PUBLIC SERVICE ANNOUNCEMENT

It has come to the attention of the Ministry of Commerce & Industry (MOCI) that Users of Creative Contents (Music, Arts, Movie etc..) in the majority are not in compliance with the rules governing the commercial use of those materials bearing the Intellectual Property Rights of persons and institutions having ownership as prescribed by section 9.6, 9.35 and 9.36 of the 2016 Intellectual Property Act and ensuing Copyright Regulations.

This constitutes a tacit violation of the General Business Laws and the Intellectual Property Law, and it undermines Liberia's commitment to International Trade Rules and Obligations over Intellectual Property and our Creative/Entertainment Industry.

As such, the Ministry of Commerce & Industry (MOCI) is categorically clear and requires full compliance by all registered businesses using Creative Contents within the bailiwick of Liberia by obtaining the needed Copyright Clearances and Licenses before the commercial exploitation of Creative Contents as prescribed by Law.

In furtherance of ensuring compliance, the Ministry, working along with its implementing partners, the Liberia Intellectual Property Office (LIPO) and the Copyright Society of Liberia (COSOL), will conduct routine surveillance and inspection exercises.

This announcement must claim the attention of Creative Contents Users, including but not limited to the following entities:

1. Mobile Network Operators (MNOs)
2. Centers of Hospitality (Hotels, Motels, Bars, Restaurants, Casinos, Gaming Centers, etc.)

3. Traders, Whole-sellers, Retailers of Music, Movie, etc.
4. Broadcasters (TV & Radio Stations, etc.)

5. Importers of Transmittable, Receivable, and Storage Devices, amongst others.

Validation Workshop On Draft Competition & Consumer Protection Kicks Off

Press Release: Thursday: March 19, 2026: The Deputy Minister for Administration at the Ministry of Commerce & Industry (MoCI), Tarnue N. Jeke, has underscored the importance of a strong and vibrant consumer protection regime for Liberia.

Deputy Minister Jeke pointed out that a vibrant consumer protection regime enhances economic competition, drives efficiency, attracts investment and fosters innovation. He observed that a strong consumer protection regime also builds trust, enhances market confidence and safeguards the welfare of stakeholders in the commerce of any meaningful economy.

Speaking in Monrovia Thursday at the opening of a two-day validation workshop on the Draft Competition and Consumer Protection Act, Mr. Jeke said the outlined elements form the foundation of inclusive and sustainable economic growth.

Deputy Minister Jeke added that ensuring a strong consumer protection regime is aligned with President Joseph Boakai’s development vision for Liberia, and reinforces the Commerce Ministry’s determination to advance private sector development, strengthen regulatory institutions and deepen regional economic integration.

He called on the participants to leverage their collective expertise and experience in order to produce a robust, practical and forward-looking legal framework-capable of withstanding the test of time and delivering tangible benefits to the Liberian economy.

Deputizing for Commerce & Industry Minister, Magdelene E. Dagoseh, Mr. Jeke, lauded partner institutions- including ECOWAS, AfCFTA, the Mano River Union, amongst others, for supporting the initiative.

Speaking earlier, Assistant Minister for Commerce & Trade, Kelvin D.J. Mattaldi, also stressed the importance of the validation process. He said the Ministry of Commerce & Industry has been engaged with relevant stakeholders to tackle issues concerning promoting effective trade and consumption protection regulations.

The Ministry of Commerce & Industry, with support from the ECOWAS Regional Competition Authority (erca) has developed a draft National Competition and Consumer Protection Act to repeal the 2016 Competition Law. The idea is to establish a robust legal and institutional framework for enforcing competition and consumer protection laws in order to promote free, fair, and efficient market system in Liberia.

The Senior Management Team(SMT)at the Ministry of Commerce and Industry has presented twenty motorbikes, several pickups and a 35-seated bus to its employees .

The presentation was done today at a brief ceremony, attended by employees of the Ministry, both from Montserrado County and rural Liberia . During the program, Commerce and Industry Minister, Magdalene Dagoseh called for proper care. Minister Dagoseh also said the SMT would endure that the cars and motorbikes would be used for job-related purposes .

Announment of New Fuel Price Ceiling

The Ministry of Commerce & Industry Liberia, in collaboration with the Liberia Petroleum Refining Company, has announced an increase in the price ceiling for petroleum products on the Liberian market effective March 14, 2026.

The circular, the price of gasoline (PMS) has increased by US$0.85 while fuel oil (AGO) has gone up by US$0.90.

Under the new pricing structure, gasoline will retail at US$4.87 or L$910 per gallon, while fuel oil will sell at US$5.78 or L$1,080 per gallon.

The inspectorate team of the Ministry of Commerce & Industry Liberia will closely monitor the market to ensure compliance and prevent arbitrary increases by petroleum dealers.

The circular was signed by Minister Magdalene Ellen Dagoseh, of Commerce and Industry, and Amos B. Tweh, Managing Director of the Liberia Petroleum Refining Company.

Commerce Ministry Closes Down Several Businesses

Press release: Monday: March 9, 2026: The Ministry of Commerce & Industry has shut down several businesses for various offenses-including hike in rice price, sale of unwholesome products, expired business registration, etc. The affected businesses were shut down within the Rally Time Community and the commercial District of Red Light.

They were caught in the act today, during a regular routine inspection carried out by Commerce & Industry Minister, Magdalene E. Dagoseh. During the exercise, it was discovered that those in the Rally Time area were hiking the price of rice from US$14.00 to US$15.50 and even up to between US$15.50 to US$15.75, while those shut down in Red Light were operating without business registration, sale of expired products and expired business registration.

