Today, I presided over the distribution of assistive devices to persons with disabilities at Itierio Grounds in Kisii County, alongside the Chief Executive Officer of the National Council for Persons with Disabilities (NCPWD) .

Access to appropriate assistive devices is essential in enhancing independence, improving mobility, and enabling individuals to participate more meaningfully in their communities.
This initiative reflects our collective commitment to advancing disability inclusion and ensuring that persons with disabilities have access to the resources and opportunities they need to live with dignity.

Through KISE Mashinani and strategic partnerships, we continue to strengthen efforts towards a more inclusive society where no one is left behind.

Today, I hosted a delegation from Family Bank, led by Dr. Gilbert Mutinda, Chief Commercial Officer, for a courtesy visit to strengthen our existing partnership following our successful collaboration during the KISE Conference 2026.

The delegation, comprising of Arnold Amiani, Relationship Manager; Amos Munene, Area Manager; Isaac Kirega Mwangi, Branch Manager; and Mary Wambui, Branch Operations Supervisor, held fruitful discussions with me, my Deputy Director, Finance and Administration, Mr. Anthony Mwangi, and Head of Partnerships, Norah Njoni, on expanding our collaboration to advance disability inclusion and improve access to essential services for persons with disabilities (PWDs).

Building on Family Bankโ€™s community engagement initiatives and KISEโ€™s expertise in disability assessment, inclusive education and assistive technology, we explored several potential areas of collaboration. These include preferential financing schemes for service providers, systems integration, financial literacy training for staff, nationwide disability assessment services, distribution of assistive devices, disability mainstreaming to enhance accessibility in banking services, and medical support insurance.

I believe that partnerships such as this are essential in driving sustainable solutions that respond to the needs of persons with disabilities. By bringing together our respective strengths and expertise, we can explore innovative approaches to inclusive service delivery, expand access to essential services and create greater opportunities for persons with disabilities across the country.

Our engagement marks an important step towards translating the successful partnership established during the KISE Conference 2026 into sustained collaboration. We continue to remain committed to advancing financial inclusion, strengthening community support systems and ensuring that no one is left behind.

Today, I had the honor of hosting Dr. Saida Ali, Council Member, Dr. Mbwarali Kame, Waziri of Mombasa County and Najma Osman, Founder of the Donโ€™t Hide Me Initiative, who paid a courtesy call to my office to deliberate on the upcoming medical camp scheduled for November 2026 in Mombasa County.

Our discussions focused on strengthening collaboration and coordinating efforts to ensure the successful implementation of the medical camp, bringing essential health and assessment services closer to communities, particularly persons with disabilities and their families.

โ€œWe must all become a voice for the voiceless. The intention behind opening and strengthening Educational Assessment and Resource Centres (EARCs) is to ensure that everyone can access assessment services early, regardless of where they live.

Early assessment enables us to identify needs in good time, provide the right interventions and ensure that no learner is left behind. We must take these services closer to our communities and make inclusion a reality for every child.โ€

Assistive technology can open new possibilities for learners, but its impact in the classroom depends greatly on the teacher standing beside that learner.

During our discussions, Dr. Reuben Nthamburi Mugwuku, Director of Teacher Professional Management at the Teachers Service Commission, emphasised the importance of continuously equipping teachers with the skills needed to integrate assistive technology into inclusive learning.

This is an area that requires sustained investment.

Teachers need continuous professional development, appropriate support, reliable data and the right tools to respond to the diverse needs of learners.

I was particularly encouraged by the call for universities and training institutions to develop specialised courses and learning systems that support continuous and personalised learning.

If we want technology-enabled inclusive education to succeed, we must invest in the people who make learning happen every day ,our teachers.

One of my strongest reflections from KISE Conference 2026 is that assistive technology cannot succeed in isolation.

A device can change a learnerโ€™s life, but it is the system around that device , the teacher, the data, the financing, the partnerships, the policies and the follow-up ,that determines whether that change is sustained.

Our Panel Discussion on Systems Strengthening brought this home clearly. We heard calls for stronger partnerships between government and the private sector, greater investment in local manufacturing, stronger accountability and systems that make assistive technology more affordable and accessible.

As the discussions demonstrated, inclusion must be more than a policy aspiration. It must be visible, measurable and supported by systems that work.

When we strengthen the systems around assistive technology, we strengthen the possibility of lasting inclusion.

My heart is full as I reflect on the successful conclusion of the KISE Conference 2026.
Over the past two days, we have shared ideas, experiences, partnerships and solutions around advancing disability inclusion through assistive technology, innovation and inclusive education. I am deeply encouraged by the commitment demonstrated by our partners, professionals, parents, caregivers and all participants who joined us in this important conversation.

As I officially closed the conference, I emphasized the importance of intentionality, inclusion and meaningful participation in building systems that respond to the needs and aspirations of persons with disabilities.

I reflected on the deliberate choice of our Master of Ceremonies, whose experience as a parent and father of a child with a disability speaks to the critical role parents and caregivers play in shaping inclusive systems. Their voices, experiences and insights must remain central to how we design and deliver services for children with disabilities.

I also highlighted the progress being made towards inclusive policing, including the incorporation of inclusion and disability considerations into the police curriculum. This is an important step towards creating institutions that understand and respond to the diverse needs of persons with disabilities.

We are also looking forward to collaborating with the Kenya National Association of the Deaf to promote sign language training for personnel in offices and institutions. Strengthening sign language capacity will enhance communication accessibility and help create more inclusive service environments.

As we close this conference, my message is clear: the conversations must now translate into action.

The partnerships we have built, the experiences we have shared and the solutions we have explored must contribute to tangible change in inclusive education and disability inclusion.

I thank every participant, partner, speaker, exhibitor and member of the KISE team who made this conference possible.

Together, let us move from dialogue to action and from inclusion as an aspiration to inclusion as a lived reality.
