Periodic Maintenance of Irura Road within Nanyuki Municipality.

Earlier today, periodic maintenance works commenced on Irura Road in Nanyuki Municipality. The application of bitumen overlay is aimed at strengthening the weakened road surface and minimizing the development of potholes.

This project is financed through the Roads Levy Maintenance Fund (RLMF), Kenya Roads Board Conditional Grant which is specifically designated for the maintenance of existing roads.

In comparison, other roads such as Kimathi, Muhoya, and Lenana are currently undergoing routine maintenance after deteriorating into pothole conditions. This highlights the importance of addressing road conditions early—before significant wear and damage occur—through timely periodic maintenance, typically carried out at intervals of 2 to 5 years.

TRANSITION OF LEASE ROAD IMPROVEMENT PROGRAM FROM TIGITHI TO UMANDE WARD.

The Lease Road Improvement Program, which utilizes county-owned machinery and personnel, is currently operational in Umande Ward following its transition from Tigithi Ward. Commonly referred to as the “lease program,” this initiative is designed to enhance road accessibility across the county through routine and responsive maintenance interventions.

The program serves as a complementary approach to conventional contracted road projects, which often experience delays due to lengthy administrative procedures and budgetary constraints. By contrast, the lease program provides a more flexible, cost-effective, and timely solution to road infrastructure development, particularly in rural and semi-urban areas. Additionally, it promotes equitable distribution of development resources by addressing emerging infrastructure needs across different wards.

Key activities under the program include road grading, gravelling, bush clearing and opening of new access roads where necessary. These interventions enable the county to respond promptly to road deterioration, especially following adverse weather conditions such as heavy rainfall.

Despite its notable advantages—such as timeliness, operational flexibility, and the ability to cover multiple roads—the program faces several challenges. These include high maintenance costs of machinery, rising fuel and operational expenses, limited availability of equipment relative to the size of the county road network, and increasing demand from multiple wards requiring similar services.

Nevertheless, the program continues to deliver significant benefits to the community. Its impact is evident through improved road conditions, enhanced mobility, increased trade, and better access to essential services. Ultimately, the lease program remains a critical tool in advancing the county’s development agenda by ensuring faster and more inclusive infrastructure improvements.

The Directorate of Energy, under the Department of Land, Housing, Energy, and Physical Planning, recently acquired a bucket lift truck to facilitate aerial electrical operations.

The acquisition of this equipment has enhanced operational efficiency, safety, and service delivery, particularly in the maintenance and installation of street lighting infrastructure that requires elevated access.

Yesterday the Directorate’s energy team, in collaboration with electrical technicians, undertook routine maintenance works across Nanyuki Town. This exercise forms a critical component of efforts to strengthen the reliability and stability of the electrical network.

In anticipation of the rainy season, the maintenance activities are aimed at ensuring the integrity of electrical cables and infrastructure, thereby minimizing the risk of power surges that may result in damage to public and private assets connected to the power supply.

Despite earlier challenges experienced within the Municipality regarding street lighting, the County Government remains committed, under the leadership of the Governor, to improving and sustaining adequate lighting. This initiative is intended to enhance safety and security for residents, businesses, and visitors within and around the town.

RMLF ROAD IMPROVEMENT COMMENCE.

Earlier last week, the Department of Infrastructure officially commenced the handing over of road projects across various wards in Laikipia East Sub-County under the Road Maintenance Levy Fund (RMLF), a key source of funding dedicated to the maintenance and improvement of road infrastructure.

The handover exercise brought together key stakeholders and members of the local community who stand to benefit from the improved road network. Residents took the opportunity to share their experiences and highlight the challenges they have long faced due to the poor condition of the roads.

Particular concerns were raised regarding school-going children who often encounter difficulties accessing learning institutions, especially during the rainy season when sections of the roads become impassable.

The implementation of these works is therefore expected to significantly improve accessibility to crucial public amenities and ease mobility within the affected areas.

The exercise was conducted under the leadership of H.E. the Governor and brought together the County Executive Committee Member (CECM) for Infrastructure, the Chief Officer (CO), the area Member of County Assembly (MCA), area Chiefs, as well as county road engineers and surveyors.

The team together with the contractors undertook a joint assessment of the identified road sections to confirm the scope of works and ensure alignment with the specifications outlined in the respective Bills of Quantities (BQ).

