PPP Committee Conducts an Inspection of the Nairobi Expressway

Today, the Principal Secretary (PS) for Public Investments and Assets Management, Mr. Cyrell Wagunda, led the PPP Committee on an inspection tour of the Nairobi Expressway, one of Kenya’s flagship Public Private Partnership (PPP) projects.

The Principal Secretary was accompanied by other PPP committee members including the PPP Director General, Eng. Kefa Seda and Mr. Macharia Taki.

During the visit, Mr. Wagunda commended the recent improvements undertaken at the Museum Hill and Westlands exits, noting that the enhancements have helped ease congestion and improve traffic flow along the corridor.

Eng. Kefa Seda highlighted the transformative impact of the Expressway in reducing travel times and enhancing connectivity, emphasizing that the project continues to deliver tangible benefits to road users and the broader economy.

The 27.1 - kilometre Nairobi Expressway has significantly improved mobility along the Corridor by reducing travel times, easing traffic congestion, enhancing road safety, and strengthening connectivity to key transport hubs, including Jomo Kenyatta International Airport, the Nairobi SGR Terminus, and Syokimau Railway Station.

The inspection provided an opportunity to assess the project's performance, maintenance standards, and the socio-economic benefits it continues to generate for Kenyans.

As a successful PPP initiative, the Nairobi Expressway demonstrates the vital role of strategic partnerships in accelerating infrastructure development, improving service delivery, -and advancing Kenya’s economic growth and transport modernization agenda.

This morning, the PPP Director General, Eng. Kefa Seda, officially opened the 3rd Annual PPP Projects Performance Review and Reporting Workshop in Naivasha. The two-day workshop has brought together representatives from various Contracting Authorities and the private sector to review the performance of PPP projects, share success stories, address implementation challenges, and strengthen reporting frameworks.

In his remarks, Eng. Seda emphasized the importance of enhancing efficiency, accountability, and service delivery to Mwananchi through well-structured performance standards for the PPP projects. He also challenged participants to focus on improving the quality of Annual PPP Reports while assessing the impact and value of the projects to the public.

The Public Private Partnerships (PPP) Committee today commenced the inspection mission of key PPP projects in the Rift Valley and Western Kenya including the Nairobi-Nakuru-Mau Summit Highway, the KDF Housing Project, and geothermal power plants in Naivasha.

The mission began at Rironi with a briefing from KeNHA and the contractor on the progress realized so far on the Nairobi-Nakuru-Mau Summit Highway project.

Speaking on behalf of the Committee, the Chairman, who is also the Principal Secretary for the National Treasury, Dr. Chris Kiptoo, said the project contract had been signed and implementation was progressing steadily towards improving road infrastructure and enhancing connectivity along the Northern Corridor.

Other members of the mission include the Principal Secretary for State Department for Public Investments and Assets Management, Mr. Cyrell Wagunda; the Principal Secretary State Department for Roads, Mr. Joseph Mbugua; PPP Director General, Eng. Kefa Seda and Mr. Julius Macharia Taki.

The team made inspection stopovers at Manguo Swamp, the Kwambira Interchange, and the contractor’s campsite to assess the ongoing works and project preparedness.

The inspection mission aims to evaluate the progress of the projects, address implementation challenges, ensure compliance with agreed timelines and standards, and reaffirm the Government’s commitment to delivering transformative infrastructure projects through the Public Private Partnership framework.

Project development can be tedious, complex, and at times even adversarial. As infrastructure finance professionals, it is easy to become absorbed in risk matrices, financial models, and contract negotiations but it is crucial not to lose sight of the bigger picture: the projectʻs ultimate purpose which is to improve lives. Keeping that goal in mind helped teams persist through inevitable setbacks and maintain momentum in closing Kenyaʻs first transmission PPP.
