In 1973, while addressing Kenyans in Vihiga, then Finance Minister Hon. Mwai Kibaki affirmed that family planning is an integral component of development planning. He noted that no nation can effectively plan for economic growth and social progress without planning for its most valuable resource: its people.

Today, I joined fellow parliamentarians from the Kenya Women Parliamentary Association(KEWOPA) and the Kenya Young Parliamentarians Association(KYPA) in a consultative meeting on sustainable family planning financing and advocacy. The discussions underscored the critical link between reproductive health, economic empowerment and sustainable development.

As Kenya continues to pursue inclusive growth, we must ensure that family planning remains a national priority supported through adequate financing, strong policy framework and sustained political commitment.

Earlier today, AYPN and KYPA secretariat engaged with a team of evaluators for the United Nations Office on Drugs and Crime as part of an independent evaluation of UNODC's anti-corruption and integrity program.

The engagement provided an opportunity to reflect on the partnership between AYPN, KYPA and UNODC in promoting ethical leadership, integrity, accountability, transparency, and meaningful youth participation in governance.

Family planning financing is not an expenditure, it is a strategic investment in Kenya's health, economic growth, and future prosperity.

As Kenya continues to face declining donor support for reproductive health commodities, sustainable domestic financing is no longer optional; it is a national imperative.

We commend the Government for releasing KSh 250 million to KEMSA for the procurement of family planning commodities.

However, this is only the beginning.

We call upon the National Treasury to urgently release the remaining KSh 270 million before the close of the financial year to prevent further commodity stockouts in public health facilities. We further urge the Government to honour the KSh 2.5 billion Presidential commitment under the Every Woman Every Newborn Everywhere (EWENE) Acceleration Plan and fulfil Kenya's obligations under the GoK-UNFPA Supplies Partnership Compact to unlock additional resources for family planning commodities.

Young Parliamentarians, remain committed to championing stronger oversight, accountability, and sustainable financing mechanisms that guarantee uninterrupted access to family planning services for all Kenyans.

We also call upon county governments to prioritize family planning within their budgets and strengthen service delivery, particularly in informal settlements and underserved communities where unmet need remains high.

Young Parliamentarians joined fellow legislators, health experts, development partners, civil society organizations, and advocates at the National Family Planning Financing Dialogue to discuss sustainable financing for family planning services in Kenya.

Sen. Tabitha Mutinda-Wekeza Na Mama, whose statement on family planning financing, read in the Senate, played an important role in elevating the issue and strengthening advocacy efforts that culminated in the release of Ksh 250 million to KEMSA for the procurement of family planning commodities.

This marks a significant step towards addressing commodity shortages and ensuring that women, young people, and families have access to essential reproductive health services. It also demonstrates the power of parliamentary advocacy in driving meaningful policy and budgetary action.

KYPA, acknowledges that while the release of funds is an important victory, the ultimate measure of success is ensuring that these commodities translate into quality services reaching the people who need them most, particularly those in informal settlements and communities where access to family planning remains a challenge.

We recognize that family planning is not only a health issue but also an economic and development priority.
Investing in family planning empowers women and young people, reduces preventable maternal deaths, supports education outcomes, and contributes to Kenya's demographic dividend.

We remain committed to championing increased domestic financing, stronger oversight, and people-centered solutions that advance Kenya's FP2030 commitments and improve health outcomes for all.
