ποΈ Motion on Establishment of the Kaptembwo Ward Capacity Building and Empowerment Program
Objective:
To equip residents of Kaptembwo Ward β particularly youth, women, and local entrepreneurs β with practical skills, training, and knowledge to enhance productivity, self-employment, and community development.
Background and Rationale:
Kaptembwo Ward is home to hardworking youth and business-minded residents who face unemployment, lack of technical skills, and limited access to training opportunities. Most small business owners (e.g., salonists, mechanics, bodaboda riders, and market traders) lack access to modern knowledge in business management, digital marketing, and financial literacy.
This motion seeks to establish a Capacity Building and Empowerment Centre within Kaptembwo, working under the Countyβs Department of Trade, Youth, and Social Services. The Centre will organize periodic training sessions in partnership with:
TVET institutions,
NGOs,
County Trade Office,
NACADA and NITA (for certification).
Proposed Key Programs:
1. Youth Skills & Innovation Program β Training on ICT, entrepreneurship, digital jobs, and technical skills.
2. Women Enterprise Empowerment β Business and savings education for women groups and small traders.
3. Financial Literacy & Cooperative Training β Guidance on SACCO formation, record-keeping, and micro-loan management.
4. Public Service Capacity Development β Workshops for ward and sub-county officers on service delivery, accountability, and citizen engagement.
5. Health & Environment Awareness Programs β Community education on sanitation, waste management, and preventive health.
Legal and Constitutional Justification:
Article 55(a) β The State shall take measures to ensure the youth access relevant education and training.
Article 232(1)(i) β Encourages involvement of citizens in policy-making and capacity development.
Article 43(1)(e) β The right to social and economic empowerment.
