remains grateful to county authorities, local leaders, community members, women’s groups, youth organizations, and other stakeholders for their continued support and participation in the campaign.

The Ministry further calls on officials and communities in the remaining counties to continue supporting the awareness teams as they advance toward the conclusion of Phase Two of the nationwide awareness campaign.

Ministry of National Defense and Armed Forces of Liberia Launch Phase Two of Nationwide Awareness Campaign to Promote Women’s Participation in Peacekeeping
Barclay Training Center, Monrovia, Liberia ( August 13, 2026): The Ministry of National Defense (MoD), in collaboration with the Armed Forces of Liberia (AFL), has officially launched Phase Two of a nationwide awareness campaign aimed at increasing women’s participation in the Armed Forces of Liberia and international peacekeeping missions.
The campaign, titled “Strengthening the Armed Forces of Liberia’s Women’s Active Participation in Peace and Security Through Deployment to Peacekeeping Missions,” is being implemented under the Elsie Initiative Fund.
The awareness campaign seeks to engage women’s groups, youth groups, local government officials, market women, Peace Huts, rural women, young women’s groups, traditional leaders, chiefs and elders, and religious leaders to promote greater understanding and support for women’s participation in military service.
The campaign is being implemented across all fifteen counties in two phases. Phase One, which commenced on July 20, 2026, covered two regions: the Western Region, comprising Bomi, Grand Cape Mount, and Gbarpolu Counties; and the Northern Region, comprising B**g, Lofa, and Nimba Counties. Phase One concluded on July 25, 2026.
Phase Two, which commenced on August 10, 2026, is being implemented in the remaining two regions: the Central Region, comprising Rivercess, Grand Bassa, Margibi, and Montserrado Counties; and the Southern Region, comprising Grand Gedeh, River Gee, Sinoe, Grand Kru, and Maryland Counties. Phase Two is expected to conclude on August 17, 2026.
The primary objective of the campaign is to support the Ministry of National Defense and the Armed Forces of Liberia’s efforts to increase women’s representation in the military by improving public understanding, challenging negative social norms and stereotypes, and building stronger family and community support for women’s participation in military service and peacekeeping operations.
The campaign is structured around community engagements, public awareness sessions, and dialogues with key stakeholders. These activities are intended to strengthen the efforts of the Ministry of National Defense and the Armed Forces of Liberia to foster an enabling environment that encourages more women to pursue careers in the military and contribute to national, regional, and international peace and security efforts.
Currently, the Central Region team began its awareness activities in Rivercess County and is now conducting engagements in Buchanan, Grand Bassa County. The team is expected to proceed to Margibi and Montserrado Counties.
Meanwhile, the Southern Region team commenced its awareness activities in Zwedru, Grand Gedeh County, and has proceeded to River Gee County. The team is expected to continue its engagements in Sinoe, Grand Kru, and Maryland Counties.
As the campaign continues across these regions, the Ministry of National Defense and the Armed Forces of Liberia encourage women and girls to consider career opportunities within the Armed Forces of Liberia and take advantage of opportunities to serve their country.
The Ministry further emphasizes that women have an important role to play in strengthening Liberia’s peace and security, both nationally and through participation in regional and international peacekeeping missions.

It is a great honor and privilege to join you today as Chief Launcher of this important report documenting the legacy and contributions of India’s all-women Formed Police Unit, deployed alongside the United Nations Mission in Liberia from 2007 to 2016.

Let me begin by extending sincere appreciation to the Ducor Institute for Social and Economic Research for undertaking this important research and for creating a platform to preserve and reflect upon an important chapter in Liberia’s peacebuilding history.

The deployment of India’s all-women FPU to Liberia was significant not only because of its contribution to peace and security, but also because it demonstrated the vital role women can play in maintaining peace, protecting communities, strengthening public confidence and supporting post-conflict recovery.