Various roads cutting across the entire county are scheduled to undergo improvement through grading, gravelling, and culvert installation, alongside the opening of new road sections in areas where road reserves had previously been encroached upon.

The intervention is expected to enhance connectivity, support local economic activities, improve service delivery as well as create job opportunities within the locality of the project.

Yesterday marked the conclusion of a two-day plot-to-plot beneficiary verification exercise in Majengo Area, Nanyuki Municipality. Despite the challenges encountered during the exercise, significant progress was achieved. The information collected will be cleaned and subjected to further verification through confirmation by plot owners before being forwarded to the National Land Commission (NLC) for processing of allotment letters and subsequent titling.

Plot owners in Majengo Area are encouraged to take advantage of this exercise to obtain their ownership documents and to participate actively in the next phase of the process, which will be communicated at a later date by the Department of Lands.

These efforts were made possible through the support and coordination of the Office of H.E. Governor Joshua Irungu, the County Executive Committee Member (CECM) for Lands, Mr. Nabos Ekwam, the Chief Officer for Lands, Mr. John Gichuki, Municipal Manager Mr. Anthony Rukwaro and Chief Physical Planner Mr. Michael Mudenyo, in collaboration with land surveyors, GIS officers, National Lands Commission Officials and the Majengo Committee at large.

The aim of this exercise is to enable plot owners to fully benefit from their assets by securing legal ownership documents, accessing financial services such as bank loans using title deeds as collateral, and ultimately promoting sustainable economic growth and development within the area for present and future generations.

REGULARIZATION OF LAND OWNERSHIP EXERCISE IN MAJENGO.

Majengo is among the informal settlements within the Municipality undergoing land formalization and ownership regularization, based on completed planning and surveying processes that have confirmed the area’s suitability for secure land tenure.

Residents have been reminded during ongoing community engagements that regularization and issuance of ownership documents will not proceed until all pending and unresolved disputes are conclusively addressed through legal channels or the area committee mandated to handle dispute resolution.

The regularization process will involve several key activities, including community sensitization, verification of beneficiaries, parcel boundary confirmation by county planners and land surveyors, compilation of the verified beneficiary list, submission of the data to the National Land Commission (NLC), and coordinated efforts between the NLC and the County to facilitate land allocation and issuance of title deeds.

The primary objective of this land ownership regularization exercise is to ensure accurate verification and authentication of genuine plot beneficiaries, submission of the verified list to the NLC, and eventual issuance of formal ownership documents to the rightful landowners.

Ultimately, the process will enhance transparency, produce a verifiable list of beneficiaries, support formal land allocation, secure land tenure for legitimate owners, strengthen socio-economic stability and bring about investment potential within the area.

POINT TO NOTE:

The regularization exercise is expected to take approximately two days, followed by a third day dedicated to verification of the information provided at the Social Hall. The activity will commence on Wednesday, 17th December 2025, at 9:00 a.m., covering Blocks A through D, and will continue on Thursday, 18th December 2025, proceeding through Blocks E to F respectively.

During the beneficiary validation exercise, beneficiaries will be required to submit ownership documents, including allotment letters and/or land rates receipts, a copy of their national identification card, KRA PIN certificate, passport-size photograph, and, where applicable, a sale or transfer agreement or a court grant.

GROUND SURVEY FIELD WORK.

The County Government, Department of Land and Urban Development , has wrapped up a successful one-week ground survey exercise in Naibor and Ihigaini centers today. A similar exercise will be conducted early next year, 2026, in Mithuri, Veterinary, Nakwang, and Kona Mbaya A & B centres.

This activity, planned by the Chief Physical Planner and approved by the County Assembly, will play a key role in guiding land development and tenure regularization.

The survey focused on parcel boundary mapping and georeferencing, verification of planning datasets and settlement layouts, establishment of GPS control points, and preparation of accurate cadastral datasets for lease processing and improved land governance. These efforts will enhance spatial data reliability and support the effective implementation of County Assembly–approved plans.

The exercise was fully sponsored by the Food and Agriculture Organization (FAO) through the European Union (EU) funded Digital Land Governance Programme (DLGP), and its successful implementation was attributed to the leadership of the Chief Officer for Land and Urban Development, Mr. John Gichuki, supported by County Planners, Land Surveyors and GIS experts.
