OECD Digital Education Outlook 2026

The OECD has recently released the Digital Education Outlook 2026, which focuses on the effective use of generative AI in education.

The report highlights that the most effective use of generative AI in education comes from collaborative engagement, where teachers and AI work together to critique and refine outputs. This approach enhances instructional quality while preserving teachers’ professional judgement.
A major concern is that most current AI tools are general-purpose and poorly aligned with curricula. The report therefore argues for purpose-built educational GenAI systems, co-created with teachers and students. Such tools would give educators greater control over AI behaviour, including how students interact with it and how errors or “hallucinations” are managed.

Early evidence shows that GenAI is already supporting teachers—especially in higher education—through AI teaching assistants and tutoring tools. These systems can match human assistants in clarity and accuracy, and they can improve online tutoring and instructional materials, particularly for less experienced teachers. However, motivation, relationships, and social-emotional learning remain fundamentally human roles.

Beyond classrooms, GenAI is transforming system and institutional management. It is streamlining administrative tasks such as admissions, curriculum analytics, and career guidance, with strong efficiency gains—though human oversight remains essential. In assessment, GenAI can generate exam items at scale and support more authentic, real-world tasks. In research, it accelerates processes from hypothesis generation to experimental design and opens new possibilities through synthetic datasets.

Overall, the report concludes that human-centred, pedagogically grounded GenAI can deepen learning, improve teaching, and enhance system efficiency. However, overreliance risks reducing students to passive users and teachers to supervisors. Policymakers are therefore challenged to ensure GenAI becomes a learning partner rather than a learning shortcut, moving beyond generic chatbots toward tools designed specifically for education.
