𝐏𝐡𝐧𝐨𝐦 𝐏𝐞𝐧𝐡, 08 𝐒𝐞𝐩𝐭𝐞𝐦𝐛𝐞𝐫 2026 - HE. Ambassador Marcos dos Reis da Costa received a courtesy call from H.E. Mr. Senen Tiemsin Mangalile, designated Ambassador of the Republic of the Philippines to the Kingdom of Cambodia at the Embassy of Timor-Leste.

Both Ambassadors shared views on bilateral relations and cooperation that grew stronger between Timor-Leste and the Philippines. They expressed their continued commitment to maintain their good relationships and good cooperation between the two embassies in Phnom Penh.

Representing the National Parliament through the AIPA National Group, MP Mrs. Lídia Norberta Martins attended the 'Parliamentary Multi-Stakeholder Dialogue on Responsible Investment for Food and Climate Security: Advancing the ASEAN RAI Agenda' in Phnom Penh, Cambodia (August 25–26, 2026).

As a key speaker in Session 3, MP Mrs. Lídia highlighted Timor-Leste's parliamentary efforts to advance food security and climate action. During her visit, she also met with the Ambassador of Timor-Leste to Cambodia, regional MPs, and international partners to strengthen ASEAN collaboration.

📰Cambodia–Timor‑Leste Sign Mou on Cross‑Border Payments

— The National Bank of Cambodia and Banco Central de Timor‑Leste have signed a memorandum of understanding on cross‑border payment cooperation, witnessed by President José Ramos‑Horta and Prime Minister Kay Rala Xanana Gusmão during the launch of Timor‑Leste’s national QR payment system, TUQR.

NBC Governor Chea Serey said the agreement capped a series of bilateral meetings in Dili and underscored the two countries’ shared experiences in nation‑building and institutional development. She described the MoU as a step toward deeper regional payment connectivity.

The deal builds on Cambodia’s own digital payment success. The Bakong system, launched in 2020, has become a cornerstone of the country’s financial infrastructure, processing more than 1 billion transactions worth USD 135.8 billion in the first half of 2026. It now counts 38 million user accounts and is accepted at 4.5 million merchant locations nationwide. Bakong also supports cross‑border QR payments in Thailand, Vietnam, Laos, China and South Korea, and is linked with UnionPay International and Alipay+.

The visit concluded with a reception marking the 15th anniversary of Timor‑Leste’s central bank. Serey congratulated BCTL Governor Hélder Lopes on both milestones — the TUQR launch and the anniversary — and said Cambodia looked forward to closer cooperation in digital finance.

On the afternoon of 27 August 2026, His Excellency Chhay Sinarith, Senior Minister in Charge of Special Missions and Head of the Secretariat of the Commission for Combating Online Scams (CCOS), briefed members of the diplomatic corps and International Organisations in Phnom Penh. The briefing was coordinated by Her Excellency EAT Sophea, Permanent Secretary of State of the Ministry of Foreign Affairs and International Cooperation, and attended virtually by Cambodian Ambassadors and Consuls-General abroad, as well as representatives of relevant ministries and institutions.

The briefing focused primarily on the update on the fight against technological fraud scam crimes, the Government's efforts and the results of the crackdown operations, as well as the assessment and way forward.
