Chief Moses Yarkpazuo Kollie is a professional Public Administrator with over twenty-Five (25) years of public service and twenty (20) years of practical managerial skills, National and International Experienced Legislator. He has exceptional and specialized training in Financial & Economic Management, Budgeting, Good Governance and Taxation from the West African Institute of Financial and Economic Management (WAIFEM) in Lagos, Nigeria. He is a former Minister of Labour of the Republic of Liberia. Kollie worked successfully since 2018 in upholding and ensuring the full implementation of the Decent Work Act of Liberia(DWA), the smooth and impartial adjudication of Labour cases and also hosted the first National Labour conference which further foster and encouraged policy discussions towards a united Labour sector; bringing together the National Tripartite Council(NTC) of the Labour Sector of Liberia; comprising of; Representatives of Employers’ Association; Representatives of Employees’ Association and the Government of Liberia. Kollie has held several top-level postions in both Public and Private Sectors with his appointment by the President of Liberia; Dr. George Manneh Weah in February 2018 as Minister of Labour and now appointed Director-General of the Liberia Civil Aviation Authority(LCAA). Being passionate about the transformation of his country as Minister of Labour, Hon. Kollie along with his team took practical steps which led to the rebranding of the image of the Ministry of Labour and restoring its positive reputation, transforming the Labour Sector of the country through the implementation of the Decent Work Act of Liberia in line with the Pro-Poor Agenda for Prosperity and Development(PAPD). Prior to his appointment as Minister, the distinguished national and selfless leader was overwhelmingly elected as Representative in 2005 & 2011 representing the people of Electoral District number four (4); now District number five (5), Salayea & Zorzor Administrative Districts, Lofa County, Republic of Liberia. As Representative, he severed for Twelve (12) unbroken Years (2006 -2018)
While serving as a legislator, he also Chaired the Committee on Investment & Concessions for Six years, at the same time served as Head of Delegation for nine years to the African, Caribbean, Pacific and European Union Joint Parliamentary Assembly (ACP-EU/JPA) based in Brussels, the Kingdom of Belgium. During his twelve (12) years of service at the House of Representatives, Hon. Kollie also served as Member on the House’s National Budget Committee for Ten (10) Years and later became Chairman for Two years of said Committee. Additionally, he also served as Chair of the Lofa County Legislative Caucus for several Years. For eight years, Hon. Kollie provided leadership as Chairman of the Board of Directors of the Curran Lutheran Hospital, located in Zorzor District, Lofa County, Liberia. As a Civil Servant, Hon. Moses Y. Kollie served as Customs Officer and Chief Cashier at the Ministry of Finance (MOF), now Ministry of Finance & Development Planning (MFDP) for Eleven (11) years at several Ports of Entry across Liberia including the Roberts International Airport (RIA). He also served as First Vice President of the Civil Servants Association of the Republic of Liberia; 1989-1990 served as Warehouse Manager at then Liberia National Petroleum Corporation (LNPC). Educationally, Hon. Kollie earned a Master of Public Administration (MPA) in 2013 from the University of Liberia. 2008-2009; he earned two certificates in Legislative Budgeting and Good Governance from the University of Georgia, Carl Vinson Institute of Government, Atlanta Georgia, USA. During the same time, he obtained a Bachelor in Public Administration (BPA) with Minor in Management from the University of Liberia. In 1995, he obtained a professional Certificate as Customs Officer, Bureau of Customs & Excise from the Ministry of Finance (MOF) now Ministry of Finance & Development Planning (MFDP), Republic of Liberia.

A blissful Wednesday to everyone on this 29th Day of July 2026.
Having graced the occasion marking the official Dedication Ceremony for the Gbarnga to Salayea Road Section on Tuesday, 28 July 2026, I’m glad to be back in Monrovia.
I’m delighted for the completion and dedication of this Gbarnga to Salayea road which has become a very good history for us and generations to come. I’m joyful because it’s our (Fmr. President EJS and then VP and now President JNB, & the 53rd Legislature) brainchild.

Especially for then VP and now President JNB, who actually worked very hard in ensuring that his former boss then President EJS prioritized the Gbarnga to Salayea Road project during the second term of all of us Administration.

