Ministry Clarifies Status of Child Survivor Formerly Under Its Care

The Ministry of Gender, Children and Social Protection (MGCSP) wishes to provide clarification regarding a child survivor who was allegedly subjected to sexual abuse and was subsequently placed under the care and protection of the Ministry through one of its safe homes.

Since the child's admission into protective custody, the Ministry has remained fully committed to ensuring his safety, wellbeing, and access to appropriate care and support services.

Throughout his stay, the child received continuous protection, psychosocial support, and other interventions in line with national child protection standards and the Ministry's mandate.

Following consultations with family members and relevant child protection stakeholders, the child's biological mother and grandmother formally requested that he be reunited with his family.

After the completion of all required child protection procedures and assessments, both the mother and grandmother signed the necessary documentation accepting responsibility for the child's custody.

Consequently, the child was released into family care in accordance with established protocols.

The Ministry wishes to emphasize that all actions taken throughout this process were guided by the best interests of the child, applicable child protection laws, and the Ministry's statutory responsibility to safeguard vulnerable children.

The Ministry further notes with concern the circulation of one-sided narratives and attempts to politicize sensitive child protection matters.

Cases involving child survivors require responsible, factual, and balanced reporting that protects the dignity, privacy, and welfare of children and avoids exposing survivors to additional trauma or public scrutiny.

The Ministry remains open and accessible to members of the media and the general public seeking verified information regarding its interventions and services.

We encourage journalists and stakeholders to engage the Ministry directly for accurate information before publishing reports on sensitive child protection issues.

The Ministry also wishes to clarify that while the Ministry of Gender, Children and Social Protection is responsible for child protection interventions, survivor support services, case management, and coordination, the legal and prosecutorial aspects of criminal cases fall under the mandate of the Ministry of Justice.

The Ministry, through its Legal Unit, works closely with the Ministry of Justice and other relevant institutions on this case and all cases involving gender-based violence and child protection concerns to ensure that survivors receive the necessary legal support and that justice is pursued in accordance with the laws of Liberia.

The Ministry further reaffirms that it continues to collaborate with the Ministry of Justice and relevant partners to support a transparent, timely, and accountable judicial process in matters involving child protection and sexual and gender-based violence.

We encourage the public to utilize the 116 Gender-Based Violence Hotline to report cases of abuse, seek assistance, or make referrals.

Prompt reporting enables authorities and service providers to intervene quickly and provide the necessary protection and support to survivors.

The Ministry of Gender, Children and Social Protection remains steadfast in its commitment to protecting vulnerable children, supporting survivors, and promoting a safe and protective environment for every child in Liberia.

Ministry of Gender Intervenes in Viral Abuse Case

The Ministry of Gender, Children and Social Protection (MGCSP), through its Gender-Based Violence Division, has taken immediate notice of the recent allegations of prolonged abuse involving a young woman and her brother, Mr. Ibrahim Morris Kowah.

The Ministry confirms that it has successfully made contact with the survivor and is closely engaging the matter with the seriousness it deserves.

As an institution committed to the protection of women, children, and vulnerable persons across Liberia, the Ministry assures the public that it will use every available legal and social protection mechanism within its mandate to provide the survivor with the necessary psychosocial and social support.

Additionally, the Ministry is working in collaboration with relevant authorities to ensure that due process is followed and that justice is served accordingly.

Violence in any form, especially within the family setting, remains unacceptable and must never be treated as a private matter when the safety and dignity of a person are at risk.

The Ministry further encourages survivors of abuse and members of the public to make use of the available referral pathways for support and protection.

Survivors can report cases through the Ministry’s Gender-Based Violence 116 Hotline for immediate guidance, referrals, and support services.

The Ministry also strongly warns against the practice of covering up abuse through family arrangements, traditional settlements, or lineage-based interventions that deny survivors access to justice.

Abuse and violence are criminal matters and must not be hidden or resolved in ways that protect perpetrators while leaving survivors without protection and accountability.

Survivors of abuse are encourage to speak out and seek help.
