As the nation prepares for the 2027 General Election, security agencies under the multi-agency framework continue to put measures in place to ensure a safe and secure environment conducive to a free, fair, and credible election.

The Directorate of Criminal Investigations (DCI) remains an important player in the Nairobi region in executing its constitutional mandate of preventing and investigating crime.

Under the leadership of the Regional Criminal Investigations Officer (RCIO), Mr. Setim Kandie, CP, the DCI has put in place measures to address emerging and persistent security concerns, including goonism, misinformation and disinformation, various forms of robbery such as phone snatching, motor vehicle theft, and the infamous “kazi majuu” scams, among others.

While addressing the media in Nairobi, the RCIO assured Nairobi residents of an open-door policy in addressing security concerns. He encouraged members of the public to continue sharing information on issues affecting their security to facilitate timely and appropriate police action.

Members of the public are encouraged to make use of the National Police Service emergency lines—999, 911, and 112—or report incidents anonymously through the DCI’s toll-free hotline, 0800 722 203, or WhatsApp number 0709 570 000.

Following the earlier seizure of assorted ci******es and suspected counterfeit KRA excise stamps, detectives have further recovered two sacks of loose dried to***co and cash in notes and coins stashed in polythene bags, believed to be proceeds from cigarette sales.

Preliminary investigation indicates that the premises are allegedly being used not only to distribute and sell uncustomed and smuggled ci******es, but also to package and brand to***co products illegally using established trademarks.

The scene has been processed by CSI detectives and KRA officers, as investigations continue. Meanwhile, a manhunt for the suspect who is still at large is ongoing.

The National Police Service (NPS), through the National Criminal Investigations Academy (NCIA), has concluded a five-day workshop to develop Ethics, Integrity and Accountability Training Modules for its officers.

The workshop produced two distinct but complementary modules: one addressing competencies expected of police officers generally, and the other addressing the additional command and supervisory responsibilities expected of police leaders, including managing institution-wide corruption risks, designing and monitoring preventive controls, and ensuring reporting systems function and are acted upon.

The closing ceremony was presided over by the NPS Director of Training and Research, Mr Aljir Hassan, AIG, who commended the participating institutions for the work done over the week and called for the modules to be rolled out across training institutions once finalised.

"These modules must move into every training institution across the Service, so that ethics and integrity become part of how we train, not an afterthought," said Mr Hassan.

NCIA Deputy Commandant, Mr Stephen Chacha, AIG, thanked the technical experts and partner agencies for their contribution and reaffirmed NCIA's role in anchoring the modules within its training curriculum.

"The work done here will shape how our officers understand integrity, not as a rule imposed on them, but as a standard they carry into their service," said Mr Chacha.

Also present at the closing ceremony were Director Reforms at the Administration Police Service (APS), Mr Samuel Ndungu, AIG; Director of Training at DCI, Ms Violet Makhanu, CP; Deputy Director of Training at the Kenya Police Service (KPS), Mr Reuben Muli, CP; Deputy Director of Training and Research at NPS, Dr Gedion Kirui, CP, and Ms Joy Matara of UNODC.

The draft modules will now move through internal and external stakeholder validation in October, followed by technical and editorial review, before their formal unveiling in early November and subsequent piloting and curriculum integration. The process is supported by the European Union through the Programme for Legal Empowerment and Aid Delivery in Kenya Phase II (PLEAD II), in partnership with the Ethics and Anti-Corruption Commission (EACC) and the United Nations Office on Drugs and Crime (UNODC).

The DCI continues to strengthen partnerships with national and international institutions to enhance the quality and relevance of training in the National Police Service.

An intelligence-led operation by detectives has unearthed a suspected illicit cigarette distribution network in Githunguri Township, Kiambu County, following the seizure of assorted ci******es and bundles of suspected counterfeit Kenya Revenue Authority (KRA) excise duty stamps.

The operation targeted businessman Patrick Muiruri Mwangi, who is suspected of being involved in the illegal sale and distribution of uncustomed and smuggled ci******es.

Working on intelligence, detectives mounted undercover surveillance on two premises linked to the suspect, carefully piecing together his movements and activities before making their move.

Detectives stormed the premises and conducted a meticulous search, uncovering assorted boxes and loose packets of ci******es, alongside bundles of KRA excise duty stamps suspected to be counterfeit.

The premises have since been secured as detectives await the KRA Investigations & Enforcement team to examine the seized items and establish the extent of the suspected illicit trade.

However, the suspect managed to evade arrest and remains at large, as detectives pursue leads to trail and bring him to justice.

The operation underscores the DCI’s resolve, in collaboration with other law enforcement agencies, to dismantle networks dealing in counterfeit and illicit goods, protect legitimate businesses and safeguard government revenue.

A coordinated crackdown on narcotics trafficking in Busia and Bungoma counties has led to the arrest of four suspects and the recovery of a substantial haul of cannabis sativa.

In Busia County, detectives from the National Anti-Narcotics Investigation Bureau (NANIB), acting on intelligence, intercepted a Fuso lorry, registration number KDU 981Y, along the Busia–Kisumu Highway.

The lorry, which was ferrying cereals to Nairobi, was subjected to a search that exposed a cleverly concealed consignment of 14 bales of cannabis sativa. The drugs had been packed in two sacks and concealed beneath dry cassava in an apparent attempt to evade detection.

The recovered cannabis weighed 59.15 kilogrammes, with an estimated street value of Sh1,774,500. Two suspects, Evans Josiah Mugambi and Moses Murambula Odwera, were arrested on the spot and taken into custody.

Meanwhile, in neighbouring Bungoma County, officers from Bungoma Police Station, while on patrol along the Siritanyi–Mateka Road, stopped and searched a grey Toyota Probox, registration number KCK 089M.

The search uncovered five bales of cannabis weighing 7 kilogrammes, wrapped in yellow tape and concealed in a sack. Two suspects, Boaz Kwamba and Peter Ndungu, were arrested in connection with the illicit consignment.

The four suspects remain in custody undergoing processing pending arraignment, while the impounded vehicles and recovered narcotics have been secured as exhibits.

The DCI remains relentless in the fight against narcotics trafficking, dismantling trafficking networks and ensuring that traffickers face the full force of the law.