Remember, at that time, I was Chair of the Lofa County Caucus from January 2015 - January 2018, when then Senator, the late Pof. Sumo G. Kupee, “peace be upon him” left the Legislature after the 2014 midterm Senatorial election.
Not only that, I was also Chair on the House’ Committee on Ways, Means, Finance and Budget while serving as Lofa County Legislative Caucus’ Chair concomitantly. So “we played dual roles” in ensuring that said Loan Agreement was approved. Thanks also to the entire 53rd Legislative Caucus’ Members of Lofa who helped to push Legislative approval for this particular Loa Agreement.
Thanks as well to Fmr. President GMW for initiating the road pavement from Gbarnga to Gorlu Town. Even though it was not completed by his Administration, it’s still highly appreciated.

Again, I wish to thank H. E. President JNB, VP JKK, and the Administration, including our International Development Partners for the many developmental initiatives, especially in the area of roads across the country, particularly Lofa County.

When it comes to development, Liberia wins as our common denominator.

MY EXPERT OPINION ON THE ONGOING INVESTIGATION OF REP. YEKEH Y. KOLUBAH, ELECTORAL DISTRICT # 10, MONTSERRADO COUNTY, REPUBLIC OF LIBERIA.

First and foremost, the ongoing investigation of Rep. Yekeh Y. Kolubah by the Honorable House of Representatives (HOR), through the House’s Standing Committee on Rules, Order, and Administration is grounded in Article 38 of the 1986 Constitution of the Republic of Liberia which states “Each House shall adopt its own rules of procedure, enforce order, and with the concurrence of two-thirds of the entire membership, may expel a member for cause”. Meaning, the Honorable House of Representatives (HOR) is proceeding in accordance with its own rules, which have quasi-judicial authority, particularly in contexts involving internal discipline, ethics investigations and other misconduct.
Inline with Parliamentary rules, Members of Parliament around the world can be expelled or lose their seats due to serious misconduct, breach of rules, or failure to meet legal qualifications. Such procedures may vary - - often requiring a threshold vote of two-thirds so as to protect the democratic will of the voters. However, there are many common reasons for a Member of Parliament to be expelled or lose his/her seat - - which include but not limited to the following:

1. Misconduct within the Parliament:
* Behavior that disrupts the ability of the House to function, such as violence, interrupting proceedings, shouting, or physically obstructing the Speaker. Etc.

2. Disloyalty or Sedition:
* Making seditious and disloyal statements that endanger national security can lead to expulsion.

3. Breach of Ethics/Code of Conduct:
* Violating strict parliamentary codes regarding integrity, standards, and professionalism, especially those that cause damage to the integrity and reputation of the House.

4. Absence Without Permission:
* Failing to attend regular Sessions of the House for a specified period without approval from the Presiding Officer or the Honorable Speaker. Etc.

Now, with just four counts mentioned supra out of the many common reasons for expelling a Member of Parliament or the House, I can safely say that Representative Yekeh Y. Kolubah will not go unpunished by his colleagues in the House of Representatives (HOR), upon the submission of the report from Rules, Other, and Administration Committee to the Plenary, which is the supreme decision-making body of the House. If he’s not expelled, which may be out of sympathy from his colleagues, he may receive a very harsh Legislative punishment.
The best thing Rep. Kolubah can do in order to avoid expulsion or other harsh punishment, is to lobby with majority members of his colleagues in the House for pardon. Like I mentioned earlier, the ongoing investigation is not a “court of record” hearing rather, it’s a quasi-judicial process where direct legal representation throughout the process may not be allowed. Your lawyer(s) may appear with you in the process in order to guide you in your presentations and responses only.

To conclude, I can clearly see more charges being levied against Rep. Kolubah in the Committee’s final report suggesting that some of his actions as a member in the Honorable House of Representatives have brought that august body into public disrepute. Meaning, the Committee’s report may not only be limited to the “reckless remarks” about the existing Guinea-Liberia borders crisis. As such, a severe penalty may be melted against him in whatever way the majority may desire.

I am speaking authoritatively on this matter on the basis of my expertise on “Legislative Proceedings” as well as an experienced former Legislator who played an active and major roles in both the House of Representatives and Joint Legislative Leadership for 12th consecutive years (2006-2018).