The action of the businesses caught in price hike runs contrary to last week’s decision reached between local rice importers and the Commerce Ministry for the wholesale and retail prices of the 25kg bag of rice to remain at US$14.00 & US$14.50, respectively. The affected businesses will remain closed until appropriate fines imposed by the Ministry are paid.

MoCI & Rice Importers Say No to Price Increment.

In the wake of the current Iran- US conflict which has led to the rise in the prices of essential commodities across the globe, the Ministry of Commerce & Industry has scored a resounding success in preserving the price of rice on the Liberian market. During an emergency meeting with the country’s leading rice importers today, a consensus was reached that the wholesale price of the 25kg bag of rice should remain at US$14.00, while the retail price remains atUS$14.50 or its value in Liberian Dollar.

Members of Senior Management Team-led by Commerce & Industry Minister, Magdalene Dagoseh, observed that once the current quantity of rice in country was brought in prior to the ongoing Iran-US crisis, there is no justification for importers to increase rice price on the Liberian market. The six major rice importers- including Fouta Corporation, UCI, K&K, SWAT, Founi Brothers & A-Z agreed to not carry up the price of the current quantity of rice on the local market. They however pleaded with the government to assure them of increasing rice price once the current crisis that is already having negative impact on their businesses persists, most especially when they are bringing in new shipments.

The Ministry of Commerce & Industry took note of rice importers’ concern and assured them that the two parties will return to the discussions table if there will be new market variables that warrant upward adjustment in future. Meanwhile Minister Dagoseh and team admonished the rice importers to keep their words by living up to the outcome of the meeting in the interest of the Liberian people and as part of the collaboration existing between the Ministry and the business community. The Ministry has also announced that it would step up the number of inspectors on the field to ensure effective enforcement and monitoring of the country’s business environment, warning that unwholesome business practices will be greeted with appropriate legal actions.

Ministry of Commerce & Industry & Liberia Petroleum Refining Company (LPRC) Issue New Price Circular to Stabilise Fuel Costs Amid Global Petroleum Market Turbulence

Monrovia, Liberia – In close coordination with the Liberia Petroleum Refining Company (LPRC), the Ministry of Commerce and Industry Tuesday released a price circular that sets new ceiling prices for petroleum products in both the wholesale and retail sectors.

The circular, effective immediately, aims to protect Liberian consumers and businesses from volatile global price swings while ensuring a steady supply of fuel nationwide.

According to them, Wholesale ceilings remain unchanged in U.S.‑dollar terms, reflecting the latest average Platts prices for March 2026.

The retail price figures incorporate the current Central Bank of Liberia (CBL) exchange rate of LD 187.00 = US$1.

Prices are based on the average Platts indices for the month of February 2026 and will be reviewed monthly in line with market developments.

At a high‑level meeting held on 3rd March 2026 with importers, distributors and other petroleum‑sector stakeholders, the Government expressed grave concern over the rapid escalation of petroleum product prices worldwide.

The Ministry underscored its commitment to continuously monitor global price movements and exchange‑rate fluctuations, adjust ceilings promptly when market conditions warrant, ensuring transparency and fairness.

The Ministry, together with LPRC, has however activated a comprehensive contingency plan designed to prevent sudden or unjustified price spikes that could arise from supply shocks or market manipulation.

Commerce Ministry Tours Three Counties

The Ministry of Commerce & Industry has begun an acquaintance tour of three counties as part of constructive efforts to have a better picture of operational challenges and other matters affecting the work of its inspectors in rural Liberia.

The four-day tour officially kicked off February 25, and is expected to be concluded on the 28, 2026. The three Counties are Margibi, B**g and Nimba.

The acquaintance tour began in Kakata City, Margibi County, where the MoCI delegation comprising several members of the Senior Management Team (SMT) held discussions with the Inspectorate Division.

Speaking upon arrival, Acting Commerce & Industry Minister, Tarnue N. Jeke, said the visit was necessitated by the SMT’s determination to address operational challenges affecting its sub offices across Liberia.

Mr. Jeke who is heading the MoCI-SMT delegation urged the head of the Inspectorate Division in Margibi County to provide an update about activities being undertaken as per the Ministry’s vision and mandate.

Acting Minister Jeke also briefed the group about ongoing efforts to train a number of inspectors from rural Liberia whose work will guide their colleagues regarding online business registration.

Two other SMT members who formed part of the tour- Deputy Commerce for Industry, Andrew Paygar and Assistant Commerce & Industry Minister for Administration, Varney M. Sheriff, also made useful inputs during the interactive exercise.

Providing an overview, MoCI- Margibi Senior County Inspector, Mitchell Freeman, spoke about the need for logistical support.

Mr. Freemen made specific reference to lap tops, modernized reporting system that saves time through effective delivery, etc, He however pointed out that despite the challenges, they continue to actively engage the business community in Margibi County to ensure that their businesses are registered and that they should exercise honesty in their interactions with the public.

Mr. Freeman also told the MoCI -SMT delegation that another focus of the Margibi Inspectorate is price-tagging.

Before departing Margibi County, another acquaintance engagement was held with the Ministry’s sub office at the Roberts International Airport (RIA), characterized by similar cordiality.
During the tour, the MoCI-SMT delegation will also interact with county authorities, local leaders, members of the joint security, etc, to further strengthen collaboration through team work.