Liberia emerged from a devastating civil conflict with the enormous task of rebuilding its institutions and restoring public trust in the security sector. The presence and professional service of the Indian Form Police Unit during this critical period provided an important example of discipline, professionalism, and women’s meaningful participation in peace and security operations.

Their contribution also carried a powerful message to Liberian women and girls: women are not merely beneficiaries of peace and security; they are essential actors in creating, sustaining, and protecting peace.

As Liberia continues to strengthen its security institutions, we must preserve the lessons of our peacekeeping experience and ensure that the participation of women in the security sector remains a priority.

The legacy of the Indian FPU, therefore, extends beyond their years of service. It forms part of Liberia’s broader journey toward inclusive security institutions and stronger partnerships for peace.
This report is particularly valuable because it allows us to document, study, and learn from that experience.
I encourage our researchers, academicians, policymakers, and security institutions to use its findings to inform future policies and programs on women, peace, and security.

On behalf of the Ministry of National Defense and, indeed, the Government of Liberia, I commend the Government and people of India, the United Nations, the members of the Indian FPU, and all Liberian institutions and individuals who contributed to their successful mission in Liberia.
I also commend the Ducor Institute for ensuring that this important legacy is documented for present and future generations.

Ministry of National Defense and Armed Forces of Liberia Conclude Awareness Campaign in Four of Fifteen Counties

Barclay Training Center, Monrovia, Liberia (July 23, 2026) : The Ministry of National Defense (MoD), in collaboration with the Armed Forces of Liberia (AFL), has concluded awareness activities in four of Liberia’s fifteen counties as part of a nationwide campaign aimed at promoting women’s participation in the AFL and international peacekeeping missions.

The campaign, titled “Strengthening the Armed Forces of Liberia’s Women’s Active Participation in Peace and Security Through Deployment to Peacekeeping Missions,” is being implemented under the Elsie Initiative Fund.

Since the campaign commenced on July 20, 2026, awareness teams from the Ministry of National Defense and the Armed Forces of Liberia have concluded engagements in Bomi, Grand Cape Mount, B**g, and Lofa Counties.

The Western Region team is currently in Bopolu, Gbarpolu County, while the Northern Region team is in Sanniquellie, Nimba County. Activities in both locations are expected to conclude on July 25, 2026.

During the engagements, the teams met with county officials, youth groups, women’s groups, students, opinion leaders, traditional leaders, chiefs and elders, religious leaders, and other key stakeholders. The engagements sought to promote greater understanding and support for women’s participation in military service and international peacekeeping operations.

The campaign is being carried out by the Ministry of National Defense and the Armed Forces of Liberia with support from UN Women through the Elsie Initiative Fund.

The Elsie Initiative Fund (EIF) is an international funding mechanism that supports countries and organizations in increasing women’s meaningful participation in peacekeeping operations. Established under the broader Elsie Initiative for Women in Peace Operations, launched by Canada in 2017, the fund supports projects that help address barriers preventing women from joining, deploying to, and remaining in peacekeeping missions.

In Liberia, a barrier assessment was conducted in 2022 with support from UN Women to identify the factors contributing to the low representation of women in peacekeeping missions. Based on the findings of the assessment, funding was provided to increase awareness and promote greater representation of women in the Armed Forces of Liberia.

The initiative will also provide training opportunities to support the retention of women in the military and prepare them for deployment to international peacekeeping missions.

Moreover, the initiative will support Liberia in efforts to:
Increase the recruitment and participation of women in the Armed Forces of Liberia;
Prepare more women for deployment to international peacekeeping missions;
Identify and address barriers that limit women’s participation; and
Promote gender equality in peace and security.

The nationwide campaign is being implemented across all fifteen counties in two phases and is expected to conclude on August 12, 2026.

Phase One, which is nearing completion, is being implemented in two regions:
Western Region: Bomi, Grand Cape Mount, and Gbarpolu Counties; and
Northern Region: B**g, Lofa, and Nimba Counties.

Following the completion of Phase One, the campaign will continue in the remaining counties under Phase Two.
